Minutew of a meeting of the Commbn::.Eounel of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall, in
said City at 7:30.o'clock P.M., on February 17th,1930.
Meeting called to order any President Liddle.
Roll Call. Present: Liddle, Erickson, Hicks, Miller,
Rommel, Schroeder, Vihstadt. Absent: None.
'Upon motion by Rommel, second by Schroeder, the minutes of
the meetings held on February 3rd,1930, February 6th,1930, and February
8th,1830, were each approved.
The report of the City We ighmast er for the month of
January 1930, showing flees collected for weighing in the total' amount of
$33080, was read, and President Liddle referred the same to the Finance
Committee.
The report of the Health Officer for the City Farm fbrv;tihe
month of January 1930, showing receipts, in the amount of $3439.18, disburse-
ments in the amount oft?4372, and a balance on hand in the amount of
01712406, was read, and President Liddle ordered that the same be placed,
on f ile.
The report of the Building and'Electrical Inspector for the
month of January,1930, showing .152.00 collected for building inspection
E fees and $16050 collected for electrical inspection fees, was read, and

President Liddle referred the same to the Finance Committee,
The report of the Clerk of the municipal. Court for the week

endingFdbruary 10th,1930, showing criminal fines collected $10,00, civil
fees received 04,00, and court costs charged to Olmsted County $16460,
and the report for the week ending February 17th,1930, showing civil fees
received in the amount of 07.001, and court costs charged to Olmsted
County .$16.10, were each .read, and President Liddle referred the same to
the City Attorney.
The report of the City Treaswer for the month ending
January 31st,1930, showing $265845*63 as being on hand, was read, and
President Liddle ordered that the same be placed on file.
The application of Company C. 205th Inf, M.N.G., for a public
dance perimit at the Armory February 25th, March 4th, and March 17th,1930,
was read.
The applications of R. C. Burke and W. T. Dziewanowski for
solicitor's licenses were each read, and upon motion by Vihstadt, second
by Erickson, licenses were granted.

The applications of Claude L. Bogart, Arthur D. Thompson, Elmer
Sween, D. J. Orr, William Bryan Batts, Warner Sandell Merrow C. Baker., Andrew Tri,
and
Clarence Berndt,/John F. 1Ihompson, for drivers licenses, were each read, and upon
motion by Schroeder, second by Erickson, licenses -were granted.
The following copy of resolution requesting authority, was read., and
President Diddle ordered that the same be placed on file:
"Be it and it is hereby resolved by the Public Utility Board of the
City of Rochester, Minnesota that the Icon. Common Council of the said City be and
is hereby requested to, authorize the -said Board to enter into, a contract with the
General Electric Company of Schenectady, New York for the furnishing and the
installp.tion of ONE 6250KVA 'Turbo-Benerator in accordance with specifications and
with their bid, completely erected on foundation as provided by the City at a
price of EIGHTY-EIGHT THOUSAND EICHC HUNDRED DOLLARS ($88,800.00) F.O,B. Rochester,
Minnesota and erected as specified -said company being the lowest repponsible
bidder."
Copies of requisitions dpon Saint Mary's hospital for the isolation of
Vernon Newell, age 9, living at 857 Second Street Southwest, diagnosed to be
suffering from scarlet Fever, was read, and President Liddle ordered that the
same be placed, on file.

Upon motion by Rommel, second by Miller, the approval of the Common
Council was given to the deepening of -the channel of the Zuumbro River, between the
Fourth Street Southeast bridge and the proposed new bridge over. the Zumbro River
me nt
at Broadway Street South, in the event that the Highway Depart/desires to make
such a change in connection with the construction of the above mentioned proposed
bridge.
Lease given by the Academy of Our Lady Of Lourdes to the City of
Rochester, Minnesota, covering a site for the new water works stand pipe, was
laid before the Common Council, and upon motion by Hicks, second by Vihstadt,
the said lease was accepted and it was ordered that the same be placed bn record.
A communication from the Council of the City 'of Redwing, relative to
the City of Rochester's share in .the cost for the making of an investigation
in connection with the hydro -electric possibilities at the Hastings dam was read,
anu President Liddle ordered that the same be placed on file.
The appointments by the Mayor of Chester Re Fellows, as aSpecial
Patrolman. during the period February 5th to llth,1930, and February 12th, to 18th,
1930, were each read, and President Liddle ordered that thesame be placed on file.

Dear Sir.: Re: Construction of T.H. 469 in Rochester.
In talking with Mr. Gentling a few days ago he requested that I
write you as to our plans for the improvement of Trunk Highway No.59 south
of the old fire hall in Rochester.
I am pleased to advise that our surveys indicate that it will be
entirely practical to eon6truct a new c'rannel in order that we may build the
new bridge at a location near the Chicago Great Western Shops, instead of
across the present channels of the Zumbro River. You may, therefore, safely
plan on th.: eonstruet.ion of the new fire hall at the intersection of Sixth
Street and Broadway.
Our first operation in connection with this improvement will involve
the construction of the new channel. This work will be carried out insuch a
way that the present south dhannel will be unobstructed while we are filling
'i
across the present north channel and excavating the new channel.
Our survey indicates that there is a.,possibility that the
y
depth of the new channel might be made from three to four feet greater
than the depth of the present channel where the new channel would
connect, with the present, stream bed. It occurs to us that those(
interested in the development, of the athletic field aXLd golf course,
t
which lies upstream from the proposed channel revision, would desire
to extend the dhannel deepening for some distance in order to reduce
the danger of flooding the golf course .and athletic field.

As soon as we are in a position to give this matter detailed

study we will get in touch with Mr, Gentling, so that those interested

may consider the possibility of extending the channel deepening

beyond the limits required for the highway construction.

Alderman Erickson introduced any erdinance providing for the

y that would be used if the proper front foot value was determined for the
middle of each block. 'There seems to be much inequality in the front foot
i; values at present, comparing one side of the street with the -other, and
that is one of the things which must be worked out and corrected first -
before anything else, can be, done in equalizing land values.
With the Information at hand.., this is the best I can do for you and I
hope it will show much room for improvement in your land valuer.

The City Engineer requested authority -to employ Elmer Lyon as an inspector
Ion the construction of the preliminary sedimentation tank at, the local sewage
(disposal plant, at a compensation of not to exceed $50.00 per week..' and upon motion
by Schroeder, second by Rommel, the City Engineer was instructed to put, an inspector
�on the construction of the said sedimentation tank at a compensation o 0

1$50.00 per week.
The following c ommunieat ion was read, and upon motion by Hicks, second
by Vihstadt, the City Clerk was instructed.to draw a resolution approving the
Ichange mentioned, which resolution shall carry condition that this change shall
'be made at no expense to the City of Rochester, Minnesota:

collector in the Preliminary Sedimentation Tank.
This change is recommended by the Link Belt Company
and is approved bi the Directors of Sanitation of the Board of

Alderman.. Mih&tadt brought up the matter of unnecessary, electric light
and telephone poles in that there is a possibility that some of these services
could be combined and use one pole where nor more than one is used, and upon motion
by Rommel, second by Miller,that matter was referred to the Street and Alley Committee
and the City Engineer for their consideration and recommendations.
Upon motion by Hicks, second by Rommel, Council adjourned t9 7:30 o'clock
