Roll Call. Present: Liddle, Erickson, Hicks, Miller, Rommel, Schrodder, Vihstadt. Absent: None. .Alderman Miller introduced an ordinance governing plumbing and plumbers in the City of Rochester, Minnesota, whieh,was given its first reading. Upon motion by, Hicks, second by Erickson, the said proposed ordinance I was referred to the City Engineer and the City Attorney for theirconferenee with the I plumbers of this City relative to changes which were very apparently necessary. The following communication was read, and President Liddle ordered that thQ same be placed on f ile : " Rochester, Minn. March 3, 1930, To the Hon. City Council Rochester, Minnesota, Gentlemen:- . , At a special meeting of the Tax -payers League, held in the Union Labor Hall, in the month of Februar y,1930, a proposed plumbers' ordinance for the City of Rochester was considered, and fully discussed. The President was instructed to appoint a committee of five to carefully consider the ordinance, and report its findings to the next meeting. A,R.Zick, Charles Moore, Harold Crawford, Frank Stoppal, and George N. Goodhile were appointed as the committee. They met with the plumbers,after giving the matter careful consideration, and brought back to the next meeting or the Tax -payers League, a report endorsing the ordinances as drafted, and requesting the Council to pass this ordinance, and enforce iT, with the stricktest economy, i'hisreport was considered carefully by the memb`rs of the Tax -payers League present, and a motion made and carried unanimously, that it be approved, and that the President be instructed to notify the Council of our actions in the matter. We hope that you will see your way clear: to pass this ordinance, as soon as possible, Yours truly, Matt Fitzpatrick Pres, of the Tax -payers League." The following communication and a petition, the majority of the signers being plumbers, were each read, and President .Liddle ordered that the same be placed on file; the said communication being: " Rochester, Minn. Dec. 5, 1929. TO TEE HONORABLE MAYOR AND COMMON COUNCIL OF T.HV CITY OF ROCHTS`1'ER. Whefleas the Master Plumbers and Journeyman Plumbers Of the City of Rochester have prepared an Ordinance governi_r..g the construction and installation of Plumbing,, to insure better sanitation and to protect and benefit the public, We, the undersigned, hereby heartily indorse a resolution .for the adoption of this Ordinance. See. d The following recommendation was read, and President Liddle ordered that the same be placed on file: "Rochester,Minnesota March 3, 1930 To the Honorable Mayor and Common Coim.cil of the City of Rochester. A special Committee appointed to study the proposed Plumbers ordinance and code, recommended that the Commercial Club endorse the ordinance, provided certain changes were made. These changes have been made and at, a general membership meeting of the Club, the recommendation of the special committee were approved. A statement prepared by the Park Board, showing the receipts and disburse- ments in connection with the operation of the skating rink in Mayo Park showing receipts in the amouht of $1362.80, plus $500,00 appropriation made from the General Fund, making.: total receipts of A1862.80, and disbursements of $1653.051 with an unexpended balance of $209.75, which they proposed to return to they General Fund of said City, was read, and President Liddle ordered that the said statements be placed on file. Don. E. Postier, Building and Electrical Inspector, brought up the matter of the request of the Manager of the Empress Theatre that permission be given to erect a bill board on the canopy of the theatre entrance and it was unanimously agreed by the members of the Common Council that such a permission should not be granted. The application of L. A. Fu llows, for a public dance permit at the Wbodman Hall, March 4th, and March 18th,1930, was read. I The applications of Douglas Street, and R. H. B1uhm for drivers licenses were each read, and upon motion by Hicks, second by Vihstadt, licenses were granted, 4 I ' The application of the Boston Shine Parlor for permission to place and maintain a sign on the building known as 19 First Street Southwest, was read, and upon motion by Vihstadt, second by Schroeder, licen .was granted. The following communication was read, and President, ?,iddle ordered that the same be placed on file: " Oronoco, Minn. March 4, 1930. Vae Honorable Mayor and Common Council of City of Rochester. My sister from California will be here for a few days, comes i this week. I write this just to remind you that the option and final renewal on the Oronoco picoperty expire March 20, I thought perhaps the i matter might be decided one way or the other. Respectfully ' Roy W.Allis." * I A motion by Vihstadt, second by Erickson, that the City Clerk be instructed to prepares an unofficial ballot for March llth,1930, which would be for an expression; ( ( S of opinion as to whether or not $100,000.00 bonds should be issued for the acquisi- a�}d tion of necessary flowage rights, etc.,/ for the development of a hydro -electric power elan+_, on the Zumbro River at Oronoco, Minnesota, lost by the following vote -- Ayes: Erickson, Hicks, Vihstadt. Neys: Miller, Rommel, Schroeder, Liddle. The remonstrance of R. R. Williams against the opening of Third Place Southeast , between Thirteenth Avenue Southeast, and Fourteenth Avenue Southeast, was read, and President Liddle ordered that the same be placed on file. Copy of requisition by the Health Officer upon Saint Mary's Hospital for the isolation of Marian Le ininger, living 9,t 21 Third Avenue Southwest, diagnosed to be suffering from Scarlet fever, was read, and President Liddle ordered that the same be placed on f yle . A c ommunicat ion from Marsh & McLennan of Minneapolis, Minnesota, asking for the release of the endorsement on policy A.P.R. 4016909 covering J.C.Adams for the operation of four Ford taxicabs, for the reason that Mr. Adams has been denied licenses for these four taxicabs, was read, and upon motion by Hicks, second by Erickson, the City Clerk was instructed to re _ease the said endorsement and substitute the said letter instead, The following GOPeP.f resolutions passed and adopted by the Commissioners of the Sinking Fund, were read, and upon motion_ by Romirel, second by Miller, the act ions set, forth therein were approved and it was ordered that the said copies of resolutions fI be placed on file: "Be it resolved by the Commission.rs of the Sinking Fund of the City of Rochester, Minnesota: That the sum of 818200,27 be and the said sum is hereby appropriated from the Sinking Fund of said City and it is ordered that 118045.50 thereof be paid to the Sewage Disposal Plant Fund of seAd C9_t,y and that "154,77 thereof be paid to the Interest Fund of said City as the purchase price for t17000,00 City of Rochester 4-2% Sewage Disposal Plant Bonds dated September lst,1924, '')17,000,00 thereof being principal on the said bands 11045,50 being premium on the said bonds and. $154.77 thereof being accrued interest on the said bonds December 1st3,1929, to February 27th,1930, the said bonds being numbered 287 to 290 inclusive, 307 to 310 inclusive, 327 to 330 inclusive, and 346 to 350 inclusive, maturing four (4) thereof on the first day of December in each of the years V41, 19422 194319 and five (5) thereof on the first day of December in the year 1944, all of said bonds having the June lst,1930 and all subsequent interest coupons attached," y "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: i i That the sum of $15305,63 is hereby appropriated from the Sinking Fund of said City and it is ordered that $15255,00 thereof be paid to the New Central Fire Station Fund of said City and that $50.63 thereof be aid to the Interest Fhind of said City for 815000,00 City of Rochester 4 , Improvement bonds dated February lst,1930; $15000,00 thereof being principal on the said bands ,255,00 thereof being premium -on the said bonds and 150.63 thereof being accrued interes+ on the said bonds February lst,1930, to February 27th,1930, the said bonds being numbered 1, 2, q, 7, 11, 12, 16, 179 21, 229 26, 31, 360 41, and 4.6, - and the maturit ie s thereof being two thereof on December let,, in each of the years 1951, 1932, 1933, 1934, and 1935, and one thereof on December lst in each of the years, 1936, 19379 19362 1939, and 1940, all j of the said bonds having the June lst,1930, and all subsequent interest coupons attached." f i� The following telegram was read, and President Liddle ordered jj that the same be placed on file: "M166 8-STPAUL MINN 27 335P 1930 Feb 27 PM 3 42 CI`l'Y CLERK - ROCIIESTER MINIM - CAN SEE DELEGATION AT TWO PM TWEI�'TY EIGHTH - 0 L KIPP. " A report from the Commissioner of Sanitation of the 'I Department of Health of t;ho State of Minnesota, covering an investiga- tion of the cannery waste disposal situation at the Reid -Murdoch i� it it canning factory at Rochester, Minnesota, was read, and upon motion by Rommel, second by Miller, it was ordered that the said report be placed on file and that the City Clerk be instructed to furnish the Reid- , Murdoch Company with a copy of the said report and respectfully request that the said Compaiq comply with the recommendations set forth therein. I� An ordinance providing for the issuance of resident identification cards �1by the City Clerk of the City or Rochester, and requiring that any person performing work for a contractor on work for the City of Rochester, shall have such a card, was (given its second reading. An ordinance prokiding for the granting of permits to owners of buildings to move game along and upon the public streets of the City of Rochester, was given its second reading. An ordinance to amend ordinance No .192, the same being an ordinance !entitled"An Ordinance to Licnese and regulate Moving Picture Shows in the City of 'Rochester., Minnesota" was given i+,s second reading. The following communication was read, andPresident Liddle ordered that the same be placed on file: " F. K. RE ITER Alma, Wis. Feb 261 1930 Common Council of Rochester, Rochester, Minr_, Gentlemen: - I wish to inform you that the bill H.R.7260 has passed the Senate. As, you recall this bill grants us a franchise to construct a toll bridge across the Mississippi river here at Alma. We are pushing the work as fast as possible and as soon as the details are taken care of we will start construction. I wish to thank you gentlemen for the support & help you , have given us in . securing this franchise. Yours truly, F. AT,, Reiter." Letters from Representative Victor Christgau and Senator Thomas D. Schall; aeknmyledging receipt of the certified copies of resolution passed by this Common Council memorializing Congress to commemorate the death of General Pulaski, were i read, and President Liddle ordered that the same be placed on File. Notice in the matter of condemnation of lands in Oronoco Township for ; i trunk highway purposes, were laid before the Common Council, and President Liddle i ordered that the same be placed on file, i I Claim of 1folt & Perry q115%55, for insurance premium on park property, i and the claim of the Peters Insurance Agency for insurance premium ,on the Central Fire Station, and the City -Tool House, were each read, and Rpesident Liddle referred the same to the Insurance Committee. Estimate by the City Engineer in favor of Feller Brothers, showing the sum of $4087.59, as being due the said contractors on contract for the construction j of a preliminary sedimentation tank at the local setidge disposal plant, was read, and President Tjiddle ordered that, the some be placed on file. :. Fellows for the Woodman Hall, March 4th and 18th, 1930, and fixing the fee at $10.00, which was read. . q Upon motion by Rommel., second by Erickson, that the said ` resolution be adopted as reed, and all voting in favor thereof, President 1 Liddle declared the said resolution duly passed and adopted. Alderman Vihstadt introduced the following resolution, which was reed: x . Be it resolved by the Common Council of the City of Rochester: N a That the sum of $209.75 be and the said sum is hereby appro- priated from tbe' Park Improvement Fund of said City and ordered paid to (i General Fghd, for the unexpended portion of the 8500.00 transferred from the General Fund to the Park Improvement Fund far the purpose of the open- !j, ation of a skating rink in Mayo Park`, which said %``209.75 is shown as a balance on a statement rendered by the Park Board under date of March 3rd,1930, �? The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon .� the City Treasurer in accordance herewith., and cause said payment to be made." r 35T 11 Qo Upon motion by Hicks, second by Miller, that the said resolution be i adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly -passed and adopted.,, V Alderman Hicks introduced a resolution appropriating 14087.59 from the Sewage Disposal Plant Fund and ordering payment made to Feller Brothers for payment of Estimate No. 1, on contract for the construction of a preliminary, sedime ntat ion tank at the local sewage disposal plan{, which was read. Upon motion by Schroeder, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Erickson introduced a resolution appropriating $915.23 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for pay- rolls for labor during the period of the weeks ending February 7th, 14th, 21st, and 28th,1930, in accordance with sworn billing made by Wm. Enke, Secretary of the Park Boardf under date of March lst,1930, which was read., l Upon motion by Vihstadt, second by Schroeder, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Hicks, second by Erickson, the sum of $17.90 was appro- priated from the General Fund and it was ordered that the same be paid to C. H. ! A-rmstr ong to defray his expenses attending the Engineer's ' convention at Minneapolis, Minnesota, February 26th to 28th,1930, inclusive. I Upon'motion by Hicks, second by Erickson, the City Engineer was instructed i to invest {;ate and report at the next meet in' of this Common Council, on the condition i of the sidewalks at the Emerson Cigar Store, W.W.Lawler's new building, and on the South side of First Street Southwest, about 75 feet West of Seventh Avenue Southwest. Upon motion by Schroeder, second by Hicks, Council adjourned to 7:30 o'clock P.M., on March 12th)1930. 0 City Clerk.
