Meeting called to order by President Liddle. i . Roll Call, Present: Liddle, Erickson, Hicks, Miller, :Rommel,, Schroeder, Vihstadt. Absent: None. i Carl Frank and Max Mark were`present and withdrew from the i drawing of lots for the election of e; constable of the Third Ward as !Provided for at this meeting by resolution passed and adopted March 12th, ' j 1930. There being no one of the persons concerned present pursuant t o the following notice, motion by Hicks, second by Miller carried that the office of Constable of Third Ward be declared vacant due to none of �Ithe persons mentioned appearing to qualify: " March 14, 1930. Burton ,for a solicitor's license, was read, I and upon motion by Rommel, second by Miller, license was granted. j A petition asking that a sanitary sewer be constructed and a water d Fifth Avenue Southeast between Tenth Street and Eleventh Street, me in laid in , was read, and upon, motion by Schroeder, second by Vihstadt, the said petition was referred to the Sewer Committee, and the Water Committee. j j A p*etition for the sprinkling of Fifteenth Avenue Southwest, a petition for the sprinkling of Sixth Avenue Southeast, Eighth Street to Tenth Street, a petition for the sprinkling of Fourteenth Avenue Southwest, from Sixth Street u j� to Seventh Street, a petition that Ninth Avenue Southwest, be sprinkled from i I Center Street to Second Street, a petition that First Avenue Northeast, be sprinkled from Fourth Street to Fifth Street, and a petition that Sixth Street jSouthwest be sprinkled Prom 100 yards East of Fourteenth Avenue to Fifteenth Avenue, were each read, and President Liddle ordered that the same be placed on I file. It is understood that, we are to personally maintain said sewer and in no way hold the City liable for any repairs etc. This we agree to do. Brown as compensation for injury during the period February 2nd, 1930, to March 15th,1030,inclusive. ii The claim of P. F. Kelly 151,36 for insurance premium on the i' .City warehouse and tools while stored there -,.and in the City tool house; of :Brown-Knopp Agency 84.42,for insurance premium on Central Fire Station; i Stevenson & .14elone Agency claim of 168.69 for insurance premiums on Sewage tDisposal Plant; and John F. McCovern 8j8,80 for insurance premium on Central !Fire Station, were 'each read, and President Liddle referred the same to the Insurance Committee. The bond of J. F. McAdams as Justice of the Peace of. Third Yard,with T. J. Moore, and W. A. Moore as suretiesthereon,each in the amount jof §500.00, was read, and upon motion by Hicks, second by Miller, the said sureties were accepted, the said bond was approved, and it was ordered that the same be placed on file. The request of Geo. W. Maske for permit to erect , a--oanopy over the entrance to the Norman Hotel, was read, and President Liddle ordered that, the same be placed on file. Alderman Vihstadt introduced the following resolution,which.was read; "Be it, resolved by the Common Council of the City of Rochester, Minnesota: 'What the Public Utility Board of said City be and the said Board is ! hereby authorized to lay a suitable water main In First Street Northwest, between Fifth Avenue Northwest and Sixth Avenue Northwest, and also to lay a suitable water main in First Street Northeast between Second Avenue Northeast, and the Zumbro River ." Upon motion by Sellroeder, second by Erickson, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. The City Engineer submitted specifications and estimate of cost for 120 tons to 200 tons of, calcium chloride, Alderman Schroeder introduced the following resolution, which was react: "WHEREAS, It is deemed expedient and necessary that 120 to 200 tons � calcium chloride be purchased for use on the streets and avenues of the City of Rochester, Minnesota, and WHR,REAS, The City Engineer has prepared and submitted specifications and estimate of cost for the furnishing of 120 to 200 tons of calcium chloride; I .......,......,.,.....,....,,.�.....,...,.x,...,d....,,.a,.....:..u.w..ys�w.,:.n.n.rroa�:rs�rac s' d i� SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That, the said specifications be adopted for the furnishing of the said Calcium chloride, that, the same be placed on file, and that the said estimate of cost be placed on file, and that the said 120 to 200 tons of calcium chloride be purchased, SO THEREFORE, Be it further resolved by the said Common Counc That the City Clerk of said City, be and he is hereby authorized and directed to advertise for proposals for the furnishing of the above mentioned 120 to .200 tons of calcium chloride, which said sealed proposals. will be received and opened at a meeting of this Common Council, which is to be held at, 7:30 o'clock P..M., on Uarch,31st,1930. I Each bid must be accompanied by'a certified check upon some reputable bank drawn payable to the Mayor of the City of Rochester, Minnesota, for at least 10 pe'reeni of the amount of. the bid, which check and the amount of money specified therein shall be forfeited to the City of Rochest er,Mi >nesota•, as liquidated damages if the bidder upon the letting of the contract to.him shall fail to enter into the contract so let; the said Common Council reserving the right to reject any and all bi.ds." , Upon motion 'by Schroeder, second by Rommel, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropriating PJAL10,00 'Ifr.cm the General Pund, $2,000.00 from the Street and Alley Fund,and `T11%000.00 from `the Sewer Fund for use of the Street and Alley Committee, which was read. Upon motion by Schroeder, second by Erickson, that the said resolution be adopted as read, a-Eci all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman -Erickson introduced the following ing resolution, which was read: I "Be it resolved by the Common Council of the City of. Ro chester,Mi.nnesot,a: That the City Clerk of said City be and he is hereby author - I ized and directed to advertise for proposals for the doing of all of the .;official printing and advertising for the City of Rochester, Minnesota, 1i durin-, the official yearc ummencing ,April 1st,19309 as required and provided for in Sections 126 and 127 of the Charter of the City of l Rochester. ,Minnesota, said bids "to be received and opened by the Common Council of said City at a meeting thereof to be held in. the Council ::'Chambers, in the City Hall, in said City, at 2:00 o'clock P.M., on ;April 7th,1930; the said Common Council reserving the right to reject any and all bids." Upon motion by Erickson, second by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. 11 _ f . 3-7 5 Alderman Erickson introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the City Clerk of said City be and he is hereby authorized and d:i.rec- �! ted to advertise for proposals for being designated as a City Depository under and ir, 11 accordance with the provisions of Section 47 to 54, inclusive, and Sections 166 to 177, inclusive, of the Charter of said City, which are relative thereto; the said Common Council reserving the right to reject any and all bids. I The sealed proposals shall be received and opened by said Common Council, at a meeting thereof which is to be held in the Council Chambers, in the City Hall, in said City, on April 7, 1930, at. 2:00 o'clock'P.M. " Upon motion by Rommel, second by Vihstadt, that the said resolution be adcpted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted, Alderman Hicks introduced a resolution desimating streets and avenues 1 to be sprinkled during the period April 1st,1930, to November 1st,1930, determining i the mode of assessments for the cost and expense thereof, and ordering public I 1 hearing for 7:30 o'clock P,M., on March 31st,1930, which was read, Upon motion by Miller, second by Schroeder, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. J, Ted Beatty, asked that the Silver Lake project be commenced tot its recreational possibilities, which was supported by Irving L. Eekholdt, Matt Fitzpatrick, Dr. H, C, Bumpus, Dr. R, K, Dixon, H. E, Whiting, and Rev. Zick. Julius J, Reiter favored t,ht-, ,dev,elopme nt of the Silver Lake project but. I pleaded that it be not mixed up with the Oronoco- hydro-electr.id development as each should be ta.kan up separately, one for its recreational and the other for itspower possibilities, Geo. W. M a ke Qlucidated on the great revenues that could be derived from l the development of the Oronoco hydro -electric project, and also gave a pretty word picture of what can be accomplished there forrecreation-:. E. C. Jorgens..n said that if a dam was constructed at Broadway bridge on the.Zumbro River, the impounded stagnant waters would create a cesspool: G.*Worth recommended that the purchase of the lands for and the development of the hydro -electric possibilities at Oronoco should be submitted to the vot,ers of i this City for their decision, as did Rev. A. R. Zick, who also stated that he stood ready to furnish facts and f!gnires to show that, the promoters. of the Oronoco power project are putting out misinformation as to the revenue possibilities, A motion by Rommel, second. by< Schroeder, carried that, the City Engineer beinstructed instructed to secure the necessary labor and mater'.als and construct a railing on the East end of the North side of the CenT,er Street Fast bridge over the Zumbro River. 76 i; A motion by Schroeder, second by Hick; carried that the Mayor be regCes ed to instruct the Police Department to remove the Town Taxi Company Ael ephone which has been installed on a telephone pole in front of 623 Broadway Htreet North. A petitio.r.. --by Barbara Worth that a sanitary sewer be constructed and a water main laid in what is an extension of Tenth Street Southwest across Plummer's Re4?lat "A", with assessment for benefits against lots 7, 8, and C, in said Re -Plat "A", and the petition of Barbara i Worth that the said Tenth Street Southwest be graded and paved with " assessments for benefits against the above mentioned lots, vare each read, .' and President, Liddle ordered that the same be placed on file, - The petition of Dr.. H. " Upon motion by Rommel, second by Hicks, the City Clerk was instructed to prepare proceedings for a hearing on the above mentioned I paving, sanitary sewer and water main improvements which will be for action 377 { at the next meeting of this Common Council; the sanitary sewer anti wat.er main pro— ceedings to provide for lateral sewer and water connections to be installed prior to the paving of th,e street.. Fe,ller talked on the need, for a new flag and banner decorations i for the City Hall property, which matter .President, Liddle referred to the Public Crounds Committee, with power to act. i Upon motion by Rommel, second by Schroeder, the City Engineer was instructed to secure the necessary labor and materials and paint the rubbish cans i f owned by the City of Rochester, Minnesota. Upon motion by Rommel, second by Miller, the sum of 115,00 was i i appropriated from the Street and Alley : Furid ®nd it was ordered that the same I be paid to Hugo Helm for. 60 buckthorn ;..Shrubs out off by a snowplow operating in I front of his residence at Ninth Street Southeast and Sixth Avenue Southeast. Upon motion by Miller, second by Rommel, the City Clerk was instructed � to request. of Mr. Helm that when he replaces the shrubs that he plant them on his I pr operty line.
