Meeting called to order by President Liddle. Roll Call. Present: IVihstadt. Absent: None. Liddle, Dallman, Erickson, Hicks, Miller, Rommel, Alderman Dallman intrpduced the following resolution, which was read: i "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council of -the .City of Rochester, Minnesota, hereby adopts the f ollowing rules and regulat ions for the order of business of said Common Council: I., Roll Call. The roll call of the Common Council shall be had and taken in its a..phabetica1 order according to the names of the members, except that the name of the President of the Common Council shall, be eq,lled only at the first roll call of each meeting and then after that, at that meetin?, only in the case of a tie vote when his name shall be called and vote taken after the expression of each of the other members of said Common Council. ?. Reading and approval of the minutes of the preceding meeting. 3. At first meeting the appointment of officers and committees. 4. Public Hearings. 5. Reading of petitions and communications. E. Report of Committees. All reports of committees shall hereafter be made in writing, unless ordered otherwise by said Common Council. 7. Unfinished business. S. Resolutions and ordinances. 9. Bills and claims. 10 .Adjournment . " Upoh motion by Erickson, second by Hicks, that, the said resolution be adopted as read,, and all voting in favor thereof, president Liddle declared the said resolution duly passed and adopted. The application of A. F. Wright for reappointment as City Clerk, was reed, and upon motion by Romme 1, second by Erickson, and all voting in favor thereof, A. F. Wr'igrht was duly appointed City Clerk for the ensuing official year. `.i'he application of James T. Spillane, for appointment, as City Attorney, was read, and upon motion"by Hicks, second by Vihstadt, and all voting in favor j thereof, 'Jaynes T. Spillane- was duly appointed City Attorney for the ensuing official i year. The application of Charles H. Armstrong,for appointment as City i Engineer, was read, and upon motion by Miller, second by Rommel, and all voting in favor thereof, Charles He Armstrong, was duly appointed City Engineer for the ensuing official year. 02 The a7Dplicat,ions of Richard Ryan, Edward J. Dillon, C. E. Cinther, and Elmer J. Harder, for appointment as Chief of the Fire , Department, were each read, and upon motion by Hicks, second by Miller, �• C. E. Ginther was duly appointed Chief of. the Fire Department, for the ensuing official year; all voting in favor thereof, except Alderman ;11I Vihstadt, who voted "T1ay". j The application of Dr. Chas. H. Mayo, for appe1_ntmez-t as a ,,'member of the Board of Health, and also as Health Officer, was read, and !:upon motion by Erickson, second by Rommel-, and ail. voting in favor thereof, Dr. Chas. H. Mayo, was duly appointed a Member of the Board of. Health for :the period ending, on the second Monday in April.., 1933. j Upon motion by Rommel, . second by Hicks,, and all voting in !,favor thereof, Dr. Chas. H. The application of Mrs. Helen Parker, for reappointment as Caretaker of the Witherstine Property, ways r-ead,and upon motion by Vihstadt, second by Hicks, and ;all voting in favor thereof, Mrs. Helen Parker was duly appointed Caretaker of the jWitherst ins Property for the ensuing official year; her application being accompanied by the recommendation of Emma V. Allen, President of the Women's Civic League of Roehester,that she be reappointed, The application of Don E. Postier, for appointment as Building and Electrical Inspector, was read, and upon motion by Pommel, second by Erickson, and all voting In favor thereof, Don E. Postier, , was duly appointed Building and Electrical inspector for the ensuing official year, The application of 0. E. McCoy, for appointment as City Weighmaster and Custodian of the City Hall, was read, and upon motion by Dallman, second by Erickson, and all voting in favor thereof, 0, E. Jones : was duly appointed City Scavenger for the ensuing official year. Upon motion by Rommel, second by hicks, and all voting in favor thereof, Wm. R. Jones, was duly appointed City Do:; Catcher for the ensuing official. year. The application of Arthur L. Simonds and W. E. Mitchell,for appointment as Assisstant,.Superintendent of the Dumping Grounds, were each read, and upon motion by Hicks, second by Miller, and all voting in favor thereof, W. E. Mitehell,was duly appointed Assistant Superintendent of the Dumping Grounds for the ensuing official year, i Upon mci,ion by Erickson, second by Hicks, the appointment of a Milk f, Inspector for the ensuing official year was deferred until later in this meeting. 'The Common Council took recess for the consideration of the appointment of a, Milk Inspector for the ensuing official year, after which the Common Council again convened and were calledt o order by President Liddle, whereupon the application of George J. Anderson, D. V.M. ,fox appointment as Milk Inspector for the ensuing V it G� official year, was read, and upon motion by Erickson, second by Vihstadt., i 1 and all voting in favor thereof, George J.. Ahderson, D.V.M., was duly :i appointed Milk Inspector for the ensuing official year; his application being,i,mkde under the Soldi ei:f and. Sailor's Preference Act, and it, was i aeccmpani.ed by the re-o6mmendation of Dr. Chas. H. Mayo that he be reappointed. !; Alderman Flicks introduced the following resolution, which was read: i; "Be .it resolved by the Common Council of the City of Rochester, Minnesota: fi That the wages of the three operators to be employed ' by the ,!City Engineer for the operation of the local Sewage Disposal Plant be and the said wages are hereby fixed at the sum of '1920.00 per year for the :!Chief Operator, and 11680.00 per year for each of the Assistant, Operators, during the period ending on the second Monday in April, 1931. Be it further resolved by the said Common Council: That the :;said wages during the above mentioned period. shall be payable from the Sewer Fund in semi-monthly installments , one-half of the monthl`r rate, the i first bn6=half thereof being due and payable on the 16th day of each month during the above mentioned period and the last half thereof being due on .'the last day of each month du'r in'g the above mentioned period. The Mayor and City Clerk of said City being hereby authorized land directed to drativ warrants from the Sewer Fund on the City Treasurer .; and make paymemt accordingly; the said salaries to commence effective ,,with the employment by the City Engineer of the above mentioned operators 'which said employment shall continue at the pleasure of the said City ''Engineer." i Upon moticn by Rommel, second by Miller, that the said ;resolution be adopted as read, and all voting in favor thereof, President iLiddle declared the said resolution duly passed and adopted. � i! Alderman Erickson introduced the following resoluti'on,which was read: Be it resolved by the Common Council of the City of Rochester; (Minnesota: i, That the salary and campensatial of the City Engineer's :Private Secretary and Bookkeeper for the City of Rochester, Minnesota, ybe and the same is hereby fixed at a sum nf--not to exceed $130.00 per ,month beginning April 7th,1930, and continuing for and dur ing the ensuing :official. year; the said Engineer's private secretary and bookkeeper to hold office with the appointment of the City Engineer of said City. The following abpointments were read: "April 7, 1030 Honorable Mayor and Common Council Gentlemen: Led i Subject to the approval of your Honorable Body, I hereby submit, a list of appointmnns in the department, of the City Engineer. i Assistant City Engr. Georrre E. Stewart Chief Operator at Disposal P. John J. Cook This change is made at the request of the Honorable Common Council. ? Assistant Operator at Disposal Plant, _H_.M.Persons, and Edward Ranfranz, ' City Engr's Secretary and Bookkeeper, Miss Anna M.Drews. Respectfully submitted, C. H. Armstrong City Engineer." Upon motion by Rommel, second by Erickson, and all. voting in favor thereof, the appointment by the City Engineer of George E. Stewart, as Assiastant i City Engineer. for the ensuing official year, was approved. Upon motion by Hicks, second by Miller, and all voting in favor thereof, lithe appointment by Charles H. Armstr ung, City Engineer, of John J. Cook, as Chief I' 0-oerator at the Sewage Disposal Plant, of H. M. Persons and Edward Fanfranz, as u Assistant Operators at the Sewage Disposal Plant, and of Miss Anna M. Drewe as City Engineer's Private Secretary and Bookkeeper, were approved. Upon motion by Vihstadt, second by Miller, and all voting in favor thereof, the salary of Miss Anna M. Drews, as.City Engineer's Private Secretary and !Bookkeeper, was fixed at the sum of 1100,00 per month. Upon motion by Rommel, second by Hicks, the Tax Committee of the Common 1ICouncil, were authorized to attend the Minnesota Tax Conference at the Nicollett Hotel in Minneapolis, April 9th and 10th,193,0. I' Alderman Vihstadt introduced a resolution authorizing the Mayor to ,appoint not to exceed sixteen (16) Patrolmen for duty in the police Department 14firing the ensuingofficial year, which was read. Upon motion by Erickson, second by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said irresolution duly passed and adapted. r Alderman Miller 1htroduced the following resolution,which was read: II 0 "Be it, resolved by the Common Council of the City of Rochester, Minnesota: That the salary and compensation of the following; officials of the City of Rochester, Minnesota, hereinafter named be and the same gre hereby fixed, set and allowed as follows, during the ensuing official year:. City Attorney ' 2200.00 per year; City Engineer, 4400.00 per year; Building and Electricah Inspector, A2000.00 per year; he to furnish a pili.vately owned automobile for use in his official duties, which said automobile shall be furnished and operated at his expense; City Treasurer, $ 1000.00_per year; City Weighmaster and Castodian of City Hall, 1200.00 per year; Assistant City Engineer, 2100.00 per year; he to furnish the use of a privately owned automobile. The said salaries and compensations. shall be paid from the General Fund semi-monthly; one-half of the monthly salary and compensation being payable on the 16th day and the bs.lance thereof on the last day of each calendar month during the ensuing official year." Upon motion by Hicks, second by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof except Alderman Rommel, who voted "Nay", President Liddle declared the said ,:resolution duly passed and adopted. Alderman Vihstadt introduced the following resolution,which :was read: ' "Be it resolved by the Common Council of the City of ,Rochester, Minnesota: That the salary and compensation of the Municipal kitdge of :the Municipal Court of the City of Rochester, Minnesota., is hereby fixed at the sum of'12000.00. for the ensuing official year, payable from the P!eneral Fund of said City, provided however, that the sum of ��10.00 per / da.y shall be deducted from the said salary and compensation and paid 'to the Special Municipal Judge for eabh day when he is acting as Municipal Judge,gaid salary and compensation to be paid in monthly installments on ;the last day of each month during t.h6 ensuing official year, Upon motion by Hicks, second by Miller, that the said resolutio be adopted as read, and all voting in favor thereof, President T,iddle `declared the said resolution duly passed and adopted, Alderman Miller introduced the following resolution, which was d Tread: i "Be It resolved by the Common Council of the City of ,,Rochester, Minnesota: f t That the salary and compensation of .the Special Jhfunicipal 'Judr*e of the Municipal Court, of the City of Rochester,Minnesota, is hereby fixed at, the sum of 6�10.00 per day for each. day of services In acting as :Municipal Judge, payable from the (general Fund of said City,and to be ':deducted from:the salary and compensation of the Municipal Judge of the :'Municipal Court of said City, said salary and compensation to be payable 'at the end of the month during which such services were performed." j WIN 4.07 V 5.. Alderman Rommel introduced a resolution fixing the salary of the Clerk ,of the Munici_pa1. Court at the sum of A1500.00 per year, which was read. Upon motion by Vibstadt, second by ?Miller, that the said resolution re ,adopted as read, and all voting in favor thereof, President T,iddle declared the said resolution duly passed and adopted. Alderman Dallman introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: II i That the salary and compensation of the following members of the Police Department of the City of Rochester, Minnesota, hereinafter named be and the same are Iihereby fixed, set and allowed as follows during the ensuing official year: I 1 ' per . 240000 year; I! Chief of Police, F Social Welfare Worker, $1680.00 per year; she to ;:furnish privately owned automobile for use in her official duties, which said i ;automobile shall be furnished and operated at her expense; li Patrolmen, each, $ 1680.00 per year. it I !' I 408 I Alderman Dallman introduced the following resolution, which was read: "Be it resolved by the.Common,Council of the City of Rochester Minnesota: That the salary and Compensation of the Sanitary Inspeet,or of ' said City is hereby fixed at the sum of-690.00 per year payable from the General Fund of said City, said salary and compensation to be payable semi-monthly; one-h_a,lf of the monthly salary and compensation being payable on the 16th day and the balance thereof on the last day of each calendar month during the ensuing official year, provided, however, that he shall receive an additional salary and compensation of �6P0,00 per year from the City Farm Fund for his duties fin -connection with the operation of the City Farm, which said. last mentioned salary and compensation shall be disbursed by the Hoalt.h Officer of said City, and the. The Mayor and City Clerk of said City are hereby authorized and directed to dra`i warrants upon the City Treasurer and make payments accordingly;" Upon motion by Hicks, second by Miller, that, the said resolution be adopted as reads and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Hicks introduced the following resolution, which was read: "Be it, resolved by the Common Council of the City -of Rochester, Minnesota: That the salary and compensation of the Milk Insx)ewrlor of said City is hereby fixed at the sum of 12100,00 per year payable from the Genera.]_ Fund of said City, the said salary and compensation to be payable semi-monthly; one-half of the monthly salary and compensat-ion being payable on the 16th day and `the balance thereof on the last day of each calendar month during the ensuing official icial year, provided,however, that, he shall receive an additional salary and canpensation of $300.00 per year i' 409 NW -A from the City Parm Fund for his duties in connection with the operation of the City Farin, which said last mentioned salary and compensation shall be disbursed by the Tloalth Officer of said City, and the City Clerk of said City, as provided, for in resolution heretofore passed and adopted in connection herewith, he to furnish private owned automobile for use in his official duties, which said automobile shall be furnished and operated at -his expense." Upon motion by Rommel, second by Vihstadt, that the said resolution be ;;adopted as read, and all voting in favor thereof, President Liddle declared the !,said resolution duly passed and adopted. Alderman Miller introduced a resolution fixing the salary of the members of the Board of Health at $25.00 per year each for the ensuing official year, which was read. Upon motion by Rommel, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. M Ic Alderman Miller introduced the .following resolutlop..,which was read: "Be it resolved by the Common Council. of the City of Rochester, Minnesota: That the salar,j and compensation of the following members and positions of. the Fire Department of the City of Rochester, Minnesota, hereinafter named, be and the same is hereby fixedset-and allowed as ' follows, di.iring the ensixing official year; Chief of. Fire Department, 2400.00 Ass't. Chiefs of Fire Department,eaoh, 1860.00 Drivers of Pumping Motor, each, 1740.00 Drivers of. Steamer, each,; 1680.00 Caretakers of Steamer, each, 60.00 Drivers of Aerial Truck, .each, 1740.00 Drivers of Cadillac, each, 1740.00 Regular Firemen, each, 1680,00 Mechanic and driver of Pumping Motor,each, 1P80.00 Supt. of Fire Alarm System, 120.00 Provided, that all Firemen appointed who have not, had previous experience as Firemen, shall receive a salary and compensation in the sum r of .01440.00 per Tear. Said salary and compensation shall be paid from the Fire Protection Fund, semi-monthly; one-half of the monthly salary and compen- sation being p.yable on the 16th day and the balance thereof on the last day of each calendar month during the ensuing official year. " i; Upon motion by Miller, second by Dallman, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. , Alderman Da:llman introduced the following resolution, which was read: "Be it resolved by the Common ,Council of the City of Roches- ter, Minnesota: 11 That the City Scavenger of said City, during the ensuing official year, shall be allowed to charge not to exceed $6.00 per cubic. yard for the first yard removed in the cleaning of ;vaults and cesspools, and ? 4.00 for the next cubic yard, and each additional yard removed, I� and the minimum charge allowed to be made for each vault or cesspool is 1j hereby fixed to be `12.00." Upon motion by Hicks, second by Erickson, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and tdopted. At 6:00 o'clock P.M., motion by Hicks, second by Rom ul, carried that adjournment be taken to 7*030-o'clock P,M. on this date. At 7:30 o'clock P.M.I. on April 7th,1930, pursuant to adjourn - went taken, the Common Council of the City ,of Rochester, Minnesota, again convened. and were called to.order by President Liddle, each member thereof being present and answertn.g to Roll Call as his name was called. V •'F This being the time and place fixed .for the opening of proposals for Ithe doing of all of the official printing and advertising for the City of Rochester, Minnesota, daring the official year commencing April 7th,1930, the following 1proposals were opened and read: Roc s'ZAu<'ording t o the advertisement for bids inserted by �:e the City Clerk, The Post -Bulletin Co.., Rochester, Minnesota, hereby offers and agrees to do all the printing, publishing acid advertising for the City of Rochester In the Rochester Post -Bulletin., a legal newspaper, for the rate allowed by the i statutes of the State of Minnesota for legal advertising. If the minutes of the CommoA Xounc1l are published as heretofore, a discount of 25 per cent will be allowed on all publications. If this proposal is accepted, it is hereby agreed that the minutes of the meetings and all other publications so desired, will be printed in the body type of the newspaper.
