HomeMy WebLinkAbout04-21-1930Minutes of an adjourned regular meeting of the Common Council of the i City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, at 7:30 o'clock P.M., on April 21st,1930. Meeting, called to order by President Liddle.. Roll Call. Present: Liddle, Dallman, Erickson, Hicks, Miller, Rommel, Vihstadt, Absent: None. Alderman Erickson introduced the following resolution, which was read: "Be it and it is hereby resolved by the Common Council of the City of Rochester, Minnesota: That the Public Utility Board of said City be and it is hereby authorized; and empowered to purchase all necessary land, including flowage rights and easements, for the development of the water power at what is commonly known as the Oronoco j' Dam site and to forthwith develop the properties there cm at a total cost and expense i of not to exceed the sum of One hundred twenty-five thousand and no/100 (1�125, 000.00) Dollars." A motion by Miller, second by Rommel, that the said -resolution be not adopted as read, carried by the "Aye" votes of Dallman, Miller, Rommel and Liddle, against the "Nay" votes of Erickson, Hicks, and Vihstadt. After the reading of the above quoted resolution, and during; the discussion, of its provisions,, Reverend A. R. Zick presented a petition of approximate-:, ly 450 residents of the City of Rochester, Minnesota, and, after the reading of the same , President Liddle ordered that the said. petition be placed. on file; the said petition being, headed as follows: "TO TPE HONORABLE CO.�01014 COU14C )L OF THE CITY OF ROCIDi,S1'ER� MINNES01"A . Wee the undersigned residents and voters of the City of Rochester, Minnesota, do hereby petition the Honorable Common Council of the City of Rochester not to purchase; nor authorize the =public Utility Board of said city, to purchase, the site of the Oronoco Dam, or the Allis Property, unless the matter be first submitted to the voters of said city at an election." G. A. Smalley, Agent foe the Chicago Great Western Railroad Company, i asked that CQnter Street East and First Street Southeast, be not widened as provided for in the procedings, hearing on which is to be held at 2:00 o'clock P.M. on 1.1ay 52 1950, and upon motion by Erickson, second by Hicks, his objection was referred to the Street and Alley Co:ffnittee, and the City Engineer, with instructions that they iaa'�..� report thereon on or before the meeting on 1Aay i�th,1930. Upon motion by Vihstadt, second by Hicks, and all voting in favor thereof, the Public Utility Board were authorized to attewpt to secure an extension Of. the option on the Oronoco Dam Site, until after the Ptimary Eleettorf,June 16th, 1930, and that a referendum be proposed at the said election for the decision of the voters as to whether or not the Common Council of this City shall authorize the W� i Public Utility Board of this Cit -- to expend not to exceed 15125000.00 in the n.cquisition and development of the Oronoco Dam Site. The petition of Bert Leitzen, the owner of lands. in Section 105, in Township 107, Yorth of Range 14 West, abutting on Fourteenth Street Northeast, which lands are without the limits of the City of Rochester, Minnesota, that he be allowed to connect to the sanitary :sewer in Fourteenth Street Northeast, with condition that he pay a reasonable compensation for the privilege to be paid on an annual basis or in a lump sum, was read, and upon motion by Rommel, second by '• _filler, his request was referred to the Sewer Committee, with instructions that report thereon be made at, the meeting of this Common Council which is to be held April 2et:•h,1930. it General balance sheet, trial balance, fund statement, state- i ' went of unexpended budget appropriatlans,statement of Sinking Fund invest- ments, etc., of the City of Rochester, Minnesota, prepared by the City Clerk, as of parch I1st,1930, were 19,id before the Common Council, and President, Liddle ordered that the same be placed on file. The applications of Carl Culver, L. D, Culver, Fred 11, Coors, iFrancis Brennan, J. A. Leiferman Co., and L. N. Ekstrand, for F.W. Woolworth Co., for licenses to sell soft drinks ,were each read, and upon i motion by Vihstadt, second by Erickson, licenses were granted. The �_I,pplications of Verla Trent and Peter Griffin for solicitor's licenses.were read, and upon motion by Rommel, second by Vihstadt, licenses i were granted. The application of the H. H. Electric Company for an ''electrician's license, was read, and upon motion by Hicks, second by Dallman, License was granted. The electricians license bond of the H. & H. Flectric Company, with Wm. Diedrich and 0. G. Hanson, as sureties thereon, each i in the amount of "1000.00, was read, and upon motion by Rrickson, second !i by Rommel, the sureties thereon were accepted, the said bond was approved, J and it was ordered that the same beplaeed on file. Upon motion by Hicks, second by Erickson, theMayor and City .:Clerk, we.e authorized and directed to execute a quit claim deed 3n favor of William A. Fitzgerald for 411 that part of Block 107, in Will.ton's Addition, lying East of the East line of the alley running Iforth and South through said Block 107. "'he claim of the Brown-Knopp Agency,"321.53, for tornado and fire insurance; on the Comfort Station in Mayo Park was read, and President Liddle referred the same to the Insurance CommIttee. Upon motion by Rommel, second by Dallman, the sum of :')40.00 was appropri- d6ted from the New Central Fire Station Fund Cor payment as refund on deposit for plans; E.li.J.Company, C.C.Patunhart, G.Sehwartz & Co., Heffron R,. Fitzgeralds, �,.4ads _"•,fadsenConstruction Co., and George W. maske, each to receive ? 6.00 for tAe return of a set of general contract plans; A.H.Foster Electric Co., E. N. Raetz, and the Electric Supply Company, each to receive $1.00 for the return of a set of electric -airing plans; and L. F. Milostan to receive `' 1.00 for the return of a set of plumbing and heating plans. A communication from the Tri-State Telephone and Telegraph Company asking for p�.rwission on the »lacing of underground conduit construction_ in Third ! i and 1 Strc;et Sout lie .gst,/Fourth Street Southeast, _.toy Eleventh Avenue Southeast, and in i First Street Northwest, to Seventh Avenue Northwest, together with the necessary Laterals which will extend into alleys and on private right of way which construction is shown on their blueprint No. Estimate 3106, and as the said construction proposed I had the approval of the, City Engineer, motion by Hicks, second by Romniel, carried that such p;rmission be granted so far as the saint applies to public streets and alleys,and that the said construction be under the supervision of the City Enginec;r. 454 Alderman. Dallman introduced a resolution appropriating; i .. 210.37 from the General Fund and ordering payment made to the Rochester i Post Bulletin, for official publications and printing during; the period � March 10th to larch 29th,1930; inclusive, which was read. � I Upon motion by Rommel, second by Vihstadt, that the said i ' resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. The following claims were read, and upon motion by Rot;mel, second by -'Miller, the s-!:nie were allowed and the Mayor bnd City Clerk were ,,authorized and directed to dray warrants upon the City Treasurer and make ;i ayment accordingly: From the General Fund: E. Upon motion by Hicks , seconl ' by Erickson, the Fire Department ,Committee, and the Fire Chief,were authorized to purchase new tires for the aerial motor truck. Upon motion by Erickson, second by Rommel., the City Clerkwas !instructed to prepare specifications for the purchase -of 1000 feet ,of fire hose. Upon motion by Rommel, second by Vihstadt, the matter of ;take-up reel, register, and gong ,• for the fire alarm system in the new Central Fire Station was referred to the Fire Department 'Committee and the Fire Chief, for report at the next, meeting of this Common Council. Upon motion by . -Hicks, second by Miller, the matter of the purchase of a radio for the Police station, was referred t.o the Mayor and the Police Committee, and the Chief of Police. President Liddle referred the matter of the p-,irchase of a new motorcycle to the Chairman of the Police Committee, and the Chairman ;of the Purchasing Committee, for a ,conference witlhr the Mayor and Chief of Police, i i r..:.x 455 z w3, I Upon motion by Rommel, second by Erickson, the ':ial or was requested to Issue �;ruergcency authorization to the Board of Park Commissioners for an expenditure not to exceed '�1500,00, in the excavation and moving of 4500 to 5000 cubic yards of j earth in connection with the improvement of Soldier Field. ' Gentlemen: In the. matter of the Tri-State application for permit to install call phones for J.C.Adams (Town Taxi) and his formal application for such phone installation permission supported by perraits of abutting property owners and occupants, we have to report that such a permit be not given as it would be granting �1 private privileges on publicproperty.
