HomeMy WebLinkAbout05-05-1930:kx 4 Minutes of a resTular meeting Of the Common Council of the City of Rochester,'Minnesota, held in the Council Chambers, in the City Uall, in said City, at 2: 00 o' cloclr P.11. , on May 5th,1930. Meeting celled to order by President Liddle. Roll Call. Present: Liddle, Dallman, Hicks, Miller, Rommel, Vihstadt. Absent: Erickson; Alderman Erickson being absent through his death on this date: President Liddle announced this as being the time and place fixed for hearings on the following described proposed improvements, and asked if there was any person present who wished to be heard relative to either or any of them: :What Fourth Street Southwest, from the West line of Broadway Street South to the East line of Second Avenue Southwest be widened to a width of 60 feet, and that the strip between the present paving and the new curb be pPv<.d with 7" one course concrete and that a cement, concrete curb be constructed along the both sides of the paving so vtidened; '.What Second Avenue Northwest, from the North line of Center Street West to the South line of Second Street Northwest, be widened to a width of 50 feet and i that the strip between the present paving end the new curb be paved with 7" one course concrete and that a cement concrete curb be constructed along the both sides of the paving so widened; 'i'he construction of a combined concrete curb and gutter along both sides of 'i'hird Avenue Southwest _between the South line of Center Street West and the North line of Second Street Southwest, the said concrete gutter shall be 36 inches wide, the said curb to be 6 inches wide and set to a distance of 60 feet, between the inside faces; such conerete cure and gutter as now might be in place to be removed; ` `.['hat Center Street East and West, from the West line of First Ave me Southeast and 1Tortheast, to the East line of Fourth Avenue Southwest and Northwest, be widened to a width of 54 feet, and that the strip between the present paving and the new curb be paved with 7" one course concrete and that a cement concrete curb br; constructed along the both sides of the paving so widened;' i .ghat First Street Southeast and'First Street Southwest, from the West line of First Avenue Southeast to the East line of Sixth Avenue Southwest ,l be widened to a width of 54 feet , and that the strip between the present paving and the i new curb be paved with 7"--one course concrete and that a cement concrete curb be constructed along the both sides of the paving so widened. John S. Case opposed the widening between the curbing faces of Third Avenue Southoriest, as did George J. Allen for the Episcopal Church property. �I A representative of the Chicago Great Western Railroad Co. :!remonstrated against the widening of Center Street East, between First Aveme Northeast, and Southeast, and the alley next West, and also opposed ;the widening of First Street Southeast between First Avenue Southeast and the alley next West, Otherwise there were no persons present who wished to be !heard concerning the above described proposed improvements. - Upon motion by Hicks, second by Rommel, the hearings and .: action thereon on each of the above described proposed improvements, were ,i adjourned sand continued to 7:30 o'clock P.M. , on May 7th1930, President Liddle announced this as being the time and place fixed for a hearing on the construction of a combin;d concrete curb and ,nutter along both sides of Seventh Avenue Nouthwest, between the South line of Sixth Street Southwest, and the North line of Eleventh Street !Southwest, which said concrete gutter to,rbe 36 inches wide, the said curb ''to be 6 inches wide and set to a distance of 40 feet between the inside faces of the curbing between the South line of Sixth Street Southwest ;;and the North line of Seventh Street Southwest, and the said concrete ;gutter to be 36 inches wide, the said curb to be 6 inches wide, and set to !;a distance of 30 feet between the inside faces of the curbing between the 'Sout:'i line of Seventh Street Southwest and the North line of Eleventh Street Southwest, , and asked if there was any person present who wished to jbe heard concerning the said proposed improvements. .i j Samuel Allen,for the opposition this proposed improvement tY�e ;!presented / remonstrance of a number of persons owning property and residing ,on the part of Seventh Avenue Southwest concerned, which remonstrance was i li{read, and President Liddle ordered that the same be placed on file. . Upon motion by Miller, second by Hicks, the hearing and action thereon relative to the above described curb and gutter construction for i ii I part of Seventh Avenue Southwest, was adjourned and continued to % 0 o'clock on ygay 7th,1930. 1� • Upon motion bz- Vihstadt, second by hicks, the third and final �i ;reading of an ordinance governing plumbers and plumbing within the City of Rochester,Minnesota, and an ordinance to amend Section 2, of an ordinance '.1passed by the Co,;,mon Council of the City .of Rochester, Ulinnesote, entitled :'"An Ordinance ,granting to the Wiscons in,Minnes ota, and Pacific Railroad 1 4'71 I 0 Company the right, to construct, maintain, and operate a railroad across certain I streets and alleys in the City of Rochester" was adjourned to a meeting of this i i I Common Council, which. is to be held at 7:30 o'clock on May 7th,1930. j I Alderman Dallman introduced the following resolution, V'ich was read: it has been deemed necessary to amend the specifications for the general contract work on the new Central Fire Station in the City of Rochester and.ldl ',:I* ;'AS, John T.acG.Miller , the architect of the City of Rochester, has prepared an amendment therefor and the same has been incorporated in a contract between the said City of Rochester and leffron & Fitzgerald, the contractors on the said work; NOY , THE E�OT_�E, be it resolved by the Common Council of the City of Rochester,!A-innesota; ,;'hat said Common Cou_).cil does hereby accept, approve and adopt the said amend -ent to the said specifications, the same as though the said specifications had been made to read originally the same as they now r: ad as amended and which amendment, is attached to said specifications and is dated April 14,1930 and reads as follows: 1. Para raph 16, and page 26, under "Concrete" siould read: Provide a felt reinforced concrete slab, desi.crned to withstand a live load of 4 25# (instead of 100# per square foot, for the Apparatus Room floor. Said rough slab to be 7-,'." thick and is to have a 2" finish of French Grey "C.olor mix" applied by etc. I 2. Place two layers of 30' roofing, felt, Liopped with pitch or asphalt, over the groatin;, under the three shower stalls. Felt shall extend 4" up on the wall, and 12" under the edge of the Wash Room Floor, Provide 22" grouting and tj.le above the waterproofing. ! Upon motion by Hicks, second by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President Lidd'le declared the said resolution duly passed and adopted. ,lhe petition of Dr. E. S. Judd and rsrs. Helen B. Judd, that a sanitary sewer be constructed in Thirteenth Avenue Southwest,, between Seventh Street South- west'and the South line of Lot 100 in Belmont Addition, was read, and upon motion by Hicks, second by Ro_rmel, Dr. E. S. Judd was granted permission to construct a sanitary sewer in Thirteenth Avenue Southwest, as above described, which sanitary sewer -ahall bt-, constructed under the supervision of the City Engineer, which con- struction and connection to.the sewer system of the City of Rochester,Minnesota, ! is to be only after such time as his property in Belmont: Addition, viz. Lot:: :�7, 08, 99 and 100 are annexed to and become a part of the Cit'WT of Rochester, 11.4innesota. Upon motion by pommel, second by Vihstadt, the Common Council adjourned to i 7:30 o'clock P.M., on May 7th,1930. a d City Clerk.
