The Fire Department of the City of Rochester has been using the CROWN BRAND manufactured by the Manhattan Rubber .Company for some time and since it is giving perfect satisfaction your committee recommends that the bid of the Manhattan Rubber -Company be accepted and the contract awarded to.that Company. " Alderman Amundsen introduced a resolution accepting the proposal of the Manhattan Robber Mfg. Division, of the Raybestos-Manhattan, Inc., for the furnishing of 1000 feet of Crown 2-gi inch fire hose at $1.20 per ft., and fixing the amount of the bond to• be given by the said contract- or at the sum of 9$1200.00, which was read. I ., Upon motion by Rommel, second by Hicks, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. 4 • , Upon motion by Rommel, second by Vihstadt, it was ordered that the certified checks of- the unsuoeossful bidders for the furnishing of fire hose be returned to them. The report of the City Weighmaster for the month of April, 1930,showing weighing fees.collected in the amount of26.10, wa,s read, , and President Liddle referred the same to the rinanee.Committee. The report of the Health Officer,for the City Farm, for the month of Apri1,1930, showing receipts in the . amount of. $3473.431, disburse- ments in the amount of $3286.34, and a bslgnee. on hand in the amount of $1042,82, was read, and President Liddle ordered that the same be placed on file. Rommel introduced a resolution authorizing the Public Utility x Board to enter into contract with the Nelson Motor Sales Company, for the furnishing of a Ford 1 ton truck in accordance with their above resolution requesting authority, q I and fixing the amount of the bond to be given by the said contractor at the sum of $811.00, which was read Upon motion by Hicks, second by Miller, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said "N resolution duly passed and adopted. Alderman Miller introduced the following resolution, which was read: .z >.s "Be it resolved by the Common Council of the City of Rochest®r, Minnesota: That the Public Utility Board of said City be and the said Board is hereby authorized to enter into contract with the L. A. Kapp Electric,Company, for the A furnishing of all labor, poles,, material and equipment necessary `for the complete installation of ornamental street lighting in accordance with the specifications on f' file and in accordance with Section 1 of said specifications covering quantities, and further in accordance with the bid of the said L. A. Kopp Electric Company, dated May nth, 19301, at a cost of approximately $14882,00. The amount of the bond to be given by the said contractor is hereby fixed at the sum of $14882,00, r Upon motion by Miller, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution, duly passed and adopted. Quotation boy}Heffron & Fitzgerald in the matter of the omission of footings, and excavation, in the foundation for the new Central Fire Station, and the adding of excavations, footings, and reinforcing bars, to take the place of the omissions, were read, as was the following communication relative to that subject, anc President Liddle ordered that the same be placed on file: 496 " JOHP? The bearing power of the soil under the footing location of the concrete column in the South West corner of the basement, is not adequate to•sustain the load on this column. Will you please put an, extra footing, 7 feet square and 16 inches deep, and reinforced with j inch steel rods, placed b inches on. centers, both ways, at this location. The regular column footing is' to be placed on top, which will appear the same as the other column footings. Please quote on cost of same, andmail the quotation to the City Clerk, Mr. Frank Wright, and also to us. Sincerely yours, John MCG.Miller By P.P.Bross." The recommendation of the Street and Alley Committee and the City Engineer for sidewalks to be constructed during 1930,- was read, and Pnesident Liddle ordered that the samw be placed on tile. A. R. Nachreiner, ppesddont of the Park Board, was before the Common Council, with photographs taken May 16th,1930, showing the pollution Of the Zumbro River in Mayo .Park, through tar, oil, etc., probably dis- charged from the gas plant of the Interstate Power Company, and Alderman Miller showed samples coming from the water of the Zumbro River on that Blame date. President Liddle referred this matter to -the Sewer Committee, the Water Committee, and the City Engineer'and the .City Attorney, with the request that the local Board of Health©,.. in the investigation. A communication from the Railroad and -Warehouse Commission notifying that 10:00 o'clock A.M., Wednesday, May 28th,1930, has been fixed as the hour and date for hearing at Red .,Wlhg, Minnesota, fol the protests of the RedW1ng,Minnesota. Chamber of Commerce and citizens of Pine Island, Zumbrota, and Goodhue, concerning the passenger and mail service Uxderdd by Chicago Great Western Railroad trains Nos. 23 and 24, between Randolph and Rochester, was read, and President-Liddle ordered that the same be placed on file. II by Rommel, carried `that the City Clerk furnish Mrs. Tollef Erickson, and family, with a certified copy thereof: "A MImorial Remembrance of Tollef Erickson Tollef Erickson had just begun his sixth year as an alderman of the First Ward on the Common Council of the City of Rochepte:r, Minnesota. He had also served as a member of the Public Utility Hoard of this City, having been appointed to that position 'by the late mayors C.- D: -Brown. - The fact that he was recognized as avalu- hble and efficient member of the Common Council was proved by his elections on three different oceasioils to the office which he held at the time of his death. During all of these years of service to the public he always gave unself- ishly of his time;and energy.in.order that all important.matters arising might have .the prompt and studious attention ,to which they were entitled. Tollef Erickson's Interests and activities, both as a public official and as a man, were not confined to any one class or group and the rich and poor alike always received thesame atten- tion from him. J,11is -work as a city official, always being above criticism, was of the highest order and able -indeed must be the man who aspires to the task of carrying on where he left off.: Few are the men.whom'we can say are always kindly, sociable and friendly and few are .the public officials whom we can say are able,thhrough, sincere, honest and representative of the people they served as spokesman but we do not hesi- tate to say this of Tollef . Erickson, To know, him was .t o admire hJ4 and we , who have worked with him during his many years of public service, regret his untimely passing and believe that`whije.,many-,:public officials. are bound 'to incur the ill -will of a few it can safely be said of Tollef Erickson that he never lost a friend. Postier as President of the Public Utility Board, stated that his Board have made surveys for the power line loop to the Institute of Experimental i :Aedicine of the Mayo. Clinic, and they find:.,that in the logical roue forthis ptrrrer line the City of Rochester line,will.parallel a line of the Olmsted County Power Company for one and 'one-half; mile of the distance, and that when the Public Utility Board requested a price that the Olmsted County Power Contany would take for this particular mile and one-half of line, they made no reply to the request, but did place a; valuation of $3,000.00 on, the four and one-quartermiles of line that they own in the section. South of .the City of Rochestert which four and one -quarter miles P/ linehas shown a grossr�fevenue for .the month of Apr11,1930, of $167.20, and a gross revenue for the past twelve months of $2006o40, with the possibility of doubling this revenue, and further stated that in the event this one and one-half mile of line is,purchased only Dne and one -eighth mile of line will have to be Oonstructed by -the City of Rochester to.make this loop, except that the poles will have -to be moved on the mile and one-half of Olmsted County line .to make way for road improvements. Mr. Postier, for the Public Utility Board, was, informally authorized to proceed in the purchase of the four and one -quarter miles of line at a priee pf .32000.00. .Estimate No• ,1, preparecl by John McG. The matter of a woven wire fence at the'City dump grounds was discussed,and upon motion by Rommel, second by Miller, the matter was referred to the Public Grounds Committee and the' City Engineer, with power to act The City Engineer brought to the 'atterition'of the Common Council, the necessity for the changing of the entrances to the City 3-' Warehouse, from the East side of the building to the Nest side, and Presi- J C ommittee of the dent Liddle referred question to the Common Council as a/whole and '.aCL..w ... _r ,the the City Engineer.44 'Y. .,j .
