Meeting called to order by President Liddle. Roll Call. Presents Liddle, Amundsen, Dallman, Hicks, Miller, Vibsta.dt. Absent: Rommel. Upon motion by Miller, second by Vihstadt, the minutes of the meeting held on May 7th,1930, and on May 19th,1930, were each approved. President Liddle announced this as being the time and place fixed for a hearing on the construction of• a sanitary sewer in part of Sixth Street Southeast, and asked if there was any person present who wished to be heard concerning the said improvement. There was no person present who wished to be heard relative to the said sanitary sewer. President Liddle announced this as being the time and place fixed for a hearing on the construction of a sanitary sewer commencing at the center of the intersection of Tenth Street Southeast and Fifth Avenue Southeast, and running southerly along the center line of Fifth Avenue Southeast to the center of the intersection of Eleventh Street Southeast and Fifth Avenue Southeast. and the laying of a water main in the said part of Fifth Avenue Southeast., and asked if there was any person present who wished to be heard in regard to either of the said improvements. There was no person present who wished to be heard relative to the said sanitary or the said water main. Alderman Rommel came. in at this time and took Nis Chair. Richard Manahan, for the Z14m6ro Realty Company,opposed to .the proposed construction of a sidewalk along the North side:. of Sixth Street Southwest, running east from Fourteenth Aveme Southwest, 14nder the plan for a two: foot boulevard, and said that he would consent to the making of a nine foot boulevard by the laying of the. slab,con the top of. the retain- , ing wall for the MaElligott property at which motion by Hicks., second by Rommel, carried that the matter be referred to, the Street and Alley Committee and the City Engineer with power to act, with condition that they make report of their action at the meeting of this Common Council, which. is to be held June12, 1930. E. N. ' Larkin .asked for the passage of an. ond1nance to prohibit mechanical piano playing at unreasonable hours. Balance shest,income. statements,ete., of the Public Utility Department prepared.by the Secretary of the Public Utility Board, as of April 30th,1930, were laid before the Common Council -and President Liddle ordered that the same be placed on file;. said income statements showing a net profit in the Light Department for the month of Apr i 1 1930, of $12312.59, and a net loss in the Water Department for the month of April 1930, of $812.01. (No report was made for the Steam Heating Department . ) The application of the Roohester Electric Company for an Electrician's license, was read, and upon motion by.Hicks, second by Dall-, man, license was granted for the year beginning April . 8th,1930. Continuation oertificate -issued by. the ;C,entral Surety & Insurr._ C� &noe:--.Corporation, continuing the electrician's license bond of the Rochester Electric Company during the period April 8th,1930, to April 8th, 1931, was read, and upon motion by Rommel, second by Hicks, the said continuation certificate• was accepted and it was approved, and it was , ordered that the same be placed on file. Solicitor's lieense.No-.27, issued April 15th,1930, in favor of W. T . Dziewa,nowski, was presented for revokatLon, in that Mr. Dziewanow- ski desired soliciting .locations other than those covered on the said license No.27, at which motion by Rommel, second by,Amundsen, carried that the said solicitor's license No.27 be revoked. The application of W. T . Upon motion by Vihstadt, second ,by Amundsen, the City -Clerk was instructed to bill the Rent-A-Car Company for $3.28 telegrams to and I from Jamestown, .North Dakota, in connection with the recovery of one of their rented automobiles. Upon motion by Rommel, second by Amundsen, the sum of $6.30 was appropriated from the General Fund and it was ordered that the same be paid to George Akenhead, for correction of assessment for scavenger service ment� rendered May ,?th,19$8, wherein the assess` records were made to read.. i Lot 23, in Block 26, in Northern Addition, when the same should have been Lot 23, in Block 25, in Northern Addition; the said $6.30 to be certified against the said Lot 23, in Block 25, for collection with .the 1930 real etkxes . Upon motion by Hicks, second by Amundsen, the City Engineer was instructed to mark off five parking spaoes.along the North side of the City Hall, .which shall be for the use of officials having .offices in the City Hall, and to reserve these parking spaces for that purpose by painting he stone sill with .,wording to the effeot •that those spaces are reserved or use of City officials during business hours. Fraser & Son, for the furnishing of all labor,materials, equipment, etc., necessary for the construction of a sanitary sewer and the laying of a water main in part of Fifth Avenue Southeast, as above quoted, and fixing the amount of the bond to be given by the said contractor at the sum of $1450,00, which was read. Upon motion ^by_Hicks, second_by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted, Alderman Miller introduced a.resolutim aoe.pting the bid and proposal of Wm C. Fraser & Son, for the furnishing of all labor, materials, equipment, etc., necessary for the construction of a sanitary sewer, the -laying of a water main, the construction of sanitary sewer laterals, and the laying of water main laterals, in part of Tenth Street Southwest, and in Plummer's Replat "A", as above quoted, and fixing the amount of the bond to be given by the said c ontractor at the sum of $4125,00, which was read. Upon motion by Vihstadt, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. AIIAemman Hicks introduced a resolution ordering that a sanitary sewer be constructed commencing at the center of the intersection Of Sixth Street Southeast and Tenth Avenue Southeast, and running Easterly along the center line of Sixth Street Southeast ,%*aa-point 37 feet West of. the West line of Eleventh Avenue -Sout heast,"dering that the cost thereof be paid for by special "assessments levied as provided bylaw, and ordering that the City Engineer prepare and submit plans, profiles, specifications and estimate of cost for the said sanitary sewer, which was read. Upon motion by Rommel., second by 'A2jnd$eh'V$that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and -adopted. The City Engineer submitted plans, profiles, specificat ions Ind estimate of cost for the said sanitary sewer, the said estimate of W%ost being $494.00. Alderman Amundsen introduced a resolution adopting the aid plans, profiles and speoifioations, for the sanitary sewer in Sixth treet Southeast, as above described, and ordering that the same be placed n file in the office of the City Clerk of said City, ordering that the said std.mate of cost be p1soed on file in the office of the City Clerk of said ity, ordering that the said improvement `be made aid done and that the ost thereof be r - ` paid by special assessments levied as4provided by law, uthorizing and directing the City Clerk* advertise for proposals for he construction of the said sanitary sewer, which proposals shall be receiv- d and opened at a meeting of this Common Council, which is to be held at M o`clock P.M., on June 9th,1930., and ordering notice of hearing on the aid improvement for 7.30 o'clock P.M., on June 9th91930, which was read. Upon motion by Hicks, second by Rommel, that the said esolut ion be adopted as' read, and all vot ing� in favor thereof, President iddle declared the said. resolution 'duly passed and' adopted. Alderman Vihstadt introduced a resolution authorizing the Public Utility Board to enter into contract with the L. A. ,Kapp Electric Company in accordance with theft abov6"quoted request; and fixing the amount of the bond to be given by the said contractor at the sum of $5926:O0,which was read. ' Alderman Miller introduced a resolution appropriating 01800.00 from the rmanent'Improvement Revolving Fund and ordering payment made to the First State Bank & Trust Company for interest due June'1,1930, on City of Rochester, 6% Permanent Improvement Revolving Fund Bonds numbers 241 to 300 inclusive, which was read. Upon motion by Vihstadt, second'by Dallman, that the said resolution be (ladopted as read, and all voting in favor thereof, President Liddle declared the said 11resolution duly passed and adopted. Alderman Rommel introduced a resolution appropriating $945.00 from the Permanent Improvement Revolving Fund and ordering payment made to the First State Bank & Trust Company, for interest due June 1,1930, on City of Rochester 4 per cent Permanent Improvement Revolving Fund Bonds numbers 9 to 20 inclusive, 28 to 48 inclu- s ive , and 66 t o 80 inclus ive , whi ch was read. Upon motion by Miller, second by Hicks, that the said resolution be ladopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Dallman introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester; That the sum of $240,00 be and the said sum is hereby appropriated from the Street and Alley Fund. -of said City and ordered paid to G. Schwartz & Co., for 8 days use and operation _of steam shovel, being May 12th, to 20th, 1930, inclusive, excluding Sunday the 18th, at $30„00 per day. The Mayor and City Clerk area\` reby authorized and directed to draw a warrant for said sum upon the City Treaburer in accordance herewith, and cause said payment to be made,!, ". Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Hicks, second by Rommel, -the Street and Alley Committee and the City Engineer were instructed to, at the next meeting of this Common Council, bring in a recommendation for the moving of the horse water trough from the rear of the present Oentral Fire Station to another location. Upon motion by Hicks, second by Dallman, the City Engineer was instructed to take up with the State of Minnesota Highway Department the matter of financial assistance in the repair and resurfacing of Fourth Street Southeast, between Broadway Street South and the bridge . over the Zumbro River.
