M. , on July 28t h,1930 . j Meeting called to order by President Liddle, Roll Call. Present: Liddle, Amundsen, Hicks, Miller, Vihstadt. C. Fraser and Son was Estimated yardage is 5700 yards and the bid was 22-2� per .yard. The Board of Park Commissioners hereby ask Body to let us enter into a contract with Fraser and Son utoHon. !: complete this work. St arkey, Roger L.J.Kennedy." ii Alderman Hicks introduced a resolution authorizing the Board of Park ::Commissioners to enter into contract with Wm. C. ' Fraser & Son of St.Paul, hfinnesota, :.br the changing of the course of Caecade Creek through Kutzky Park in accordance with ;plans and specifications for the said improvement, the estimated yardage being 5700 r yards, and the bid being 22�F cents per cubic yard for excavation, and fixing the amount ;off the bond to be given by the said contractor at the sum of1300.00, which was read. Upon motion by Miller, second by Hicks, that the said resolution be adopted as read., and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted* ! The applications of Lowell H. Johnson, George A. K»eps, Harold J.Fyr.ea, W.F. Daly, and Wayne W. Waterman, for drivers licenses, were each read, and upon mot ion tion by Vihstadt, second by Amundsen, licenses were granted. l i' )u8 o , _! The applications of Fran Cooper Beauty Shop, Gus Billiard Parlor, 4 Marigold Dairies, Miller Master. Service, and Home Laundry, for permits to place and maintain signs, were each read, and upon motion by Vihstadt, second by lVallman, permits were granted. t. The application of J. C. Adams, for transfer of his taxicab license No.25,notw covering a 5 passenger Auburn sedan bearing State license BW155686 to a 1930 5 passenger Auburn sedan bearing State license No. B-410718, was read, and upon motion .by Vihstadt, second by Amundsen, the i transfer was grantedl, The report of the Clerk of .the Municipal Court for the week endini7 r July 28th,1930, showing criminal fines Coll_4cted in the amount of$236.00, civil fees received $7.559 and court costs charged to Olmsted County $77.80, was read., end President Liddle referred the same to the City Attorney. � i The report of the City Engineer for the month of June,1930, showing, expenditures from the General Find for labor, in the amount of $771.13, from the Street and Alley Fund $2413.40, from the Sewer Fund $329.49, from the Bridge Fund $230.90, and from the Permanent Improvement Revolving Fund $4456, and the report of the City Engineer for the month ofr4ulyV1930, y showing expenditures for labor from the General Fund in the amount of + ,fir! $749.69, from the Street and Alley Fund 02388.04, from the. Sewer Fund ; $373.27, and from the Bridge Fand' $1.10, were each read, and. President Liddle ordered that the same be placed on file. A, communi cation from the Minnesota Tax Commission acknowledging ,r the request for the services of Mr. Rasmussen from the Ramsey County and City of St.Paul, Assessor's office, to assist the local Board of Equaliza- � i,ion in connection with the 1930 real estate assessment, was read, and °' President Liddle ordered that the same be placed on file. Copies of orders given to the Chicago Great Western Railroad Company 4 oil and the Chicago and Northwestern Railway Company, by the Railroad and �► Warehouse Commission, ordering that "®top"signs be placed at their crossings over Sixth Avenue Northwest, were read, and President Liddlo ordered that the same be placed on file. ' The appointment by the Mayor of P. H. O'Shaughnessy, T.H.Page, W. E. Vieter, George Schmelzer, and Feliz Jacobs, as Special Patrolmen for July 26th,1930, was read, and President Liddle ordered that the same be ti placed on file. , The claim of the Northwest Jobbers Credit Bureau in connection , : with the trusteeship d)f the business of H. J. O'Neil at Rochester, Minnesota, t $66.80, for labor and materials in connection with .repairs to street rubbish cans was read, and President Liddle referred the same to the City s Attorneys The claim of Brown-Knopp Agency, 041.25, for fire and tornado J insurance on the shower bath house at the Tourist Park, was .reed, and �' ;� President Liddle referred the same to the Insurance Committee. t 599. • • A 1' 0 .f, ti Upon motion by Hicks, second by Dallm=.n, the cum of ;$85.88 was appropriated from the General Fund and, it was ordered that the said amount be paid. to D.L.WilliWns , I Postmaster, for 3000 two cent stamped envelopes and 1000 one - and one-half cent stamped �! envelopes for use of the City Clerk. Upon motion by Hicks, second by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropkating $1,000.00 from the General Funci, $2,000.00 from the Street and Alley Fund and $1,000.00 from the Sewer Fund ,for use . of the Street and Alley Committee of said City, which was read. Upon motion by Vihstadt, second by Hicks, that the said resolution be adopted as read., and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Hicks introduced a resolution appropriating $330 -71 and ordering payment made to the Gamewell Company of Newton Upper Falls, Massachusetts, for the furnishing of lightning arresters, tap key, register, take up reel, and gongs, S330.23, and for fire alarm box lock spring 8.48, the first mentioned amount to be from the New Central Fire Station Fund, and the last mentioned amount to be from the Fire Protection Fund, which was read. '! • Upon motion by Miller, second by Dallman, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Dallman introduced the- fo?lowing resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the sum of $2500.00 be appropriated from the General Fund of said City and paid to the Street and Alley Fund of said City as a temporary transfer, which said. amount sh ,Il be return_ ed to the said General Fund through the 1 evy into the Street and Alley Fund of that amount. in the 1930 tax .levy, specifically made for the return of the above mentioned temporary transfer. The Mayor and City Clerk of said City are hereby authorized and directed to draw a war. �-ant upon nthe City Treasurer and make J)hgl'�aaLd- temporary transfer accordingly. Upon motion by Vihstadt, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution fixing". 7:30 o'clock P0J., August l8th,1930, as the time for a hearing on the levying of special assess- ments for the construction of a sanitary sewer commencing at the center of the intersection of Sixth Street Southeast and Tenth Avenue Southeast, and running Easterly along the center line of Sixth Street Southeast to a point 37 feet '.'lest of the Went'Z1ine of Eleventh Avenue Southeast, which was read. Upon motion by Ricks, second by Amundsen, that the saidresolution " be adopted as read., and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Vihstadt introduced a resolution fixing 7:30 o'clock P.M., August 18th,1930, as the time for a hearing on the grading of. Seventh Avenue Southwest, bet�een the South line of Sixth Street Southwest and the South line of Eleventh Street Southwest to a grade to conform to the curb and gutter now constructed on the said Hart of cP^-nth A—nnP Gr%uthwo-Q+, which wad read. " Upon motion byMiller, second by Hi cks, that the said resolution be . adopted as read, and all voting in favor thereof, President Liddle declared ,. the said resolution duly passed and adopted. f Upon motion by Hicks, second by Vihstadt, the Street and Alley , Committee was instructed to confer with the Mayo Properties Association relative to the legging or sale of the East one-half of the Mill Race. Upon motion by Miller, second by Dallman, the City Clerk was 'f 1, instructed to prepare 'a resolution authorizing the Public Utility Board Off said City to lay a water main in Fifth Street Northeast between Ninth Avenue Northeast and Eleventh Avernze Northeast. H s 0 1 0 w 1_ I j; President Liddle referred the matter of the friction between Wm.R.Jones, City Scavenger, and W. E. Mitchell, Superintendent of the Dum?ing Grounds, and the !� matter of the City Scavenger not properly burying dead animals in the City Dumping f Grounds, to the City Attorney with instructions that he request that W- e* R. Jones, i j City Scavenger, be before the Common Council at the next meetinrr thereof for question ing as to what is the trouble between him and Mr. Mitchell, and also for action II i; against Mr. Jones in case he does not properly bury the dead animals concerned. Upon motion by Hicks, 'second by Irihstadt, the Common Council went on record as favoring that the Olmsted County Fair Association be allowed to use the flag poles I! I .I on Broadway Street North and South for Fair advertising purposes if the property owners have no objections. 1 Upon motion by Hic:cs, • seeond by Amundsen, the City Engineer was instructed i to place "Stop" signs on bohh sides of Sixth Street Southwest at the intersection r with Fourth Avenue Southwest. Upon motion by Hicks, second by Miller, the City Attorney was instructed � to draft an ordinance providing for the control of the discharging of dynamite and other explogives within the City of Rochester, Minnesota. i Upon motion by Miller, second by Amundsen, the Common Council adjourned.
