Present: Liddle, Amundsen, Hicks, Miller, Rommel, Vihstadt. I, Absent: Ballman; Alderman Dallman being absent through being confined to his home with a broken leg. Upon motion by Vihstadt, second by Rommel, the minutes of the meeting 1held on August 18th,1930, were approved. President Liddle announced this as being the time and place fixed for a hearing on the construction of a sanitary sewer in Sixth Street Southeast commencing at the center of the intersection of Sixth Street Southeast and Eighth Avenue ` :i Southeast, and running thence Easterly along the center line of Sixth Street Southeast' for a distance of N33 feet and asked if there was any person present who wished to be heard concerning this sanitary sewer. There was no person present who wished to be heard. President Liddle announced this as being the time and place fixed for a hearing on the grading of Seventh Avenue Southwest, between the South line of Sixth Street Southwest and the South line of Eleventh Street Southwest to a grade to conform to the curb and gutter now constructed in the said part of Seventh Avenue Southwest, and asked if there was any person present who wished to be heard concern - 'I ;, ing this grading. There was no person present who wished to be heard. This being the time and place Ifixed for adjourned and continued action on the claim of :Martin Paulson for the excavation of rock in the construction of the said sanitary sewer in Sixth Street Southeast, between Tenth Aveinae Southeast and Eleventh Avenue Southeast, the matter was brought up for consideration and the City Engineer made the oral statement that Mr.paulson's claim of 127.25 for the excavation of�31 yards loose rock at A2.75 per cubic yard '8 .25, and for the excavation of 7 yards solid rock at 4"6.00 per cubi.c yard t$42.00, is a just claim and that it should be paid, and accordingly upon motion by Hicks, second by Vihstadt, the suns of 1127.251 was appropriated from the Permanent Improvement Revolving Hind and it was ordered that the saIlle be paid to 'Aartin Paulson for the rock excavation above mentioned. i Upon motion by Rommel, second by Miller, the hearing on and levying; of special assessments for the above described sanitary sewer in Sixth Street Southeast was adjourned and continued to the meeting, of this Common Council, which is to be held at 7:30 o'clock P.M. on September 15th,1930. �i President Liddle announced thi:: as being the time and place fixed for hearing on' the construction of a sanitary sewer in Sixth Place Southeast, commencing at the center of the intersection of Third Avenue Southeast and Sixth Place Southeast, and running Westerly along the center line of Sixth Place Southeast to the West line of Lot 10, in Block 91, and 'i the West line of Lot 6 in Block 92, all in Original Plat, and asked if there was an person y p present who wishes to be heard concerning this improvement. Peter Rasmussen asked that action on this Ianitary-sewer be deferred until such time as Frank Stoppel, the owner of the property r receiving the principal benefits, opens an extension of Sixth Place South - cast through his property. as Mr. Rasmussen signed a petition for thissewer • with ,the understanding that Mr. Stoppel would deed the land necessary for IJ this street extension. i This being the time and place fixed for the opening of a proc:;osals for the wrecking and removal of the so-called City Toolhouse in �! Broadway Street South, the following proposal was opened and read: CLEVELAND WP,1-,'CKIN0 Cr)M='A.NY: Proposal No.l'.That they receive u '! �140.00 in addition to the salvage. Proposal No.2;That they receive the sum ,;Of 1325.00 and that the City retain the salvage, which two proposals carried i a note that it did not cover nor include the removal of concrete or brick !floors. The Board of Park Commissioners made the following quoted proposal, which was read: "Rochester, Minnesota To The Hon. Mayor and Aug 28th. 1930. Members of the City Council; Gentlemen; At a meeting of the Perk Board held yesterday Aug.27th we voted to ask you for the building known as the City Tool House and the Park Board will remove without cost to you the entire structure. We are in reed of rough lumber for construction of the Skating; Rink and warming house for the coming winter. u 635 We hope that ,rou can comply with our request. Respectfully suhnitted. " The City Engineer asked that, if it was the intention to give this building away for the cost of wrecking it, his Department be ^flowed to wreck and rebuild it at i 1•he Sewage Disposal Plant grounds for the storage of City machinery, the discussion of which brought forth the fact that there is obsolete machinery in the hands of the ,City Engineer's Department which might be disposed of and thereby relieve the storage situation. Alderman Miller introduced the fallowing resolution, which was read: i "Be it resolved by the Common Council of the City` of Rochester,Minr_esota: ri'hat the bid and proposal of Board of Park Commissioners for the furnishing JPP of A.11 labor, waterials, equipment, etc., necessary' for the wrecking and removal of the so-called City Tool House in Broadway Street South in accordance with the specifications for the said wrecking and removal which are now on file in the office ,'of the City Clerk of said City, viz: The said wrecking and removal to be done without, cost to the City of Rochester, be and the said bid and proposal is hereby accepted. I' I� That no bond be given by the said contractor." I, I: Upon motion by Hicks, second by Rommel, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolu- tion duly passed and adopted. This being the time and place fixed for the opening of proposals for the .!wrecking and removal of the old Central Fire Station, in Broadway Street South, the proposal of Verne W. Langton offering to do this work in accordance with the plans and specifications for the sum of 11290.00, was opened and read. i The City Engineer estimated that this could be done by day labor at a cost of between 4'600.00 and "700.00, at which motion by Hicks, second by Amundsen, carried that the bid of i..r, Langton be rejected, and that the City EnrJneer be authorized to secure the necessary labor and equipment and wi-eck and rt;aiove the old Central Fire Station in accordance with the plans and specification:, for the said work, with further provisions that the Pu slit Grounds CoLni ittEe are hereby authorized to !I dispose of the such salvage as they may find sale for. i This being the tim:; and place fixed for the opening of proposals for the II construction of a sanitary sewer in Sixth Street Southeast, between Eighth.Avenue Southeast and Ninth Avenue Southeast, as above described, the following bids were opened and read: MARTIN PA_ULSON: 8" p1pe sewer $.75 per ft., 6" on 8" Y's '1.00 each, Manholes '',40.00 each, loose rock excavation A3.00 per cu. yd., sand rock `16.00, solid rock7.00; I� a Wm. Upon motion by Hicks, second by Vihstaldt., the above mentioned proposals for construction of a sanitary sewer in part of Sixth Street Southeast, were referred to the City Engineer for tabulation. This being the time and place fixed for the opening of proposals .for the grading of a part of Seventh Avenue Southwest, as above described, the following proposals were opened and read: KRIS NIELSON: 1.90 per yard for earth excavation; EDWARD MATTSON: 't.96 per yard for earth excavation; C.B.CONATY: 0.90 per yard for earth excavation, with notation ,on his proposal as follows:"All dirt over 500 foot haul 11 cents extra per cu. yd. "or each 100 ft . thereafter" . Upon motion by Hicks, second by Amundsen, the said proposals .for the grading of Seventh Avenue Southwest, were referred to the City Engineer for tabulation, to!,,ether with instructions that he take the two .tie b�dders into his office dad have them flip a coin for the contract. This be ing the t ime and place fixed f or the opening of proposals for the purchase of the A1,000.00 City of Rochester 43 Sewage It Disposal Plant Bond offered for sale on this day, the Pr6posal of the I`II Sinking Fund Commission offering _ price of 103.696 plus accrued interest for this bond,was opened and read. gi Alderman dicks introduced the following reeolution,which was read: ' "Be it resolved by the Common Council of the City of I� Rocheste ,Minnesota: That the bid and offer of Sinking Fund Commission for `.1000.00 City of Rochester, Minnesota, 44% Sewage Disposal Plant bond, dated September is t,1924, which was at this meeting offered for sale, being 11000,00 as principal on the said bond, 4'36.96 as premium on the said bond and 2112r36 as accrued interest from June 1st,1930, is deemed to be the most. favor ^.1:)?.i_; i nr.�sq,l. for the said bona., a,nd Be it further resolved by the said 'Common Council: That the said bond is hereby awarded and sold to SinkingFund Commission and that thu same be delivered to them upon them paying into the City Treasury of the amount of the said bid therefor, said bond hereby awarded and sold is described as being numbered 260,,.and having the December 1st,1930, and all subsequent interest coupons attached, the maturity of the said bond being December lst,1940, the said bond bearing interest at the rate of 44t'p per annum payable semi-annually on the first day of June and December of each gear, both principal and interest on the said bond being payable at the office of the City Treasurer in the City of Rochester, Mi nesota, and Be it further resolved by the said Common Council: That the 1 avor and the City Clerk of said City are hereby authorized and' directed to 627 . duly e.:.ecute th.e said bond and the City Treasurer of said City is hereby directed to deliver the said bond to the said purchaser upon the payment into the City Treasury of the above r_zentioned purchase price." i !7pon motion by Rommel, second by Vihstadt, that the said resolution be i adopted as read, and all voting in favor thereof, President Liddle declared the j� said resolution duly passed and adopted. i • Balance sheet, income statements, etc., of the Public Utility Departments prepared by the Secretary of the Public utility Board as of July 31,1930, were ,laid before the Common Council, and President Liddle ordered that the same be i� placed on file; the said income statements showing a net income in the Light !; Department for the month of July,1930, of ` Ile20.46, and a net profit in the Light Department for the four months of this fiscal year of 955705.61, and a net loss in the rater Department for the month of July,1930, of 0129.00,and a net profit for the four monthsof this fiscal year of �10859,63. ' 4 The report of the City Engineer for the month of Au.gust,1930, was read, and; Pre:-Jdent Liddle ordered that the same be placed on file; the said report showing f expenditures from the General Fund for labor of 1837.87., Prow the Street and Alley Fund 11956.74, from the Sewer : undue p459.56, from the Bridge Fund 119.80,and from i the Permanent Improvement Revolving Fund 1108.74. The application of Archie Fitch for transfer of his Barber Shop license i from -606 Broadway Street South to 12 Second Street Southeast, was read, and upon motion by Rommel, second by Amundsen,, transfer was granted. The following applications for permits to place arxi maintain signs were � read, and upon motion by Vihstadt , second by Pommel, permits were granted: Leo N. Vowan, 4.30, l Clayton Hotel,Earl Irish(2) . i "he following communication was read, and President Liddle referred the i same to the Lighting; Cor 4ittee: i "CITY EDECTRIC"LIGHT AND WATER DEPART1AENT I Rochester, Minnesota Aug. 21 1930 Mr. A.F.Wright, City Clerk, City, Dear Sir - Under date of August 5th a request was made for the installation of a street light at the intersection of Seventh Avenue Southwest and Second Street Southwest. I am advised that there has been a light at this location for several years and thot perhaps an error was made as to the desired location. AJ Yours very truly, A. J. Lentfer Secretary." The request of Don E. Postier, Building and Electrical Inspector, for a vacation from September 8th,1930, to September 14th,1930, V w�.s read, and upon motion by Vihstadt, second by Hicks, the request was F b ; granted. The appointment by the Mayor of M. F. Condre = as a Speci. al ;Patrolman during the period August 23rd,1930, to Au gust 29th,1930, inclusive, was read, and President Liddle ordered that the s.-:me be placed on file. The following eofmmunieation from the Commercial Club was i read, and upon motion by Hicks, second by Vihstadt, this Common Council expresses their appreciation of the offer and the Rochester Commercial Club w(�-re asked to arrange the details of the celebration in connection with the dedication m ntloned therein, the Fire Department Committee being instructed to work in conjunction with the Commercial Club, and also the ;Mo..-,:or was rcquested to serve in the arrangements: "ROCHES?ER C0144FRCIAT, CLUB Rochester, Minnesota, August 30,1930 To the Honorable Mayor and Common Council City of Rochester Gentlemen: At a meeting of the Board of Directors of the Rochester C-ommercial Club on Bed. President Liddle ordered that the above quoted reports of the City j !Engineer be placed on file Upon motion by Hicks, second by Amundsen, John McG.Miller, as Architect for the Hew Central Fire Station, was instructed to draw plans and specifications for the installation of an oil burner in the building, the specifieationsfor the same to carry provision that -payment for this installation will be made January lst,1931. I Upon motion by Rommel, second by Hicks, the City Clerk was instructed to draft a resolution providing authority to lay a reinforced concrete slab On the new Central Fire Station driveway, the work to be done by day labor. A petition that a sidewalk be constructed on the East side of Ninth Avenue Southeast from the north line of Tenth Street Southeast to the South line of Sixth Street Southeast, was read, and upon motion by Hicks, second by Rommel, the said petition was referred to the Street and Alley Committee and the City Engineer with � instructions that they make report thereon at the next meeting of this Common Council. A communication from the Northwest Fire School suggesting that local Firemen be sent to this school which is to be held at the Univer,^ity of Minnesota, September i 22nd, to 26th,1930,-was read, and upon motion by Rommel, secondby Amundsen, the Chief of the Eire Department and two Firemen of his choice Were authorized to attend this fire school. i In a discussion of the notation on C. D. Conaty's proposal for the grading I .of Seventh Avenue Southwest, the City Attorney ruled that such a notation_ invalidated the proposal, and accordingly a resolution was prepared awarding this contract to Kris Nielson h40 j' Alderman Amundsen introduced the -following resolution,wh-ich was read. Alderman Vihstadt introduced a resolution appropriating ' i t` 258.00 from the Sewer .Fund and ordering pa.-ment made to the City of i 'Rochester, Light Department, for electric light and power furnished at the local Sewage disposal plant in accordance with billings of August 15th, 11030, which was read. Y-3 from the Elanere.l Ftind and ordering payment made to the City of Rochester, Water Department , for the; furnishing of water for sprinkling; and flushing in accordance with billing of August 10.5th,1930, which was read. Upon motion by Miller, second by Hicks, that the said resolution be adopted as read, and all voting. in favor thereof, President Liddle declared the said resolution duly .passed and adopted. Alderman Amundsen introduced a resolution appropriating 13852.40 from i the: Permanent Improvement Revolving Pund and ordering payment made to Edward ! �! Mattson, as estimate No. 1 on contract for wi-dening of paving on Fourth Street j Southwest, butaetn Broadway Street South and Second Avenue So-dthwest, and the construe tion of curbing on the said part of, Fourth Street Southwest, which was read. Upon motion by Rommel, second by Vihstadt, that the: said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said c resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $955,30 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payrolls for labor during; the period of the weeks ending August 22nd,1930, and August 29th, 1930, which was read.
