Minutes of an adjourned -regular meeting of the Common Council
of the City of Rochester, Minnesota,, held in the Council Chambers in the
City,Hall in said City, at 7:30 o'clock P.M., on September 15th,19304
Meeting; called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Rommel, Vihstadt. Absent: None.
Upon motion by Rommel, second by Amundsen, the minutes of
't,he meeting held on September 2nd,1930, were .approved.
President Liddle announced this as being the time and Llace
'fixed for adjourned and continued bearing and action on .the .levying; of special
assessments for the construction of a sanitary -sewer in Sixth Street South-
east between Tenth Avenue Southeast and Eleventh Avenue Southeast, and asked
if there was any person present who wished to be heard concerning thds

President Liddle announced this as being the time and place
fixed for hearings on and the levying of special assessments for the cost and
expense of the.making of the following described local public improveli:ents,

running 130 feet South. of the center line of Fifth Street Northwest;
The construction of a sanitary sewer and the laying of a water
main in Fifth Avenue Southeast, between Tenth Street Southeast and Eleventh
Street Southeast;
Thu construction of a sanitary sewer and the laying of a
water main,. and the construction of sewer laterals, 1 nd the laying of water.

The report of the Building and Electrical Inspector for
the month of Auaust,1930, showing building inspection fees collected in the

'516.75, was read, and President Diddle referred the same to the Finance

The report of the Health Officer for the City Farm for the

The City Engineer's trial balance of disbursements in his
department for August,1930, was laid before the Common Council, and President
Liddle ordered that the same be placed on file.
Balance sheet income statements, etc., of the Public Utility
Departments, as of August 31st,1930, prepared by the Secretary of the Public
Utility Board as of that date, were, laid beforethe Common Council, and

"Be it resolved by the Commissioners of the Sinking Fund of
the City of Rochester, Minnesota:

of said City and paid to the Interest Fund of sa.Id City for accrued interest
on ^"1,000.00 City of Rochester 43� Sewage Disposal. Plant bond purchased on

The following copies of resolutions passed and adopted by the

Be it and it is hereby resolved by the Public Utility Board of
the City of Rochester , Minnesota, that the hon. Common Council of the said
City be and is hereby requested to authorize the said Board to enter into a
contract with G.Schwartz and Company of this City for the furnishing; to the
r said Cit11 of all the labor, materials, tools and equipment necessary for the
complete construction, according to plans and specifications, of a brick
enclosure for the 1,500,000 gallon water reservoir for a total contract
price in the amount of TWENTY FIVE THOUV.-ND FIVE HUNDRED AND FORTY SEVEN

Alderman Dallman introduced a resolution authorizing the
;Public Utility Board to enter into contract with Trim. C. Fraser Son, in

accordance with the gbove quoted request, and fixing the amount of the bond
I
to be given by the said contractor at the sum of $1250.00, which was read.
Upon motion by Rommel, second by D-_^..11man, that the said
,resolution be adopted as read, and all voting in favor thereof, President
,Diddle declared the said resolution, duly passed and adopted.

Peter Barlow representing the local brick layers' unison, asked that j

:this brick enclosure be done be day labor, as they feel that the low bidder for
this contract will not abide by the local labor ordinance as to schedule of wages.
G. Worth, and Rev. Zick, talked against the Common Council authcrl.zing
the P.hove mentioned contract, and George W. Granger, Di-. H. H. Bowing, Dr. A.H.
Sanford, Bunn T. Willson, and A. R. Naehretner, explained that the award of this
L contract would be but the fulfillment of an unofficial agreement with the Sisters
� ..of Saint Francis made at the time ;hen they granted the ninety nine year lease
for the water tat k location, that it :could be beautic'ied as shown on the plans
which they seen before they were adopted by the Public Utility Board.

Frank Stoppel made a suggestion that the clock which is now in the
t^:ver of the old Central Fire Station be moved to a tower on the Cooperative
building, and D. B.% Franklin, representing the Riverside Holding Company the �
owners of the G:oop6i•ative building, stated that his company thought that if this
'Clock is to be i•etaintd in service, it, should be placed on public property or on
i a public building.
Upon motion by Rommel, second by Vihstadt, the matter of the future loea-
•tion of the old Fire Station clock, was referred to the Public Grounds Committee,
and the City Attorney, with instructions that they make report on the subject at the
next meeting of this Common Council.

"WHEREAS, It is deemed expedient and necessary that an oil
burner be purchased and installed for use in the heating system of the new
Central Fire Station, and
WHEREAS,•John McC..Miller, Architect, has prepared and sub-
mitted plans, and specifications and an estimate of cost for the furnishing
and installation of the said oil burner.
SO T TaEREFORE, Be it resolved by the Common Council of the City
of Rochester, Minnesota:
That an oil burner be purchased and installed for use in the
heating system in the new Central Fire Station, that the said plans and
specifications be adopted for the same and that the same be placed on file
in the office of the City Clerk of said City, and that the said estimate of
cost be accepted and placed on file in the office of the City Clerk of said
City.
Be it further resolved by the said Common Council:
That the City Clerk of said•City be and he is hereby authorized
and directed to advertise for proposals for the furnishing and installation
of the above mentioned oil burner, which said sealed proposals will be
received and opened at, a meeting of this Common Council which is to beheld
at 7:30 o'clock P.M., on Sept. 29th,1930i Each bid igust. be accompanied by
a certified check upon some reputable bank drawn payable to the Mayor of the
City of Rochester, Minnesota, for at least 10 per cent of the amount of the
bid, which check and the amount of money specified therein shell be forfeited
to the said City of Rochester, •Minnesota, as liquidated damages if the bidder
upon the letting of the contract to him shall fail to enter into the contract
so let; the said Common Council reserving the right to reject any and all
bids.
A surety bond written for the full amount of the contract by a
surety company authorized to do business in the State of Minnesota, will be

The City Engineer submitted final estimate in -favor of Edward
Mattson, showing the sum of $756.89 as being due on contract for the widening
of the paving on Fourth Street Southwest, and the construction of curbing
along the paving so widened, and the City Engineer submitted final estimate
in favor of Martin Paulson, showing the sum of $310.31 as being due the said
contractor for the construction of a sanitary sewer in Sixth Street Southeast

Upon motion by Hicks, second by Amundsen, the sum of $27.50 was . appropriate
from the General Fund and it was ordered that the same be paid to Saint Mary's
Hospital for the isolation of Macs. Herbert Cooper residing at 529 Third Averne
Southwest, isolated at Saint Mary's Hospital September lst,1928, tia September 12th,
1928, eldven-days at $2.50 per day,' and the City Clerk was instructed to bill Olmsted

Chris Erickson's check for 9$20,00 covering tWo sprinkling wagons sold to
him by the City Engineer at $10.00 each, was laid before the Common Council, and
upon motion by Amundsen, second by Dallman, the sale was approved and the said 120.00
was accepted into the sprinkling budget division of the General Fund in the City
Treasury and the City Clerk was instructed to charge off the difference in the

Peter Rasmussen stated that he still maintains his objection to the
construction 6f a sanitary sewer in Sixth Place Southeast, until such time as
Sixth Place Southeast is opened through the Stoppel property,and Corwin Stoppel,
the owner of this property, said that so long as his original offer to deed this
as
street extension was not accepted, and that/Jae now has a barn constructed on what
would be part of the extension, he does not feel that he can c amply with Mr.
Rasmussen's desire.
The City Engineer submitted plans, profiles, specifications and estimate
of cost for the construction of a sanitary sewer in Sixth Place Southeast, the
said estimate of cost being ` 4,72:20.

adopted as read, and all voting infavor thereof, President Liddle declared the said
resolution duly passed and -adopted.
Alderman Dallman introduced a resolution levying special assessments for
the construction of a sanitary sewer commencing at the center line of Fifth Street
Northwest, and running lout her1jr along the center line of Eighth Avenue Northwest,
a distance of 130 feet, which was read.
Upon motion by Rommel, second by Dallman, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Amundsen introduced a resolution levying special assessments for
the construction of a sanitary sewer and the laying of a water main described,
commencing at the center of the intersection of Tenth Street Southwest and Eighth
Avenue Southwest, and running West along the center line of Tenth Street Southwest
3o0' feet, thence North 55° West 615 feet through Plummerts Replat "A", thence
North 180 West 300 feet, thence North 450 West 250 feet to the West line of the City
Limits, consisting of an 8" sanitary sewer with 6" lateral connections to the
property line, and a 4-2,'Class B. cast iron water main with 1" lead connections to
the property line, with corporation cocks and curb stops; curb boxes not furnished,
which was read.
Upon motion by Hicks, second by Rommel, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Dallman introduced a resolution levying special assessments for
the construction of a sanitary sewer commencing at the center of the intersection
of Sixth Avenue Southwest and Ninth Street Southwest, and running Southerly along
the center line of Sixth Avenue Southwest to the center of the intersection of
Sixth Avenue Southwest and Eleventh Street Southwest, and the laying of a water main

Alderman Dallman introduced a resolution levying special
assessments for the widening of the paving on Fourth Street Southwest,from
the West curb line of Broadway Street South, to the East curb line of
Second Avenue Southwest, to a width of 60 feet, and that the 'strip between
the present paving and .the ,new curb be paved `with 7" one course concrete and
that a cement c onerete curb be constructed along both sideslof the paving

Street Southwest, and the North curb line of Second Street Southwest, the
said concrete gutter being Z8" -vdde, the said curb 8" wide and set to a
distance of 50 feet between the inside faces, such concrete curb and
gutter as was in place being removed, which was read.

request of the various department heads,that they submit to this Common Council,
their proposed budgets for the 1930 tax levy, for consideration at the meeting of
this Common Council which is to be held at 2:00 o'clock P.M., on October 6th,1930.
President Liddle referred the matter of the purchase o'f tires for the

Alderman Dallman carried the request of H. J. Kruse, President of the
Olmsted County Fair Association, that the -;�66.47 claim of the City of Rochester,
for 1930 sprinkling, water, etc., used at the Fair Qrounds, be cancelled and abated,
and upon motion by Hicks, second by Rommel, thesum of $66.47 was appropriated from
the miscellaneous budget division of th,, General Fund and it was ordered that the
same be paid to the sprinkling budget division of the General Fund for cancellation
of the above mentioned account against the Olmsted County Fair Association.
Upon motion by Vihstadt, second by Rommel, the Common Council adjourned to
