Minutes of an ad"ourned regrzlar meeting of the Common Council
lof the City of Rochester, Minnesota, held in the Council Chambers, in the
lCity Hall, in said City at 7:30 o' clock•P.^L , on September 29th2191,50.
Meeting called to order by President Liddle.
Roll Call, Present: Liddle, Amundsen, Dallman, j1icks,
(Miller, Vihst�.dt. Absent: Rommel; Alderman Rommel being absent on account of
the illness of himself.
Upon motion by Vihstadt, second by,Amundsen, the minutes of
i the meeting hdld on September 15th,19302 were approved.
President Liddle announced this as;being the time and place
fixed for a hearing on the construction of a sanitary sewer in Sixth Place
Southeast and asked if there was any person present who wished to be heard
concerning the construction of the said sanitary sewer.
There was no person present who wished to be heard c cneerning
this improvement.
President Liddle zefenaeddthblmatter of the graddnjine, loca-
i tion, etc., of the sidewalk and curb and gutter on the North side of Sixth
Street Southwest, between Fourteenth Avenue Southwest and a point 300 feet
East, to theF Street and Alley Rommittee, the Nity Engineer and the City
Attorney, with instructions that they make report thereon at the meeting of
this Common Council, which is to be held October 6th,1930.
This be ing the time and place f ixed for the opening of
proposals for the construction of a sanitary sewer in Sixth Place Southeast,
the following proposals were opened and read, and upon motion by Hicks,
second by Vihstadt, the said proposals were referred to the City Engineer
for tabulation:

the furnishing and installation of an oil burner and equipment at the new Central
Fire Station, the following proposals were opened and read, and upon motion by
Dallman Second by Amundsen, the said proposals were referred to John McG, Miller,
Architect:
Stolz & Finch $780.00•with deduction of 145.00 if Teesdale pump is omitted
and a deduction of $B0.00 if a pressure stat fastened to the hot water pipe between
the tank. -and heater is used. in place of Powers or Fulton regulator;

J. -M. Pruett asked that street lights be installed in the
alley next to his laundry and that street lights be installed in the alley
in the block next South, which matter President Liddle referred to thb
Lighting.; Committee, with instructions that they'make report on the subject
at the next meeting of this Common Council.
The following report and recommendation arsthe Public Grounds
Committee was read, and President Liddle ordered that the same be placed on
file;
"We the Public Grounds Committee beg to report in
regard to the removal of the clock., that the same be removed and
stored until some date in the near future, -.and would suggest that
there be a co mittee appointed composed of citizens to work with
a COaLzlittee of the Council relative to the placing of the same.

Upon motion by Hicks, second by Vihstadt, the City Clerk was
instructed to request of the presidents of local civic organizations that
they appoint a member to serve on the citizens cm-1mittee in conjunct -ion with
the Public Grounds Committee of thc, Common Council of this City, relative to
the future location of the clock, which is being removed from the old Cehtral
Fire Station.
The report of -the City Engineer. for the raonth of September,
1930 showing expenditures from the General Fund of I49604 for labor from the
Street and Alley Fund •$1141.80,from.the Sewer Fund P376.36, from'the Bridge
Fund '3.30 and From the Permanent Improvement Revolving Fund $34:25, was read,
and President Liddle ordered that the same be placed on file.

The report of the City Weigimaster for the month of August, ; 3
1930, showing weighing feesr. collected in the amount of t28.90, was read,'and
President Liddle referred the same to the Finance Committee. F>,
The report of the Milk Inspector for the- month of August .1930,
was read, and President Liddle ordered that the same be placed on file.

The report of the Clerk of the Municipal Court for the week

ending September 22nd,1930, showing criminal fines ee►llected in the' amount - of
' 13 3.00, civil fees received in the amount of 112.95, Court..'costs charged

to Olmsted County $10.65, and fines collected due to Olmsted County 120.85, was
seed, and President Liddle referred the same to the City Attorney.
Upon motion by Vihstadt, second by ba-undsen, the sum of �'320.85 was
appropriated from the General Fund and it was ordered that. the samme be paid to
Olmsted County, Minnesota, for local municipal court fines collected due to Olmsted
County, Minnesota.
The applications of the Mid -Continent Petroleum Corporation (2) 8nd of
the Home Oil Company (1) for permits to place and maintain signs were each read,
and upon motion by Vihstadt, second by Dallman, permits were granted.
A petition asking for the grading to an established grade line of the
alley runningEast`and West through Block 8 in William McCullough's•Addition was
(read, and President Liddle referred the same to the Street and Alley Committee and the
(City Engineer.
Copies of requisitions upon Saint Mary 's Hospital for the isolation of
Louis Ard diagnosed to be suffering from .acute Anterior poliomyelitis and of
James Mahoney diagnosed to be suffering from acute anterior poliomyelitis were each
read, and President Liddle ordered that the same be placed on file.
The appointment by the Mayor of Fred Klampe as a Special Policeman for
duty upon the Edison School grounds, he to serve without pay and to hold office until
the second Monday in April,1931, unless sooner removed, was read, and President
Liddle ordered that the same be placed on -file.
���he following copy of resolution passed and adopted by the Public utility
Board was read, and President Liddle ordered that the same be placed on file:
"Be it and it is hereby resolved by the Public Utility Board of the City
Df Rochester, Mi-rinesota that the Hon. Common Council be and is hereby requested to
Luthorize the said Board to enter lnto,a contract with the American Cast Iron Pipe
:pmpany of Birmingham, Alabama for the furnishing to the said City of 2000 feet of
E Mono -Cast Centrifugal Cast Iron Bell and Spigot Pi'c.e, Class 150 at a price of
�;4748 per ft . and 676 fget of 6" ditto at price of $.6863 per foot and 500 pounds
;ach of 4" and 6" fittings at prices ofp.0605 and $.0555 per pound, the total amount
>f.said contract approximating $1471,61."
Upon motion by Hickns, second by Amundsen, -the sum of 1119.92 was appro-
iated from the Park Improvement Fund and it was ordered that the same be paid to
the Permanent Improvement Revolving; Fund as assessment against Outlot 14 in Williams,
Heay Cornforth's Addition, for the sanitary sewer c rnstructed and the water main
laid in Sixth Avenue Southwest.
Alderman Dallman introduced the following resolution, which was read:
"WiMIZ'AS, The City of Rochester, Minnesota, has heretofore entered into
contract for the construction and making of the following; described local public
Improvements, in said City, the cost and expense of which said improverLe nts shall
be paid for by special assessments levied in the manner provided by law, to -wit:

The grading of Seventh Avenue Southwest .between the South

of Sixth Street Southwest, and the , Sout r line of Flever_th Street Soutr-
west to a grade to conform to the curb and gutter now constructed on the said
part of Seventh. Avenue Southwest;
The construction of a. sanitary sew r described; co,:raencing at
the center of the intersection of Third Avenue Southeast and Sixth Place
Southeast, and running Westerly along the center line of Sixth Place South-
east, to the West line of Lot 10 in Block 913, and the W. line of Lot 6 in
Block r'22 all in Original Plat;
The construction of a sanitary sewer commencing at the center
of the intersection o.f Sixth Street Southeast, and Eighth Avenue Southeast,
and running thence Easterly along the center line of Sixth Street Southeast,.
for a distance of 233 feet.
That the said Common Council will meet at 7:30 o'clock P.M.,
Oct. 20th, 1930, in the Council Chambers, in the City Hall, in said City, and
will at said time and place levy special assessments for the cost and expense
of the making and construction of the improvements above described, according
to the resolutions heretofore passed and adopted by the said Common Council
determining the mode of said special assessments. The City Clerk is hereby
ordered and directed to cause notice of the time and place of said meeting and
of the purpose for which thb said meeting is to be held, to be published
once in the official newspaper of said City, not less than ten (10) days
prior to the date of said meeting."
Upon motion by Dallman, second by.Amundsen, that the said
resolution 'be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution daly passed and adopted.
Alderman Miller introduced a resolution authorizing the Public
Utility Board to enter into contract with the American Cast Iron Pipe Company
of BirminghauL.Alabama., for the furnishing of cast iron pipe and fittings in
accordance with the above quoted resolution request, and fixing the amount of
the bond to be given by the said contractor at the sum of $1475,00, which
was read.
Upon motion by Amundsen, second by Hicks, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle t
declared e said resolution duly passed .and adopted.
Alderman Dallman introduced a resolution appropriating P.326.40
from the Sewer Fund and ordering payment made €o the City of Rochester,
Light Department,for electric power furnished at the local sewage disposal A
plant in accordance with billing of September 15th,19a0, which was read.
Upon motion by Hicks, second by Vihstadt, that the said

resolution be adopted as read, and all voting in favor thereof, President A-
Liddle declared the said resolution duly passed and adopted.
The following claims were read, and upon motion by Hicks, secod
by Amundsen, the same were allowed and the Mayor and City Clerk were author-
ized and directed to draw warrants upon the City Treasurer and make payment

Alderman Hicks introduced the following resolution, which was re&d:
"WHEREAS, In the special assessment levied September 15th, 1930.-for the
widening of the paving on Fourth Street Southwest, between Broadway Street South
and -Second Avenue Southwest, and the construction of -curb along the paving so
widened; error was made in the amount of benefits -that the John P. Spencer and
Winona Oil Company properties received from this improvement.
s SO ::11EREFORE,, Be it resolved by the Common - Council of the City of
Rochester, Minnesota: ,
W hat the said assessment so levied on September 15th,1930, be and the
said 'assessment and resolution is hereby cancelled and repealed, and
Be it further resolved by the Common Council of the City of Rochester,
Minnesota: ,
That said Common Council does hereby assess and levy upon and against the
several lots and parcels of land described below and situated in said City the
respective sun of money set opposite to the description herein of each said lot and
parcel.
This assessment is.made to defray the cost and expense of the widening of
the paving on Fourth Street Southwest, from the West curb line of Broadway Street
Southwest to the East curb line of Second Avenue Southwest, to a width of 60 feet,
and that the strip between the present paving and the new curb be paved with 7" one
course concrete and that a cement concrete curb be constructed along the both sides

of the paving so widened, according. to contract for said widening entered
into by said City of Rochester, with Edward Mattson, which contract it on
file' in the o'ffiee of the City Clerk of said City.
Said lots and parcels of land are assessed ratably accordin,=; to
the special benefits derived from the said widening without regard to cash
valuation; and said Common Council does hereby adjudge and determine that the
amount hereby levied upon and against eahh lot and parcel of land described
below is the amount of special benefits derived by. each said lot and parcel
of land from said improvenlent. '
Be it further resolved by said Common Council: That each of
said assessments against each lot or parcel of land shall be payable in ten
(10) equal annual installments, and one of said installments shall be due and
payable on or before the first day of Juice each year hereafter, with interest
on all deferred installments payable semi-annually at the rate of six (6)
per cent per annum until the same are fully paid, as provided by the Charter
of said City; r,royided ,that any of said assessments may be paid at any time.

Upon motion by Hicks, second by Vihstadt, the matter of further action
on the proposals for the furnishing and installation of an oil burner and
equipment at the new Central Fire Station was adjourned and continued until 7:30

Upon motion by Vihstadt, second by Amundsen, John MeG. Miller, Architect,
was instructed to prepare plans and specifications for the furnishing of an

automatic niechanical-stoker and equipment at the new Central Fire Station, and the
City Clerk was instructted to prepare proceedings foci advertisement for bids for the
same, . .
Upon motion by Amundsen,. second by Hicks, the City Engineer was instructed
taiinstall "Slow" signs on the intersection of Center Street West and Fourth.
Avenue Southwest, and Northwest, and on the intersection of Center Street West and
Sixth Avenue Southwest andNorthwest .
President Liddle left the Council Chambers and Alderman Hicks took his
Chair as -President pro teu�. ,
Upon motion by Vihstadt, second by Amundsen, the Public Utility Board were
requested to make W report on the feasibility and costs of ornamental lighting for

Second Street Southwest between Broadway Street South and the West City limits line.
The following report of the Street and Alley Committee relative to the

Alderidan Dallman introduced a resolution accepting the proposal of
Martin Paulson for the construction of a sanitary sewer in Sixth Place Southeast,
and fixing the amount of the bond to be given by the said contractor at the sum of

1500.00, which was read.
Upon motion by Miller, second by Vihstadt that the said resolution be
adopted as read and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Miller introduced a resolution accepting the proposal of
August I-larnack and-C. R. Knutzen for the cleaning, painting and repainting of the
Fourth Strt.;et Southeast bridge over Bear Creek, and fixing tl*e amount of the bond
to be given by the said contractor at the sum of $155,00, which was read.
Upon motion by Amundsen, second by Hicks, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.

Alderman Vihstadt introduced a resolution acceptin,a the
proposal of August Harnack and C. R. ?;nutzer. for the cleaning,paintinR and
repainting of the bridge over Cascade Creek at its intersection with Third
Avenue Northwest and fixing the amount of the bond''to be given by the said
contractors at the sizm of 1120.00, which was read.
Upon motion by Hicks, second by Amundsen., that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle. declared the said resolution duly passed and adopted.
Alderman. Hicks introduced a resolution accepting the bid of

resolution be adopted as read, and all voting in favor thereof, President

President Liddle referred the matter of the repair of the
hicaga & North Western Railway Company crossings and sidewalks on their right-

First Avenue Northwest and Second Avenue Northwest to the City Attorney with instrue-
tions that he see that these crossings and sidewalks are repaired at once.
C. C. Capps asked that a City department of painting be created, and
President Liddle (referred his suggestion to the Public Grounds Committee with
instructions that they make report thereon at the next meeting of this Common

Uouncil.
Upon motion by Vihstadt, second by Amundsen, the City Engineer was
authorized to provide for the connection of the local sewage disposal plant office
and laboratory heating to the bath room heater there.
Upon motion by Dallman, second by Miller, the City Engineer was instructed
to provide for the raising of the manhole frames and covers on the surface drainage
sewer at the intersection of the alley West of Broadway Street North and Eighth
Street Northwest and on the surface drainage sewer at the intersection of the
alley West of Broadway Street North and Ninth Street Northwest.
