Meeting called to order by President Liddle. Roll Call, Present: Liddle, Amundsen,' Dallmdn, Hicks, Miller, Rommel, Vihstadt, Absent: None, GeorgeW. Granger, appeared fn the interests of those whose children will attend the new Folwell school at Sixth Street Southwest and in Fifteenth Avenue Southwest, and asked that arrangements be made for the construction of sidewalks on Sixth Street Southwest and S4,0enth Street South- west, between Tenth' :Avenue Southwest and Fourteenth Avenue Southwest., and President Liddle referred this request to the Street and Alley Committee and the City Engineer,with instructions that they make report thereon at their earliest convenience. . E, M. Raetz, as Chairman of the Committee on the matter, asked that consideration be taken on the construction og'a 8c1mM44g pool for the East and Southeast section of the City, preferably in Bear Creek just above the Sixth Street Southeast bridge, and Presidant'Liddle referred his request to the Public Grounds Committee and the City Engineer with in- struction that they work in canjunction with the Parent Teachers Association of that section of the City relative to the preliminaries for such a project. The following communication was read and President Liddle Ireferred the same to the Public Grounds Committee and the City Engineer: I " October llth 1930 To the Honorable Maypr; Members of the City Council; Members of the Public Grounds Committee; Gentlemen: At a meeting of the Park Board held lastnight the loth. it was voted that we ask your honorable body for the steam mains and the radiators that are in the old fire hall. We are in need of more radiators in our present. buildings and we will remove the same without cost to other departments and under the direction of the City Engineer if you will grant this request. The report .ef .the Clerk of the Municipal . Court, for the week ending October 6th,1930; showing crinizal fines collected $57,00, civil fees received $*50, and' court costs charged to •Olmsted County $$14675, was read, and President Liddle referred the same t o the City Attorney. The report of the City Weighmsster, .I for the month of .September.1930, showing weighing'.fees collected in the amount of$38,30, was read, and President Liddle referred the same to the Finance Committee, ` The report of the Heaith Officer, for the City Farm;' for the month of September ,1930, shQwAng receipts in the amount of $2301,23, disbursements in the amount of $2356.55, and a balance on hand in the amount of $881e73, was read, and President Liddle ordered that the same be placed on file. The City Engineer's trial balance of disbursements in his department, for the ending of September ,1930, was read, and President Liddle , ordered that the same be placed on file: General balance sheet, trial balance, fund statement, unexpended budget appropriation statement, etb., of the City of {Rochester, Minnesota, prepared by the City Clerk of said City, as of September 30th,1930, were laid before the Common Council, and President Liddle ordered that the same be placed on file, The applications of J; Ce Adams, and George Leiferman, for 'aoft d$ink dealers licenses, were each read, and upon motion by Vihstadt, second by Dallman, licenses were granted. The application of C. Adams,for the transfer of taxicab license No.27 covering a five passenger Ford Sedan bearing State of Minnesota license No.B155690 to a five passenger Desoto Sedan bearing State of Minnesota license No.B420960, was read, and upon motion by Vihstadt, second by Miller, transfer was granted. The following releases relative to bridge painting contracts heretofore awarded, were each read, and President Liddle ordered #hat the same be placed on Pile: "Rochester, Minnesota, October 13th,1930 Due to the fact that the State of Minnesota Highway Department had arranged to paint the Fourth Street -Southeast bridge over Bear Creek,we hereby relinquish our contract ' for the -painting of -this certain bridge and waive any damage or expense against the City of Roehester,Minnesota, . for the cancellation of this contract. 0 C. The application of the A. H. Foster Electric Company for an Electrician's license, was read, and upon motion by Vihstadt, second by Amundsen, licensO.;was granted. The appointment by Emma V;. Allen, President of the Women'.s Civic League, of Mrs. Gertrude E. Berkman as a member of that organozat ion to serve on the Citizen's Committee,for consideration of the future location of the clock recently removed from the old -Central Fire Station, and the appointment by C. F. Dabelstein, President of the Olmsted County Business Men's Association, of Henry S.' Adams as a member from that Association to serve on the `Cititizen's Committee, were each read"' eadand president Liddle ordered that the same be placed on file. The Blectrioian's license bond of the Electric Supply Company, with E.C. green, and R.M.Graen, as sureties thereon, each in the amount of $19000.uO, Waseread, and upon motion by Vihstadt, second by Dallman, the sureties thereon were accepted, the said bond was approved, and it was ordered that the same be placed on file' ' The electrician's license bond of the A.H.Foster Electric Company, with the Fidelity and Deposit CompW of Maryland as surety thereon in the amount of $1,000*OO was• read, and upon motion by Vihstadt, second'by Hicks, the said surety was accepted, the said bond was approved and' it was ordered that the same be placed on file: The following copy of resolution passed and adopted by the Public Utility Board, was read, and President Liddle ordered that the same be placed on file: "Be it and it ishereby resolved,. by the Pub lic Ut ilitY Board of,: the City of Rochester,, Minnesota that: the Hone, Common -Council is: hereby requested to authorise the said Board t o� enter into.. s oontraot with the Rochester Plumbing and Heating Company of this Uity for, the furnishing, in accordance with specifications, of all labor, materials, tools,and equipment 9 necessary for the installation to a steam line extension to the Hotel Carlton for a total lump sum price of TWENTY SIX HUNDRED AND EIGHTY FIVE DOLLARS ($2685.00)- said company being the lowest responsible bidder." The claim of the Ahrens -Fox Fire Engine. Company in''the amount of $526.26, covering parts for pumping motor repairs during the period January 5th,1925, to June 30th,19300 was read, and President Liddle referred the said claim to the Fire Department Committee, the Fire Chief and the City Attorney, for their c cnsideration and recommendation. t. Estimate pr epared by John MoG.Miller,Architect, in favor of Heffron & Fitzgerald, showing the sum of 04708.34 as being due the said contractors on the general contract for tho construction, equipping and furnishing of the new Central Fire Station; estimate prepared by the said architect in favor of Herman Dornack, showing the sum of $1615 #53 as being due the said contractor on the plumbing and heating contract for the new Central Fire Station; estimate by the said architect in favor of the H. & H. Electric Company,showing the sum of $535650 as being due the said contractors on the electric wiring contract for the new Central Fire Station; and a claim in favor of himself; -as Architect for the New Central Fire Station, showing the sum of $935.74 balance due for services rendered, were each, read, and President Liddle ordered that. the- said estimates and claim be placed on file. Alderman Hicks introduced the following resolut ion,which was r real; "Be it resolved by the Common Council of the City of Rochester, Minnesota; That the Co)mnon Council of said City does hereby accept the ; eonstruation,equipping, and fuuwnishing of the new Central Fire Station.'as ( done by Heffron & Fitzgerald, eontractors,.the heating and,plumbing for the T new Central Fire Station as done by Herman Dornack, contractor, and the ! electric wiring as done by the H. & H. Electric Company, contractors,. as k being fully complete under the contract in each case." Upon motion by Vihetadt., second by Amundsen, that the said M; resolution be adopted as read,' and all voting in favor thereof, President, Li& 7, declared thesaid resolution.duly passed and adopted - Alderman Dallman introduced a resolution appropriating $4658.34 from the New Central Fire Station Fund and ordering the same paid to Heffron & Fitzgerald as balance on contract for construction, equipping i! and furnishing of the new Central -Fire Station $37097.00, plus $176.54 for extras, and less deductions of $3500-60,and less U000 withheld, which was read. Upon motion by Vihstadt, second by Hicks'. that the said `Rresolution be adopted .asread, and all voting in favor thereof, President { Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $1501:73 frcm the New Central Fire Station Fund and ordering payment made to H. Donsok for balance on heating and plunbing contract for the new Central Fire kStation $1526.21, plus $25.54 extras for materials and labor -lining sho*er baths, less $50.00 withheld, which was read. Upon motion by Hicks, second by Dal'lman, that the said resolution be adopted as read, and all v6tJng in favor thereof, President Liddle declared the said resolution duly Passed and -adopted. Alderman Miller introduced a ,resolution appropriating . o $460,50 from the New'Centrdl Fire Station Fund and 'ordering f)pyment made f to the H. -& H. Electric Company as balance on contract for electric wiring of new Central Fire Station $514,00, pluo$21.50 for extra conduit and ; installation, less $75.00 withheld, which was read. Upon motion by Vihstadt, second by Amundsen, that the said resolution be adopted as read, and all voting in=favor thereof, President Liddle declared the said resolution duly passed and adopted. Ration to the new Central Dire Station effective y- 71_=9 on this date, and to attend to the transfer of fire and tornado insurance on the equipment while contained in the old Central Fire .Station when the same is transfer to the new Central Fire Station. The proposed budget, of School District No.8,for the 1930 tax levy, totaling a net of $351,94400 was read, and President Liddle ordered that the same be placed on file. Alderman Vihstadt introduced a resolution appropriating $585-060 from the Park Impr vvement Fund acid ordering payment made to the Mayo Trust Fund,for payrolls for labor during the .period of the week ending October 10th,1930, which was read. Upon motion by Rommel, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof . President Liddle declared the said resolution duly passed and adopted, Alderman Rommel introduced a resolution appropriating $2200'00 from the General Fund and ordering payment made to Mrs. Catherine Fritsch, as and for payment of c ompensat ion for the death of Christopher Yrlttoh, for the period July 18t h,1930, to October 2nd,1930 , inclusive, which was read. Upon motion by Vihstadt, second by Miller, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution -duly passed and adopted. Alderman Miller introduced a resolution appropriating $935*74 from the New Central Fire Station Fund0and ordering payment made to John McG.Miller, Architect as balance in frill for architectural services on the new Central Fire Station, as per contract with tie City . of Rochester,, Minnesota, which was read. Alderman Rommel introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That a 01dewalk be constructed along the north side of Sixth Street Southwest from the east line , of Fourteenth Avenue Southwest, to the east , line of the north and south alley through Block Four in Flather's Addition to said City; the said walk to be so constructed that . the south side thereof shall be thirty (30) inches north of the s out h face of the curb at the north side of said street as the same is constructed and now in place o Any and all resolutions heretofcre passed and adopted by said Common Council relative to the said sidewalk and 'inconsistent herewith are hereby repealed." Alderman Amundsen introduced a resolution AutlC rAzing the Public Utility Board,of said City, to enter into contract with the Rochester Plumbing & Heating Company for the furnishing of all labor, materials, tools and equipment, necessary for the installation of a steam line extension to the Hotel Carlton, for a total lump sum price of $2685.00, and fixing the amount of the bond to be given by the said contractor at .the sum of $2685.00, which was read. Alderman Miller introduced a resolution fixing 7:30 o'clock P.M., October 27th,1930, as the time for a hearing on the grading to an established grade line of the alley running Rest and West through Block 8 in William MoCullough's Addition, which was read. Upon motion by Miller, second by vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon, motiori;:by Hicks, second by, Miller, the City Attorney was instructed to draft an ordinance amendment prohibiting ex -service men from peddling without: licenses. 0 Upon motion by Vihstadt, second by Miller, the City Clerk was instructed to prepare a resolution authorizing the City Engineer to purchase the necessary sewer pipe to ccnneot and extend the Sixth Street Southwest surface drainage sewer to the culvert in the new Broadway Street South grade. Upon motion by Vihstadt, second by,Rommel, the Mayor was requested to issue an emergency authorization in favor of the Clty Engineer for the purchase of a new boiler ant the installation of_ the same, at the local sewage disposal plant. Upon motion by Amundsen, second by Vihstadt, the matter of covers for the slide poles at the new Central Fire Station was referred* to the Architect and the, Chief of the Fire Department,with power to act, Upon motion by Vihstadt, . second by Rommel, the Street and Alley Committee was authorized to purchase dirt for the filling of Sixth Street Southwest, between Broadway Street South and First Avenue Southwest, in an amount not to exceed $19900.
