Minutes of an adjourned regular meeting of the Common Council of
the City of Rochester, Minnesota,, held in the Council Chambers, In the City
Hall in said City., at 7:30 o'clock P.M., on November lOth,1930.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, AmAndeent Dallm'an., Hicks Miller,
Rommel., Vihstadt. Absent: None.
Upon motion by Vihstadt, second by Amundsen the minutes of the
meeting held on September 29th,1930, were approved.
President Liddle announced this as being the time and place fixed
for a hearing on the grading to an established grade line of the alley running
East and Wept through Block 8 in William McCullough's Addition, and asked I-,."
there was any person present who wished to be heard concerning iiiis improvement.
There was no person present who wished to be heard.
This being the time and place fixed for the opening of proposals
for the grading of the said alley, the bid of Kris Nielson was opened and
read, his bid being �".70 per cubic yard. for earth excavation, 1.70 per cubic
yard for loose rock excavation, '�5�,00 for sand rock and $3,00 for solid reek.
U.-ion motion by Rommel, second by Dallman., Kris Nielson's bid above
mentioned, was referred to the City Engineer,
The report of the Health Officer for the City Farm,for the
month of October.19,30, showing receipts in the amount of �,2313,96, disburse-
ments in the amount of �2592.31, and a balance on hand in"ihe amount of
$603,38 was read and President Liddle ordered that the same be placed on file
The report of the. City Treasurer, for the ending of October,1930,
zhowing 1237494,48 as being on hand, was read, and President Liddle ordered
that the same be placed on f ile.
The following applications for public dance permits were each read:
Harold Rose for Woodman Hall, November 12,1930;
Company C. 205th, Info Wifinesota National Guard, for the National

Guard Armory November 22nd 27th and 29tn,1930;
Ift, To McCoy Post No,92, for the Armory November llth,1930;
Thorstein Skarning for Woodman Hall.November 20th,,1930.
The application of Company C. 205th, Info Minnesota National
Guard, for a roller skating rink license In the -Armory beginning November
16thII9301 was read, and upon motion by Dallman, second by Amundsen,
license was granted for one month commencing as requested, and the fee was
fixed at $5-.00.

Copies of requisitions by the Health Officer -upon Saint Mary'.s Hospital
for the isolation of Clarence Byrne,diagnosed to be suffering from Poliomyelitis,
Of John Robert Campion, diagnosed to be suffering from scarlet fever, and Helen
Mercer, diagnosed to be suffering from poliomyelitis, were each read, and President
Liddle ordered that the same be place;). on file.
The following copies of resolutions passed and adopted by the Sinking
Fund Commission were each read, and upon motion by Rommel, second by VIhstadt,
the; actions set forth therein, were approved, and it was ordered that the said
collies of resolutions be placed on file:

The appointment of H. 0. Christenson, as a member of the Rochester Commercial
Club, to serve as a member from that organization on the Citizen's Clock committee,
was read, and President Liddle ordered that the same be placed on file.
The following communication from the Mayor, was read, and President Liddle
ordered that the same be placed on file:

Gentlemen:
"October 15,1930.
I have to report that on this date I removed C.H.Ellison
from duty as a Patrolman in the Police -Department of said City for the
reason that L; have no further use for him during this official year, as
the Park season is over.

A motion by Dallman, second by Amundsen, that the above mentioned
$67.69 claim of the Water Department be not allowed, carried by all voting in
favor thereof except Aldermen Hicks, who voted "Nay".
The following recommendation of the City Engineer was read, and
President Liddle ordered that the same be placed on file:

Alderman Rommel introduced a resolution accepting the proposal of
Kris Nielson for the grading of the alley in Block 8, in William McCullough's

Addition, and fixing the amount of the bond to be given by the said contractor !
at the sum of $400,00, which was read.

Upon ;notion by Vihstadt, second by Amundsen, the City Engineer
i ;;as instructed to secure thenecessa,ry labor, etc., and grade the alley
running East and West through Block 8 in Wm„ McCullough's Addition, to an s
established grade line in accordance with the plans, profiles and spedifica-
Lions for the said improvement .
The City Engineer stated that it will cost 4bout $125iOO for the
necessary surface drainage sewer to properly drain the above mentioned alley

'i in Block B. and upon motion by Vihstadt, second by 'Miller, the City Engineer was
authorized to secure the necessary labor, materials, etc., and construct a surface
drainage sewer commencing at the manhole in the Southeast corner of the intersee-
Lion of First Street'Southwest and Seventh Avenue Southwest, and running Southerly
in the boulevard to the said alley in Block B. and thence Easterly in said alley
a distance sufficient for proper drainage.
Upon motion by Vihstadt, second by Amundsen, it was ordered that the
certified check which accompanied the proposal of Kris Nielson,.to grade the
above mentioned alley, be returned to him.
Upon motion by Hicks, second by Vihstadt, the City Clerk was instructed to
charge off the asset values of the old Central Fire Station, and Its site, and
charge off the accumulated depreciation reserve against the old Central Fire
Btat ion.
Upon motion by Vihstadt, second by Rommel, the sum of $.55 was appropriated
from the General Fund and it was ordered that the same be paid to the General
Fund for cancellation of an assessment against the Agnes and Alice Quinlan
property on Ninth Avenue Northeast, which assessment was for what was assumed to be
while.*
a private alley, :,he same is really a public alley.

Specifications for an automobile for use in the Police Department, were
submitted.
Alderman Hicks introduced the following resolution, which was re ad:
"W11 REAS, It is deemed expedient and necessary that a new automobile be
purchased for use of the Police Department of t1B City or Rochester, Minnesota, and
WHEREAS, Specifications and estimate of cost have been prepared and submitted,
f'or the said automobile;
SO .'IIrREFORL, Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the said specifications be and the same are hereby adopted for the
purchase of the said automobile and it is ordered that the same 'be placed 'on file
in the office of the City Clerk of said City, and the said estimate of cost is
hereby accepted and it is ordered. that the same be placed on file in the office of
,i the City Clerk of said City, and
Be it further resolved by the Common Council of said City: That the said
automobile be purchased and that the City Clerk of said City be and he is hereby
authorized and dira.eted to advertise for sealed proposals for the rurnishing of the
said automobile which said sealed proposals will be received and opened at a meeting
of this Common Council which is to be held in the Council Chambers in the City Hall
in seLid City at 7:30 o'clock P.M., on November 28th,_1930w
Each bid must be accompanied by a certified check upon some reputable
bank drawn payable to the Mayor of the City of Rochester, Minnesota, for at least
10 per cent of the amount of the bid, which check and the amount _of money specified
therein shall be forfeited to the said City of Rochester, Minnesota, as liquidated
damages if the bidder upon the letting of the contract to him shall fail t u enter
into the contract so let; the said Common Council reserving the right to reject
any and all bids.

A surety bond written for the full amount of the contract by a
surety Company authorized to do business in the State of Minnesota, will be
required with the contract. (Personal bonds not to be accepted.)
All proposals must be addressed to Mr. A. F. Wright, City Clerk
of Rochester, Minnesota, and elall have endorsed thereon "Proposal for.
furnishing new automobile for Police Department."
Upon motion by Hicks, second by Dallman, that the said resolution
be adopted as read, and all voting to .favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Amundsen introduced the following resolution, which was
read:
"WHEREAS, Due to the fact that the City Engineer's estimate of
cost for suggested assessment amounts for the sprinkling of Sixth Avenue
Southwest as the same applies to that part of the said avenue which is
between Fifth Street Southwest and Sixth Street Southwest have not been
per�ectly clear as to whether that section of the said avenue has been
sprinkled or not during the season of the years 1928,1929,.and 1930, and
WHEREAS, This Common Council has information that the said section
of Sixth Avenue Southwest has not been sprinkled during the period of the
years mentioned, and

WHEREAS, during the three years above mentioned some of the property
owners abutting have.paid the assessments levied to the City Treasurer,
while others have allowed them to go delinquent and the same has been
certified to the Auditor of Olmsted County for collection with real estate
taxes of the year concerned;
SO TIEREFORE, Be it resolved by the Common Council of the City of

ments made against the Alice S. Hargesheime`r property $5.38, Anna M. Odekirk
Property $1.90, the C. Clemenson property 1, 1,90, and the Hu Ungemach estate .-0
remaining unpdid at this date, be and each of thu said assessments are hereby
cancelled and repealed, and
Be it further resolved by the said CommonCouneil: That the Mayor and
City Clerk of said City, be and they hereby are authorized and directed to draw
warrants upon the City Treasurer and make payment accordingly, and the City Clerk is
hereby authorized and directed to make the proper journal entries for the cancella-
tion of the above mentioned assessments totalling Al2.98."
Upon motion by Amundsen, second by Hicks, that the said resolution be
adopted -as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Rommel introduced a resolution authorizing the Purebasing Committee
to; buy one carload of coal for use at the New Central Fire Station, the cost thereof
not to exceed 0500.00 including a payment of freight if the carload should come
freight collect, which was read.

adopted as read, and all toting in favor thereof., President Liddle declared the

Alderman Rommel introduced a resolution appropriating 1747420 from the

Lighting Fund and ordering payment made to the City of Rochester, Light Department , for
lighting of public streets and grounds, which was read.
Upon motion by Vihstadt, second by Dallman, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.

Alderman Vihstadt introduced the followinft resolution, which was
read: -
"Be it resolved by the Common Council of the City of Rochester;'
That the sum of A1115.60 be and �he said sum is hereby appropriated
from the Park Improvement Fund of sd d City and ordered paid to Mayq Trust
Fund for payrolls for labor during the period of the weeks ending November
7th,1930, 0576,90 and for payroll for labor for the week ending October
.24th,1930, 1538.70, the last mentioned amount having been omitted in making
payment for the claim made November - 3rd,1930.
The Mayor and City Clerk are hereby authorized and directed to
draw a warrant for said sum upon the City Treasurer in accordance herewith,
and cause said payment to be made."
Upon motion by Rommel, second by Amundsen, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle F

Alderman Dallman introduced the following resolution, which was
read. '

a warrant for said sum upon the City Treasurer in accordance herewith, and

Alderman Hicks introduced a resolution appropriating A551.20 from the New
Central Fire Station Fund, and ordering payment made to Elmer W. Lyon, for payrolls
for labor wrecking old,Central Fire Station during the period November 3rd,1930, to
!November 8th,193u,inclusive,in accordance with sworn billing made under date of
November 10th,1930,,which was read.
Upon motion by Miller, second by Rommel, that the said resolution be adopted
as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted,
Alderman Dallman introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester:
That the sum of $199.60 be and the said sum is hereby appropriated from the
Sewer Fund of said City and ordered paid to Martin Paulson for 5%, withheld on.
contracts for construction of surface drainage sewers; ,$48.54 thereof being for

Alderman Miller introduced a resolution granting public dance premit
to the Wma T. McCoy Post No.92 of the American •Legion, for the National
Guard Armory November 11th,1930, and f1kIng the fee at the sum of ''5.00,
which was read.
Upon motion by Vihstadt, second by Miller, that the said resolution
be adopted as read, :and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Vihstadt introduced a resolution granting public dance
permit to Harold Rose,for the Woodman Hall, November 12th,1930, and fixing
the fee at the sum of �,5&00, which was read.
Upon motion by Dallman, second by Amundsen, that the said resolu--
tion be adopted as read, and all voting in favor thereof, President Diddle
declared the said resolution duly passed and adopted,
Alderman Vihstadt introduced a resolution granting public dance
permit to Company C, 205th Inf. Minnesota, National Guard, for the Armory
November ?.2nd, 27th, 29th, 1930, end fixing t1ne fee at the sum of A151,0KO,

Upon motion by Rommel, second by Vihstadt, that the said resolu-
tion be adopted as read, and all voting in favor there uf, President Liddle
-- declared the said resolution duly passed and adopted.
