Meeting called to order by President Lidd-e. Roll Call. Presdnt: Liddle, Amundsen, Dallman, Hicks, Miller, Rommel, Vihstadt. Absent: None. f. Upon motion by Hicks, second by Amundsen, the minutes of the meeting held on October 6-th, 193 0, October 13th,1930, October 20th,1930, October 23rd,1930, October 27th,1930, November 3rd, 1930, and November 10th,1930,were each approved, z This being the time and place fixed for the opening of proposals for the 'furnishing of an automobile for use in the Police Department of the City of Rochester, ^:.innesota, the following proposals were opened and read: McCruddelL Motor'Car Company; Hudson 8 cylinder, 1931 model, standard ;four door sedan $895.00 and the 1929 Whippet Sedan now in use of the Police Depart- ment ; jt McGeary Motors, Inc.: Studebaker 6, 4 door sedan, ,-835.00 and the Whippet sedan now In use of the Police Department; Nelson Motor Sales Company: $575.50 for Ford Fordor,Sedan, which quotation was assumed to be after allowance for the.Whippet sedan, as their certified check was for .76,00; 1 1 G. A. Lewis, Inc.: Desoto straight B, 4 door sedan -�1,000.00 and the Whippet sedan, and also a quotation on a DeSoto 6, 4 door sedan for $865.00 and the Whi;�pet Sedan; Rochester Nash Motors Co.: Nash, model 870, 8 cylinder, for 1877.00 and the Whippet sedan; West Motor Company: Chrysler, "70", 4 door sedan, model 193011, for �'1000.00 ; and the Whippet Sedan; Ellis Motor Company: Dodge 8, 4 door sedan, model D.C, for $695.00 and the Whippet sedan, or ailodge 6, 4 door sedan model D`. D., for 1656.00 and the Whippet sedan; Clements Chevrolet Company: Chevrolet 6, 4 door sedan, 1931 model, for 740.00 and the Whippet sedan.(No dertified check accompanied this proposal and it ° was not clear as to whether or not the 1740,00 was net after deduction for the `Whippet sedan or whether the allowance was to be deducted from the said -0740.00.) President Liddle referred the above proposals for the furnishing of an ,automobile, to the Police Committee fot their reeo-amendation, and also requested that the Mayor serve on this Committee for the consideration of these proposals. �i i� ' The Common Council took recess to allow the Police Committee and the Mayor an opportunity to go over the bids offered, and they returned the following recommendation, at wbAch the Common Couficil was called to order by President Liddle, and'the said recommendation was read; President Liddle ordering; that the same be placed on file: " Rochester, Minnesota, November 28th,1930, Honorable Common Council � City of Rochester, Minnesota, Gentlemen: We, the Police Committee, recommend that a Iiudson 1931 eight cylinder Standard Sedan (four door) as per the bid of McCrudden Motor Car Company, be purchased by the City of Rochester for use by the Police Department.. Respectfully submitted, Police Committee, Paul L. Rommel, Chairman H. F. Vihstadt , A. A. Hicks. " Wm. S. LaPlante, as attorney for the local barber shop owners and operators, asked for the repeal o. the so-called barber shop ordinance. E. M. Raetz, as Chairman of the Committee on the Southeast Rochester divimming pool, asked for a survey of the Slatterly, lands to be taken for the proposed Bear Creek swimmingpool, and upon motion by Hicks, second by Amundsen, the City Engineer was instructed to make a survey of the proposed Bear Creek swimming pool. A. H. Clemens, as attorney for the local plumbers, asked for the adoption of an ordinance to provide for plumbing inspection under the Building and Electrical Inspector, the license fee to be $25.00 for the privilege of engaging in the plumbing business, with a license bond of-1,000.00. names Kelly, City Assessor, asked for more help to finish the 1930 assessment work, and said that he hoped that he might be authorized to .E employ his Deputy, Mr. Wood, for the balance of the official year, the salary I to be paid by the City of Rochester, Minnesota, which salary Mr. Wood said I , would be '"150.00 per month, and President Liddle referred Mr. Kelly's request to the Tax Committee of the Common Council, L A copy of a resolution passed by the Rochester Trades & Labor i; Assembly, relative to the local unemployment condition, was read, and President I Liddle ordered that the same be placed on file. 7735 i i The matter of doing the excavation for the .proposed dor_denser intake and outlet line at the Electric Light Plant being done by day labor instead of by steam shovel, increase the regardless of the fact that It might/cost 17,000.00 or 8,000,V t.o do this whole project, by day labor, was discussed by the Common Council, and a notion by Rommel, second by Miller, carried, by all voting in favor thereof, that this Common Council go on record as approving the contemplated construction of a condensing water intake and outlet for the electric light plant by day labor instead of mechanically, and that the i -construction be commenced at once. Alderman Rommel introduced the following resolution which was read: , "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the bid and proposal of McCrudden Motor Car Company for the furnishing of an automobile for use of the Police Department, in accordance with the specifica- tions for the said automobile, viz: 1 - 1931 Hudson Eight 4 door Standard Sedan complete with equipment as per specifications, including hot air heater, for the 1929 Whippet Sedan and $895 00 i� be and the said bid and proposal is hereby accepted. The amount of the bond to bo given by the said contractor is hereby fixed at the sum of $1200,00." Upon motion by Miller, second by Rommel, that the said resolution be except Alderman Dallman who voted "Nay", adopted as read, and all voting in favor thereof,/President Liddle declared the said resolution duly passed and adopted. a Upon motion by Rommel, second by Aimndsen, it was ordered that the certified checks of the unsuccessful bidders for the furnishing of an automobile for use of i , the Police Department be returned to them. The report of the Milk Inspector for the month of October,1930, was read, and President Liddle ordered that the same be placed on file. , t General Balance sheet, trial balance, fund statemwit, statement of unexpended budget appropriations, etc; ., of the City of Rochester, Minnesota, prepared by the f City Clerk of said City, as of October 31dt,1930, were laid before the Common ' I j Council, and President Liddle ordered that the same be placed on file. The report of the Building and Electrical Inspector for the month of ` Oc-yob.er, 1930, showingbuilding inspection fees collected in the amount of $81,,00, and:lectrie�l nspection fees collected in the amount of .1, 17.25, was read, and President Liddle referred the same to the FAnanee Committee. 9.he City Engineer's trial balance of disbursements in his De-partment for the month of October,1930, was laid before the Common Council, and President Liddle 1 1 , I! ordered that the same be placed on file. d4 f II i The report of the Clerk of the Municipal Court, for the week ending Kovember 10th,1930, showing criminal fines collected t40.00, civil fees received Al2.95, court costs charged to Olmsted County 1,05, and fines I collected due to Olmsted County !!"17.25; for the week ending November 17th, lg30, showing criminal fines collected $-33.00, civil fees received ;T8.50, it and court, costs charged to Olmsted County P1.80; and for the week ending November 24th,1930, showing criminal fines collected 116.10, civil fees j received `1.35, and fines collected due to Olmsted County fi5.95, were each read, and President Liddle referredthe same to the City Attorney. ,f 'i Upon motion by Rommel, second by Vihstadt, the sum of .123.20 was appropriated from theGeneral Fund, and it was ordered that the same be paid to Olmsted County, Minnesota, for local Municipal Court fines collected due to Olmsted County, Minnesota. I Balance sheet, income statements, etc., of the Public Utility Departments, prepared by the Secretary of the Public' Utility Board, as of I 0 ct ober 31st , 1930, were -laid before the Common Council, and' President Liddle ordered that the same be placed on file; the said income statements showing a net profit in the tight Department for the month of October of $11,847.54, and a net profit for the seven months of this fiscal year of 168,129.73, and a net profit in the Water Department for the month of Octobcr,1930, of 162.27, t: ;j and a net profit for the seven months ofthis fiscal year of A28,246.12. The City Engineer submitted a report of the costs for the wrecking a of the old central fire station, and also a report of the receipts from the saki of salvage, which were read, 'and President Liddle ordered that the same i be placed on file. �i The a lication of ' pp Company C. 205th, Inf, Minnesota National Guard, for a public dance permit at the National Guard Armory for December, 6th.19 13th, 20th, 25th, add 31st,1930, was read. The application of Mrs. T. W. Blaesing for a soft drink dealer's license at $02 Eleventh Avenue Southwest, was reed, and upon motion by :' Vihstadt, second by Amundsen, license was granted. The application of Maass & McAndrew Company, .for a license to :connect with sewers and drains, was read, and upon motion by Hicks, second by Rommel, license was granted. I' The license bond of Maass & McAndrew Rompany, covering their (license to connect with sewers and drains, with Fred E. Maass and Ernest R. Maass, Jr., as sureties thereon, each in the amount of $1,000.00, was read, 775 f 1--- land upon motion by Hicks, second by Vihstadt, the said sureties were accepted, the said bond was approved, and it was ordered that the same be placed on file. r The applications of Donald Edward Mangan and Lyle LeBarron, for drivers E licenses were each read, and upon motion by Vihstedt, second by Miller, licenses were &'ranted. The application of the Yellow Cab Company for the transfer of taxicab license Noll, for a 7 passenger Cadillac,li.cense B.153 893, to a 7 passenger r Cadillac, license B. 363 523, and' for the transfer of taxicab license No.12, from a 7 passenger Cadillac license B.153 894, to a 7 passenger Cadillac, license B. 399 249, was read, and upon motion by Miller, second by Vihstadt, the transfers were granted. Upon motion by Hicks, second by Dallman, the City Clerk was authorized to 1 place"the seal of the City of Rochester, Minnesota, upon the contract between the ii i 1; Public Utility Board, and the Chicago &.. North Western Railway Company, for the c I i j furnishing of steam heat for their Pullman sleeping cars. The following copy of resolution was read and President Liddle ordered thatf the same be placed on file: � { "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Non, Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with the Donovan Construction Company of St. Paul, Minnesota for the furnishing and installation of a water softener in accordance with plans and specifications and with their bid dated November 26th 1930 for a total contract price of �40&._.00 after giving consideration to allowance for old softeners, in the amount of `b,900.00." storage tank in the Boulevard between the curb and the sidewalk on the North side I. , of Fourth Street Southwest , 'between Broadway Street and First Avenue Southwest, for I. the storage of fuel oil for an oil burner operating in the Rommel Hotel, was read, and President Liddle ordered that the same be placed on file. r'he request of the Mayo Properties Association, for the construction of a f� " ce;went walk in the alley on the North side of the new building for the Holland i� Food Shop, �ia,s read, and President Liddle ordered that the same be placed on file. Miller at the time of his removal had been garnisheed by Ginther Roper and that judgment had been rendered for the plaintiffs th'the local City Justice Court) at w-),.1ch motion by HicPs, second by Rommel, carried that the said �,35,00 salary check be ca:ncelledand returned to the Fire Protection Fund and that 135.00 be appropriated to J. W. Anderson, City Justicef for the satisfaction of the said-135.00 judgment. Alderman Amundsen introduced an1•ordinance to repeal ordinance No.412, the sat being an "Ordinance defining and regulating 'Barber Shops' and 'Barbers', i requirin every barber shop to obtain a license therefor, and fixing a fee for 1 such license, providing for the revocation of licenses, prescribing the hours of t..� j opening and olosing of barber shops, and providing a penalty ", which was 'given its first reading.• `i Upon motion by Hicks, second by Vihstadt, the rules were suspended ...and the said ordinance was given its second reading. , Upon motion by Vihstadt, second by Miller, the rules were suspended and the paid ordinance was given its third and final reading. Upon motion by Rommel, second by Vihstadt, that the said ordinance be adopted as •read, and all voting in favor thereof, President Liddle declared ith said ordinance duly passed and adopted. t' Alderman Miller introduced a resolution appropriating �250.00 from the Sewer Fund and ordering payment made to -the City of •Rochester,Light ;Department, for electric power furnished at the local Sewage Disposal plant, ,iin accordance with billing 9f November 15th,1930, which was read.
