Arthur Reiter. This Cbmmittee was authorized to present to the TTonorable Mayor and the Commion Council of the City of Poche--ster the conclusions of the Inspection toi7ether with. recommendations for further action by the Council. The committee, therefore, submits for favorable consideration the following particu'lars of V,e insrection: The building is unsafe for the officials of Rochester to conduct the busineds of its Citizens, The group was Convinced of the corrz!ctness Of this statement after having inspected the condition of the first floor from the basement. The crpstru.ction of the first floor is of solid timbering, the bearing ends in the walls having deteriorated due to dry -rot, The floor has thus lost its bearing, and mP.y someday unexpectedly colapse. At some points the floor has already considerably sp,gged. Some shoring has been done from time to time, but these supports are also rottine., at the bases, The stone slabs under the jail section- are propped up by timber shoring which are deteriorating.
