Roll Call. Present: 'Liddle, Dallman, Hicks, Miller, Whstadt, Absent:
Amundsen, Rommel.
The call for•the•-especial meeting was read; the said meeting being called
for the purpose of o Cnsiderstion of the adoption of Senate File` 23, Chapter 2, of
the Session Laws of Minnesota, for 1931, being an eat to amend the primary law
which the City �of Rochester, operated under as' a third class city to make that law
effective -for the present second class city status, and any other businees that the
said Common Council might 'deem proper.
The following`' copy of the legislation above mentioned, ,.oertified by Mike
Hohm, Secretary of State, was read, and President Liddle ordered that the same be
played on file:

STATUTES OF;'1927, ` SECTION .1671:
BE IT -ENACTED BY THE, LEGISLATURE OF TM STATE OF MINNESOTA:
Section 1, That Mason's Minnesota Statutes of 1927, section 1671, be
amended to read as follows.:
91671. The council of any city of the seo, on_and third classes operating
under a home rule'obarter`ii4"by resoiution or ordinance adopted at least four
weeks - before the date of any municipal election for city, officers to be held
therein, resolve or ordain thaVall munieipal- elections for city officers in said
city shall be held and conducted under the primary election system provided
for hereby, and= tbereafter= the mode • of i nomination and election of elective
officers of the- City to, be voted for at any municipal election shall be as

WHEREAS, The 1930 census of 20614 residents In the City Of

January 6th,,1931* and
WHEREAS,The - second :class ,City primary election law effective
as of January 6thj,193111 could not be used for conducting of the nominations
for the Charter Election of this City which-le..to be held onVuesdayj March
10tht1931; and
WHkEEAS, The 1931 Session of .the Legislature of,the State of
Minnesota has passed amending legialation'extending-the conditions of the
primary law formerly. used by thls'; City while, a third. class. city so that
second class cities may use the same provisions; and
WHERUSt The said amended primary law mast be put in effect by
resolution or ordinance of the Council of the City that wishes to use it;
