Upon motion by Rommel; `second by Vihstadt, the minutes of the meeting held on February 2nd,1931, were approved., A. R. Nacbreiner; se a member.of the Committee appointed for the consider- ation of lands for a swimming pool iia the 'Southeast section of the City, stated that Roland Slatterly would like to have a plat of the land and the acmeage involved in taking that part of his property in Lot 31 in Auditor's Plat "A", which lies West of a continuation of the West line of Thirteenth Avenue Southeast, South to Tenth Street Southeast, and also OT!the offer of.the City as.to what is intended to be paid for this land. a ,The following communication was read, and President Liddle ordered that the same be placed on file: "Rochester, Minn. My dear Sir; This is to notify you that, at a meeting of the East Side Assn held last evening FebAth, at the Hawthorne School, this association went on reoord` as favoring the acquis it ion by the City Council of the Rolland Slatterly property for park and swimming pool purposes.. .Respectfully yours, East Side Civic Association E•44.Schwarz, Secretary." Upon motion by Hicks, second by Rommel, the City Engineer was instructed • to draw a plat and figure the aoxrage for that part of the Slatterly property lying West of a continu`at'ion' of the West line of Thirteenth Avenue Southeast South to Tenth Street Southeast. Rev. A. R. Zick, as Chairman of the Citizen's Municipal Building Committee, st'eted- that his Committee was prepared to make a report and asked that the Common Counoil arrange for a meeting to be devoted .entirely to the consideration of their recommendations, and it was agreed, that this meeting would be adjourned to 7:30 o'clock P.M., on February 20th,1931, for that purpose. Mr. Geo, .Ji Allen, in a written communication, presented the claim of the Women's Civic League of Rochester, Minnesota, for reimbursement of their payment made for a sidewalk laid along the east side of Lots 1 and 2, less the West 20 feet thereof o1 I 13 11 in Block 41, in Original Pl#A,, $80.82,, and;penalties: thereon $17,49, ,mounting to a total.of $98.31, and upon motion by Rommel,,.second by Amundsen, ,he claim was referred to the Street and A1ley.Committee for recommendation, End report thereon at the .neat meeting of this..Common Council. Interstate Power Company, 6sked for the Common Council consideration of a franchise renewal for his ;ompany, and the following communication,, relative,,to, that subject, was reads " RO CHESTER COUMC IAL CLUB, Member of the Chamber of Commerce of the United*Stites Rochester, Minnesota February 16, 1931 The Honorable Mayor and Common Council City of Rochester ' Gentlemen: It is with a desire to oo-operate. with you that we address this communication to your honorable body. , At -the time the Interstate Power ,Company: was seeking a franchisg our organization protested the granting of the franchise until a study had been made of the whole question• It is our understanding that the matter of, a new franchise is to be submitted, and if the following suggestions are providedfor, we offer no objection. 1. There should be a re -adjustment of rates in accordance with modern methods of producing gas, and the step-down.in rates should be made more rapidly. 2. An investigation should be, made of .the .extend of river polution, and a demand made that such polution be' reaedied,. by.:the Gompany. 3 .• With natural gas being brought into this t err'it cry, prow is ion should be made for a downward trend in rates, and the Interstate Power Company. should provide for natural gas connection, at their expense, if, and when the pipe line comes within forty miles of Rochester. .4. There should be an investigation .of the capital investment of the Inter State Power Company in Rochester, so that the,Compe.my-may make a proper return on it's investment. 6. Alderman Hicks introduced a resolution appropriating $347,50 from the Park Improvement Fund and ordering payment made to the National Cash Register Company, for cash register $346 75 and 3 fuses $.75; which was read.
