Meeting called to order by President Liddle, Roll Call, Present: Liddle, Amundsen, Dallman, Hicks, Milier, Rommel, Vihstadt, Absent: None. upon motion by Hicks, second by Rommel, the minutes of the meeting. held on February 16th919319 were approved* Reverend A. R. Zick, Chairman of the Citizens' Municipal Building Committee, submitted the following report and recommendation, which, were read by E..Ik. Raetz, Secretary of the said C,LIzens! Committee, and President Liddle ordered that the same be placed on file: � 0 THE COMMON 'COUNC h OF THE CITY OF ROCHESTERs, Your committee of fifteen, appointed on January"8th,.1931, to consider the construction of a local Municipal building, after conducting six meet- ings exclusive of sub -committee meeting and individual"attempts to esoer- tain the wished of the public., and. after,a .. the building needs of Rochester including the construction of a new city' hall, library and auditorium, combining the asap, into. one building and ,other .,combinations, do hereby respectfully submit to you the following report: First: That the City of Rochester is in used of the -following new buildings: City Hall, Library and Auditorium. After a j©int meeting with the library board, it was decided that the. Library rgquired a separate building, and after a meeting with various architects we ,deoided that it was for the :best interests of tho. city that .the suditWium ;should not be combined with the city hall building. Theref ere..,while,we feel that the need of the Library and Auditdrium is great, .:we ire:, however., of the opinion that the need for a new city hill is more imperative than the need of the other buildings due to its deterioration end` p©or ph3rs"ieal.,.condition: We have. therefore confined our efforts to the city hall problem: v. l Seconds We recommend that the present city hall site be used and feel that this is the most desirable location at this time, it being centrally located and easily accessible from all parts of the city; and r fF: ,.being owned by the City of Rochester it overcomes the necessity of purchas- x ing a new building site. Third: We recommend that a modern office type structure be erected in contrast to the more elaborate monumental type building. This reduces the cost of construction and will serve the purposes as well as any type of building. It can be distinctively e; city hall in design and a credit to the City of Rochester without peing elaborate in materials used or design., We recommend a two otor&Vbuilding with a full basement so .constructed that it can be used for othe �.nnnioipal purposes e Fourth: We recommend that -the oest'of. the building does not exceed the sum of .9175,000.00, this 'sum to include the dismanteling of the old building. The Public Utility Board respectfully submits tho following proposal regarding the above matter: 4 The Eleotrio. Light-: Department to pay the sum of $750000 per month or $90000­00 per year, payable each year in advance until the bonds are paid for; ( r 2. The City -to issue $150,000' in bonds at 4% payable at the rate of $9000 per year for 16 years and:. $6000 in the 17th year.
