Upon motion by Rommel, second -by Amundson, the minutes of the
meetings hold -on February 20th,1931, were apgr0 ei;a

1931, insurance renewals, and President Liddle referred his plea to the.-
Insurance ..Committee.
The matter of granting Rdti, Murdooh A . Company on easement f or.,
and to authorizedthe said Company to construct and maintain a 24 inch sewer
service
for storm and waste water, b" not for .sanitary sewey, along the east side of
I; and across Soldier Field, as shovin on the blueprint, submitted, was upon
jj motion by Hicks, second by Amundsen,referred to the Sewer Committee and the
ICity Engineer, and the Board of Park Commissioners for their investigation and
;j report thereon at the me etd.ng of this Common Council which is to be held on
March 2nd, 1931,
The report of the Clerk of the Municipal Court for the week ending
February 16th,1931, showing criminal fines 0011e0ed.,147e00, civil fees re-
ceived 42,;00, and court costs charged to Olmsted County $5 05, was read, ,and
President Liddle referred the same to the City Attorney.
The following communication was read,. and upon motion by Dallman
s-econd by Vihstadt, the arrangement mentioned theretrn was approved:

Gentlemen:
Subject to your appr oval , L em - grant ing to Mr* Edward
Ranfranz leave of absence at the Sewage Disposal Plant until further
notice. Leave to commence at 4 P.M. -February 15th,'1931.
The reason for this action is that I.wish Mr, Renfrans
to assist in painting the city -owned -trucks and equipment,
Mr. Ranfranz will be paid for his service on the regular
City Engineer's Payroll and Mr. Soren-Olsenwill act as substitute
for Mr. Ranfranz at the disposal plant until!y'such time as Mr, Ranfranz
is returned to his regular duties.

consideration of Senate File Nor. 241, which,is,a:j0int resolution memorializing the
President and the Congress -,of t$e ljntted,�States.to provide $mending legislation which
will permit the Statesto ,tax Sational banks upon a fair and equitable basis, was read,
and President Liddle referred the same to the Finance Committee. .1 .
A copy of House File 595, being an act to amend Chanter 191 of the Session
Laws of 1929, for establishing a State Employee Retirement Fund, to the effect that
the provisions of the said.Clkapter.191,. shall extend to county, city, village, town or
school district employes, was read, and upon motion by Hicks, second by Amundsen, the
