Gentlemen:_ We have recently .regelved.,- several i gniries-:from people in Rochester with regard to the disposal of wast.e from the canning plant of the Reid Murdock Compsryr;st tReeh�er'k,'Phere sppeare• to be ' some misunderstanding as to the position taken .by this Department with regard to the treatmeht and disposal ofthis waste: We, therefore, wish to take this opportunity to explain t o your Council Vh at our position Is. y 2, ;t-'1L4 •l:i. �e?y -.GYP nT. The disposal: of .waste 'from_ this oanning=plant was first brought to our attention by Dr. ;Lochead, your deputy health officer, on August 22, 19201 The plant had then been in operation for .some time, and complaints had been received by Dr. Lothead concerning the condition of Bear creek at the point where the waste.' -was discharged into it. Shortly following this, a representative from this Department•• visited Rochester and conferred with the city officials and officials of .the Reid Murdock Company. On October 22, we received &.letter from the.Company requesting information concerning chemical treatment of the waste, from their plant. We gave' them 'such infor- mation as we had.. During the latter part of January,1930, preliminary plans for a chemical treatment plant were -submitted to tliis Department for examina- tion. And in order that wee might sot on these plans intelligently, s con- ferenoe was.held with the Bower Committee of your Council and the City Engineer of Rochester; o Februarjr 6; , a conference was also . held with the Canning Aompany, their.Consulting engineer and the Rochester city engineer. On March.l,. a report, In'hich the following reaommendstIons' were incorporated, was made to the city' of; Rochester aired the Canning company: "l. The waste from this cannery should be discharged into the municipal; sewerage, system,. The minimum treatment before the waste is , discharged should consist of fine screening followed by chemical precipitation ,and . ohlorination. "2. Experimertal work should be carried on at the cannery to obtain data regarding additional treatment. 83. If it is impractical to carry out the recommendations at this time,, the storm sewer appears to offer the best outlet. It is questionable whether the. above treatment will be satifi8actory to -prevent. &- nuisance in the_ storm sewers. "4 . Care should be exercised in the , op eratlon ' of the plant in order to reduce the .quantity and strength of ;waste. Particular care should be taken t o prevent lading of solids and decompo- sition .of sewage in the storm sewers." The plans of the treatment -plant were oompleted in accordance with the above recommendations, and ;were, recommended by this Division for approval on March 1, 1930. The plant was constructed and put in operation prior to the canning operations of the seascn..of^1930, It developed during 'the summer operating season that the sewer outlet which was being used was inadequate to accommodate' the amount -'of waste. which was being disposed of from the plant in addition to the .storm and cooling water, and during the first. part of August the canning-Iaompany consulted=with- this Department with regard to the construe- tion of a new outlet ,directly into the Zumbro River. We wrote the canning company a letter'o2dAugust"12 in which we stated that we believed it would be desirable to so arrange , _the r piping, that the waste from the treatment _plant could be discharged a ither ' int o the storm sewer outlet and into Bear Creek or Into the proposed outleVI into the Umbra River. We wisbrIM understood that the use of these outlets, namely* ,into Bear Creek and into. they.-Umbro,.River, arerecommended by us as a temporary expedient until the. -sewerage ,system of the city is made adequate to receive the industrial waste -from this plant., *It would appear to us that the proper adjustment of the quantity of treated waste discharged into these outlets would minimize the %.. development of unsatisfactory conditions at either one. Dear Mr. Wright: Since your city oouncil'hsd interest enough in H.F.298. and S.F.240, the so-called.Lesgue,4oPF,Minnesota Municipalities' recreation bill, to write us.- W letter stetting that you had gone on record favoring the passsge'df this legislation,, I though you would be further interested to know that the bill was taken up under the suspension' of rules inr the House Saturday morning and p$ssed with only"t'ro dissenting votes. Mr. Beach of Stewartville and Mr.'� Colberg 'of Redwood Falls voted against the bill.
