Upon motion by.Vi}ietadt, second by Amundsen, the minutes of the meeting
held on March 30tii,1931, were approved.
President Liddle announced this as the time and ,place fixed for a

A remonstrance sigded'by many rooming house and boarding house owners and
proprietors opposing t-he licensed publio solicitation.. for roomers and boarders on
the Areets of this 'oity or ,Ija'the'publio buildings and places thereof, was read,
and President Liddle referred the same'to the License Committee and made respectful
request" that the Mayor 'serve with tfigt Committee in their consideration of the

budget appropriations, etc., of the City of Rochester, Minnesota, prepared by the
Curclerk as of March y319 1931, were laid before the Common Council, and President
Liddle `ordered the same placed on file.
Balance a2ieet, income statements., etc., of the Public Utility Departments
of said City, prepared by the Secretary•of the Public Utility Board as of March
.31st, 19319 were laid before the Common Council, and President Liddle ordered the
same placed on file; the said income statements showing a net income in the Light
Department for the month of'Karch, 1931, of $10909.62, and a net profit for the
twelve months of the fixcalyear of $153245.2$, and a net profit in the Water
Department for the month of rMaroh,1931; of $9434.28, and a net profit in the Water
Department for the twelve monthe of -.the fiscal=year of $52559.00,Mareh Steam Heating

The annual report of the Public Utility Departments for the fiscal year

The report of the Building . and,:Elootrical Inspector for the month
of Maroh-,19319 showing building :inspection fees .collect,ed in the amount of
$42.00, and electrickl inspection fees collected• in the amount of $15..25,
was , read, and as Alderman Hicks, Chairman of ;the ,F,inaace Committee',
reported that he had checked this report and found the same , to be correct,
President Liddle ordered that the,same be placed on file.
The report of the Clerk of , the Municipal, :Court for the week
ending April 6th,1931, showing criminal fines collected in the amount of
$132,00, civil Pees received $4.60, and,.court costs charged to Olmsted
County $10.95, and the report of the Clerk of.1he: r icipal Court for the
week ending April 13th,19310 showing criminal, fines colleoted $12240 and

'The Public Northwest Theatres, Inc., wishes to place a
reinforced concrete fresh -air duct from the Chateau Theatre to the
Empress Theatre. The duct. to be located in the ' alley as shown in the
sketch prepared by John Moa.Millor,. architect...The duct shall be
located below the ,flbre;._eleotrical. conduits now in the alley. All of
the work shall be under'the direct supervision of the City Engineer
and the Building Inspector;
If the duct interferes with any future extension of the
city steam main in said -alley, the'Publix Northwest Theatres, Inc:,
,agrees either to lower- or 'raise ,the said duct, or if that - Is not
practical to pay for extra w cask of cutting necessary holes through
the duct walls and the proper installation of the steam pipes in
the duet itself; t.
The installation of the duct will entail considerable
expense, but it is "our" aiih to"give Ythe patrons of the Empress
Theatre fresh coal air during the summer months.
The Publix'Northwest'Theatres; Inc., will appreciate
favorable action,,on the matter as above outlined.

That the sureties on the City Depository Bond of the Rochester Loan & Tru i,
Company of Rochester, Mine,$ota,: for. double the sum of 4604000.00 dated April 13th,
19310 be and the said sureties on the said bonds arehereby accepted and the said
bond is :hereby approved and "ordered placed on file in the office of the City Clerk
of said City; said bond being submitted, accepted, approved and ordered filed under
and in accordance with the proposal of the said Rochester Loan & Trust Company,

Alderman Miller introduced the following resolution., which was

"Be it resolved by the Common Council of the City of Rochester,
Minnesota:

appoint not to exceed one Chief of Police, two Police Captains, one Jail
f Guard, . and thirteen Patrolmen for duty in the Police Department of said
City during the ensuing official year."

be adopted as read, and all voting in favor thereof, President Liddle

Alderman lkicks introduced the following resolution, which was
read:
"Be it resolved by the Common Council of the 'City of Rochester,
Minnesota:
That the salary and compensation of the following members of the
Police Department of the City of Rochester, Minnesota, hereinafter named
be and the same are hereby fixed, set and allowed as follows during the
ensuing official year;
Police Captains, each $ 1800.00 per yr.,
Social Welfare Worker, $ 1500,00 per yr.,
she to furnish privately. -owned automobile for use in her official duties,
which said automobile shall be t furnished and operated.at her expanse;

Reoresentatives of the Winona Oil Company, Skelly Oil Company,,
White Eagle Oil Company, Shell Oil Company,, 'Sinclair.. Oil Companyj Standard
Oil Company., Cooperative Oil Company,, Mid -Continent Petroleum Company., Rome
Oil Company,, and Olmsted County Oil Company,, were before the Common Council
under arrangements 4eretofore made, for a discussion of better fire protec-
tion from conflagration danger through the gasoline storage tanks in the
Southeast section of the City.
The construction of a Foamite Sub-,stationof dikes and other
means for the control of a fire that might start In this gasoline storage,
were considered, and as no definite plan was decided.upon, President Liddle
referred the matter back to the Coy Attorney., the. Ch-10 of the Fire
Department, and the Building and Electrical Inspector. for their further
consideration.

Thirteenth Street, and Twelfth Street Northwest from Broadway to Second Avenue,"
be treated with calcium chloride during the season of 1931, wherein the petitioners
waived the regular proceedings for assessment ind agree to pay for such property
as is not on the petition if the owners, thereof object to payment, was read, and
President Liddle ordered the.same placed on file.
Upon motion by Dallman, second by Hicks , the City Engineer was authorized
and directed to secure the neoessary labor and materials and comply with the above
mentioned petition for the _placing of calcium chloride on parts of Second Avenue
Northwest and Twelfth Street Northwest.

OWERBAS, It is the desire of the Management of the City Hog ' Farm
that- ahrangements be made to finance the• -purchase of more hogs and other
capital expenditures, and ,
WHEREAS, There is not sufficient money on hand` for this purpose
without selling some of the hogs, that are on hand, which are not yet ready
for market,
SO THEREFORE, Be it resolved by.the Common Council of the City of
Rochester, Minnesota:
That the Health Officer of said City be'and he is.hereby.authorized
to issue_ a warrant upon the City Farm Fund for the sum. of2500.00 payable
to the First National Bank of said City• as a''loan for payment on or before
six months from the date of issuance thereof, the interest rate thereon to
be at the rate of six .
