Minutes of snspeoial meeting of the Common Council of the City 1f 'E 'of 'Rochester Minnesota held, in the Council Chambers 'in the City Hall in W said City, at 7:30 o'clock P.M., on April . 20th,* 1931. Meeting called to order ' by President Liddle 'fK_,: I$.^` Roll Call. Present: Liddle, Dallman, Hicks, Miller, Moody, Vih- stadt. Absent: AldermanAmundsen., The call for the special meeting was read; said meeting being called for the purpose of consideration of the status of the so-called "belt line" paving, grading, and bridge contract matters as the same are affected by the delay in acquisition of right of -way,Cnd any other business that the said Common Council might deep proper. S. Rex Green, Engineer of Right of Kay, and J... C. Robbers, Division Engineer, were present and represented the State of Minnesota, Highway Department,and Geo..W. Granger was present and represented the Reid,Murdoch & Company and Ralph Baihly, George W. Granger,for his clients stated ,//that what is needed along the North side of Twelfth Street Southeast, between Third Avenue Southeast and the Chicago Great Western Railroad Company tracks for highway purposes can be secured by the State of Minnesota for what the .property cost the company he, represented, but that he was not : authorized to place th-:� valuation on the North 70 feet of the Reid,Murdoch�C many property lying South of Twelfth Street Southeast and between Third Avenue Southeast and the Chicago Great Western Railroad Company tracks, nor was he in a position to place af%tVM# on the amount of damage that, the construction of the proposed highway will be to their canning factory, especially through the grading of an approach for an overhead crossing over the Chicago. When Mr. Green, asked Mr._ Granger for what he thought would be the amount of damages that his company would demand ,for the effect that the new trunk highways No. 7 and 20, would have on their property South of .Twelfth Street Southeast and between the railroad..tracke.and Third Avenue Southeast, Mr. Granger said that he had no idea what his company would want as the matter had never been discussed; the canning Company haying expeoted.that Co�maissioners would be appointed foF the condem nation of the Ilands necessary and that their award made would be decided in District Court, if it was not datisfaot.ory to either party concerned. Mr. Green then stated that C. U.-Babcock, Commissioner of Highways, had authorized him to say :that the Highway Department would settle with Mr.,Ralph Baihly by paying him $75004:00.instead of the $10254,00.given by the Commissioners in condemnation for the .15.12 acres which will,be taken for the new routing of trunk s highways No. 7 and 20, at which Mr. Granger said that he and his client would take a the offer of settlement under consideration. During the above discussion, President Liddle excused Alderman Dallman who left the Council Chambers. Upon motion by Hicks, second by Vihsta.dt, the License Committee and the City Attorney were instructed to confer with Bemel Brothers relative to the early removal of their junk yard ,to its new location in the Golden Hill Addition. Upon motion by Vihstadt, second by Hicks, the Street and Alley Committee and the. City Engineer were instructed to investigate locations for a City gravel pit and take tests thereof and to dtcure 'proposals for the furnishing of gravel from these various proposed gravel pits. Upon motion by Vihstadt, second by Miller, the matter of using the aerial motor truck for advertising the City. Hall bond issue at the special election April '21st, 1931, was approved.
