Minutes of an adjourned regular meeting of the Common Council of
the City of Rochester, Minnesota, held in the Council.. Chambers, in the
City Hall, in said City, at 7:30 o' clook P.M., April 22nd, 1931
Meeting called to'order by President Liddlej! ,
Roll Call* Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Moody, Vihstadt: Absent: None.
Upon motion by Dallman, second by Amundsen, the minutes of the
meeting held on April 6th,1931, were approved.
President Liddle announced this as the. time and place fixed for a
hearing on the award of the Commissioners 'ar q in the, condemnation of lands
for an addition io the park system• and for the construotion of a swimming
pool thereon and thereat, commonly 'known as the Slatterly lands, being part
of Lot 31 in Auditor's Plat "A", and asked if there was any person present
who wished to be heard concerning the said award of damages for the lands
taken.
Rolland Slatterly, representing the estate of'Mary A. Slatterly,
read the following objection before the Common Council, and upon motion by
Vihstadt, second by Dallman, the objection was referred. to the Board of
Park Commissioners and the Public Grounds. Committee for their recommendation
and the hearing on and confirmation of the said "awsrd of damages as to the
confirmation, amending or repeal of the same was sd journed and continued to
a meeting of this Common Council which is to be held"at 2:00 o'clock'. P.M.,
on May 4th, 1931;
"To the Honorable Mayor and
Gentlemen of the Council -
I am in favor of a swimming pool jw'tMas : mcoh as any other
citizen of Rochester, but -I don't think the appraisers have
awarded me enough for damages to 'the �ad joining property, taking
it against our will. ; y
However - We will aooept the amount of, -,the ;appraisers
award providing that the city agrees to cut a channel through
and throw the dirt in old channel !-lgaving. ue" a -bsy; a nd water
rights. On the north side a water hole arranged such as a
water valve or cement tub=access to water at stake or near by.
Clean our old river bdd at.Northwest corner so the water
will back in and flow out.
Put a substancial fence around the park to keep the childred
from tresspassing on our property.

Inasmuch as our experience.during the past year has demon-
strated that we earmot do the official l oity printing at a profit for
less than 85 per cent. of the legal rate, we hereby resubmit out bids of
April 6, which is as`followe:
According to the advertisement for bids inserted by the city
clerk, The Post -Bulletin.: Co.,,' Rochester., Minnesota,' hereby offers and
agrees to do all the printing, publishing and advertising for the City
of Rochester; Mianesota,,in the Rochester Post -Bulletin, a legal newspaper,
for the rate allowed by the statutes of the State of Minnesota for legal
advertising.
If the minutes of the Common Council are printed as heretofore,
a discount of 15 per cent will be allowed on 611 publications.
A bond aocompanies this proposal.

Alderman Miller introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
That the Rochester Morning Journal be and the said newspaper is hereby
designated as the official nd*i0aper of the City of Rochester, Minnesota, for and
during the ensuing official year; and the•Mayor and City Clerk are authorized and
d irectea.to execute a contract in accordance with their proposal of April 22,1931.0"

Upon motion by Vihstadt, second by Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted;
Upon motion by Vihstadt, second by Amundsen,: it was ordered that
the certified check otd the bond submitted by the Rochester Post -Bulletin -
Company with their proposal for being designated as the official newspaper
be returned to them,
Upon motion by Hicks, second by Vihstadt, the'American Legion ,
Auxiliary was authorized to use the streets .,of' the ..City of Rochester,
Minnesota, May 23rd,1931, Bor their annual . -'Poppy Sale.
Upon motion by Vihstadt, second by Amundsen, the Auuxiliary of the
Veterens of Foreign Wars was authorized to use the streets of the City of
Rochester, Minnesota, May 23rd,1931, for their annual Buddy Poppy sale.

The merits of the ordinance which went into effect on this date,
providing for a minimum and a maximwa fare for taxicab service, was debated-

before the Common Council, with the'Mayor on the affirmative and
J. C. Adams, Mrs. Ts. L. Taylor, Mrs, W. J. Quinlan, Rev, S. R. Iwig,
Mrs. Nella Hodge, and others on the negative side of the question.
The application of C. W. Higbie for a taxicab license was read, and
upon motion by Hicks, second by Amundsen, license ' eras granted., and the
applications of the Yellow Cab Company and the Red Top Cab Company for
nineteen (19) taxicab licenses, of the Town Taxi,:.J.; Co Adams, for six (6)
taxicab licenses, of H. F. Rabain for one (1)- taxicab ,license, and of
Richard Holland for one taxicab license, were each granted.

entitled "An Ordinance regulating,the:,operat_ion end,,rates of. fare of
taxicabs and automobiles for carrying passengers'for` hire, with a seating

The report of the Clerk of the Municipal. Court f'or the week
ending April 20th,1931, showing criminal fines collected $56.00, civil
fees received $5.20, and -con rt costs charged to Olmsted County $6.15, was
read, and President Liddle referred the same to the City Attorney.

The application of John W. McCoy and C. B. (Vonsty,,'for a public dance
permit at the Woodman Hall, April 24th.1931, was read.
The petition of the Independent School District No. 8, that Fifteenth
Avenue Southwest, from Sixth Street SoutbiYest to Seventh Street Southwest, be
graded to an established grade and to a width of sixty-six (66) feet,, was read,,
as was the petition of the Independent School District No. 8,, that a combined ooncre
curb and gutter be constructed in Sixth Street Southwest., from eighteen (18) feet
east of the west line of Fifteenth Avenue Southwest to three hundred eleven and

one half (311) feet. west of the west line of Fifte,enth Avenue Southwest and
President Liddle referred .the ,iaid petitions to the Street and Alley Committee.
The following communications were each read, and upon motion by Vihstadt,

of persons voting.in favor of the said proposed issue of bonds was 1520, number of

The Mayor recommended the employment of an engineer for appraisement
of the local Gas Qoopany property and the employment of an engineer to lay out an
enlargement of the present sewer system.
Upon motion by Hicks, second by Amundsen, the City Engineer was authorized
and directed to secure the necessary labor and materials for constructing a

driveway for the south entrance to the Central Fire Station/for reconstructing the
stone curb at the Southeast corner of the said building.
President Liddle referred the matter of the use of the Sewage Disposal
Plant Grounds by the Board of Education tor tree planting in connection with
horticultural training, to the Public Grounds Committee and the City Engineer.
Upon motion by Dallman, second by Moody, the City Engineer was instructed
to secure the necessary labor and materials and construct a drain at the interseoti
of Fourteenth Street Northeast and Broadway Street North.
