Minutes of an'adjourned regular meeting'of *the Common Council of the City of Rochester, Minnesota, held in the Council Chambers,in the City Hall, in said City, at 7:30 o'clock P.M., on May llth,1931. Meeting called to order by President Liddle, Hicks, Roll Call, Present: Liddle, Amundsen, Dallma.n,/Miller, Moody, Vihstadt. Absent: None. I . .Upon motion ,by Vihstadt, second by Dallman, the minutes of the meetings held on April 22nd,1931, April 27th,1931, and May 4th,1931, were each approved. This being the time and place fixed for the opening of proposals for the furnishing and installation of a traffic signal system, the following proposals were opened and read: 4 Rochester Electric Company: $2491.00 for general contract, add $149.60 for alternate A., add $547.40 for abjer.nate B.; add $$279.50 for alternate C.; H. & H. (No certified check accompanied this bid); H. & H. President Liddle referred the above proposals to the Lighting Committee, the Superintendent of the Electric Light Plant and the City Engineer for their consideration and their re c ommendat ions . The following majority report and recoibmendation of the above mentioned Committee was read, and President Liddle ordered the same placed on file: "Rochester, Minn. Amundsen, L.A.Cowles,Supt.of Electric Light Plant." s ' The report of the Clerk of the Municipal Court for the week ending May 4th,1931, showing criminal fines collected $80.00, civil fees received a qp4.60, court costs charged to Olmsted County f3.80, and fines collected due to Olmsted County $26.40, and for the week ending May llth,1931, showing criminal fines eol�ected $65,90, civil fees received 12.50, and court i costs charged to Olmsted County .114.15, were each read, and President Liddle ' referred the same to the City Attorney. Upon motion by Vihstadt , second by Amundsen, the sum of �r26.4 0 t was appropriated from the General Fund and it was ordered that the said sum be paid to.Olmsted County,,Minnesota, for local Municipal Court fines i collected due to Olmsted County, !:�s The report of the Building and Electrical Inspector for the month of April, 1931, showing building inspection fees collected in the amount of 4' $39.00, and electrical inspection'fees collected in the amount of ,$17.25, was read, and as Alderman Hicks, Chairman of the Finance Committee, stated that he had checked this report and found the same to be correct, President. Liddle ordered that this report be , placed on file. The City Engineer'$ trial balance on disbursements in his department for the month of March,2'7th;1931, to April 30th,1931, was laid before the Common Council, and President Liddle ordered the same placed on file. The report of the Health Offioer,for the City Farm, for the month of April 1931, showing receipts in the amount of $2924.63, disbursements in the amount of $4724.18, and an overdraft of $1746.04, was read, and ;.President Liddle ordered the same placed on file. .t Theapplication of Ida F. J t 203 The applieationsof Cle:rence King, Walter Wilke, Homer M. Strangeway, Wm. M. Jenkins, Rudolph Hinrieks, and Leo Struif for drivers licenses were each read, and upon motion by Vihstadt, second by Dallman, licenses were granted. The following appointment of Special Patrolmen, was read, and President Liddle ordered the same placed on file: 11 Honorable Common Council.. City ,of Rochester, Minn. Gentlemen: "Rochester, Minn., May 5, 1931. I hereby appoint the following persons as Special Patrolmen for May 51, 1931, to serve while Regular Patrolmen are taking Civil Service examinations: Walter H. Newsome Geo, Sehmelzer Frank Stoppel 0. E. McCoy John W. McCoy Respectfully Julius J. Reiter Mayor of said City. " Upon motion by Hicks, second by Dallman, the matter of fixing the salary of the Chief of Police for the current official year was adjourned and continued to a meeting of this Common Council, which is to be held at 2:00 o'clock P.M., on June 1st , 1931. The following communication from the Mayor was read and President Liddle ordered the same placed on file: "Rochester, Minnesota, May llth, 1931 The Honorable Common Council, City of Rochester, Rochester, Minnesota. 'Gent lemon: - The matter of construction of the "Belt Line or Memorial Drive" around the South side of the city seems to be at a st^ndstill,and it is time that the citizens of Rochester were given some information as to what is going to be done to get construction work started. It is my understanding that before the Reid Murdock plant was built the State Highway Department sent representatives to Rochester and outlined the plans of the State with regard to the construction of this Belt Line. After hearing the plan of the State the Reid Murdock Company located their plant on the present site, knowing at the time that it would be a matter of but a few years before they would have paved highways from all directions leading to their factory. \\ a It has been stated by representatives of the Reid Murddek Company that this matter is between the State Highway Department and the Reid Murdock Company, The City of'Rochester has a very vital interest in this matter. Whm Mr. Babcock advised the City some few years ago that his Department was ready to go ahead with the construction of this Belt Line, the City Council called a bond election and voted $50,000.00 bonds to construct a new Fire Hall to replace .the old building so the Highway Department could extend South Broadway, or Highway 59, The City Council also gave a full width right-of-way through the East side of Soldiers Field for the extension of Highway 59. When the Highway Department asked for right-of-way along the South side of Soldiers Field for the Belt Line, the City Council gave the required land._ The only charge made by the City for -all of the above mentioned right-of-way was 01,600,00 to cover , the cost of re -locating the greens on Soldiers Field Golf Course. From the above facts, it is plain to see that the City of. Rochester is interested in this matter. 1 The City is also interested from the angle of employment. g .During the last few years marry of our laboring people have not had work. The State government recently passed a bond issue* amounting to $15,000,,000.00 for road construction primarily to relieve the unemployment situation. Now after all the efforts of the_State, City of Rochester, Good Roads Committees, and American Legion members, the Reid -Murdock Company arbitrarily insists on damages because an overhead crossing is to be built over the Chicago Great Western Railway. Some seven years ago the Rochester Post of the:Ameriean Legion started agitation for the construction of this Belt Line, or as they call it,nMemorial Drive." After the State Highway Department decided to build it, the City cooperated, removed the old fire hall and built a new one, and gave required right-of-way through Soldiers Field, the Reid Mur- dock Company should cooperate now and donate right-of-way free of charge to the State Highway Department as Reid Murdock is receiving more .benefits . than anybody else concerned. They will have paved highwaysto haul corn. t j and peas to their plant from all directions. They are not entitled to any damages to their building. They prefer to be outside - of the city, and as they do not want to be a part of the city, an elevated crossing should not damage their property. I suggest that unless action is taken at once to start work on this I D. ! Belt Lane project that the Common Council ask the cooperation of the, American Legion, Commercial Club and Good Roads Committees of the City 1 to meet with them and to formulate some plan whereby this world will be ' A started at once. , Respectfully, '! " Upon motion by Hicks, second by Dallman, the Chair was requested :fix to appoint a Committee from the Common Council to meet with the Committees from the Rochester Chamber of Commerce, Olmsted County Business Men's ;'Association, the Rochester Auto Club, Good Roads Association, the American " i �! Legion, the Trades and Labor Assembly, and the Park Board, appointed to 1eentralize the efforts towards securing the right-of-way for the so-called "Belt Line "in order that the bridge, grading and paving contracts may not lie L: be longer delayed, and President Liddle accordingly appointed the Street f !' & Alley Committee to represent the Common Council of this City.. t ,r, Sri _205 Alderman Amundsenintroduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the bid and proposal of L. A. Kepp Electric Company for the furnishing and installation of a traffic signal system for the said City, being traffic signals at the intersection of Broadway Street North and South and Center Street East and West, Broadway Street South and First Street Southwest and Southeast, and Broadway Street South and Second Street Southwest and Southeast, in accordance with the plans, and specifications for the said traffic signal system which are now on file in the office of the City Clerk of said City, viz: Main bid according to specifications for signals G.E,equipment 2292,00 Feeder for one way signal, additional Alternate "A" 57.00 RMKK for two way signal, additional Alternate "B" 481.00 Two way signals, feeder for, additional Alternate W 30.00 Total bid of $ 2860,00 Less Alternate "D" not specified, 30,00 $ 2850,00 be and the said bid and proposal is hereby accepted. The amount of the bond to be given by the said contractor is hereby fixed at the sum of $2860.00." Upon motion by Miller , second by Vihstadt ,that the said resolution be adopted as read, and all +voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Unon motion by Vihstadt, second by Dallman, the sum of 8113.03 was appropriated from the Street and Alley Fund and it was ordered that the same be paid to Otto Tornow as compensation In --full for injury sustained by him on February 23rd,1931, while using ,a. paint spray gun in the City Warehouse, he having returned to work on April 8th,1931, after a disability of six (6) weeks and one (1) day at $18.33 per week. Upon motion by Vihstadt, second by Amundsen, it was ordered that the certified checks of the unsuccessful bidders for the furnishing and installation of traffic signal system, be returned to them. An estimate prepared by the City Engineer in favor of the Rochester Ice & Fuel Company, showing the sum of $870,68 as being due for the furnishing of thirty (30) tons of calcium chloride in DLW car No.44126, was read, and President Liddle ordered the same placed on file. The following majority Committee report was.read, all members of the Committee having signed the report and recommendation except the City Engineer: "Rochester, Minnesota, May 11, 1931, Honorable Mayor and Common Council, City of Rochester, Minnesota. Gentlemen: ' Your Committee appointed for selection of temporary municipal offices during the eracting and constructing of a new City Hall recommend that the following locations be rented for the offices named to commence when the wreaking of the old City Hall is started except that the g offices for the City Assessor and the Social Telfare Worker be engaged commencing May 16t h,1931: The Police Station and City Jail to be in the building owned by the Schuster Realty Company at No.322 First Avenue Southwest, formerly occupied by the Anderson Tire Shop, at a rental of $100.00 per month. The City Clerk: 3 rooms and two vaults (one vault to be used jointly with the City Engineer), on the second floor of the Union National Bank Building, The Building and Electrical Inspector, one room on the second floor of the Union National Bank Building. The City Engineer, one room on the second floor of the Union National Bank Building. The above mentioned five offices to be at a total rental price of $75.00 per month. City Assessor, Room No.13 on the second floor of the Boston Clothing Store building at $22.00 per month. , Social Welfare Worker, Room No.12 on the seeont floor of the Boston Clothing Store building at $18.00 per month. Ij Alderman Moody introduced a resolution appropriating 02156,73 from the h Park Improvement Fund and ordering payment made to Wm. C. Fraser & Son, as final estimate on contract for Soldier Field water system, which was read. t Upon motion by Amundsen, second by Moody, that the said resolution be I adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced the following resolution, which was read: ' r "Be it resolved by the Common Council of the City of Rochester, Minnesota: .I i That the sum of $39,53 is hereby appropriated and it is ordered that the same be paid to the Phillips Petroleum Company for gasoline furnished during the period April 6th, 1931, to April 21st,1931,inelusive; %$85.88 thereof to be from the General �i Fund and 1223.65 thereof to be from.. the Street and Alley Fund, The Mayor and City Clerk of said City are hereby authorized and directed to draw warrants for said sum upon the City Treasurer in accordance herewith, and cause said a ,p yment to be made. Alderman Miller introduced a resolution appropriating 11246,85 from ii the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payrolls for labor during the period ending May 8th',1931, which was it it read. Alderman Dallman introduced a resolution appropriating <$355.53 from the General Fund and ordering payment made to the Rochester Post -Bulletin for official publications and printing during Apri1,1931, which was read. Upon motion by Vihstadt, second by Dallman, that the said resolu- tion be adopted as read, and all voting in favor thurecf, President Liddle declared the said resolution duly passed and adopted. Alderman Hicks introduced a resolution appr opriat ing 1870.68 from the General Fund and ordering payment made to the Rochester Ice & Fuel Company for thirty (30) tons of calcium chloride, shipped in DLW car No. 441261, which was read. Upon motion by Miller, second by Dallman, that the said resolution be adopted as read, and all voting in .favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Vihstadt, second by Amundsen, it was ordered that proceedings be prepared for the payment of the recently made loan of A2500.00 from the First National Bank for use in the City Farm Fund, and that a tenporary transfer be made from the General Fund to furnish the I! moneys needed in the City Farm Fund, the temporary transfer to carry provision that the Seneral Fund shall be reimbursed by the same interest rate that the present loan carries. Alderman Dallman introduced an ordinance creating a sinking fund and levying taxes for the pa§ment of principal andinterest on 11�50,000.00 Improvement bonds of the City of Rochester, Minnesota, dated February lst, 1930, which was given its first reading. Upon motion by Hicks, second by Amundsen, the rules were suspended and the said ordinance was given its second reading. Upon,motion by Vihstadt,_second by Doody, the rules were suspended and the said ordinance was given its third and final read ing. Upon motion by Hicks, second by Dallman, that the said ordinance it be adopted as read, and all voting in favor thereof, Ehesident Liddle declared the said ordinance duly passed and adopted. i Upon motion by Hicks, second by Amundsen, A. Nachreiner, ,lPresident of the Park Board, was authorized to make expenditures in an amount not to exceed 8199.00 for a survey of the boundaries and contours land for the making of a plan for the improvement of the recently acquired t I ,a U. 21.1 Slatterly lands for use as an addition to the Park system and for the construction of; ii a swimming pool thereon and thereat. i; Alderman Hicks introduced the following resolution, which was read: "Whereas, the Public Grounds Committee and the City Clerk and City Engineer, acting as a committee to report on possible locations for temporary offices for city officials during the construction of thh new City Hall, has reported to the Common Council recommending thet. certain locations be selected as offices for city officials during the said construction, and; Whereas, the locations as recommended appear to be satisfactory to said Common Council and the officials concerned; Now therefore, be it and it is hereby resolved by the Common Council of the City of Rochester, Minnesota: That the following public departments and offices be located at the places specified at the monthly rental set opposite the same, to wit: 1. Police Department and ;Sail, 322 1st Ave. SW. $100.00 per month. 2. City Clerk, 3 rooms and two vaults (1 vault to be used jointly with City Engineer) 2nd floor Union Nat'l. Bank, $45.00 per month 14 3. Building; and Electrical Inspector, 1 room, Nnd floor Union Nat'l. Bank, $15.00 per month. r, 4. City Engineer, 1 room, 2nd floor Union Nat'l. Bank, 915.00 per month. r 5. Council Chambers and Municipal Court, 2nd floor, back room in Chamber of Commerce Building, '`50.00 per month. is 6. City Assessor, Room No.13, Boston Building, $22.00 per month. 7. Social Welfare Worker, Room No.12, Boston Bldg., $18,00 per month, the last two offices mentioned to be moved into new quarters as of May 16th,1931, and the others whenever wrecking of the old city hall is commenced. Ue it further resolved that all lessors of the buildings mentioned above be instructed to bill the City of Rochester each month in advance and that all of the office rooms as above mentioned be rented on a month to month basis. " i; Upon motion by Dallman, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. (Chambers. President Liddle at this time t;xcueed, Alderman Hicks who left the Council / John McG.Miller, Architect for the New City Half, was before the Common Council with .proposed sketches of floor plans for the basement, first and second stories of this building, which were considered by the Common Council and is informally adopted. Mr. Miller asked for an expression of the Common Council as to whether this building shall be constructed flush with the First Avenue Southwest property line or set back from six (6) to nine (9) feet, he favoring that the building should be set badk at least that distance, and upon motion by Dallman, second by Miller, it was ordered that the main part of the new City Hall be set back between i i; six (6) and nine (9) feet from the First Avenue Southwest property line, and that the same be flush with the Third Street Southwest property line; ';all members of the Common Council voting in favor thereof except Alderman ;Hicks, who was absent under the above recorded excuse.
