Minutes of an adjourned regular meeting of the Common Council of
the City of Rochester, Minnesota, held in the Council Chambers, in the
City Hall, in ,said City, at 7:30 o' clock P.M., on June 8th,,1931.'
Meeting called to order by President Liddle.

Dr. J. E. Holst submitted a sketch for the proposed bypasses for
four of the aerators at the local sewage disposal plant, and the City

The report of the Building and ElectRical Inspector for the
!. month of MaY,1931, showing building inspection fees collected in the

The report of the City Engineer .for the month of May, 1931, showing
lexpenditures from the General Fund for labor in the amount of $609s92,.from the
Street and Alley Fund $1727.83, from the Sewer Fund $567*80, and from the Permanent
Improvement Revolving Fund $200.95, was read, and President Liddle ordered the same
placed on file.
The report of the Health Officer for the month of May, 1931, showing
receipts in the amount of $3065,62, disbursements in the amount of 1332.93, and an
overdraft of 13.35, was read, and President Liddle ordered the same placed on file.
The report of the Cjtyi.Trea$urer for the month of May, 1931, showing a
balance on hand of $276,,771.27, was read, and President Liddle ordered the same placed
on file.
The report of the City Weighmaster' for the month of May, 1931, showing
weighing fees collected in the amount of "314,80, was read, and President Liddle
referred the same to the Finance Committe.
The report of the D1k,jnspector? for the month of May,1931,
was read, and President Liddle ordered the same placed on file.
The reports of the U16kk of the Municipal Court for the week ending June
18t, 1931, showing criminal fines collected 158.: 0, civil fees received 114.35,
court costs charged to Olmsted County <$16.05, and fines collected and paid to the
State Treasurer 110.00; and for the week ending June 8t h,1931, showing er uninal
fines collected j"119.20, civil fees received ,$6,95, court costs charged to Olmsted
County �,s20.70, fines collected due to Olmsted County $56.15, and fines collected and
paid to the State Treasurer 810,00, were each read, and President Liddle referred
the same to the City Attorney.
Upon motion by Vihstadt, second by Dallman, the sum of .156.15, was
appropriated from the General Fund and it was ordered that the said sum be paid to
Olmsted County, Minnesota, for loael Municipal Court Fines collected due to Olmsted
County Minnesota.
General balance sheet, trial balance, statement of funds, statement of
unexpended budget appropriations, etc., prepared by the .City Clerk, as. of May 31st,
1931, were laid before the Common Council, and President Liddle ordered the same
placed on file.
The application of J. C. Adams for transfer of taxicab license No.24,
now covering a five passenger Ford Sedan, to a seven passenger Buick sedan, was
read, and upon motion by Vihstadt, second by Amundsen, transfer was,granted.
A petition &bksng that calcium chloride be placed on Eighth Street Northwest
between Second Avenue Northwest., and Fourth Avenee Northwest, during the season of i
1931 was read, and upon motion by Miller, second by Dallman,the City Engineer was
instructed to secure the necessary labor and materials and treat the said
part of Eip-ftth Street Northwest wii.,h calcium chloride during the season of
19ZL ; the said petitioners having waived the regular proceedings in this
matter and also made agreement to assume the cost for the property
benefited where the owners thereof are not on this patoitton. .
j The following applications for permits to place and maintain
signs were read, and upon motion by Dallman,,second by Vihstadt, permits

materials tools and equipment necessary for the construction of a garage

appointed to investigate the difficulty we have been having in securing
right of way for Trunk Highways Nos.' 7 and 20, has been received.
Mr. Babcock is out of the office at the present time and will
not return until some time next week. I am, therefore, acknowledging

no patent ever having been issued. This land has been paid for in full a
long time ago.

Rochester is the eggitable owner of this land we shall be glad to issue you
a patent for which there is no charge.

Paulson, showing the sum of "129.21 as being due the said contractor for
the construction of a sanitary sewer in parts of Seventh Street Southwest
and Ninth Avenue Southwest, and an estimate prepared by the City Engineer
in favor of the Rochester Ice & Fuel Company, bhowing the sum of ,4)870,68
as being due the said contractor for the furnishing of 30 tons of calcium
chloride in N.P.ear No.25772, were each read, and.President Liddle orderdd
that the same be placed on file.
The claim of Ruth R. Berrjatd $37,47 for fire and tornado insurance
on the coneessinn stand at Mayo Park, was read, and President Liddle refer-
ed the same to the Insurance Committee.
The claim of Kris Nielson $50.00 for the furnishing of 500 yards
of fill.for bringing the intersection of Fourth Avenue Northwest and
fl Eleventh Street Northwest to the proper grade was read, and a motion by
Dallman, second by .Amundsen, carried that the claim be allowed and that
the Mayor and City Clerk draw a warrant on the Street and Alley Fund in

the City Treasury and make payment accordingly.

� The official bond of Henry Kenneth Armstrong as Second Assistant,
City Engineer, with the Fidelity and Deposit Company of Maryland as surety
thereon in the amount of $500*00 was read, and upon motion by Vihstadt,
second by Amundsen, the said surety was accepted, the said bond was
approved and it was ordered that the same be placed on file.

Alderman Dallman introduced a resolution ordering plans, profiles,
specifications and estimate of cost 'for the construction of concrete curb and gutter
on Sixth Street Southwest from 18 feet east of the west line of Fifteenth Avenue
Southwest to a point 311,12 feet west of the west line of Fifteenth Avenue Southwest,
and on Fifteenth Avenue Southwest from the south line of Fifth Street Southwest to
the North line of Sixth Street Southwest, and ordering that the said improvement be
made and done and that the costs thereof be paid for by special assessments levied
as provided by lww, which was read.
Upon motion by Vihstadt, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Dallman introduced a resolution ordering plans, profiles,
ii specifications and estimate of cost for the grading to an established grade line of

Fifteenth Avenue Southwest, between the South line of Sixth Street Southwest and
the north line of Seveht h Street Southwest, If extended, and ordering that the said
improvement be made and done and that the cost thereof be paid for by special assess
ments levied as provided by law, which was read.
Upon motion by Miller, second by Amundsen, that the said resolution be

adopted as read, and all voting in.favor thereof, President Liddle declared the said
resolution duly passed and ad opted.

Alderman Dallman introduced a resolution fixing 7:3ii o'clock P.M.,
June 29th,1931, as the timQ fora hearing on the paving of the alley
i;. running North and South across Block 25 in Head N McMahon's Addition to
i the City of Rochester, ,Minnesota, to a width of 18 feet with seven inch,
fi steel reinforced, one course concrete, which was read.
li ,Upon motion by Hicks, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
i declared the said resolution duly passed and adopted.

The Amount of the bond to be given by the said contractor is hereby`
fixed at the sum of 1595.00."

Alderman Amundsen introduced the,- following resolut ion, which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota.
That the Public utility Board of said City be and the said Board is
hereby. authorized to enter into contract with G. Schwartz & Company of
Rochester, Minnesota, for the furnishing of all labor, materiels, etc.,
necessary for the construction of agarage and warehouse at the City Electric
Light Plant for the lump sum bid of :�13,700.00.
The amount of the bond to be given by the said contractor is hereby
fixed at the Sum of $13700.00."
Upon motion by Vihstadt, second by Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Amundsen introduced the following resolution, which was
read:
"Bd it resolved by the Common Council of the City of Rochester.
Minnesota:
That the sum of A334.40 be appropriated and it is ordered that the
said sum be paid to the Standard Oil Company, for gasoline furnished
during the period April 25th, 1931, to Atay 16th, 1931, inclusive; 0246.54
thereof to be from the Street & Alley Fund, .-86.34 thereof to be from the
General Fund and 11.52 thereof to be from the Sewer Fund.

The Mayor and City Clerk of said City are hereby authorized and directed
to draw warrants upon the City Treasurer and make payment accordingly."
Upon motion by Vihstadt, second by Dallman, that the said resolution be
adopted as read, and all voting in favor tht-:reof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating $240.00 from the Perma=
ner_t Improvement Revolving Fund and ordering payment made to the 'First National
Bank of Rochester, Minnesota, for interest due ,June 30th, 1931, on City of Rochester
4c) Permanent Improvement Revolving Fund Bonds numbers 54 to 65 inclusive, which was
read.
Upon motion by Dallman, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said

resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating 1870.68 from the
General Fund and ordering payment made to the Rochester Ice & Fuel Company for
30 tons of calcium chloride furnished in N.P.-car No.257723, which was read.
Upon motion by Vihstadt, second by Dallman, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Miller introduced a resolution appropriating ?922.55 from the
Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payrolls
for labor during the period of the week ending June 5th,1931, in accordance with
sworn billing made by Wm. Enke, Secretary of the Park Board under date of June 8th,
1931., which was read.
Upon motion by Dallman, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.

Alderman Miller introduced a resolution appropriating 234.60 from the

H Park Improvement Fund and ordering payment made to the Olmsted County Oil Company
for gasoline, coupon books, oil, etc., furnished during the period April 30th, 1931,

to May 24th,19311 inclusive, per sworn billing made under date of June 2nd, 1931,

. Upon motion. by Vihstadt, second by J.Roody, that the said resolution be
jadopted as read, and all voting in favor thereof, President .Liddle declared the said

furnished during the period March 31st, to May 1st ,1931, inclusive, for
concession stand at Soldier Field, which was read.

Alderman Amundsen introduced a. resolution appropriating 9$129.21 from the
Perwanent Improvement Revolving Fund and ordering payment made to Martin Paulson for
estimate No.2, on construction of sanitary -sewer in Seventh Street and Ninth Avenue
Southwest, under Job No.1614, which was read.
Upon motion by Vibbttdt� second by Dallman, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said 4

President Liddle at this time excused Alderman Dallman who left the
Council Chambers.
Upon motion by Hicks, second by Amundsen, the Sewer Committee and the
City Engineer were instructed to propose a site for the location of a sewage lift
station in Sunnyside Addition.
Upon motion by Vihstadt, second by Miller, the Public Grounds Committee
were instructed to propose a location for the City scales and that they make report
thereon at the ' meeting of this Co=ion Council which is to be held June 12th,1931.
Upon motion by Miller, second by Vihstadt, the Common Council adjourned to
7:3 0 o'clock P.M., June 12t h,1931.
