the City of Rochester. Minnesota, held in the Council Chambers, in the City
Hall, in said City, at 7:30 o'clock P.M., on June 12th,1931.
Meeting called to order by President Liddle.
Roll Call. Present: _Liddle, Amundsen, Hicks, Miller, Moody,
Vihstadt. Absent: Dallman,
upon motion by Vihstadt, second by Amundsen, the minutes of the
meeting held on June 8th,1931, were approved.
This being the time and place fixed for opening of bids for the
wrecking and removal of the present City Hall, and for the wrecking and
removal of the public comfort station, the following proposals were opened
and read:

'i President Liddle referred the above proposals to the architect for
his tabulation and recommendation. ,

A petition of the Board of Park Commissioners and of Thomas A.
Bender that a sidewalk be constructed on the west side of Eleventh Avenue
1;iiorthwest, between the property of Thomas A. Bender and Second Street North-
west, was read, and President Liddle referred the same to the Street and
Alley Committee.
The application of the Elks Drum Corps for a dance permit at the
Masonic Temple June 12th,1931, was read.
The check of Harry Pederson in the amount of .$15.00,for the

purchase of the lknoleum from the Police station office floor ,was presented
'to the Common Council, and upon motion by Hicks, second by Vihstadt, the said
1l;naleum was sold to Mr. Pederson for that price and it was ordered that his
Icheck be accepted into the City treasury for the General Fund.

The following appointment was read, and President Liddle ordered
the some placed on file:

I hereby appoint Thomas V. Nagle as a Special Policeman
for duty in Mayo Park, he to serve without pay and to hold office

The matter of the opening of Fifteent11 Avenue Southeast, south of Second
Street South ast, was discussed and upon motion by Hicks, second by Amundsen, the
back
subject was referred/to the Street and Alley Committee and the City Engineer for
their consideration as to whether or not this street opening can be made running
north from Fourth Street Southeast to reach the properties of Fred Roban and
Tarry. Frickson.
The following reports and recommendations of the Sewer Committee and the
City Engineer were read, and president Liddle ordered that the same be placed on
file:

Gentlemen:
The Sewer Coa-,ittee and the City En:rineer,beg to recommend
that the west twenty (20) feet of Lot No.28 in Block No.7 of Sunnyside
addition be purchased for the location of a sewer lift station for south-
east Rochester, or that the honorable body take.into,consideration a
possibility of constructing a sewer lift in the boulevard on Third Avenue
Southeast, part of said lift to be under the sidewalk ,,hen the saxe is.
constructed, but the committee begs to recommend that the construction be
made on the west end of the lot`heietofore mentioned.

Gentlemen:
In the matter of the Sanitary Sewer in Eighth Street
Southeast between Seventh Avenue Southeast and Eighth Avenue
Southeast, the Sewer Committee andthe City En.f' ineer beg to
recommend that a sanitary sewer be constructed in Eighth Street
Southeast., from the center of Eighth Avenue Southeast to a point
188 feet west of the center of Eighth Avenue Southeast,

The application of Martin Paulson for a license to connect with
:-sewers and drains was read, and upon motion by Hicks, second by Dallman,

The license bond of Martin Paulson, covering his license to
.!connect with sewers and drains, with the Fidelity and Casualty Cbmpany of

New York as surety thereon in the amount of 01,000,00 was read and upon
,;motion by Hicks, second by Moody, the said surety was accepted, the said

Gentlemen:
You are advised that the following members of the Police
Department have been retained in office under -the provisions of Chapter
299, 1929 Session Laws of the State of Minnesota, to wit:
T,ouis J. Claude, Harry N. Towkins,Geo. Rohde, Richard
Nietz, Enoch J. Dison, Chester R. Fellows, Eugene Bronson and Ludwig
Ranfraa_ , subject to removal according to law.
That Louis J. Claude has been promoted for the good of the
service from the position of patrolman to the position of Captain of
Police; that Ludwig Ranfrdnz has been demoted for the good of the
service from the position of patrolman -to the position of Guard.
You are further advised that, that on requisition of
the Mayor, the Civil Service Commission of the City of Rochester certified
the following names for appointment to the positions set opposite their
names, to wit:
Thomas E. Slatterly, Captain of POlice.
Arnold Nelson, Patrolman without previous experience
Eldin Holtorf, patrolman without previous -experience.
I. J. Renning, patrolman without previous experience.
Chick Hanseomb, patrolman without previous experience.
Paul Jacobs, patrolman wi.�hout previous experience.
Ed Siem, patrolman with more than two years previous experience.
Due to the refu&al of Chick Hanscomb to accept the above appointment
and upon further requisition of the Mayor, the name of A. J. Kos was
certified by the Commission for appointment by the Mayor to the rank and
position of patrolman with more than two years previous experience.
You are further advised that. the following named members bf the Police
Department have been discharged for the good of the service, to wit:
H. H. Saholt, Chief of Police, Willard Hutchins, John Ploof, Henry
Lindberg, Frank Fordham, Elbert Whiting and Joseph Campbell, Patrolmen.
All of the above mentioned changes in the personnel of the Police
Department to become effective as of June 16th,1931,

Former Mayor J. T. Lemmon, solicited that the City of Rochester,
Minnesota, reimburse Patrolmen.. Claude, Dison, and Lindberg ftor the $150.00

which they paid ( 50.00, each) for the settlement of the suit for ctama�es
made against them by one Folkert in connection with his` claim of ftl.se
arre-st for vagrancy, and President Liddle referred the matter to the
Finance Committee and the City Attorney with respectful request that the
Mayor serve as a member of this Committee.
The following report of the Architect was read and President
Liddle ordered that the same be placed on file:

I recommend that the contract for the wrecking of the
City Hall and Public Comfort Station be awarded to the low bidder,
the Cleveland Wrecking Company.

Alderman Ricks introduced the following. resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
I
That the bid'and proposal of. the Cleveland Wrecking Co., of Minneapolis,
Minn. for the furnishing of all labor, materials, equipment, etc., necessary for the
wrecking and removal of the present City Hall, and for the wrecking and removal of the
public comfort station, in accordance with the plans and specifications for the said
wrecking and removal which are now on file in the office of the City Clerk of said
Ci ty, viz: wrecking and removal of both buildings for the sum of 1900.00, be and the !
said bid and proposal is hereby accepted.

The amount of the bond to be given by the said contractor is hereby fixed
at the sum of $900.00."
Upon motion by Vihstadt, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted,
Upon motion by Vihstadt, second by Amundsen, it was ordered that the
certified checks of the unsuccessful bidders for the wrecking and removal of the
present City Hall and the wrecking and removal of the public comfort station be

returned to them.
Alderman Miller introduced a resolution appropriating 1310,92 from the Fire
Protection Fund and ordering payment made to J. C. Thompson Company for payment in
full for two 42 x 975 tires and tubes and two 40 x 825 tires and tubes for use on
t%ie Ahrens Fox pum*ing engine, which was read.
Upon motion by Dallman, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Amundsen introduced a resolution appropriating 11700.00 from the
New City Hall Fund and ordering payment made to John McG, Miller, Architect,for
architects fees on the new City Hall plans, profiles, specifications and estimate
of,cost, as provided for in contract with him, which was read.
Upon motion by Miller, second by Dallman, that the said resolution be
adopted as read, and all voting in favor thereof, Presidenz Liddle declared the
said resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating $843.45 from the
Park Improvement Fund and ordering payment' made to the Mayo Trust Fund for park
labor payrolls for week ending June 12th,1931, which was read.
Upon motion by Vihstadt, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
- resolution duly passed and adopted.
Alderman Dallma.Li introduced a resolution granting public dance permit to
the Elks Drum Corps,for the Masonic Temple June 12th,1931, and fixing the fee at
$5,00, which was read.
Upon motion by Hicks, second by Vihstadt, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Moody introduced a resolution fixing 7:30 o'clock P.M.,
June 29th,1931, as the time for a hearing on the proposed construction of
a sanitary newer commencing at the center of the intersection of Eighth
Street Southeast and Eighth Avenue Southeast and running westerly along the
center line of Eighth Street Southeast .for a distance of 188 feet, which
was read.
Upon motion by Vihstadt, second by Dallman, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle

declared the said resolution duly passed and adopted.
A.derman . Vihstadt introduced the following resolution, which was
read:
ifwH REAS, It is the desire of the Board of Park Commissioners to
have the services of a Special Policeman at Mayo Park during the period
June 16th, 1931, to October 31st, 1931, inclusive, and
WHEREAS, Budget 'appropriatiftns have been made into the General fluid*.
of said City for payment for suchserviees at the rate of 1140.00 per month,
which levy was made prior to the adoption of Civil Service for the Police
Department of this City, and ,now it is t �& desire of the Board of Park
Commissioners that they have these funds for payment to the person designated
to furnish this service;
SO THEREFORE, Be it resolved by the Common Council of the City of
Rochester, Minnesota: That the sum of 8630,00 is hereby appropriated from
the General Fund of said City and, from the budget division for the payment
of Patrolmen, and it 15 hereby ordered that the said sum be paid to the Park
Improvement Fund of said City for use in paying for police service at Mayo
Park during the period above mentioned,
The Mayor and City Clerk of said City are hereby authorized and
directed to draw a warrant upon the General Fund for the said sum and make
transfer accordingly."
Upon motion by Hicks, second by Amundsen, that the said resolution
be adopted as read, and all voting,in favor thereof, President Liddle
declared the said resolution duly passed and adopted,

Alderman Hicks suggested that the League of Minnesota Municipalities
be invited to hold their 1932 convention in this City, and upon motion by
Hicks, second by Vihstadt, such City officials as attend the League conven-
tion at St.Cloud, Min;:iesota, June 17th, 18th, and 19th, 1931, be and they are
hereby delegated to act as a Committee for the promotion of the 1832 conven-
tion for Rochester, Minnesota.

Upon motion by Hicks, second by Amundsen, the City Clerk was instructed to i

request of the Chamber of Commerce'that they extend an invitation to the League of
Minnesota Municipalities for the holding of their 1932 convention in this City.
Alderman Dallman introduced a resolution appropriating $314.34 from the
Fire Prbbettion Fund and ordering payment made to Nelson Tire & Radiator Service
for furnishing two 24 x 825 heavy duty tires and tubes and two 24 x 975 heavy duty

tires and tubed for use on the Seagrave pumping engine, which was read. i
Upon motion by Miller, second by Amundsen, that the said resolution be

adopted as read,and all voting in favorthereof, President Liddle declared the said
resolution duly passed and adopted.

lower mill property oter to the Board of Park Commissioners for their administration
and use as a part of the -park systems and upon motion by Vihstadt, second by
Amundsen, this was referred to the Public Grounds Committee with indtruetions that
they confer with the North Rochester Improvement Association to get their views on
the subject.
Upon motion by Amundsen, second by Miller, the City Engineer was authorized

to rent the first floor ol' the Kennedy property at No.10,Third StrF:et Southwest
for the use of his department until October 1st, 1931, at a rental of $33.33 per

month.
The City Engineer explained the great necessity for repair of the sludge

drying beds at the sewage disppsal plant, and upon motion by Vihstadt, second by
Miller, he Vas authorized to secure the necessary labor, materials, etc., and
regravel or resand the said sludge drying beds.
The official bonds of Richard G. Nietz, George E. Rohde, Edward J. Siem,
Enoch J. Dison,

and Harry N. Tompkins as Patrolmen, with the Fidelity & Casualty Com_-.any of New
York as surety thereon in the amount of $500.00for each of the said persons; the
off idial bond of Ludwig J. Ranfranz as Jail Guard, with the Fidelity & Casualty Com-
pany of new York as surety thereon in the amount of $500.00, and the official bond
of Louis J. Claude as Captain of Police, with the Fidelity and Casualty Company
as surety thereon in th• amount of $,,D00.00, were each read, and upon motion by
Vihstadt, second by Miller, the said surety was accepted,for_.each case, the said
bonds were approved and it was ordered that the same be placed on file.
Mr. Owens of Ha -Ins & Owens, agents for the surety company writing the bond
of Thomas E. Slatterly as Captain of Police, explained that this bond has been
returned for correction and they expected it back by special delivery by June 13th,
1931, at which motion by Hicks, second by Vihstadt, carried that the bond of

I� Thomas E. Slatterly as Captain of Pollee be accepted and approved as of this
date.(The said official bond of Thomas E. Slatterly arrived:Jdne 13th,1931,
and was presented to the City Clerk on that date; the surety thereon being
the Eagle Indemnity Company of New York, in the amount of 1.1,000.00.)
Upon motion by Hicks, sedond by Vihstadt, and all voting in favor
thereof, Don E. Postier, Building and Electrical Inspector, was appointed,
as Plumbing Inspector also, he to hold office until the second Monday in
April, 1932, unless sooner removed, as provided by 1%w, which appointment is
in compliance with ordinance No.434 of the City of Rochester, Minnesota,
which makes provision that one person shall hold the office of Building
Inspector, Electrical Inspector, and Plumbing Inspector.
Don E. Postier asked for an addition of t400.00 to his present

annual official salary of 12000,00 making the total annual salary to be
$2400,00 for his services as Building Inspector, Electrical Inspector and
g,lumbing Inspector,but no action was taken on his request for increase of
salary.
The f ollowigg recommendation was read and President Liddle ordered
that the same be placed on file:

Gentlemen:
The Public Grounds Committee recommends that the City
Scale now located at ~thv west side of the City Hall be moved and
installed at the curb line of the north side of Sixth Street
Southwest at approximately in line with the west end of the ramp
at the ,rear of the new Fire, hall on South Broadway.

Upon motion by Hicks, second by Miller,.respeetful request was made
of the Mayor that he issue emergency authorization that the Public Grounds
Committee be authorized to secure the necessary labor, materials, etc., for
the moving to and installation of the City Scales at the location mentioned
in the above recommendation,
Upon motion by Vihstadt, second by Dallman, the City Engineer was granted
a leave of absence during the period June 20th,1931, to June 23rd,1931,inclusive.
Upon motion by Vihstadt, second by Moody, the Common Council adjourned to
7:30 o'cbock P.M., on June 29th,1931,
