Minutes of a regular meeting of the Common Council of the City of
of Rochester, Minnesota, held in the temporary City Hall in the second floor of
the Chamber of Commerce Building in said City at 2:00 o'clock P. M. on July
6th, 1931.
Meeting --called to order by President Liddle,
Roll Call: Present: Liddle, Amundsen, Hicks2 Miller, Moody,
Vihstadt, Absent: Dallman.
The report of the Health Officer for the City Farm for the month
of June, 1931, showing receipts in the amount of $1143.56, disbursements
$564,96, and a $565,25 balance on hand, was read, and President Liddle ordered
that the same be placed on file,
The report of the Clerk of the Municipal Court for�•the week ending
June 29th, 1931showingcriminal fines collected M.N. Civil Swrwtm fees
received $12.70, court costs charged to Olmsted County 7,35, and fines
collected due to Olmsted County $20,85, was read, and President Liddle referred
the said report to the City Attorney.
Upon motion by Vihstadt, second by Amundsen, the::sun of �20.85 was
appropriated from the General Fund and it was ordered that the said sum be

paid to Olmsted County, Minnesota for local Municipal Court ines collected
due to Olmsted County, Minntsotaa
The report of the City Treasurer for the month ending June 30th,

1931 showing $419943,i as being on hand, was read and President Liddle
ordered that the same be placed on file,
The applications of Kai Irl Bonser,I Elgie Keith, Walter A. Mayhood,
and Orvan C. Melby for licenses as soft drink dealers were each read and upon It
:notion by Miller, second by Amundsen, the licenses were granted.
The application of Helen' Parker, Caretaker of Witherstine Property,
for a ten day's vacation to start July 9th, 1931/was read and upon motion by
Vihstadt, second by Moody, such vacation was granted.
Alderman Dallman came in at this time and took his Chair.
The following communication was read and President Liddle ordered
same to be placed on file:

Police Civil Service Commission.
The following recommendation was read and President Liddle referred
the same to the Fire Department Committee:

A petition asking that calcium chloride be placed on Ninth Street
Northeast between Broadway Street North and Second Avenue Northeast during
the season of the -year 1931 was read and upon motion by Miller, second
by Dallman, the City Engineer was authorized and directed to secure the
necessary labor, materials, etc,, and cause calcium chlorides to be placed
on said part of Ninth Street Northeaster

Gentlemen:- j
The Central Heating Committee, of tke Chamber of Commerce,
has made a thorough study and investigation of the proposed
central heating line; to be run froin First Street, N.W:, to Fourth
Street, S,W., through the alley between Broadway and First Avenue
West,
The Committee has found nothing but enthusiasm for this
proposed project, as well as a general sentiment that now is the
logical time to extend the central hating system because of the
construction of the new city hall,

The Chamber of Commerce through it t s committee, wishes to
urge that the Common Council and the public Utility Board proceed with
this project as rapidly as possible.
We wish to be of assistance in any way possible in
bringing this project to completion.

to March Slst, 1933�be returned to h regardless to the fact that he did not
make a contract for this rental and operation and did not furnish the surety
bond required in the proceedings and advertisement;
Upun motion by Hioks, second by Amundsen, the City Clerk was
instructed to charge off the book valuations of the C4*r Hall and Public
Comfort Station together with the depreciation reserver acoumulated for these
buildings,
The following claim against William R. Jones, City Scavenger, was
read, and President Liddle ordered same placed on file:

policeman for duty upon the Tennis Club grounds in the Northwestern paft

by Amundsen, the same were allowed and the Mayor and City Clerk were author@-

Alderman Dallman introduced a resolution appropriating 1297A24 from k
the General Fund and ordering payment made to Julius, J. Reiter, Mayor, for
use in his Mayor's Contingent Fund, he to properly account for the disburse-
ment from 'the same, %h i ch was read.
Upon motion by Dallman, second by Amundsen that the said
resolution be adopted as read; and all voting in favor thereof, President
Liddle declared the said resolution pas ed and adopted,
Alderman Dallman introduced the following resolution, which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
` That the sum of +!,2400*00 be and the said sum is±thereby appropriated
from the Park Improvement Fund of said City and ordered paid to Mabelle C. Webbir
George M. Stebbins, Vi.lda A. Stebb�ns, Dorothy McDougal, and Edgar Be McDougal
for July 1,1931)paVnt on the so-called Stebbins Property being a part of
Block W in they Original Plat and interest thereon to July lst,1931 in
accordance with contract for deed executed September 27th, 190W.

lending July 3rd, 1931, which was read.
Upon motion by Amindsen, second by Moody, that the said

Alderman Vihstadt introduced a resglution appropriating ,
11761.31 Prom the Permanent Improvement Revolving Fund and ordering payment
to theiVeneral Fund for return of temporary transfer, which was read.
Upon motion b Vihstadt, second by Moody, that the said resolution
be adopted as read, and al voting in favor thereof, President Xiddle
declared the said resolution duly passed and,adopted,
Alderman Amundsen introduced the following resolution, which was
read:
"Be.it resolved by the Common Council of the City of Rochester,
innesota:
That the sum of 1606,63 be and the said sum is hereby appropriated
From the Fire Protection Fund of said City and ordered paid to American -
La France & Foamite Industries, Inc. for crank shaft assembly, crank case
lssembly, connecting rod bushings, Piston ringg gas aline tank assembly, etc.

Alderman Hicks introduced th4 following resolution, which was read:
"WHEREAS, a recently adopted ordinance has made provision for the
inspection of plumbing, the licensing of plumbers, the payment by them of a
license fee, and the payment by them of a fee for inspection of work and
IV I REAS, Din E. PoBtier has been appointed Plumbing Inspector under the
ordinance which provides that tie, offices of building inspeobdr, electrical
Inspector, and plumbing inspee shall be held by one person and
WHEREAS, It is deemed that the added duties of Plumbing Inspection
entitle the said Don J� Postier to additional salary during the balance of the
present official year and it has been agreed that as this additional compensation
he shall receive such plumbing inspection fees as may be paid into his office
ypc:to the sm of 3300.00 after which such inssection fees as exceed the 8300,00
shall be paid into the City Treasury, the said 1300-.00 additional compensation
being on :the bas js of �3400,00 per::.vyear, there being nine months of this official �-c
year remaining,
SO THEREFORE, Be it resolved b the Common Council of the City of
Rochester, Minnesota: That Don E. Poatier, Building Inspector, E1 eetrical
Inspectbr, and Plumbing Inspector be allowed 0300*00 as additional salary for the
balance of this official year in payment for his extra duties as Plumbing
Inspector, he to receive such ''k&)0.00 through the collection of Plumbing
Inspection fees,jhe same to be paid into the City Treasury on the first day
of each month for those collected in the preceding month and at the first
Council meeting thereafter the same to be appropriated t6p his order, he not -
to receive more than 1360.00 from these fees for the balance of this official
year, and he not to receive that amount if the Plumbing Inspection fees do
not equal that sum, or in other words he is to receive such plumbing inspection
fees as may pe collected during the balance of this official year up to 1300.00."
Upon motion by Miller, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly "Peed and adopted.
Alderman Hicks introduced the following resolution, which was read:
"',VRREAS, the Common Council of the City of Rochester., -Minnesota,
deems it' expedient and', necessary that a sewage lift station be constructed.
in the gity of Rochester and finds that it is necessary to obtain a tract of
real estate for the said purpose, and;
�IHEREAS, the committee appointed by said Common Council to investigate
the said matter and make a report thereof has reported that the tract best
suited for the said purpose cannot be acquired by purchase at what is considered
a reasonable price and figure;
Therefore, Be it' .q:nd it is hereby resolved by said Common Council:
That a sewage lift station be constructed in said city of Rochester and
that the following described land situate in the City of Rochester, Olmsted
County, Minnesota, be obtained and condemned by said City of Rochester for the
aforesaid purpose, a description of said premises being as follows, to wit: .
Lot 28 in Block 7 of Sunnyside Addition to the City of Rochesterd
The City Attorngy of said City is hereby directed to prepare such
resolutions and take such steps as may be necessary for the purpose. of condemning
said premises and vesting the title thereto in the City of Rochester, Minnesota."

Therefore, be it and it is hereb;V. resolved by said Common Council:

That the following described tract of land in the City of ,Rochester
County of Olmsted and State of Minnesota be and the same it hereby condemned
e,nd taken for the said City of Rochester for the said purpose, to wit:
Lot 28 in flock 7 of Sunnyside Addition to the City of Rochester,
iinnesota.
Be it and it is hereby further resolved by said Common Council:

IMThat all of the right, title and interest In and to the said tract
of land above described be and it is hereby condemned for the use of the
City of Rochester, Minnesota as and for a site for the construction of a
sewage lift station.
Be it and it is hereby further resolved:
That Wright L. Toogood of the First Ward of -said City,
John M. Norton oft;the Second Ward of said City .
and Otto W. Riess of the Third Ward of said City, three
isinterested freeholders and qualified voters of said city of Rochester,
inn esota, be and they are hereby appointed Commissioners to view tbessaid
and above described and assess the damages which may be occasioned by said
ondemnation and taking of the said property for the use of said City of
ochester for the said purposes.
The City Clerk is hereby directed to notify the said c®mmIdsioners
ppol.nted herein, to be and appear at the .office of the City(Clerk in his
emporary offices at Room 204, Union National Bank .Bldg. in said City, at
uch time as he may designate, for the purpose of qualifying and entering
pon the duties of their offices as such" commissioners."

Upon motion by Hicks, second by Dallman, the City Engineer was
nstrueted to prepare plans, profiles, specifications., and estimate of cost
or the construct4i.on of a sewage lift station on Lot 28 in Block 7 in
5unnyside Addition*
Upon motion by Miller, second by Amundsen, the City Engineer was
instructed to secure the necessary labor, materials, etc. and repair the
'paving on Second Street Southwest between First k.Venue Southwest.. and EleventV%
AVvnue Southwest .
Upon,motion by Amundsen,; s.e,eond.by Dallman,the, City Engineer was
authorized and directed to secure the necessary labor,materials,ete. and re-
pair the paving on Fourth,Street'Southeast,between Broadway Street Booth and
Eleventh Avenue Southeast,espeeially at the bridge over Bear Creek.

Upon motion by Vilistadt4i second by Hicks, the City Engineer was in-
rueted to clean up the City Warehouse grounds, acid junk or sell all obsolete
hinery and old iron.
Upon motion by Hicks, second by Amundsen, the Purchasing Committee
Captain Claude were authorized to purchase "Traffic Buttons" for use in
esignating traffic routings when provision for .inside left turns beeondes
ffective.
The following recommendations were read, and President Liddle ordered
to be placed on file:

Gentlemen:
The Fire Committee and Chief of the Fire Department recommends
that a six or eight inch water main be installed from the corner of
4th St. S. E. and 1st Place to the corner of 5th St. and 1st Place
B. E. and that a hydrant be installed at the last mentioned c,,rner
as the district at said point is In need of6additional fire protection,
the present hydrant being inadequate for said purpose.

Upon motion by Miller, second by Amundsen, the Public Utility Board
re instructed to provide that a six inch or an eight inch water maw;' be in-
