Meeting; called to order by President Liddle.

Upon motion by Dallman, second by Vihstadt, the minutes of the meetings
held on July 6th, 1931 a_;.,d July 13th, 1931 were each approved.
The report of the Clerk, of Municipal Court for the week ending July
21t►hl, 1931, showing criminal fines collected ��03.80, civil fees received �4.25,
lay, 1931 local Municipal Court fees received from Olmsted County `*60.060
court costs charged to Olmsted County 1,11.10, and fines collected and remitted
d irect to the State Treasurer $200,400, was read, and President Liddle referred the
same to the City Attorney.

Criinty I-kisiness Men's Association and Autodobile Club has peen makinIg
a study of the narking and ,traffic regulations in effect in Rochesterq
The purpose of this committee is not to try to dictate, but rather
to co -overate with and assist the Council and th.c Police department j
in worki_nrr out, a plan or system that will be a benefit, to the most
people ar)d to business in oxr city.
'Phe Committee is well pleased with the work that has been done
so far this year. The new traffic si,mals are working satisfactorly
and the two hour parking regulation has relieved the congesti onx to
a great extent,
A letter is'to be sent by the Committee to all employers
askinif them to keep their cArs and the cars of their employees out of
the restricted area, especially on Saturday evenings. We believe that
this will help solve a serious problem of -parking in our bustriess dis-
trict, aild will perhaps postpone the time when the two hour Parking
regulation will have to be extended for Saturday night.
®ther things that the Committee has considered are as follows:
Extension of restricted narking area,
lsliminr,tion of some of the prohibiLted parking spaces.
Chs,n;e from dingo-nal to parallel parking on soLie streets.
Alley parkin.a. regulation to be strictly enforced.
An ordinance regulating the width of driveways for n_ublic garages and
filling stations.
A.i ordinance prohibiting all night -narking r:n the paved streets. !
Cleaning of streets during the night.
The.extensi.on of 2nd Street N. W. to c nnect with new Highway #20,
iv 1n; as another entrance and exit to the north and vest. I
'!'he elimination of Curb and Boulevard signs.

A number of these suggestions need a Great deal of study, and
the conLllittee offers to assist in arty- way possible.

No. 20 is completed into Rochester from the north and it is our
desire to operate ovEor this highway. We would a. preci4e
your advising us what route you would prefer to have us take
after leavi,�g State Highway No. 20 to reach our bus depot
at 19 West Center Street.

A petition headed as follows, signed by forty-six local residents
was read, and President Liddle ordered that the same be placed or. file :
"We, the undersigned citizens of the City of Rochester hereby
petition your honorable body to revise the parking reg1zlatioiis relating
to power vehicles so as to relieve the pressure now existing against
t the country 'people who come to Rochester to do their trading. As
matters now stand there{ is double parking on principle business streets
every Satufday evening which is not only inconvenient but dangerous.
In some manner more free parking space should be provided and a longer
parking period allowed. Unless some measure is taken to relieve
the situat ion, there will be p, large falling off of outside trade. Many
fa mers have Made the threat of quitting. Rochester unless some relief
is had.
Dated this 24th day of July, 1931."
William Manss'and Charles Logue were before the Coon Council
relative to reimbursement, in that some seventeen years ago, they laid
a private water main to which other consumers have been connected, until
now the capacity of the pipe is not sufficient t , meet the demand, with
consequent necessity for them to make conne ction with the recently laid
City owned water main on their Avenue, they .expecting to be refunded the
cost of making this service connection, and President Biddle referred
their request to the Water Committee.
The following cr-pies of resolutions passed and adopted by the
Public Utility Board, were each read, and President Liddle ordered that
the same be placed on file:
"Be it, and it is hereby resolved by the Public Utility Board of
the City of Rochester that the Honj Common Council of the said City be and
is hereby requested to authorize the said Board to enter into a contract
with the Pitometer Company of Chicago, Ill., employing the said Company

to conduct a "pitometer water waste survey " of our water works system at, a
price of ten cents per thousand gallons of w-,,ter waste found extending over a
period of one year with a maximum payment of TWENTY PT_ �E HUNDRL?D DIT.T.,APS

Rev. A. R. Zick was present and asked for information as to what
the local water loss is, a :d was answered by Carl W. Oesterrei.ch, President
c - ,t of the Pu;)lic Utility Board� that the loss is approximately
45;1) between that pumped and that which is metered, after which Rev. Zi.ek
carried oh a di.seusslon that this survey should be matte by Water Department
employees or those of the City Engineer's Departmeht� with the aid of a pitometer,
.which costs about 1"100.00, while ,Mayor Reiter supported the request of the Public
Utility Board for al.ithority to tinter into contract with the Pitometer Company
for this service.
Alderman Dallman introduced the following resolution, which was read:

"Be it resolved by the Common Council of the City of Rochester,
'Minnesota:
'What the Public utility Board of the said "Jity, be and the said Board
is hereby authorized to enter into contract with. the Pitometer Company of
Chicago, Illinois, employing the said Company to conduct a "Pitometer Water
Waste Survey" of the local water works system at a price of ten cents (.10)
per thousand gallons of water waste found, extending over a period of one year,
with 0';2500.00 to be the maximum. payment for their services.
The amount, of the bond to be given by the said contractors is hereby

be ado.ted as read, and all voting in favor thereof, except Alderman Moody and

The Minnesota Department of Health is making an in—
vestigation of tourist camps thrdughout the State 'for the purpose
of ascertaining what they have in the way of sanitary facilities,
and of advising those in charge with regard to improvements if
unsatisfactory conditions are, found. An investigation was made
of your camp on July 18, and we are pleased to report that our
representative, who ,made the investigaticn, found that it was
equipped and maintained in a satisfactory, Sanitary condition.

The following, recommendations were reed, and President Liddle
ordered that the same be placed on file:

Gentlemen:
The Fire Committee and the Chief of the Fire
Department reeomnend the purchase by the City of Rochester for
the Fire Department of a quadruple service truck, consisting
of at least one 750 gallon pump., and 1000 foot hose body,
235 to 250 feet of ladder and one turret nozzle. In addition
to the above mentioned equipment there .should also be in-
st'alled as part thereof an 60 gallon booster tank and other
minor equipment necessary for the prober operation of the
truck. 4 We have given this matter considerable thought and find
that the probable cost of such a truer as we have in mind
would be in the neighborhood of $12,000.00
We feel th--t we cannot urge upon the Council too
strongly the inuiiediate necessity of the Jurchase Of this
added equirment,

The Sewer Committee and the City engineer beg to urge that
the matter of c(--nstruetion of the Sewage Lift tn. Southeast Rochester,
together with the outfall and trunk lines, be contracted for as
soon as may be, for the reason that the ground water at the present
time is at Elevation 81, 00, or 7 ft . below the surface of Third
Avenue Southeast; the present dry excavation amounts to 374.3 cubic
yards, estii-uated at 60 cents per cubic yard.
Shculd the work be further dela-red as it has been at one
true, there Is the possibility that the 374.3. cubic yards may be-
c(lf:ie viet excavation at an increased cost of "-?1.40 per cubic yard,
oral an extra cost of `"424.02.
Also) the items of 383 ft. of 10" Pipe Sewer will be affee-
,tcd in like manner, in the event, of a. wet period.

from the New City Hall Fund and ordering payment made to Cleveland
Wrecking Company of Minnearolis, Minnesota, for the wrecking and
removal of the Old City Hall, and the Public Comfort Station, under
contract, which was rend.
Upon motion by Amundsen, second by Moody, that, the said resolution
t`c adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted,
Alderman,Hicks introduced a resolution appropriating '5219.40 from
the General Fund, and ordering payment made to Rochester 'Morning Journal
for official publications'and printing during July, 1931, which was
read.
Upon motion by Miller, second by Hicks, that the said resolution.

rolls for labor during the period of the weeks ending July 17th, 19310 and
July 24th, 1931, which was read.

Alderman 'Miller introduced the following resolution, which was read:
"WHEREAS, The germs ral taxes and special assessments agair_st lots
2,3,6,7,10,11,14,15,18,19,24,25,26,27,28,29,30,31,52,33,34,35, and 37 in
Madde'As Subdivision of parts of Blocks 25 and 30 in CWVhnings Addition lu ve
become delinquent and are to be offered for sale at the Annual Forfeited Tax Sale
which is to be held commencing August loth, 1931, and

Minnesota, that Vie Board of Park Commissioners of the City of Rochester
Minnesota, make an offer for the purchase of the above described real estate
for an addition to Kutzky Park in said City, thereby reimbursing the special
assessments funds for the expenditures made in the improvement of these i
lots by the appropriation from the Park Improvement Fund to secure the forfeited
tax sale title through which adt ion the City of Rochester, Minnesota, will
have its special assessment account straightened out and have the land in

directed to draw a warrant upon the Palk Improvement Pund, payable to the

of Park CoLwaissioners have made their proposal and in the event that it is

The City Engineer submitted plans, profiles, specifications, and estimas@
of cost fqr the, construction of a sewage lift station on Lot 28 in Block 7 in
Sunnyside Addition, and for the laying of connecting lines, which were considered
by the Common Council.
Alderman .Moody introduced the following resolution, which was read:

office of the City Clerk of said City, the said sealed bids to be received
and opened at a meeting of this Common Council, which is to be held in the
Council Chambers * in the second floor of the Chamber of Commerce Building

Mr. Hutchins, ',tanager of the Cook Cafeteria, asked for permission to
operate a concession stand along the North side of his place of business
during the American Legion Convention, which is to be held during the month j
of August, 1931, and upon motion by Hicks, second by Amundsen, his request wag
referred to the City Attorney.

running thence Northerly alone; the center line of Fourth Avenue Southeast
