" The following communication was read, and President Liddle ordered he same placed on file: "MINNES,OTA RAILROAD & WAREHOUSE COMMISSION St. Paul Au!12, 1931 A. F. Wright, City Clerk, Au City of Rochester, Rochester, Minnesota, Dear Sir: Your letter of August 4th has been referred to the writer for attention. I have been directed by the Commission to acknowledge same and advise that your request will be given very careful consider- ation. DFJ : LT Yours truly, D.F.Jurgensen, Supervisor of Telephones." i 355 l� The Mayor recommended that an appropriation be made for financial assiss- tance to the Railroad and Warehouse Commission in making 9, complete survey and valuation of telephone properties in thisst44-9 ff.:.sueh is possible and that the adve-nce of such funds be tied up with conditions that the Legislature at, Its next session reimburse the City of Rochester, Minnesota, and that if it is not possible to help the cause by local appropriation that a resolution of this Common Council be adopted calling on the Governor to take a hand in the situation and provide for and make staste funds available so that the Railroad and Warehouse Commission can function to the fullest extent in safe guarding the interests of the pebple of the Ste.te of Minnesota. Alderman Hicks came in at this time and took his Chair. The City Attorney ruled that the Charter Of the City of Rochester, Minnesota, prohibit a, appropriations for the purposes above mentioned, and it was suggested that donations be made by local individuals, corporations and ! civic organizations to secure the funds needed if no other arrangement can be made, and stated that he had information from Commissioner Laurisch that the State Budget carries remaining funds sufficient to make the St. Paul, Minnesota, survey and valuation and to complete the survey and valuations at Rochester, Minnesota, which status may have been changed by the Commission consenting to 1 survey the request of the Tri-State 'Company that the valuation/ of the Rochester probably plant. be delayed until the improvement' program is completed, whichA_gQhahged the order edusing Rochester to lose:.. its first place and become third on the list other than St. Paul. Upon motion by Vihstadt, second by Miller, the. City Attorney was instructed to draft a resolution calling on the Governor of the State of Minnesota, that he arrange for state funds that will permit the Railroad and Warehouse Commission to complete the survey and valuations of telephone properties in the State of Minnesota, for action thereon at the next meeting of this Common Council. Gentlemen: It is with the deepest regret that I am compelled to announce that !� the Rochester Morning Journal suspended publication on Au gust 12th. i As the official paper of this city, its suspension necessitates the cancellation of our contract. Business conditions and our decreasing limited capital forced a situation that left us no alternative but to quit business and I wish to take this opportunity to personally thank your Honorable Body for the kind consideration you gave The Journal when it was made the official newspaper. It was an honor to be known as Rochester's Official newspaper and its publisher sincerely appreciated it. " The following communication was read and President Liddle ordered that the same be placed on file: " August 13th, 1931. Honorable Mayor and Common Council, City of Rochester, Minnesota. Gentlemen: The Rochester Post Bulletin hereby agrees to take over and complete according to its terms and conditions the contract for the official printing between the Rochester morning Journal and the City of Rochester. ROCLIESTER PO FT BULLETIN By Clare W. Blakely. " Alderman Moody introduced the following resolution, which was read: "Whereas, the Rochester Morning Journal iris heretofore designated as the official paper of the City of Rochester .for the period ending the first Monday in April, 1932, and Whereas, the said Rochester Morning Journal ceased publication on and with the issue of August 12th,1931 and can no longer publish official notices and reports as required by the Charter of said City, and Whereas, it is necessary that certain notices and reports be published in the official paper of said city, and Whereas, certain projects now under consideration and action by the Common Council of said City require im.iiediate publication, the said projects being the notices in assessment proeeedin�,.s for the construction of a sanitary sewer in Ei r+,ith Street and Ei��hth Avenue Southeast and bid notice for the j repaving of one hundred and sixty-four T164) feet of creosote wood block pave- ment on East Center Street, and Whereas, it is necessary that a newspaper published in the City of Rochester be designated as the official paper of said City, Therefore, Be it and it is hereby rexolved by the Co�iauon Council of the City of Rochester, Minnesota: That the Rochester Post Bulletin be and the sa,-;:e is hereby designated and declared to be the official newspaper of the City of Rochester from and after the 13th day of Aurmst, 1931, in accordance with their written proposal to carry out in full the terms of the Rochester Morning Journal contract with said City. Be it further resolved by said Common Council That -any and all notices requir6d to be published for the construction of the said sanitary sewer and the said re -paving as hereinbefore mentioned be published in the Rochester Post Bulletin instead of the Rochester Morning Journal. rr Upon motion by Hicko, second by Dallman, that the said resolution be i adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed,and adopted. Alderman Miller introduced a resolution appropriatin.r; `"17'.67 from the General Fund and ordering payment made to the Rochester Morning Journal for official publications and printing during the period July 28th 1931, to August 12th,103 1, inclusive, which was read. i Upon motion by Dallman, second by Miller, that the said resolution be j adopted as re d, and all voting in favor thereof, President Liddy: declared the sAid resolution duly passed and adopted. The application of the Wm. T. :.ZcCoy Post 'No.92, American Legion for a public dance permit on Second Street Southeast between Broadway StrE,E,t South and the C.G.W.R.n.Co. tracks for August 15th, 16th, 17th, and 18th, 1931, was road; Alderman Miller introduced a resolution granting public dance permit to the; i Wm. T. McCoy Post No.92, American Legion ,for Second Street Southeast between Broadway Street South and the C.G.W.R.R.Co. ,tracks for August 15th,16th,17th, and 18th,1931, and fixing the fee at 020.00,whieh was read. Upon motion by Vihstadt, second by Moody., that the said resolution be adopted as read, and all voting in favor therefif, President Twiddle declared the said resolution duly passed and adopted. Upon motion by Hicks, second by Dallman, the Common Council adjourned. City Clerk.
