HomeMy WebLinkAbout10-26-1931481 �k k-1 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the second fhoor of the Chamber of Commerce building,in said City, at 7:30 o'cloclf- P.M., on October 26th,1931. Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Hicks, Miller, Moody, Vihstadt. Absent: Dallman. .Upon motion by Vihstadt, second by Moody, the minutes of the meetings 1931, held on October 14th/and October 19th,1931, were each approved. President Liddle announced this as being the time and place fixed for hear I ing on and the levying of special assessments for the repairing of sidewalks and asked if 'there was any; person present who wished to be heard. There was no person present who wished to be heard concerning the charges for repairing of sidewalks, and the City Clerk reported that no written objection to any of the charges for the_-_vepair of sidewalks had been filed. Alderman Amundsen introduced a resolution levying special assessments for the costs of repairing sidewalks, which was read. Upon motion by Amundsen, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said j resolution duly passed and adopted. Alderman Miller introduced a resolution levying special assessments for sidewalks constructed, which was read. Upon motion by Hicks, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolu- t ion duly passed and ad opted . Alderman Dallman came in at this time and took his Chair. The following communication was read and President Liddle ordered that the same be placed on file; "October 26, 1931 `1'o the Honorable Mayor, the President and the Common Council: 7n continuation of'our communication of JJay 22nd on the subject of stream pollution, sewage disposal and industrial liquid wastes, we wish to remind you that: Certain sections of the City have no sewer facilities and have to use septic tanks, cess-pools and privies which may be a possible sourse of stream pollution and contamination, Certain sewers are now too small to handle the sewage from their drainage area; and that the sewage disposal plant is too small to properly handle the sewage without pollution of the river. Certain industrial plants, dairies,ete. have an effluent liquid waste which causes pollution of the river. !' We understand that there is a possibility of you taking some j action at the present time to remedy some or all of the above condi- tions; and we.hear that one proposal is to construct a large Inter- ceptive storm sewer running from the extreme south of the city to the ! ` extreme north emptying there into the Zumbro river; and that it is proposed to put the aforesaid industrial liquid wastes into this storm sewer. I! 'Re wish to remind you that these industrial wastes pollute the !' ttreams and that transporting them to below the city will not lessen the pollution and will no doubt meet with objection from the sanitary districts down stream and the State Board of Health unless they are properly treated before entering the storm sewer or unless a reparate ! treatment plant is provided for all the new storm sewer water. Of course if these liquid industrial wastes are put into the sani- tary sewers it will necessitate the construction of even larger sanitary sewers, and an even larger sewage disposal plant. We, think you should first decide whether or not the City should undertake the responsibility of handling these . liquid industrial wastes and then decide if they can be so treated as to be acceptable In the storm sewers without pollution of the stream. If not t})en they should be handled through the sanitary sewers and enlargement of same ,provided for. Yours sincerely C. H. Mayo, Health Officer i D.C.Lochead, Dep.H.O. it The report of the Clerk of the Municipal Court for the week ending October 19th,1931, showing criminal fines collected �1133.10, civil fees received 45.20, court costs charged to Olmsted County 85.75, fines collected due to Olmsted County 0'317.751, and fines collected and remitted direct to State Treasurer A100.00, was read, and Presddent Liddle refered the same to the City Attorney. Upon motion by Vihstadt, second by Amundsen, the sum of $17.75 was appropriated from the General Fund and it was ordered that the said sum be paid to Olmsted County, Minnesota, for local Municipal Court fines collected due to Olmsted County, Minnesota. Upon motion by Vihstadt, second by Amundsen, the City Clerk was authorized to release the proposals made by the Mack -International Motor ... ruck Corporation for the furnishing of a 750 gallon quadruple pumping, booster, ladder,and hose body engine and equipment, because of the fact was that this proposal_'., not in accordance with specifications. 483 Upon motion by Vihstadt, second by Hicks, the City Clerk was instructed to release to Holt & Perry, Agents, the recently cancelled public liability and proporty damage insurance policy, formerly covering Herman Rahbain in his taxicab operations. A copy of public liability and property damage policy No.A.C.7220 written Iby the Anchor Casualty Compan y covering the Rochester Bus, Incorporated, for the period. ending ! September lst,1932, was laid before the Common Council, and President Liddle ordered I that the same be placed on file. Special ! The appointment by the Mayor of Joseph J. O'Connell as/Patrolman in the Police Department during the period October 24fr,1931, to October 30th,1931, inclu- sive, was read, and President Liddleordered that the same be placed on file. President Liddle referred to the City Attorney the matter of the collection } i of the $7,50 account against the Rochester Morning Journal, which is for expenses of commissioners in condemnation having to hold a second meeting• for notice after 1 error in the publicat-i:onn. of their first notice. Upon motion by Dallman, second by Hicks, the sum of $46,00 was appropriated; from the Park Improvement F'und,and it was ordered that the same be paid to Ruth R.Bernard, for paym®nt of insurance premium on policy No.1020 covering comfort station and bath house in Tourist park for 02000*00 fire insurance. The following certification as to unpaid garbage colleotion service charges was read, and President Liddle ordered that the same be placed on file, and also that the garbage collection scoounts totaling $695.80 be placed on file: State of Minnesota, ! ! County of ,Olmsted, City of Rochester. SS. ! I. Dr. Chas. H. Mayo, Health Officer of said City, do hereby certify that the attached is a list of each and all of the accounts for garbage collection services remaining unpaid on October lst,1931, which accounts are certified to the Common Council of said City for assessment against ! the properties benefitted, as provided for in Ordinance No.382 of said City. " Alderman Dallman introduced a resolution levying special assessments j for the above mentioned :. 695.80 total of unpaid garbage collection service charges, which was read. Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. 4 484 14 r. I;. Upon motion by Hicks, second by Amundben, the sum of f7.50 was appropriated from the General Fund and it was ordered that the said sum be paid to St. Marys Hospital for 3 days isolation of Wm. Kingrey, living at 221 Seventh Avenue Southwest, isolated as a scarlet fever patient. The following certificatd was read, and President Liddle ordered that the same be placed on file: Hon. The rate per M. F.Q.E. Cars, freight paid to Rochester being �,33.82 per M. H. Benik_e and Leo J. Huey, in connection with the City's purchase of their lands at forfeited tax sale August 10th,1931, was made October 23rd,1931, mp.king their right of redemption to expire with the ending of December E1st,1931. Alderman Dallman introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council does hereby assent to and approve the levy of I taxes to the amount of Two hundred eighty six thousand eight hundred twenty five dollars (A286825.00) for gen ral school purposes, made by the Board of Education of School District No.8 of s':i.d City on the 6th day of October, 1931, on the taxable property within said School District No.S." Upon motion by Dallman, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, except A1derwan Vihstadt, who j i voted "NaV" , 'President Liddle declared the said resolution duly passed and adopted. 11 Alderman Miller introduced a'-r.esolution appropriating 1434.00 from the i Street and Alley Fund and ordering payment made to Morse Brothers Sand & Gravel Company for furnishing of sand, being 18.00 for Job 1656, 11414,00 for job 1657, and .$12,00 for Job 1660, which was read. Upon motion by Vihstadt, second by Moody, that°,thbzsaid resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. The application of Geo. E. Stewart for a vacation October 28th,1931, to Novtmber 6rd,1931,inclusive, and f or.the other three days some time in February, i 1932, and the application of John J. Cook for a leave of absence from his duties I October 213th,1931, to Navember 6th,1931, inclusive, were each read, and upon motion I by Dallman, second by Miller, the said leave of absence and vacation were granted. 9U Upon mot _on by Fi cks, - second by Vihstadt ; , the matter of the insuffi �i clent sanitary sewer service for property abutting and near the intersec- �i. ii Lion of Second Avenue Southwest and Sixth Street Southwest, was referred i 11 to the Sewer Committee and the City Engineer, with request that the it ii Mayor serve with this Committee on the consideration of the situation there.
