HomeMy WebLinkAbout10-30-1931491 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the second floor of the Chamber of Commerce Buildinn in said City at 7:30 o'clock P.M., on October 30th,1931. f Meeting called to order by President Liddle. Roll Cell. Present: Liddle, Amundsen, D'allman, Hicks, Miller, Moody, Vihstadt. Absent: None. The application of Leo Erickson for a public dance permit at the Woodman Hall, November 3rd,1931, was read. The following copies of resolutions were each read, and President, Liddle ordered that the same be placed on file: "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Hon. Common Council be and is hereby requested to authorize the said Board to enter into a contract with the General Electric Company for the furnishing, in accordance with plans and specifications and with their bid dated October 28th,1931, of Two 33000 V lightingarrestors, One. Type 2a Outdoor Disconnecting Switch and Seventy Three Suspension Insulators for a total contract price of TWO 511OUSAND SEVENTY SIX DOLLARS AND SEVENTY SEVEN CENTS (,$2076.77) saId Company being the lowest responsible bidder." "Be it and it is hereby resolved by the Public Utility Board of the City o f ' Rochester, Minnesota that the Hon. Common Council be and is hereby requested to author ize the said Board t o enter int o. a c ontract with the Central Stat ion Steam Company of Detroit Michigan for the furnishing, in accordance with specifications and. with their bid dated October 24th 1931-to be shipped as needed, One 250# Size A -One 50*— Size B-Three 750# Size C-Three 1500# Size D-Five 3000# Size E-Four 6500# Size F and Two 12000# Size G CADILLAC STEAM CONDENSATE METERS for a total lump sum price of NIN+'EEN HUNDRED Pllii7Y OWDOLLARS AND FORTY FOUR CENTS (,`a1951.44) said company being; the lowest responsible bidder." j "Be it and it is hereby resolved by the Public utility Board of the City of Rochester, Minnesota that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with the Rochester Ice! and Fuel .Company of this City for the furnishing, in accordance with their specifiea tions and bids dated October 28th 1931, of from 5000 to 17000 tons of 1-2" Wasson or i O'Garra Harrisburg Screenings to be divided and shipped evenly at a price of `,:4.71 per .ton F.O.B. Plant Siding at Rochester, Minnesota -contract for same to be without a wage clause; the minimum amount of the said contract to be23550.00 and the maximum amount of the said contract not to exceed 80070.00 depending upon the needs of the City of Rochester. The appointwent by the Mayor of Geo. Schmelzer as a Special Policeman for j duty upon the City of Rochester, Electric Light Plant property, to serve without pay and to hold office until the second Monday in April, 1938, unless sooner removed, was; re�-,d, and President Liddle ordered that the same be placed on file. The following communication was read, and upon motion by Hicks, second by i Moody, it was ordered that the $1.22 charge against Olmsted County, Minnesota, mentioned therein be cancelled: I "OLMSTFD COTTNTY,MINDTFSOTA DFPARTMPTT OF HIOIRNAYS Rochester, Minnesota October 26,1931. Mr. A. F. Wright,, City Clerk, Rochester, Minnesota, Dear Sir: I have at hand the claim of the City of Rochester in the amount of 11,22 which represents an item of overhead included ina bill presented to the county board for the resurfacing of Third Avenue Southeast, but which item was rejected and not included in the payment for the work. In -as -much -as the county board did not consider the overhead item as a legitimate claim and rejected it when it first came to their attention, it would .seem rather fruitless to continue rendering statements for it. I am sorry that you were not informed before as to this and hope that the above information will clear the matter up. Yours very truly, A. C . Leonard Highway Engineer ." A communication from the Industlial Commission of Minnesota, asking for immediate attention to their orders for placing of guards on the couplings on two clarifiers, one conveyor and one reduction gear at the sewage disposal plant, and for providing of toe boards on four runw4ys at the aerator section of the sewage disposal plant, and that firstaid supplies be prolided for at the sewage, disposal plant, was read, and President Liddle ordered that the communication be placed on file. Upon motion by Hicks, second by Amundsen, Manfert Johnson, Chairman of the local committee for unemployment census, etc.,' wav requeste- to appear as a delegate from Rochester, Minnesota, atthe discussion of building unemployment and relief at the Minnesota Union/on the University ersity of Minnesota grounds November 2n'd,1931. Alderman Hicks introduced a resolution authorizing the Public Utility Board to enter into contract with the Rochester Ice & Fuel Company for the 'furnishing of 6000 to 17000 tons of Wasson or O'Gara: E �! Harrisburg screenings in accordance with their above resolution request, and fixing the amount of the bond to be given by the said contractor at the sum of 080070.00,which was read. Upon motion by Miller, second by Amundsen, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. 0 493 Alderman Amundsen introduced a resolution authorizing the Public Utility Board to enter into contract with the General Electric Company for the furnishing of two 33000 volt lightning arrestors, one type AA outdoor disconnecting switch, and 73 suspension insulators, for a total of 12076.77, and;::fixing the amount of the bond to be given by the said contractor at the sum of t2060.003, which was read. Upon motion by Hicks, second by Dallman, that the said resolution be adopted as -read, and all voting in favor thereof, PresidentT,iddle declared the said resolution duly passed and adopted. Alderman Dallman introduced a resolution authorizing the Public Utility Board to enter into contract with the Central States Steam Company of Detroit, Michigan, for the furnishing of Cadillac steam condensate meters in accordance with their above quoted resolution request, and fixing the amount of the bond to be given by the said contractor at the sum of A1960.00, which was read. Upon motion by Amundsen, second by Vihstadt, that the said resolution be adopted as read, and all voting in favor thereof, President L,iddle declared the said 1 I resolution duly passed and adopted. Alderman Moody introduced the following resolution, which was read: I "Be it resolved by the Common Council of the City of Rochester, Minnesota: m hat the Board of Directors of the "lublic Library be and the said Board is hereby authorized to appropriate `5750.00 from the Library Fund Code 11, for payment and transfer to Code 1 Library Fund, being for the transfer of surplus funds in the first mentioned budget division transferring the same to the last 4ient coned budget division for use in the purchase of periodicals and books. " Upon motion by Moody, second by Vihstadt, that the said resolution be adopted as read, and,all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced a resolution appropriating 0"320.80 from the Park Improvement Fund to the Mayo Trust Fund for payrolls for labor during the weak ending October 23.Ld,1931, which was read. Upon motion by Hicks, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Vihstadt introduced the following resolution,which:was read: "Be it resolved by the Common Council of the' City of Roehester,Minnesota: That the sum of `;�5000.00 be and the said sum is hereby appropriated from the Fire Protection Fund (Code, of. said City aihd_.. ordered paid to Fire Protection Fund, (Code 6), for the transfer of funds levied in the 1930 tax for purchase of e. quadruple pumping,booster,ladder, and hose body engine and equipment, to the budget division in the Fire Protection Fund established for that purpose, The Mayor and City Clerk are hereby authorized and directed to draw a ' warrant for said sum upon the City Treasurer in accordance herewith,and cause said payment to be made." Upon motion by Vihstadt, second by moody, that, the said resolution be adopted as read, and all voting in favor thereof, President Liddle tdeclared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropriating d''293.82 from .f I; the Street and .Alley Fund, Code 9, and ordering payment made to the Street and Alley Fund, Code 1, for the transfer of balance on hand of I II funds for payment of compensation to Fred S. Brown, in that the case has 11 been closed leaving that amount on .hand, which was read. Upon motion by Hicks, second by Vihstadt , that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. �i Alderman Dallman introduced the following resolution, which was i II read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: i'i That the sum of $3867.73 be and the said sum is hereby appropriated � from the General Fund (Code 18) of said'City and ordered p�+,id to the General Fund(Code 20) asIbeing the difference between the sprinkling costs for the y ''j season of 1931 and the assessments levied for sprinkling, treating e,nd I flushing, during the season of 1931, The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City Treasurer in accordance herewith, and cause said payment to be made." Upon motion by Vihstadt, second by Amundsen, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. The claim of Frank Persons,817.25 for extra pay of !%15 per hour 115 houfs October 3rd,1931, to October ?lst,1931, inclusive, being a special ability bonus for his work laying brick in the repdvl. ng of Center Street East, was read, and upon motion by Hicks, second by Dallman, the said sum was appropriated from the Street and Alley Fund and it was ordered that the same be paid to Frank Persons for the purpose stated. Alderman Dallman introduced a resolution granting public dance permit to Leo Erickson for the Woodman Hall, November 3rd::,,lg5l, and fixing the fee at 15.00, which was read. Upon motion by Dallman, second by Amundsen, that the said resolution be adopted as ree.d,. and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. The following copy of resolution passed and adopted by the Public Utility Board, was read, and President Liddle ordered that the same be placed on file: R 495 --------------- ----- --------- - --- ---- -_=-- ---- ----- - --.-- "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with the Minnesota Northern Natural Gas Company for the furnishing of natural gas to the City Light Plant for the period of One year, with optional provisions thereafter as stipulated in the proposal of the said Company -hereto attached, at a price of TWENTY TWO CENTS (22�) ner thousand cubic feet; said Minnesota Northern Natural Gas Company agreeing further to furnish certain materlal installations, as per their proposal, to make possible the use of the said _gas at their own cost. Said contract shall contain all of the stipulations contained in their proposal together with the provisions as further outlined in the attached provi.sj ons s outlined b the Public Utility Board and the said Contract when completed shall a y first be approved by the Hon. Common Council and it's attorney. Be it and it is hereby further resolved that the Public Utility Board does hereby recommend to the said Common Council that the said Company be granted the needed '+ right-of-way in the streets of the said City of Rochester to bring their installation to the City Light Plant as proposed." Alderman Hicks introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the Public Utility Board of said City be and it is -hereby authorized to enter into a contract with the 1.,2innesota Northern Natural Gas Company for the furnishing; of natural gas to the City Electric Light Plant for the period of one year with optional provisions included in the said contract, all as set forth and proposed in the offer of said Minnesota Natural Gas Company to the Public Utility Boards a copy of Which proposal eAd .the resolution. of the Public Utility Board relative thereto being attached hereto for reference. Be it further resolved by said Common Council: 11_'hat the said contract shall be first submitted to said Common Council for its approval prior to the signing, execution and delivery of same to the respective parties thereto." Upon motion by Hicks, second by Amundsen, that the said resolution be except Alderman Moody who voted "Nay", adopted as read, and all voting in favor thereof,/President Liddle declared the said resolution duly passed and adopted. The City Clerk again read the following petition of the Franklin Heating Station, which was heretofore read and filed at a meeting of this Common Council held October 19th,1931: "To the Common Council of the City of Rochester: Franklin Heating Station respectfully requests that you grant to Minnesota Northern Natural Gas Company permission to lay and maintain pipes and mains through the streets of the city of Rochester to the Franklin Heating Station and supply the same with natural gas to be used in its operation. As the season during which the work of laying such pipes and mains may be carried on this year will soon end, we ask that you give this request your immediate consideration so that the plant, may commence to use such gas in the near future. Dated October 19th,1931. Franklin Heating Station, By H. S. Plummer Chairman." I` i Upon motion by Dallman, second by Amundsen, the City Attorney was i Instructed to draft a resolution granting the permission requested by the Franklin Heating Station in the above quoted q petition, and that he have li li this resolution for action at the meeting of this Common Council, which I� is scheduled to be held at 2:00 o'clodk. P.M., November 2nd,1931; all voting in Favor bf--said motion, except Alderman Moody, who voted "Nay". i� Upon motion by Amundsen, second by Vihstadt, the City Treasurer j was authorized to engage stenographic services for the typing, ., etcof the i ;j unpaid sprinkling assessment returns. ' Upon motion by Hicks, second by Moody, the matter of a barricade at the west side of the intersection of Center Street West and Sixteenth Avenue Southwest, was referred to the Street and Alley Committee and the City Engineer with power to act.
