Minutes of an adjourned regular meeting of the Common Council of
the City of Rochester, Minnesota, held in the Council Chambers in the second floor
of the Chamber of Commerce building, in said City, at 1:30 o'clock P.M., November
10th,1931.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Hicks, Miller, Moody,
Absent: Vihstadt:
The Common Council discussed reconsideration of the October 26th, 19319
approval of the 1931 school tax levy:

Alderman Vihstadt came in at this time and took his Chair.
Alderman Dallman introduced the following resolution, which was teed:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the said Common Council does hereby assent to and approve the
levy of taxes to the .amount of three hundred twenty-one thousand, eight hundred
twenty-five dollars 4*3219E12540) for .general school purposes, made by the Board
of Education of School District N0*6 of said City on the 6th day of October, 19319
on the taxable property within said School District Noose

Be it further resolved by the said Common Council of the City of
Rochester, Minnesota: i
That the resolution passed and adopted by this Common Council on
October 26th,119311, assenting to and appro�tin a le of taxes tot amount o
two hundred eighty-six thousand eight hundre& twenty-five cb llars (286825.00 f
for general school purposes he and the said resolution is hereby in all things

repealed. "
Upon motion by Hicks, second by Moody, that the said resolution be
adoptedas read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Hicks introduced the following resolution, wh$oh was read:
"WHEREAS, The Honorable Public Utility Board wishes to use natural
gas for fuel under the boilers of the electric power station of the City of Rochester,
Minnesota and to that end desires the City of Rochester to grant to the Minnesota
Northern Natural Gas Company a permit to lay a natural gas pipe line along, under
!I and through the streets, alleys and public grounds of de city of Rochester, to
connect said City's electric power station with said Company's natural gas pipe line,;
and
WITIEREAS, the Franklin Heating Plant, Rochester, Minnesota, wishes to
use natural gas, and to that end desires the City of Rochester to grant to the
Minnesota Northern Natural Gas Company a permit to lay a natural gas pipe line along,
it under and through the streets, alleys and public grounds of the City of Rochester,
to connect said Franklin Heatin g Plant with said Company's natural gas pipe line;
VEREFORE, Be it and it is hereby resolved that the Minnesota Northern
Natural Gas Company is hereby granted a permit to lay such natural gas pipe line
along, through and under the streets, alleys and public grounds of the said City of
Rochester, from said Company!�s natural gas pipe line system to said electric power
station of the City of Rochester, also to theFranklin Heating Plant, and to own
and operate such natural gas pipe line connections, and to firnilsh natural gas
through said pipe lines to said electric power station of Rochester and to the
Franklin Heating Plant only and to no .other person, partnership, association or
corporat ions except with the written permission of the Common Council of the City of.
Rochester.
I; Be it further resolved by said Common Council:
That the location of said connecting; pipe line shall be along, throuJJ
and under such streets, alleys and public grounds as may be determined, approved
j' and allowed by the Common Council 11. the City Engineer:.°4f said City of Rochester,
and the manner and method of constructing said line shall be subject to the approval
of the said City Engineer:
Be it further resolved by said Common Council:

That this permit cannot be assigned save and except to the City of
i': Rochester and it is expressly granted subject to the rirrht of said city of
!Rochester, in the event it undertakes the distribution of natural gas, to acquire,
! own and operate the said connecting pipe lines constructed hereunder.

Be it further resolved:
That b)r the laying of the said lines the Minnesota. Northern
Natural Gas Company hereby accepts all of the terms and conditions of this
resolution and by the 1Fying of the said lines specifically waives any and
411 objections to the terms and conditions hereof.
Upon motion by Hicks, second by Amundsen, that thesaid
resolution be adopted as read, and all voting in favor thereof, except Alder-
man Moody, who voted "Nay", President Liddle declared the said resolution
duly passed and adopted.
Upon motion by Vihstadt, second by Hicks, thwCob3mon
Council adjourned to 7:30 o'clock P.M., November 16th,1931.
