Keeting called to order by President Liddle. ]toll Call. Present: Liddle, Amundsen, Dallman, Hick., Miller, Moodys Absent: Vihstadt; Alderman Vihstadt being absent on account of the illness of himself. The following communications were read and President Liddle ordered that the same be placed on file: "TO THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINNESOTA Gent 1 ement After data has been submitted 'by the company' engineers studying the conditions existing in Rochester, Minnesota, the company recommends the following route for the pipe lines to serve natural gas to the Municipal Electric Plant also to the Franklin Heating Plant: Commencing at the border regulator station to be located immediately west of llth Street, and north of the intersection of said Street with the Chicago North Western Railroad, a 10" line should be carried along the side of the said street southward to a point opposite loth Street, running between Conley's Addition and Meyers Re -Sub -Division, thence eastward along the south side of 5th Street to John Street, thence southward along the west side of John Street to 8th Stree , thenoe , eastward aloeig either the north or south side of said 8th street pntrfere the trip Block 9 toaa point oi t immeuiatesyo south of the Municipa E ecttric ++ lly h wn by the red line designating such proposed 10" line on this attached plat of said City of Rochester. In the event the line to the Franklin -Heating Plant is to be a branch from above 10 line to the Mtlnioipal Electric Plant, then the company wouldreeommend that an 8" line take off' from above 10" line on 4th Avenue and be carried southward aloe the west side of said 4th Avenue to 3rd Street, thence eastward along the north side of said 3rd Street to the alley in Block 18 of Rochester Addition, thence northward in said alley to the Franklin Heating Plant. "TO THE COMMON COUNCIL.OF THE CITY OF .ROCHESTE4 MINNESOTA Gentlemen: The Franklin Heating Plant, Rochester, Minnesota can be reached by carrying aline from the Company's main line just north and west of the intersection of the Chicago North Western Railroad with the public highway known as State Highway No.20 and U.S.Highway No.559 thence southward along the west side of said public highway and outside of the city limits and beyond the new belt line highway along the west, southwest and southern side of City of Rochester, and remaih3rig without the city limits to a point just south of such belt line road and west of its intersection with Zumbro River. From this point an 8" line could brost above belt line highway and run thence northward along the east side of Glencoe Street to its intersection with.9th Street, thence northeasterly along the angling public street known as , to intersection of 7th and 4th Streets, thence eastward along north side of said 7th Street +ten 2rd Avenue SW,, thence northward 'alone the we^st side of 2nd Ave- nue SW to 6th Street; thence eastward along the north side of 8th Street to the alley in Block 1 of Rochester Addition thence northward throe .h the alley in said Block 1 and crossing 2nd Street ana northward throw �;h the alley in Block 8 of said Rochester Addition and crossing 4th Street and northward through the alley in Block 11 of said Rochester Addition and crossing 3rd Street and through the alley in Block 17 to the Franktin HeatW. To bring the 8" line into the Franklin Heating*, Plant from!, the south, will require, approximately, .6 of a mile more construction within the city limits, and on account of building the Company's line around the west southwest, and south sid44 of the oitg, such route will require more time to reach taid Franklin Heating Plant. Stich route will carry the pipq ne though less of the built up portion of the city. About two and one-half 2i blocks of alley paving] must be cut. Bringingg ;n the 8" line to the Franklin HeatingPlant as a brunch off t _.e IO line to the Municippal Electric Planwill require more construction. within the built up portion of the city, but will be .6 of a mile shorter and permit completion of the construction at an earlier date. Be itribhe resolved th t .the resolution antinhpr0V6d certain rights to said Minnesota Mort ern Natural ass Company, adopt�ff and on November 10th919319 be, and it hereby i s s repealed and rescindedii Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof except Alder- man Moody, who voted "Nay", President Liddle declared the said resolution duly passed and adopted* 5i_7 Upon motion by Hicks, second by Amundsen, the City Attorney was instructed to draft a resolution providing for a route for the natural gas line !i within the City of Rochester, Minnesota; the route to the electric light plant to 1i G be over Eleventh Avenue Northwest, Fifth Street Northwest, Eighth Avenue Northwest 11 i and Third Street Northwest and Northeast, as set forth in the above quoted communi- cation, and the route to the Franklin Heating Station to be over the so called South- ern route, running across Soldier Field, Seventh Street Southwest, the alley in Block 889 Original Plat, Sixth Street Southwest, and the alley in Blocks 1, 8, 119 and 18) all voting in favor thereof except Alderman Moody, who voted "Nay". Dr. H:. A: Meehan was before the Common Council with request that he �be allowed to move the so-called Trost house from its location at Third Avenue Southeast and Twelfth Street Southeast along trunk highways Nos. 79 and 20 around the Il south and west part of the City to a location on Center Street West, with out being required to furnish the $25,000.00 bond to indemnify the City of Rochester against claims for damages that the moving of the said building might cause, and President Liddle referred his petition to the License Committee and the City Attorney for their - consideration and recommendation. j The City Engineer's trial b>•lence tor October919319 was laid before i the Common Council and President Liddle ordered that the same be placed on file. The report of the Building and Electrical Inspector for the month of October 19319 showing building inspection fees collected in the amount of $53,00, (i electrical inspection fees collected in the amount of $11,809 was read, and President r. Liddle referred the same to the Finance Committee. s�= I The report of the City Engineer for the month of Oetober91931, showing expenditures from the General Fund for labor in the amount of $351.669from the Street and Alley Fund, $3590.189from the Sewer Fund 0386.43, and from the Bridge Fund $4.95, was read, and President Liddle ordered the same placed on file. ..'the application of the Yellow Cab Company for transfer o.' their. taxicab license No.3 from covering a 7 passenger Cadillac bearing State license �i No.B.182594 to cover a 7 passenger Cadillac bearing State license No.B.182605,was read, and upon motion by Miller, second by Amundsen, transfer was granted. ; The application of Lo A. Fellows, for a public dance permit at the Armory November 27th, December 5th, 8th, 12th, 17th, and 25th, 19319was read. The following copy of resolution passed and adopted by the Public !I Utility Board was read, and President Liddle ordered that the same be pladed on filer "Be it and it is hereby resolved by the Public Utility Board of the I- City of Rochester, Minnesota that the Honorable Common Council be and is hereby requested to authorize the said Board to enter into contract with the H. & H. Electric Company of Rochester, Minnesota,for the furnishing of all labor and materials, as specified in the specifics ions for -the festoon lighting, for the sum of EIGHT HUNDRED AND EIGHTY DOLLARS. Upon motion by Hicks, second by Dellman, the City Clerk was instructed to draw a resolution fixing the first hearing on the sanitarr.., sewer mentioned in the above recommendation, for action at the next meeting of this Common Council. Upon motion by Hicks, second by Amundsen, the City Attorney was instructed -to draw theproper instruments for .the acquisition of the right of way for the above mentioned sanitary sewer Across the Dexter and Eaton properties, and that lie also secure an agreement, trgm the owners of the properties benefitted that they will paq the assessments for the costs although the routing is across private property. �I Alderman Dallman introduced a resolution granting public dance permit to L. A. Fellows for the Armory November 27th, December 5th, 8th, 12ths 17th, and 25th,1931, and fixing the fee at $3b.00, which was read. i Upon motion by Hicks, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof,.President Liddle declared the said resolution duly passed and adopted. Upon motion by Moody, second by Miller, that the said resolution be adopted as read, and all voting in favor thereof, President, Liddle declared the said resolution duly passed and adopted+) Alderman Dallmn introduced a beoolu�ion appropriating $861.12 from the New City Hall Fund and ordering payment made to the Van Dorn Iron Works Company for estimates Nos. 1 and 2, on contract for the furnishing and installation of jail equipment for the new City Hall, which was read. Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Hicks, second by Amundsen, and all voting in favor thereof, the Burns & McDonnell Engineering Company of Kansas City, Missouri, were retained under their $2750000 proposal made October 3191931, for a complete i survey and -report on the local sewage system and sewage disposal plant, and the City Clerk was instructed to wire the said company aocordinglyj with request that they commence work at once. Upon motion by Hicks, second by Amundsen, the Common Council adjourned to 7:30 o'clock P.M., November 23rd91931.
