Meeting called to order by President Liddle:
Roll Call. Prebent: Liddle, Amundsen, Dallman, Hicks,
Miller, Moody, Vihstadt Absent: None.
This being the time and place fixed for the opening of
Proposals for the purchase of $75,000 00 City of Rochester, Minnesota,
4" Improvement Bonds, the proposal of the First Securities Corporation
of St. Paul, Minnesota, was opened and read; the said concern offering to
pay par and accrued interest to date of delivery for the said Jbonds.
Alderman Hicks introduced the following resolution,which
was read:
"Be it.resolved by the Common Council of the City of
Rochester, Minnesota:
That the bid and offer of First Securities Corporation of
St. Paul, Minnesota, for Seventy-five Thousand Dollars(075t00040) City
of Rochester four and one -quarter per cent (4 %) Improvement Bonds dated
May 1st, 1931, which were at this meeting offered for sale, being 759000,60
as the principal on the said bonds, is deemed to be the most favorable
proposal for the said bonds, and
• Be it further resolved by the said Common Council: That
the said bonds are hereby awarded and sold to P►irst Securities Corporation
of St. Paul, Minn., and that the -same be delivered to them by them paying
into the'City treasury the amount of said bid therefor, said bonds here-
by awarded and sold are described as being numbered 4, 59 61, 79 139 149 159

each of the years 19429 19439' 1944, 19459 19461, 19479 19489 1949, and 1950;
and six (6) thereof on December first 19519 the said bonds bearing interest
at the rate of four and one -quarter per cent (4 ) per annum payable semi-
annually on the first day of June andDecember of each year, both principal
and interest on said bonds being payable at the office of the City Treasur-
er in the City of Rochester, Minnesota; the principal on those dated
subsequent to 1940, maturity, being payable on any interest date and

the Mayor and City Clerk of said City are hereby authorized and directed
to duly execute the said bonds and the City Treasurer of said City is
hereby authorized,t.and directed to deliver the said bonds to the said
purchaser upon the payment into the City Treasury of the above mentioned
purchase price and at said payment the City Treasurer will place the
principal in the New City Hall Fund.
Upon motion by Hicks, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
This being the time and place fixed for the opening of
proposals for the construction of a trunk line surface drainage sewer in
Broadwqy Street North between Sixth Street Northeast and the Zumbro River,
and the construction of a trunk line sanitary sewer in Broadwgy Street
North between Sixth Street Northeast and the Zumbro River and in Sixth Street

Upon motion by_Hicks, second by Vihstadt, W. L. Toorood, J. F. Cooke,
and Otto W. Riess.wepewappointed appraisers for placing a valuation on the local
real estate o;vned by the Interstate Power Company.
Upon motion by Miller, second by Hicks, the City Engineer was
authorized to. allow the Burns & McDonnell Company,irho are making a valuation of the
Interstate Power Company gas manufacturing plant and distribution system,the use of
certain maps from his office provided that they are not mutilated or marked up.
The application of Ratchel C. Towsley and Mrs. C. Johnson for soft
drink dealers license at 3 Fourth Street floutheast, was read, and upon motion by
Hicks, second by Vihstadt, license was granted.
The following applications for permits to place and maintain signs
were each read and upon motion by Dallman, second by Hicks, permits were granted:
Roy Allen, Mates & Hoffman, Olivette Adsit, Beal Body & Radiator CO., Miller Master
Service, Mrs. Nina Itagner, Dro, Ingalls.
The following certificate as to refundments was read, and upon
motion by Vihstadt, second by Amundsen, the City Clerk was authorized and directed
to adjust his tax records accordingly:

The application of Charles D. Baldwin for appointment as
janitor of the new City Hall, and the appli cat ion of J. W. Ellsworth for
appointment as janitor of'the new City Hall, were each read, and President
Liddle ordered that the same be placed on file.
It was reported by the City Clerk that 2:00 o'clock P.M.,
December 16th,19311, has been fixed as the time for a special meeting of
the County Commissioners of Olmsted County, for, the purpose of redistricting
the Commissioners Districts uncler the 1931 law, and upon motion by Hicks,
second by Dallmcn, the Chair was requested to appoint a Council Committee
who will meet with committees from all local civic and commercial bodies
in preparation tfo:t appearance before this meeting of the County Board to
support the rights that the City of Rochester may have in the redistricting;
wi-th the Chair to attend to seeing that each of the said civic and commerce
bodies do appoint a committee for such purpose.
The Public Examiner's report on the examination of the
books and affairs 8f Burt W* Eston, as Executor of the estate of George
Healy, during the period August llth91896, to August 15th919319 under an
examination dated July 20th,19"Us was laid before the Common Council and
!President Liddle ordered the same placed on file.
The report of the Public Examiner on his examination of the
books and affairs of the City of Rochester, for the fiscal year ending

$317.20 for excavation on New City Hall Building having been
referred to the City Attorney, the following report and
recommendation is submitted:
$142.50 of the above amount is for material exca ated

at the contract price of $1.25 per cue yd: The balance of 74.72
being for materials excavated not specified in the specifications,
Lice solid concrete bases, which is billed by the contractor on a
time and material basis, Since there is no specification or con-
tract provision to the contrary regarding the charge for this
excavation the time is billed is a valid charge and it is recommended
that the same be paid:

paid to Brown-Knopp Agency for insurance premium on policies No.1522 and 10256 cover-
ing the ticket selling house and contents at Mayo Park, with fire and tornado incur-

Alderman Miller introduced the following resolution, which was read:

National Bank of Rochester Minnesota, for the December 1st, 1931, maturity of City
of Rochester, Minnesota, 4� Permanent Improvement Revolving Fund Bonds Nos. 11 and

Alderman Miller introduced a resolution appropriating &1128:80 From
the General Fund' and ordering payment made to the Permanent Improvement Revolving
Fund for the said Revolving ?and's share in tax penalties collected with the November,
1931 tax settlement, which was read;i

Alderman Vihstadt introduced a resolution appropriating $999.77 from
the Street and Alley Fund and ordering payment made to the General Fund for return of
temporary transfer , the same being the amountcollected for that purpose in the

free musical entertainment to the General Public, being the amount collected

Upon motion by Amundsen, second by Miller, that the said

Alderman Vihstadt introduced a resolution Appropriating
166413 from the General Fund and ordering payment made to Julius J4 Reiter,
(Mayor, for use in his Mayor's Contingent Fund, he to properly account for
e expenditures therefrom, which was read:

Alderman Amundsen introduced the following resolution, which was read:

That the sum of $3170,20 be and the said sum is hereby appropriated
from the New City Hall Fund of said City and ordered paid to Go Schwartz & Company, for
excavation under contract for new City Hall $14210,50, and for excavation not called
for in specifications $174:70, in accordance with statement dated October 5th91931,
architect' certificate dated November 2nd919319 and City Attorney's recommendation
for payment dated November 28th91931:
The Mayor and City Clerk are hereby authorized and directed to draw

Upon motion by Vihstadt, second. by Dallman, that the said
resolution be adopted as read, and all voting in favor thereof, President
Tjiddle declared the said resolution duly passed and adopted.
Upon motion by Hicks, second by Moody, the Sewer Committee
and the City Engineer were authorized and directed to provide for the
installation of heating facilities in the Routbeast sewage lift station.
Upon motion by Hicks, second by Vihstad•t, the Lighting
Committewwere instructed tb confer with Robert Nelson, Line Foreman,for
the electric light plant, relative to placing of street lights, one at
Broadwgy Street South and Sixth Street Southwest, and one on Sixth
Street Southwest near the intersection with First Avenue Southwest.
Upon motion by Hicks-, second by Amundsen, the Chief of the
Fire Department was authorized to trade in the old Buick truckttoward a
secondhand Chevrolet truck.
