Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota; held in the Council Chambers, in the second floor of the
Chamber of Commerce Building in said City, at 2:00 o'clock P.M., On December 7th,
1931. '
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Moody., Absent: Vihstadt.
Upon motion by Miller, second by Moody,the minutes of the meeting s
held on November 23rd, 1931, and November 30th,1931, were each approved.
President Liddle announced ,this as the time and place fixed for a hearing on the
construction of.a sanitary sewer along the north four (4) feet of Lots numbers five
(5) and ten (10) in Block Eighty-eight (88) in Original Plat, from a.:point forty-
five (45) feet west of a continuation of the west line of Second Avenue Southwest to
a point twenty-five (25) feet east of the center line of Third Avenue Southwest,
thence south seven degrees (,,7*) West one hundred ninety six (196) feet to manhole in'
place, and asked if there was any person present who wished to be heard concerning
this improvement.
There was no person present who wished to be heard concerning this

sanitary sewer.
The report of the City Treasurer for the month ending November
30th91931, showing $328848962 as being on hand,was read, and President Liddle ordered
that the same be placed on file.
The report of the City Rngineer for the month of November,1931,
showing expenditures from the General Fund for labor in the amount of $136.379 Street'
and Alley Pund $973.30, from the Sewer Fund $372.00, and from the Bridge Fund $42.35,,
was read, and President Liddle ordered that the same be placed on file.
Alderman Vihstadt came in at this tim0 and took his Chair.
The report of the Clerk of the Municipal Court, for the week ending
November 30th,19319 showing criminal fines collected $17.509 civil fees received
$20709,Olmsted County check for October Municipal Court fees received $ 70435,
Court costs charged to Olmsted County $3.50, and fines collected and remitted
direot to the State Treasurer $20.00) and for the week endinjz December 7th.1931.
showing criminal fines collected $160.00 9 civil fees received $40,00, and court costs
charged to Olmsted County $8.90, were each read, and President Liddle referred the
same to the City Attorney.
The report of the Plumbing,Inspector for the month of November,
19319 showing plumbing inspection fees collected in the amount of $ 34.25, was
read, and President Liddle ordered that the same be placed on file.
Upon motion by Dallman, second by Vihstadt, $34.25 was appropriated
from the general Fund and it was ordered that the said sum be paid to Don E. Postier,
Building, Electrical and Plumbing Inspector, as extra salary for plumbing inspection
in accordance with resolution passed and adopted July 6th,1931.
The application of the Rochester Knights of Columbus,
liHarry Bandel, Sinclair Oil Company, and the Garden House, for permits to
j! place and maintain signs, were each read, and upon motion by Vihstadt, second
by Dallman, permits were granted.

of America, for a public dance permit. at the ljouftan Hall December 10th,19319

The .application of Mrs. Lela Leferink for a soft drink `
dealers license at 1129 Second Street Southwest, was read, and upon motion �
by Dsllman, second by Hicks, license was granted..
Certificates by M. P. Hatcher, of Burns & McDonnell Company,
certifying that $12.50 is due each of the appraisers for the local Gas
Company real estate, and that $11.00 is due each of the laborers on test
holes for determining gas main condition, were each read, and President
Liddle ordered that the same be placed on file`.

referred the same to the City En.r-ineer and the City Attorney:

President Liddle announced his appointment of Aldermen
ller, Vihstadt, and Amundsen, and City Attorney James T. Spillane, as
embers of the Committee to appear before the County Commissionerh at their
. Iispecial meeting December 16th919311, and there argue for the rights of the
City of Rochester in the redistricting of the County Commissioner districts.
Thr, appointment by,the Acting Mayor of Merlin Mewhorter as
a Special Patrolinan, November 30th,19319 to December 6th,19319 inclusive,
ias read, and President Liddle ordered that the same be placed on file.

In accordance with your instructions we have appraised the real
;! estate owned by the Interstate Power Company and used in manufacture and
distribution of.artificial gas in Rochester. We are advised that this
real estate includes Lots 4, 5 and 6, Block 49, and all of Block 77 of the
original -City of Rochester.
The values as appraised are tas follows:

These values include only the bare value of the real estate

Commissioners of the Sinking Fund was read, and upon motion by Miller, second by
Vihstadt, the action set forth therein was approved and it was ordered that the said;

Alderman Amundsen introduced a resolution appropriating
! $50920 from the Parr Improvement Fund and ordering payment made to the

Alderman Miller introduced a resolution appropriating

Upon motion by Vihstadt, second by Dallman, that the said resolution i
be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Miller introduced a resolution appropriating $1362.00 from
the Street and Alley Fund and ordering payment made to R. G. Waldron and wife, for
gravel furnished during 19319 covering the period March 12th, 1931, to November
30th,1931, inclusive, which was read.
Upon motion by Miller, second by Moody, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating $300*06 from the
General Fund and ordering payment made to the Federal Laboratories, Incorporated,
for the furnishing of one riot gun, 5 long range projectiles, 5 short range
cartridges, 6 billies, and 12 billy cartridges, for use of the Police Department of

said City, which was read.
Upon motion by Moody, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said]
resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating $129990-60 from the'

New City Hall Fund and ordering payment made to G. Schwartz & Company, ls'estimate
No.3 on general contract fo rconstruction of a new City Hall, which.was read.
Upon motion by Dallman, second by Moody, that -the said resolution be
adopted as read, 4nd all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Amundsen introduced a resolution appropriating 67554.73 from
the New City Hall, and ordering payment made to Herman Dornack, as estimate No.3 on
plumbing and heating contract for new City Hall building, which was read.
Upon motion by Amundsen, second by Hicks, that the said resolution be j
adopted as read and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted. i
Alderman Dallman introduced a resolution appropriating $392.70 from
the New City Hall Fund and ordering payment made to the 14 A. Kepp Electric Company
as estimate No.2 on the electric wiring contract for the new City Hall, which was
read.
'Upon motion by Moody, second by Vihstadt, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted
Alderman Vihstadt introduced a resolution appropriating $2,000.00
from the Street and Alley Fund and $19000.00 from the Sewer Fund, for use of the
Street and Alley Committee, which was read.
Upon motion by Amundsen, second by Dallman, that the said resolution
be adopted as read, andall voting in favor thereof:: President Liddle declared the

Alderman Dallman introduced the following resolution, which
was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the Public Utility Boa d of said City be and the said
Board is hereby authorized to appropriate R034..10 from the Public Utility
ft rA of said City for payment to the Interest Fund of'said City to apply
on interest due Januarys lst91932, on City of Rochester.4�% Water Works
Bonds numbers 56 to 175 inclusive. "
Upon motion by Vihstadt, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the.said resolution duly passed and adopted.
Alderman Dallman introduced the following resolution, which
was read:
"Be it resolved by the Common Council of the City of
Rohester, Minnesota:
That the resolution heretofore passed and adopted by said
Common Council authorizing the Minnesota Northern Natural Gas Co.
to locate and install its pipe lines to the Franklin Heating Station in
said City be and the same is hereby amended so as to s'..ow the following
right of way for an eight (8) inch pipe line to the said Station, to wit:
Commencing at a point on the north line of Outlot No.36 of
�Wjjliams, Healy and Cornforth's Addition to the City of Rochester, 33�1
feet west of the Northeast corner of said outlot No.36 and running north
14 feet; thence east parallel wit tithe south line of llth St. Southwest
136.2 feet in the south side of llth Street Southwest; thence north 87° 01'
!,east 587.4 feet in the south side of llth Street Southwest; thence north.

Upon motion by Hicks, second by Amundsen, that the said

Alderman Dallman introduced a resolution granting public
e permit to the Royal Neighbors of America,by Mrs. J. Be Wright, for
he Woodman Hall, December 10th,19319 and fixing the fee at $5,00 which
s read.
Upon motion by Dallman, second by Vihstadt, that the said
esolution be adopted as read, and all voting in favor thereof, President
iddle declared the said resolution duly passed and adopted.
Alderman Miller introduced the following resolution, which
read:
"Be it resolved by the Common Council of the City of

Upon motion by Hicks, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof,- except Alderman Vihstadt, 'who i 5
voted "Nay", President Liddle declared the said resolution duly passed and adopted.
Upon motion by Vihstadt, second by Moody, further action on the
above described proposed sanitary sewer across Block 88 in Original Plat, was
deferred until 7:30 o'clock P.M., December 14t419311 to.allow arrangements for
those who are benefited to agree to assume the assessments for the Bost*thereof.
The City Engineer's tabulation of bids for the construction of a
i
trunk line surface drainage sewer in part of Broadway Street North, and a trunk
line sanitary sewer in parts of Broadway Street North and Sixth Street Northeast,
from the proposals opened and read at a meeting of this Common Council, held
November 3Oth9193&9 was read and President Liddle ordered the same placed on file.
Upon motion by Vihstadt, second by Moody, the Oity Clerk'was instructed
to return the certified checks wkibh accompanied the bids of the Phelps-Dtake
Company, and of the Gjellefald Construction Company on the above described trunk
line sewers.
Upon motion by Hicks, second by Miller, action on the Fraser 11 Feller
proposal for the construction of the above mentioned trunk line sewers was deferred
until 7:30 o'clock P.M., December 14th,1931.
Upon motion by Vihstadt, second by Amundsen, the Common Council
adjourned to 7:30 o'clock P.M., on December 14th,1931:
