Vinutes of a regular meeting of the Common -Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the second
floor of the Chamber of Commerce Building, in said City, at 2:00 o'clock
P. M. , January 4th,1932.
Meeting called to order by President Liddle.
Roll Call. Present: Liddl4,Amundsen, Dallman, Hicks,
Miller, Vihstadt. Absent: Moody.
Upon motion by Vihstadt,-second by Dallman, the minutes of
the meetings held on December 14th,1931, and December 21st,19319 were
each approved.
President Liddle announced this as being the time and
place fixed for a hearing on the construction of a sanitary sewer along
the north four (4) feet of Lots five (5) and ten (10) in Block eighty-eight
(86) in Original Plat, from a point forty-five (46) feet west of a continLr
ation of the west line of Second Avenue Southwest to a point twenty-five
(25) feet east of the center line of Third Avenue Southwest and thence south
seven (7°) degrees west one hundred ninety-six (196) feet to manhole in
place, and asked if there was any person present who wished to be heard
relative to this sanitary sewer

An agreement by John Hadbavney and William Dexter, as to
Lot five (5) in Block eighty-eight (68) in Original Plat, JullUq J.
Veiter as to Lot four (4) in the said -block and by John H. DoUnt Charles
Rich and W.1and No Slatter2y as to their sub -divisions of Lots six (6) and
seven (7) in said block, agreeing to assume an adsessment of 0i00 against
j; each of their properties ,toward the cost of the above described sanitary
sewer, was read, and upon motion by Hicks, second by Dallman, the said
agreement was accepted and it was ordered that the same be placed on
reaord.
This being the time and place fixed for the opening of
proposals for the construction of the above described sanitary sewer, the
bid of Wmo C. Fraser & Son, was opened and read, and President Liddle
referred the same to the Sewer Committee and the City Engineer; the said
bid being $l 22 per foot for 8 inch pipe sewer, $1.25. each for 6" on 8"
Y' s, $7040 each for manholes, loose rock excavation $2.75 per cubic yard.,
solid rock excavation $775 per cubic yard.
Alderman Moody came in at this time and took his Chair.
The following proposal was read, and President Liddle
ordered that the same be pl acedon file:

Rochester, Minnesota.
Gentlemen:
After several months of negotiation with the Minnesota
Northern Natural Gas Company, we have finally closed a contract with that
Company forthe purchase of natural gas for distribution in* Rochester. Our
negotiations have been somewhat protracted in an effort to secure the best
rates and terms possible for Rochester, and in order to serve our customers
with natural gas with the greatest security.
Our contract with the natural gas company provides for
a supply of natural gas to the citizens of Rochester for a period of ten
(10) years, thus guaranteeing firm gas at no increase in rates during the
ten (10� year period.
We have been aware of the restlessness of the citizens
of Rochester with respect to apparent delayed action on our part, but this
delay has been unavoidable; nevertheless, we now stand ready to supply
natural gas for Rochester and to discontinue the use of manufactured gas,
except as a standby in case of shutdown of the natural gas supply.
All that is now needed to supply natural gas through our
distribution system is the construction of a short length of gas main
from the so-called"gate" to the gas company's plant in your city. The
necessary work to complete this connection would require only a few days,
and as we are advised that natural as will be available in January, it is
our dedire'to give our customers this higher heat fuel at a ensiderable
saving to them.
We now come before you in an informal manner to discuss
this situation and,to ask your cooperation in supplying the citizens in this
community with a commodity which they desires
!` The distribution of natural gas in Rochester is largely
experimental and will entail considerable loss to us for a number of years.
At present we are supplying manufactured gas at no profit to us, and it is
an assured fact that unless the Ilse of natural gas is materially increased,
the distribution thereof will be decidedly losing venture. This is because
the heating value of natural gas per unit is far greater than that of
manufactured gas, and the normal use will be materially decreased below that
now consumed by our customers. Consequently, the only hope of financial
success is the distribution of�:-nstural gas in Rochester will lie with the
increased sales due to house heating, which can only be developed by aggressive
business sales methods and tremendous efforto

The citizens of Rochester are naturally interested in the
rates to be charged for natural gas. We have given this matter of rates oon-
siderable stud and have sought the advice of as engineers y �, g g experienced in the
I; distribution and sale of natural gas, and have Igeen quided by their
recommends -Lions.

The above schedule of rates will save thousands of dollars
for our present customers and will make gas available for house heating at
a low average rate easily competitive with other fuels.
Rates for dump gas for industrial customers will vary from
2� to 6/ per Therm, depending upon the average monthly consumption of each
customer.
We have submitted the physical valuation of our properties
and a statement of our operating revenue and expenses in Rochester for the past
few years to Burns & McDonald, Engineers appointed by the city, and the city
should now be in a position to judge the equity and fairness of the j g q y proposed

We will be glad to meet with the city's engineers or a
committee, or anyone else designated by the council to explain or
discuss any details connected with the sale of natural gas in
Rochester.
While our distribution system now has ample capacity for
the present use of natural, gas, it must be understood that with a
material increased use for househeating and industrial purposes a
considerable additional investment will be necessary. The Interstate
Power Company stands ready to make the necessary investment to bring
this new fuel to the door of each of our customers at a price that
will compete with any other fuels used for househeating purposes.
We recognize the fact that it frill require several years
to develop a substantial heating load, but we believe that if it can
be done in other communities it can be done in Rochester, and again
we are willing to risk the large development expense that will be
requiredo
We respectfully request that the council grant us the right
to distribute gas under our present franchise and to permit to install
the necessary pipes and mains to connect our gas plant and system with
the so-called natural gas ."gate" so that construction work may be
completed at an early date and natural gas made available for the
citizens of Rochester4

Court costs charged to Olmsted County $90--009 and fines
collected due to Olmsted County $10000; and for the week ending January
4th, 19329 showing criminal fines collected $114i359 civil fees received
$4,70, court costs charged to Olmsted County $13 70, and fines collected
due to Olmsted County $10.00, were each read, eAd President Liddle
referred the same to the City Attorney.
Upon motion by Vihstadt, second by Moody, the sum of $20.00
was appropriated from:the General Fund and it was ordered that the said
sum be paid to Olmsted County, Minnesota, for local Municipal Court fines
collected due to Olmsted Countylo Minnesota.

John S. Reed asked that the City of Rochester, Minnesota, appropriate
money for the purchase of standing timber to be cut into firewood and distributed
to needy persons in this City, and was told that the City of Rochester could not
appropriate funds for this purpose and further that his request sbbould be made to the
County Commissioners of Olmsted County.

Alderman Dallman introduced a resolution providing; for the issuance
and sale of $89000 00 City of Rochester, Minnesota, 4 % Permanent Improvement
Revolving Fund Bonds, and ordering advertisement for bids to be opened at a meeting
of this Common Council, which is•fixed for 7:30 o'clock P.M., January 25th91931,which'
was read.
Upon motion by Moody, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Miller introducedthe following resolution, which was read:

George F. Strifert, Sanitary Inspector, asked for financial

lunpaid claims against the City Farm for hogs purchased during the last

linformedthat there are no funds available for that purpose.

The report of the 8lumbing Inspector for the month of
December, 19319 showing plumbing inspection fees collected in the amount
of $22.25 was read, and President Liddle ordered that the same be placed
on file.
Upon motion by Dallman, second by Amundsen, the sum of
$ 22V25 was appropriated from the General Fund and it was ordered that the
said sum be paid to Don E. Postier, as December 1931 extra salary for
plumbing inspection services, as provided for in resojution of July 6th,
1931.

Minnesota Northern Natural Gas Company, of the necessary contracts for preparing the
boilers and equipment of the City Light Plant for the use of natural gas inasmuch as
the said Board and City of Rochester, Minnesota are obligated by contract to repay
to the said Minnesota Natural Gas Company such sums as are here expended upon the
expiration of one year of satisfactory trial of said gas; said awards being as

Your Committee to whom was referred the question of the
employment by local industries of outside labor and the letting of
local contracts to purely local concerns have given the same careful
consideration and beg leave to report and recommend as follows;
Investigation discloses that many local concerns do employ
persons who are not residents of the City of Minneapolis at the time of
employment. In some cities of the state a practice has been established
of letting contracts to'enly local concerns* your committee does not
believe that this practice would redound to the credit of Minneapolis.
Minneapolis industries sell their goods throughout tl a state and over
the entire northwest; Minneapolis Sp_At.r%9t.ing firms secure contracts in
other places in the state and over tke northwest; local labor is also
employed in various parts of the state eld northwest; Minneapolis indus-
try and Minneapolis contractors and Minneapolis labor secure a sub-
stantial portion of their incame from outside of the city.
We therefore believe that the City Council should not erect
any such barriers against outside contractors, goods or labor and
should attempt to promote a friendly feeling between the city and the
adjoining and durrounding territories for the greater freedom of trade
and better labor relations. '
We therefore recommend that the City Clerk be directed to
forward a copy -of this Committee report when adopted by the City Council
o -+he- governing --bandies of -all-cities of -the first, second, third and
- fourth classes in the State of Minnesota, and that the newspapers of
Minneapolis be requested to give this report publicity andothat a copy
of this report be &1so forwarded to the local offices of the.Associated
Pr, United Press and International News Service, with request that
the same be used.

Alderman Dallman introduced a resolution appropriating $1705.19
from the New City Hall Fund and ordering payment made to John McG.Miller, to apply
on architect's services in connection with the construction of the new City Hall, in
aeeordanee'with contract provisions, which was read.
Upon motion by Moody, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating $$11021.40 from f
the New City Hall Fund and ordering. payment made to G. Schwartz 8e Company as estimate
No.4 on general contract for construction of a new City Hall, which was read.

sewage disposal plant, and new reduction gears for the revolving screen.
Upon motion by Miller, second by Vihstadt, the City Attorney was

j instructed to notify the Marigold Dairies, Inc., that they shall remove the ice ,
1! chutesfrom .::. the south side of their building, remove the buttermilk hose and connections
�J from the southeast corner of their building, • and also that they shall not use the
sidewalk along the south 'side of their building for the loading of trucks.
