Council of the City of Rochester, Minnesota, held is the Cenmoil shimbers
iz the second floor of the Chamber of Commerce Building, at 7:30 o'clock
P.M., on January llth91932.
Meeting called to order by President Liddle.
Roll Call. Presbnt: Liddle, Amundsen, Hicks Mille Moody,
Vihstadt . Absent: Dallman.
Upon motion by Vihstadt, second by Moody, the minutes of
the meeting held on January 4t.Q,1932, were approved.
J. C. Adams ,of the Town Taxi, asked for an amendment of the
ocal taxicab ordinance that will provide a taxi service fee of twenty-five
ents for the first mile traveled and ten cents for each half mile traveled
hereafter, and upon motion by Vihstadt, second tV Hicks, his request was
,eferred to the Common Council as a committee of the whole .for report thereon
It the meeting of this Common Council which is to be held January 25th,1932.
Alderman Dallman came in at this time and took his Chair.
0, W. Schroeder made complaint against the use of the
sheet metal shop owned by Paul H. Dallman as a polling place for the Fifth
I[Election
District of the Third Ward, and the City Attorney orally riled that the use
'of this property for a polling place was in no way irregular.
The report of the Health Officer for the City Farm for the
11month of Deeember,l931, showing receipts in the amount of.,$851 93,.disbureee-
ments in the amount :6f $831 06, and a balance on hand of $56.23 9 was reed,
`and President Liddle ordered that the 'same be placed on file.
li The report of the Clerk of the Municipal Court for the week

Iending January llth,19319 showing/fines collected in the amount of 040,009
jlcivil fees received $2.259 and court costs charged to Olmsted County $11.65,
(was read, and President Liddle referred the same to the City Attorney.

A copy of a report made by the Trustees of the Walter
Hurlbut Book Fund to the Directors of the Public Library for the year 1931,
was read, and President Liddle ordered that the same be placed on file.

A report made by the City clerk showing copparisons as

The application of A. C. Mewhorter, Henry Clarence Lindberg, Otto
Karau and Oscar Adler, for appointment as janitor of the new City Hall building, were'
each read, and President Liddle ordered that the said applications be placed on file.
The following-' copy of a letter written by the City Attorney in connect
tion with the floors at the Central Fire Station, was read and President Liddle
ordered that the same be placed on file:

Gentlemen:
it the laht meeting of the Common Council of the
City of Rochester, Minnesota, I was instructed to notify
you that the Council is not satisfied with the floors in
the new fire gull and because of the condition of them
demands that they be taken up and that the floors be re-
laid to the satisfaction of the Council.
The reason for this action on the part of the
Council is that the -top cement finish on both the first
and second floors is badly cracked and in many places
has become entirely loose from the under slab.
A copy of this letter is being mailed to Mr.
J.McG.Miller, the Architect, A.F.Wmight,City Clerk and
Truscan Laboratories in order that.all interested parties
may have a record of the action of the Council.
Kindly give this matter your prompt attention
as the Council feels that the matter has dragged along i
more than it should have.

The appointment by the Mayor of Carlton E. Anderson as a Special
Pattolman during the period January 7th,1932, to January 13th919329inclu sive, and of A.
G.B'erndt as a Special Policeman for duty at the Woodman Hall, in said City, to serve
without pay and to hold office until the second Monday in Apri1,1932, unless sooner
removed, were each read, and President Liddle ordered that the same be placed on file:
A communication from the Banking Division of the Department of
Commerce of the State of Minnesota, together with a list of filing cabinots:: and safes

and chairs, which are for sale as the property of closed banks within the State, was
laid before the Common Council, and President Liddle ordered that the same be placed on
file for further consideration in connection with the equipping of the new City Hall.;
A copy of a report made by the Librarian of the Public Library, being;
a resume of the work there during 19319 was read, and President Liddle ordered that
the same be placed on file.

were accepted and the Tri-State Telephone & Telegraph Company were authorized to make
these plant removals and plant additions under the supervision of the City Engineer:

The following request and recommendation of the Street and
Alley Committee, was read, and President Liddle ordered that the same be
placed on file:

Gentlemen:
We'beg to recommend that the following sums be
appropriated for the use of the Street & Alley Committee, add
the City Engineer:

and that the Street & Alley Committee be authorized to•empioy
as many men, trucks and teams as is in their opinion advisable
to carry on the work of the City Engineer's Department in the
removal of snow or any other work that may be deemed advisable
by the committee and city engineer.

Upon motion by Hicks, second by Dallman, .the Streetand
Alley Committee and the City Hngineer were aughorized to hire the necessary
men Co.r snow removal or any other emergency that might require them4
Alderman Amundsen introduced the following resolution,
which was read;
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of $50001,0,00 be appropriated from the Street
and Alley Fund and $1000 00 from the Permanent Improvement "Revolving
Fund, each for the use of the Street and Alley Committee.
Upon motion by Hicks, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
The claim of Weed Insurance Agency $8.05 for fire, lightning and
transportation insurance on the 1928 Russell Grader, was read, and upon motion by
Dallman, second by Amundsen, the said sum was appropriated from the ,Street and
Alley Fund and it was ordered, that, the, same be paid to that concern for the purpose
stated.

Alderman Moody introduced a resolution appropriating $450.00 from
the Park Improvement Fund and ordering payment made to Huth Vincent Feehan, for
labor,etc., making survey and plans for Mill Pond Park improvements, which was read.
Upon motion by Miller, second by Dallman, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said Resolution duly passed and adopted.

-Alderman Amundsen introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the resolution passed and adopted by the CommonCouncil on
December 219 1931, making temporary transfer of $5000. 0 from the General Fund of said
City to the park Improvement Fund of said City, be and the said resolution is
hereby amended to the effect thatthe purposes for which this money may be used is
hereby extended to include the improvement of the so-called Lower Mill property and
the improvement of the mill pond property."

Alderman Moody introduced the following resolution, which was read:

Alderman Amundsen introduced the follewing resolution, which
was read:

Upon motion by Miller, second by Dallman, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Moody introduced a resolution calling on E. J. P earlove,
State Comptroller, for an examination of the books and records of the City of
Rochester, Minnesota, for the fiscal year ending March 31st91932, but after a debate
on the subject he withdrew the said resolution without it being read.
Alderman Vihstadt introduced a resolution granting public dance permit;
to C. B. Conaty for the Woodman Hall January 6th,1932, and fixing the fee at $540,

Upon motion by Dallman, second by Vihstadt, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the 1
said resolution duly passed and adopted.
Alderman Vihstadt introduced a resolution granting public dance permit
to A. G. Berndt for the Woodman Hall, January 9th,16th, 23rd, and 30th,1932, and
February 6th,1932, and fixing the fee at $25 00, which was read.
Upon motion by Vihstadt, second by Dallman, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Miller introduced a resolution granting public dance permit to
L. A. Fellows for the Armory January 14th, 16th, 21st and 23rd, 1932, and fixing the
fee at $20000, which was read:
Upon motion by Hicks, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted,, -
President Liddle referred the matter of the removal of the peanut
vending wagon from its location at the northeast corner of the intersection of Broad-i
way Street South and Second Street Southeast, to the Street and Alley Committee.
Upon motion by Hicks, second by Dallman, the matter of the purchase off
a typewriter for use of the Social Welfare Worker was referred to the Police
Committee with power to act.
Upon motion by Vihstadt, second by Dallman , the City Engineer was
authorized and directed to secure the necessary labor and materials and remove the
flush tank on tht Eleventh Avenue Southeast sanitary sewer, which is at a point about;
100 feet south of Center Street East and to construct a sanitary sewer manhole at thai
point.
Upon motion by Dal an, second by Hicks, the Common Council adjourned
to 7:30 o'clock P.M., on January 25th,1932.
