Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the second floor of the Chamber!
of Commerce buildin.p, in said City, at 6:00 0clock P.M., on T'ebruary 5th, 1932.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Miller, Moody, Vir'stadt.
Absent: Dallman, Flicks.
The call for the special meeting was read; said meeting being
called for the pur;?ose of calling special election for submitting to the voters of
said. City a proposed amendment to Section 178 of the Charter, as now amended, and
such other business that the said Common Council might deem proper.
The Mayor presented a proposed amendment to Section 178 of the
Charter of said City, as now amended $and explained its provisions.
Alderman Amundsen introduced the following resolution, which was
read:
"VMFREAS, The Board of Freeholders heretofore appointed by the
Judges of the Third Judicial Djstrict of the State of Minnesota, to frame a Charter for
the City of Rochester, in said State, and to propose amendments thereto, has delivered
to the Mayor of said City of Rochester, Minnesota, a proposed amendment to said
Charter, which was requested by the requisite number of legal voters of said City,
which said amendment would amend Section 173 of the said Charter, as now amended, and'
the Mayor of said City has transmitted t o the Common Council of said City a copy of
said amendment so proposed and has submitted and explained the matter of the said ;
amendment to said Common Council;
TIiEREPORE, Be it and it is hereby resolved by the said Common
Council:
That the City Clerk of said City be and he is hereby ordered and
directed to file said copy of said proposed amendment in his office, and to cause
the said proposed amendment to be published for at least thirty days before the
i Special Election which is to be held in said City, on Tuesday March 8th, 1932, between
the hours of 9:00 o'clock A.M., and 7:00 o'clock P.M., in each of the following
newspapers, to -wit; The Rochester Post -Bulletin, published and printed at Rochester,
Minnesota, and of general circulation in said City; the Stewartville Star, printed
and published at Stewartville, Minne ,ota, and of general circulation in said City
of Rochester, Minnesota; and the Dover Indepepdent, printed and published at Dover,
Minnesota, and of general circulation in said City of Rochester, Minnesota.
Be it and it is hereby further resolved by said Common Council:
it That said proposed amendment shall be submitted for ratification to
the qualified. voters of said City at the Special Election which is hereby called to
be held in said City of Rochester, Minnesota, on Tuesday March 8th,1932, between
the hours of 9;00 o'clock A.M. and 7:00 o'clock P.11., and the City Clerk of said
!: City is hereby directed to give notice of the submission of said proposed amendment
and to provide suitable and proper ballots and ballot boxes and other supplies for
!i the submission of the said proposed amendment to the voters of the City of Rochester,,
11 Minnesota, at the said special election."
Upon motion by Vihstadt, second by Amundsen, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
