HomeMy WebLinkAbout02-09-1932GO Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers It the second floor of the Chamber of Commerce building of said City, at 7:30 o' clock P.m., on February 9th,1932. Meeting called to order by President Liddle. Roll Call. Present: Liddle9 Amundsen, Nicks, Miller, Moody, Vihstadt. Absent: Dallman. The call for the special meeting was read; the said meeting being called for the purpose of receiving the report from Burns & McDonnell Engineering Company on survey and appraisement of the local gas manufacturing and gas distribution system, and such other business as the said Common Council might deem proper. The application of the Knights Templar Drill Team for a public dance permit at the Masonic Temple February 18th91932, and of L. A. Fellows for a public dance permit at the Armory February 9th,1932, were each read. The application of C. J. Wilber for an electrician's license was read and upon motion by Hicks, second by Moody, license was granted effective during the period October 7th,19311 to October 6th91932. The following certified transcript of order appointing a Charter Commission for the City of Rochester, was read, and President Liddle ordered that the game. be placed on file: "State of Minnesota, County of Olmsted, ss. In the Matter of the Appointment of a Board of Freeholders in and for the City of Rochester, in the County of Olmsted and State of Minnesota. District Court. Third Judicial District . WqEREAS, on July 1st, 1927, the Hon. Karl Finkelnburg and Vernon Gates, Judges of the District Court of the Third Judicial District of the State of Minnesota, did by an order dated on said day and filed with .the clerk of District .Court in and for said Olmsted County, appoint a Board of Freeholders for the purpose of framing a Charter for the City of Rochester, in the County of Olmsted and State of Minnesota, AND WffERFAS, the term of office of each and all of the members of said Board, so appointed, has expired, NOW. THEREFORE, by virtue and in pursuance of the authority in us vested by the laws of the State of Minnesota in such case made and provid1d, we do -hereby appoint the following; named per- sons, who are freeholders of said city of Rochester and who now are, and for five years last past have been qualified voters in said City of Rochester, to -wit: Dr. E:J.Kepler, H.O.Christehsen, Harold H.Crawford, Hayes Dansingburg, R.W.Goddard, H.A.-Johnsen, Mrs. George Knowl(ton, George Lemke, John Lemmon, John A.Marsh, Mrs. Agnes Moersch, A.G.Nixa, John M:Norton,C*F.Olson and Theo.A. Schacht, to be and to constitute a Board of Freeholders in and for the City of Rochester, in the County of Olmsted and State of Minnesota, and to act as such Board of Freeholders in accordance with the provisions of the constitution afid laws of said State of Minnesota. 605 It is further ordered that the rules ),.eretofore made by Judge Charles E.Callaghan deceased for the government of said board be, and they hereby are, made .and continued as the rules with reference thereto until further order of the 'court. Upon motion by Hicks, second by Vihstadt, the sum of $2.60 was appropriated from the Park Improvement Fund and it was ordered that the same be paid to Geo. R. Gelatt, Sheriff, for service of notices in connection with the forfeited tax sale, to the City of Rochester, Minnesota, of the Benike and Huey lands, and the City Attorney was instructed to make application for the abatement of the 1931 tax on -the said lands. The above mentioned motion also carried order that .the said tax deeds be placed upon record as soon as the abatement of the 1931 tax has been completed by the Board of County Commissioners and the Tax Comnission of the Stateof Minnesota. The following Committee recommendations were read, and President Liddle ordered that the same be placed on file: "February 51 1932 To the Mayor and Common Council Gentlemen: The Street & Alley Coaznittee and the City Engineer recommend that a manhole be constructed in Center Street West, in line with the storm sewer and the east line of the north and south alley between Broadway and First Avenue West. To the Mayor and Common Council Gentlemen: The Street & Alley Committee and the City Engineer beg to recommend that the cost of repairs to the Neal Adams' car be paid, only at*such time as service billing is made, together with an affidavit that the damage was caused by no fault of the driver- that the car atthe time of the accident was driven at a reasonable rate of speed and was under the control of the operator. To the Mayor and Common Council Gentlemen: Street & Alley Committee & City Engineer F. W. Miller, Chairman B. Amundsen, H. F, Vihstadt, C.H.Armstrong, City Engineer.'' "February 5, 1932 The Sewer Committee �:nd the City Engineer recommend that a sanitary sewer be constructed in Third Street Northeast, from the State Sewer 63 ft. east of the east line of Fifteenth Avenue Northeast to a point 44 ft, west of the east line of Morningside Addition, a distance of 257 ft* if r GO( We further recommend that the sewer�be constructed, independent o-' water mains; for the reason that water may be secured from driven wells at a depth. of 20 ft. Upon motion by Hicks, second by Amundsen, the City Engineer was authorized to secure the necessary labor and materials and construct the necessary manhole at Center Street West . The electrician's licence bond of C. J. Wilber,with the Fidelity & Casualty ComparW as surety thereon in the [,mount of $1000.00, was read, and upon motion by Vihstadt, second by Moody, the said surety was accepted, the said bond was approved and it eras ordered that the same be placed on file* Alderman Vihstadt introduced the following resolution, which was read: "BE IT RESOLVED, By the Common Council of the City of Rochester, Minnesota: That the Street and Alley Committee and the City Engineer be and they are hereby authorized to expend the sum of not to exceed Five hundred (4$500.00) Dollars of the General Fund of said city for the purpose of repairing the• motor driven flusher for use in the streets, of the City of Rochester. " Upon motion by Miller, second by Vihstadt, that the said resolution be adopted as read, -and all voting in favor hereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the polling place for the Fifth Election District of the Third Ward in said City, be and the same is hereby named and designated as the automobile paint shop of Elmer L. Van Atta at No.1207 Second Avenue Northwest, and Be it further resolvedbby the said Common Council: That all resolutions or parts of resolutions inconsistent herewith are hereby repealed." Upon motion by Amundsen, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President q !' Liddle declared the said resolution duly passed and adopted. ii Alderman Moody introduced a resolution appropriating $2197,56 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payrolls for labor during the period of the week ending February 5th919329 and for February 6th,1932, which was read. (0 7 Upon motion by Moody, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced a resolution granting public dance permit to the Knights Templar Drill Team for the Masonic Temple February 18th,1932, and fixing the fee at 05.009 which was read. Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said! resolution duly passed and adopted. j Alderman Vihst adt introduced a resolution granting public dance permit to Le A. Fellows, for the Armory February 9th91932, and fixing the fee at $5.00, which was read. Upon motion by Vihstadt, second by Moody, that the said resolution be adopted as read, any?. all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Logan M. Graham made oral application that he be employed for the repair of city owned motor Oqulpment at $160400 per month instead of $ 1 00 per i hour as he has been previously paid, and President Liddle referred the matter to the Street and Alley Committee and the City Engineer. After a discussion of the sui.;ject, motion by Hicks, second by Amundsen, carried that the said report be i accepted and placed on file. President Liddle referred the matter b f the installation of a street light at the intersection of Fourteenth Avenue and Center 'Street East to the Lighting Committee. Upon motion by Miller, second by Moody, the Ci*y Engineer was authorized to• hire and employ Logan M. Graham,as a mechanic for the repair of city owned motor equipment for s period of one month,at a salary of $160.00 per month. Alderman Dallman came in at this time and took his Chair. .
