City of Rochester, Minnesota, held in the Council Chambers, in the second
floor of the Chamber of Commerce building,ip. said City, at 2:00 o'clock P.M.
on March 7th,1932.
r ( Meeting called to order by President Liddle.
Roll Call. Ptesent: Liddle, Amundsen, Dallman, Hicks,
�I Mill. er, Moody, Vihstadt. Absent: None.
Upon motion by Vihste,dt, second by Amundsen, the minutes
1 of the meeting held on February 24th,1932, were approved.
President Liddle announced that this was the time and place

!;fired for a hearing on the proposed construction of a sanitary sewer in
Third Street Northeast from the State sewer 63 feet Pest of. the Past line of

1IFifteenth Avenue Northeast to a point 44 feet west of the east line of

IMorningside Addition, a distance of 257 feet, and asked if there was any

I1person present who wished to be reard relative to the proposed serer.
There was no person present who wished to be heard in..regard
to the said improvement.
President Liddle announced this as the time and place
a
fixed for a hearing on and the levying of special assessments for the
I�, construction of a sanitary sewer along the north 4 feet of Lots 5 and 10 in
IBlock 88 in Original Plat, trdm a point 45 feet west of a continuation of
the west line of Second Avenue Southwest to a point 25 feet east of the
iI 1 center line of Third Avenue Southwest, thence south 70 west 196 feet to
manhole in place, and asked if there was any person present who wished to
be heard on any matter concerning this sanitary sewer.
There was no person present who wished to be heard relative
to this improvement.
The following report of costs was read, and President
Liddle ordered that the same be placed on file:

Gentlemen:
I respectfully report that the costs for the construction
of a sanitary sewer across Block 88, Original Plat, and in part of
Third Avenue Southwest, constructed under City Force account as Job
No.1670 are a total of $650.35, which includes an addition of 5%,
which is deemed to be a proper charge for supervision, use of tools,
a etc.

This being the time and place fixed for the opening of proposals for
the furnishing and installation of electric fixtures in the new City Hall, the
following proposals were opened and read: i

Upon motion by Hicks, second by Amundsen, the above proposals for
electric fixtures were referred to the architect and a committee to be appointed by
the Chair, with instructions that report thereon be made at a meeting of this
Common Council which is scheduled to be held at 7:30 o'clock P.P., on March 9th,1932;
and President Liddle accordingly appointed -the Common Council as a Committee of the
whole to be the committee above mentioned.
This being the time and place fixed for the opening of proposals for
the furnishing of furniture for the Council Chamber and Municipal Court room in the
new City Hall, the following proposals were opened and read:

President Liddle referred the above mentioned proposals for furnisi.ing
furniture to the architect and the Common Council as a Committtee,of the Whole, with
instructions that they make report thereon at the meeting of this Common Council
which is scheduled to be held at 7:30 o'clock P.M., on March 9th,1932.
Upon motion by Hicks, second by Amundsen, further action
on the above mentioned proposals for the furnishing and installation of
electric fixtures and for'the furnishing of wood furniture, was adjourned
and continued to 7:30 o'clock P.M., on March 9th,1932.
The City Engineer's -report for February,1932, was read,
and' President Liddle ordered that the sw.e be placed on file; the said report
showing expenditures from the General Fund, for labor, of a total of $68.41,
rom the Street and. Alley Fund.-TW1.119 from the Sewer Fund $837.0.5, and,
the Bridge Fund $6060.
The report of the Milk' Inspector for the month of February,
932, was read, —and President Liddle ordered that the same titre placed on

The report of the City Treasurer for the month ✓' February,
9th, 1932, showing $257,306.05 as being on hand, was read and President
iddle ordered that the same be placed on file.
The report o-�:' the Clerk of the Municipal Court, for the
week ending February 22nd91932, showing criminal fines colledted $3.00,
civil fees received $2.959 and court costs charged to Olmsted County $11.25;
for the week ending February 29thgI932, sk,.,.owing civil fees received $6.25,
payment of $60.00 from Olmsted County for January919329 municipal court fees,
and court costs charged to Olmsted County $15400; and for the week ending
March 7th91932, showing criminal fines collected $40.00, court costs charged
to Olmsted County $90-05, and fines collected and remitted direct to the
State Treasurer $20.00 , were . each read, and PresidEeht Liddle referred the
same to the City Attorney. I.
The report of the Health Officer for the City Farm, for the
month of February,1932, showing receipts in the amount of ' 810.88, disburse-
ments in the amount of $627452, and 8 balance do hand of $137000, was read
and President Liddle ordered that the same be placed on file:
The application of the Elk's Drum Corps for a carnival license
to show the Morris & Castle Shows at the circus grounds in Northwest Roches-
ter, during the period June 6th,1932, to June llth,1932, inclusive -,'wad
read, and upon motion by Amundsen, second by Nicks, license i-.as granted at a
fee of $100.00.
The following applications for public dance permits, were

The following petition was read, and President Liddle referred the
same to the City Attorney:
"To the Common Council of the City of Rochester:
The Rochester Bread Company respectfully requests that you
grant to Minnesota Northern Natural Gas Company the right to lay and
maintain a main from its main in Fifth Street Northwest, along
Eleventh Avenue Northwest to -the plant of the said Bread Company
at No. 300 Eleventh Avenue Northwest, and supply the same with
natural gas to be used in its operation.

A petition from four of the owners among twenty-six lots concerned,
asking for construction of a sanitary sewer and the laying of a water main in
24e and one-half Place Southeast, from Third Avenue Southeast to First .Avenue
Southeast, was read, and President Liddle referred the same_ to the Sewer Committee, i

the Water Committee, and the City Engineer.
The following communication was read and President-Liddle referred

the -same to the Public Grounds Committee with power to act:
" Feb. 29th, 1932.
To whom this may concern:
At the time the City Hall was started and
the Comfort Station torn down, it left the south wall of'China Hall
very dirty and chunks of cement on wall.
Would it be possible for the city to clean
this part of wall and take off the cem:;nt? It would make a neater
appearing wall next to City Hall.
H. C. Winkle."
The appointment by the Acting Mayor of Carlton E. Anderson as a
Special Patrolman February. 27th,1932 to March 4th,1932, inclusive,and the appointment;
by the Mayor of Grant L. Fellows as a Special Policeman for duty at the National
Guard Armory, to serve without pay and to hold office until the second Monday in
Apri1,1932, unless sooner removed, were each read, and President Liddle ordered that i
the same be placed on file.
Paul H. Priebe stated that he had a promise from the Township Board of
Cascade Township that they will improve what would be an extension of Seventh Street
Northwest from Eleventh Avenue

providing that the
City of Rochester will furnish
the labor
and equipment necessary
to maintain this

piece of road at the expense of Cascade Towhship, and President Liddle
referred the matter to the Street and Alley Committee, the City Attorney,
and the City Engineer•, for their report as to whether or not it will be
legal, etc., for the City of Rochester to maintain this stre6bhof roadway
and be reimbursed by Cascade Township.
The City Clerk presented a dividend check of 122085 from
the Cooperative Oil Company, being the amount due the City of Rochester,
Minnesota, through the purchase of gasoline from this Company, and upon
motion by Hicks, second by Amundsen, this check of $22.65 was received into
the City Treasury pro rated to the funds that paid for the gasoline which
created this dividend.
An easement given by Kris Nielson, Otto W. Riess and wife,.
Frank LueckV, and wife, and Leland V. Hostetter and wife, covering right -

of way for the construction of a sanitary sewer extension of Tenth Street
Northwest from the west line of Northern Addition to the center of Sixth
Avenue Northwest in Manley's Addition, was read and President Liddle ordered
that this easement be accepted and that the same be placed on record.
The following communication from the Railroad and Warehouse
Commission was read and President Liddle ordered that the same be placed on
file:

Replying to your inquiry of February 25th I desire to
say that our Telephone Department has taken the physical inventory
of the Rochester exchange but I am advised by Superkisor Jurgensen
under date of March 1st that he Gould not now state the time as to
when he would be able tao ccmplete his report involving the Rochester
exchange.
1,s soon as he gives us an approximate date of the
completion of his report, we Will set the matter down for
hearing at Rochester.

The following copy of resolution passed and adopted by the
Public Utility Board was read and President Liddle ordered that the same
be placed on file:
"Be it and it is hereby resolved by the Public Utility
Board of the City of Rochester, Minnesota that the Hon. Common Council
be and is hereby requested to authorize ti::e said Board to enter into a
contract with the American Cast Iron Pipe Company of Birmingham, Alabama
for the furnishing to the said City of 5600 feet of Standard 6" Mono -cast
centrifugal Cast Iron Bell and Spigot Pipe, Class 150, 16' lengths at a

price of 59 3/4 cents per foot and 800 feet f 4" ditto at price of 43-� cent& per
foot and two tons of fittings at prices of 4t cents per pound all in accordance with
their bid, and in accordance with specifications and all prices FOB cars Rochester,
Minnesota- the total amount of said contract approximating THREE THOUSAND EIGHT
HUNDRED AND EIGHTY FOUR DOLLARS (03884.00') and the said company being the lowest
responsible bidder.
The following copy of resolution passed and adopted by the Public
Utility Board was read, and upon motion by Miller, second by Amundsen, the action
set forth therein was approved:
"Be it and it is hereby resolved 'by the Public Utility Board of the
City of Rochester, Minnesota, that the said Board approved the awarding by the
Minnesota Northern Natural Gas Company, of the necessary contracts equipping the
City Light Plant for the use of natural gas and fuel oil in as much as the said
Board and the City of Rochester, Minnesota, are obligated by contract to repay to
the said Minnesota Northern Natural Gas Co. such sums as are here expended upon the
expiration of one year of satisfactory trial of said gas. Said awardings being as
follows:
(1) For the unloading, erection, installation, and painting of two 15,000 ral.
oil tanks to Feller Bros, for the sum of `^310.00
(2) For the furnishing and installation of pumps, valves, and fittings and
piping as specified for the connection of fuel oil supplies t�rlth boilers to the
Maass & McAndrew Co. for the sum of $2835:00.
(3) The awarding of an extra amount ot.$50.00 to the previous award to
Jorgenson & Newsome and the awarding of an extra In the amount of �341,07 to a
previous award to Joo,dhouse Brothers.
And be it further resolved that the Honorable Common Council approve
said action.",
The following communication was read and President Liddle ordered
that the same be placed on file, Mr. Mathews being present at this meeting and
answering such questions relative to the. sewer system survey and recommendations
for its improvement, and extension, as were asked of him:

The writer is planning on being in Rochester on Monday, March 7th, to fill
the engagement made by Mr. McDonnell for further discussion of the sewer
report.
The writer will arrive early in the morning and it will be necessary to leave
about 5:30 or 6:00 in the evening in order to fill another engagement in
North Dakota. Mr. McDonnell s46ys that the meeting is set for 2:00 o'clock
Monday afternoon which should give ample time for the discussion.
If other things arise the writer could arre-hge to return to Rochester on
his way home.

A communication from the Executive Secretary of the League of Minneso
to Municipalities, petitioning attendance at the Tax Conference to be held in
Minneapolis, March loth, and llth,1932, was read, and President Liddle ordered that

Upon motion by Moody, second by Miller, the Public Uttlity
Board were instructed to charge G. Schwartz & Company, the general con-
tractors on the consreuction of the new City Hall,.for 411 steam heating
service furnished there. -
A statement of the proposed telephone installation for the
new City Fall was read, and President Liddle ordered that the same be placed.
on file.
The following request was read and President Liddle ordered
that the same be placed on file:

The following estimates prepared by John Me .Miller,
architect, in favor of the contractors on the new City Fall building, were
each read and President Liddle orderedthat, the same be placed on file:

Company on contr=�oct for furnishing and , installation of jail equipment;
Estimate No-2 $720 .00 in favor of Woodhouse Brothers on
the contract for furnishing and installation of ventilating systam;

contract .for furnishing and installation of plumbing and heating;
Estimate No.6, $10 9421.10 , in favor of C. Schwartz & ComparW
on general contract for construction of a new City Hall.
Upon motion by Dallman, second by Vihstadt, the siup of
$100.00 was appropriated from the General Fund and it was ordered that the
said sum be paid to Mrs. Catherine Fritsch as compensation for the
death of Christopher F,Fritbeh during the period January 27th,1932, to
March 1st, 1932, inclusive.

The City Engineer submitted specifications and estimate of cost for
' I
the furnishing of 180 tons to 300 tons calcium chloride at a cost of $28.00 per ton
F.O.B. cars at Rochester, Minnesota,
Alderman Amundsen introduced the following resolution, which was read*.!
"WHEREAS, It is deemed expedient and necessary that calcium chloride
be purchased for use as :a dust preventive on the streets and avenues of the City of
Rochester, Minnesota, during the season of the year, 19329 and 1
WHEREAS, The City Engineer has prepared specifications and estimate
of cost for 180 tons to 300 tons of calcium chloride for use as a dust preventive;
SO THEREFORE, Be it resolved by the Common Council of the City of
:�Rochesterq Minnesota:
That the said 160 tons to 300 tons of calcium chloride be purchased

Alderman Hicks introduced a resolution granting public dance
