the City of Rochest erg 'Minnesota , held in the Council Chambers, in the second
" ^nr of the Chamber of Commerce building, in said City, at 4:30 o'clock
P.M., on March 21, 1932.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Hicks, Miller,
Moody, Yihstadt. Absent: Dallman.
The call for the special meeting was read, said meeting
,being called for the purpose of hearing the proposal of the Interstate Power
Company as to rates for furnishing of natgral gas at Rochester, Minnesota,
and any other business that the said Common Council might deem proper.
Alderman Dallman came in at this time and took his Chair.
Geo. W. Granger presented the following rate proposal, which
s readyand President Liddle ordered that the same be placed on file:

Honorable Mayor and City Council,
Rochester, Minnesota.
Gentlemen: -
On December 31st we addressed a communication to you re-
spectfully requesting that your Honorable Board grant us the right to
distribute Natural Gas and permit us to install the necessary pipes and
mains to connect our gas plant and system with the Natural Gas mains at
the boundary lines of the City, so that Natural Gas may be made avail�':k:..
able for the citizens of Rochester.
In the communication referred to, certain suggestions were
made regarding the proper rates tc apply for the sale of Natural Gas to
our customers. Subsequent to the filing of this communication we have
given further study to the mate question and have secured further
advice from reputable engineers qualified to assist us, in consequence
of which we wish to now file with you a revision of our former rate
schedule and submit the following for your consideration:
Domestic & Commercial - R86te:
Applicable to the use of Natural Gas for home consumption and
for commercial houses.

Industrial Rate:
This rate is applicable to large users of Natural Gas or indus-
trial customers.
First 100,000 6u.Fto per month - General Domestic Rate.
Next 100,000 " " - 40,E per 1000 Cu-Pt.
Next 8009000 " " - 35�
Excess of 1,000,000 " " - 30�
You will note that these rates have been quoted on a quantity
basis while the previous rates submitted on December 31st were on a
therm basis. We wish to advise that we stand ready to serve either on
the quantity basis or the therm basis as may be approved by your
Honorable Board.

We are submitting with this co-immunication a proposed form of franchise,
granting us the privilege to distribute either manufactured or natural gas
within the corporate limits of Rochester, and ask that you give this prompt
consideration so that the vital question of natural gas may be settled, and
that the gas consumers of this city may receive the benefits therefrom at an
early date. We estimate that gas consumers bills will be reduced $60,000 per
year, or $&$000 per month by the application' of the rates herein proposed.

Geo. W. Granger, for the Interstate Power Company, presented a
Proposed ordinance of the City of Rochester, Olmsted County, State of Minnesota, �
granting to Interstate Power Company, its successors and assigns, permission to
erect, install, construct, reconstruct, repair, own, operate, maintain, manage and
control a gas plant within the corporate limits of said City, and a gas distribu-
tion system consisting of pipes conduits and other fixtures, in,under, over, along
and across the streets, lanes, avenues, sidewalks4l .i bb ;legs, bridges and public grounds of

said City for the purpose of furnishing manufactured and/or natural gas for light,
heat and power purposes to said city and its inhabitants, for a period of fifteen

years from and after the passage, approval and publication of this ordinance according?
to law, which was given an informal reading.
Upon motion by Hicks, second by Vihstadt, the said proposed franchises-1

ordinance was referred to the Common Council as a Committee of the whole for their
consideration.
Upon motion by Miller, second by Moody, the Mayor and City Clerk,were
authorized and directed to draw warrants upon the City Treasurer making return of
deposits for Council Chamber and Municipal Court room furniture plans and specific& -
Lions, and for the return of deposits made on electric fixture plans and specifica-
tions, and further that this authority and direction extend to and cover such
it '
appropriations for that purpose as /h9v heretofore been necessary to make.
The following applications for public dance permits were read: j
Home Commandary, K.T. , for the Masonic Temple March 100th,1932,
Queen City Camp No.1645, M.W. of A., for the Woodman Hall, March
28th9'1932; and April 1st and 6th,1932.
Midwest Advertising Company, for the National Guard Armory, April
7th,1932.
Alderman Dallman introduced a resolution granting public dance permit

to the Midwest Advertising Company, for the Armory April 7t.h 193E and fixing the

fee at y$5400, which was read.
Upon motion by Amundsen, second by Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Dallm-;n introduced a resolution granting public dance j
ermit to the Home Commandary No.5, K.T. , for the Masonic Temple, March 28th,1932,
nd fixing, the fee at y$5.00, which was read.

Upon motion by Moody, second by Dallman, that the said
resolution be adopted as read, and all voting in .favor thereof, President

jLiddle declared the said resolution duly passed and adopted,. -
'j Alderman Amundsen introduced a resolution granting public
dance permit to the Queen City Camp No.165, M.W.of A., for the Woodman
Hall, March 28th91932, ,and April 1st, and 6th,1932, and fixing the fee at
15*00,which was read.
i Upon motion by Hicks, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President
!Liddle declared the said resolution duly passed and adopted.
j' UPon motion by Hicks, second by Amundsen, the Common
Council adjourned.
