Minutes of an adjourned regular meeting of the Common
Council of the City of Rochester, Minnesota, held in the Council Chambers,
in the second floor of the Chamber of Commerce Building* in said City, at
4:00 o'clock P.P{., on March 30th,1932.
President Liddl.e was absent on account of the illness of
himself, and upon motion by Vihstadt, second by Amundsen, Alderman Miller
was appointed President Pro Tem.of this meeting and took his Chair as such
and called the meeting to order.
Roll Call. Present: Amundsen, Dallm.an, - Ttiller, Moody,
Vihstadt~ Absent: Liddle, Hicks.
This being the time and place fixed for adjourned
and continued action on the award of contracts for the furnishing of steel
filing equipment,etc, and wood furniture for the new City TTa,ll, the Cr% on
Council took up the consideration of the proposals submitted March 28th,1.932.
Alderman $f cks came in at this time and took his Chair.
The following report on the above mentioned proposals was
read and President Pro Tom Miller ordered that the same' be placed on file:
"To the Mayor and Common Council
Rochester, Minnesota
Gentlemen:
I hereby submit,item by item, a comparison of the bids
submitted on the wood and steel furniture for the City Hall Building
of Rochester, Minnesota.
On. the steel furniture bids, I wish to make the following
comment s :
The Luber -Burr Company has fully qualified itself in all the
bidding requirements: itemd_fed statement, the bond letter and the
financial statement, oft the company it represents, but the itemized
bid in the city engineer department is not. clear in the items of
document files, cello clip, and 2 - 45 plan files.
The Scrmidt'Printing Company has not submitted an itemized
sta.t ement.
H. S. Adams submitted no bond letter.
The Globe Office Furniture Company submitted no itemized
statement, no bond letter, or no financial statement of the company.
Quality Print Shop submitted no bond letter, no itemized
statement, or no financial statement of the company.
Don Milne submitted no financial statement of the company.
F. J. Paine did not submit a bond letter, and omitted a few

In the wood furniture bids, the firms of Schmidt Printing
Co., and Williams and Carr quoted both on the new furniture and the
refinishing of the old furniture as requited:
The following companies made no quotation on refinishing:

Rub Pn.st ein.

The Golden :Rule Company quoted only on chairs and desks. The
numbers on their proposal did not conform to the numbers in the plans and
specifications.

The New England Furniture Company quoted only on chairs.
Andy's Merchandise Exchange quoted on only certain items of
chairs and benches.
The main bid of Williams and Carr Co. was '10992.,31, plus the
sum of 21297.80 for the addition of Alternate No.l malkin total bid of
�10,290.61.
The main bid of Schmidt Printing Co. was 7757.40 minus the sum
of $872.50 for alto No.l, maing the total bid of e,6884.60. j

The following report of the City Attorney was read and President Pro
Tem Miller ordered that the same be placed on file:
"Rochester, Minnesota.
March 30tr91932.
Honorable Connon Council,
City of Rochester, Minnesota.
Gentlemen:
Answering your inquiry regarding; the quiilifications of the
bidders for both the steel and wood furniture for the new City Hall
building you are advised that from the report of the Architect there
is only one bidder qualified under the specifications :for the steel
furniture and that is the Luger-Buur Company and for the wood furni-
ture there are only two bidders qualified under the specifications,
namely: Schmidt Printing Company and Williams & Carr. The reasons
why the rest of the bidders have disqualified thetselves are stated
in the report of the Architect and from this report it appears that
only the above three bidders are qualified to receive the considera-
tion of the Common Council.

President Pro Tem Miller declared a recess of fifteen minutes in order
that the Common Council might have a private discussion on the selection of steel
filing equipment,etc., and wood furniture for the new City HIcL11, after which members
of the Common Council returned to the Council Chambers and were called to order in
regular session.
Upon motion by Amundsen, second by Hicks; the Schmidt Printing
Company were informally awarded the contract for the furnishing of wood furniture
for the new City Fall, subject to the selection of items decided upon for formal
action thereon. --

Upon motion by Amundsen, second by Dallnia_n, 'the ?iu;der-Btiur Furniture
Company were informally awarded the contract for steel filing equipment,etc.,
subject to the selection of items decided upon for formal action thereon.
Upon motion by Hicks, second by Vihstadt, it was ordered that the
certified checks of the unsuccessful bidders .for the .fVrnishing of wood furniture
and steel filing, equipment, etc-9 for the new City r'all be returned to them.

• Alderman Hicks introduced the. following resolution, which
was read:
"j'VHFREA.S-s, The Public Utility Board of the City of

Rochester, Minnesota, have made request that the Common Council of the City
of Rochester, Minnesota, provide' for investment of cast depreciation
reserves, and
VEERFAS, The Public Utility Board of said City have made
provision for monthly dppropriatinps for such amounts as are set up for the
depreciation during that month in their ILighting Department, Water Depart-
ment, and Steam Heating* Department, and have asked for the aut'l'ority to
make these appropriations;
So THEREFORE, Be it resolved -by the Common Council of
the City of Rochester, Minnesota:
That the Public Utility Board of said City be and the
I said Board is hereby authorized to make appropriations each month in
amounts such as equal the depreciation charges made in each of the above
jj mentioned departments, which disbursements shall be from the Public Utility
i Fund to tie Sinking; Fund of said City for investment by the Sinking

Fund Conuiiission in'such interest bearing securities as are not prohibited by
the Charter of the Cijsy of Rochester, or the Laws of the State of Minnesota,
which Sinking Fund investments shall1reset up one as Sinking Fund Invest-
1 ments for Electric Light Department Depreciation Reserve, one for Sinking
.Fund Investments for Water Department Depreciation Reserve, and one for
it Sinking Fund investments for Steam Beating Department Depreciation Reserve,

Be it further resolved by the said Common Council;
That when the depreciation reserve funds are appropriated
to the investment accounts set .forth, no disbursements shall be made there-
from except for replacement of machinery or equipment in the department
concerned; except in case of great emergency, which emergency shall be
decided by and the appropriations authorized by the Common Council of the
-.City of Rochater, Minnesota, which decision and authority will empower the
Sinking Fund Commission of said City to appropriate cash on hand to the
Public Utility Fund for that emergency, and also to sell securities to
realize cash to meet such emergency, after which sale the funds may be
appropriated to the Public Utility Fund for the replacement of machinery,
equipment,etc., which created the emergency."
Upon motion by Vihstadt, second by Dallman, that the said
resolution be adopted as read, and all voting in favor thereof, President
Pro Tem Miller declared the said resolution duly passed and adopted.
Alderman Dal]lnan introduced the following resolution,«v,_ich V
was read:
"B6, it resolved by the Common Council of the City of
Rochester, Minnesota:
That the Public Utility Board of said City are hereby
authorized to make the following electric, power and stove rates effective
on all billings subsequent to April 1st, 1932, being the rages which the
Public Utility Board of said City passed and adopted at a meeting thereof
held March. 26, 1932, effective April 1st, 1932, subject, to the approval of
the Common Council of said City:
MONTHLY
City Residential Light and Stove Rate;
First 3 K.W.H. per room at per K.W.H.
Next 3 K.W.H. per room at 5F per K.W.H.
Excess at 27� per K.W.H.
Less 10 per cent discount if paid within
ten days. Minimum bill $11600 per month.
Billed on minimum of three rooms.

Minimum monthly bill $2.00.
Discount - Except when otherwise specified all of
the rates are subject to a 10% discount if paid
within 10 days from date of a bill.
Suburban Power Rate.
To be 101% higher than City Rates. "
Upon motion by Moody, second by Vihstadt, that the said resolution be

adopted as read, and all voting in favor thereof, President/Milltr declared the said
resolution duly passed and adopted.
At 5:30 o'clock P.M., March 30th,1932, motion by Hicks, second by
Vihstadt; carried that this Common Council take recess until 7:00 o'clock P.M.,
March 30th91932.
At 7:00 o'clock P.M., on March 30thJ932, pursuant to -recess taken,
the Cotnmon Council again convened and were called to order by President Pro Ten
Miller, all members being present with the exception of President Liddle.
The Common Council proceeded to ihake selection of the items to be
purchased from the wood furniture bid of Schmidt Printing Company_ and of items to be
purchased from the Luger-Buur Furniture Company bid for furnishing steel .filing,
steel tables, steel counters, etc., after which motion by Nicks, second by Moody,
carried that further formal action on the award of contract for the said wood
furniture and steel filing equipment,etc., be adjourned and continued until 7:30
o'clock P,M., March 31st,1932,
Upon motion by Hicks, second by Moody,
to 7:30 0' clock P.M. , Marcr1st,1932.
