Council of the City of Rochester, Minnesota, held in the Council Chambers,
in the second floor of -the Chamber of Commerce Building, in said City,
at 7: 30 o' clock 'P.M. , on April 14th91932.
Meeting called to order by President Liddle.
Roll CQ11. Present: Liddle, Amundsen, Dallman, Hicks,
Miller, Moody, Ytrton. , Absent: None. /
The application of'the Rochester Electric Company, for an
electrician's license was read, and upon motion by Moody, second by Hicks,
license was granted covering the period April 6th919329 to April 5th,19339
inclusive.
The application of 0. a. Cummens, for an electrician's
license, was read, and upon motion by Amundsen, second by Moody, license
was granted covering the period April lAh919329 to April 12th,1933,,inclusive.
The application of Lillian Sherer and of F:G.Desnoyers
for soft drink dealer licenses, were each read, and upon motion by Miller,
second by Amundsen, licenses were granted.
The -applications of Rudolph Hinrichs,and Ruben Schultz,
for dtivers licenses, were each read, and upon motion by Miller, second by
Moody, licenses were granted.
The application of Clayton 0. Balcom and Lehaidt Neitz,
for appointment as Custodian of the City Hall, were each read, as were various
recommendations as to the ability of R.L.Bond to fill this position, and
President Liddle ordered that the same be placed on file.

over to the Fischer Company, Charles City, Iowa, any and all
monies now due the undersigned or to become due us in the future
under and by virtue of the terms and conditions of a contract
dated April 59 1932 in the amount of $3922,749 between the City
of Rochester and the Schmidt Printing Company Rochester, Minnesota,
for the furnishing and installation of furniture for the new City
Hall building in laid city of Rochester; this order and assignment
is to be honored as a prior charge against the terms and conditions
of said contract and against the certificate of the architect for
the said building-9 and is to be paid as soon as the same, or any
part thereof, has been allowed after completion and acceptance by
the Common Council of said work.

"WHEREAS, The Public Utility Board of the City of Rochester,Minnesota,
have made request that the $75700.00 par value Sinking Fund Investments for Electric
Light Plant Extensions be transferred to Sinking .Fund Investments .for Electric Light
Hgpat►tment Depreciation Reserve, and
WHEREAS, Such transfer has been approved and authorized by the Common
Council of said City in resolutions passed and adopted March 30th91932, and April
llth,1932, and the Sinking Fund Commission of the said City has, by the said resolu-
tions, been given authority to make such a transfer; I

SO THEREFORE, Be it resolved by the Commissioners of the Sinking Fund
of the City of Rochester, Minnesota:
That the sum of$78645.32 be appropriated from the Sinking Fund of said '
City, $77505i23 thereof to be from Code 23 as the book value of the -said Sinking
Fund Investments, and $1140.09 from Code 24 as the accrued interest on the said
investments, to April 15th,19329 payable to the Sinking Fund Code 1577505.239 and
Code 16 IJ1140.09, and
Be it further resolved by the said Commissioners of the Sinking Fund:
That the sum of $77505.23'be appropriated from the Sinking Fund Code
15, payable to the Sinking Fund Code 23, both of which appropriations are to accomplish
the transfer of the said investments leaving the accrued interest thereon as a credit
to interest collections on Sinking Fund Investments for Electric Light Plant Exten-
sions and charging the account for interest collections on Electric Light Department
Depreciation -Reserve Sinking Fund Investments for the said accrued interest disburse-1 I

account, however as we are obliged to make loans from our
bank the Stock Yards National and pay them 7% interest so
that we may carry on our bdsiness we would deem it a great

i was instructed to prepare plans, profiles, specifications and estimate of
cost -for the construction of a sidewalk around the new City Hall building:
ij Upon motion by Amundsen, -second by Dallman, request was
made of the Public Utility Board that they provide for the moving of the
fire hydrant at the City Hall corner to another corner of this intersection.
The City depository bond of the Rochester Loan & Trust
Company, covering their designation as a city depository in an amount not
j to exceed $509000.009 with Christopher Graham as surety thereon in the

Alderman Hicks introduced the following resolution, which
was read:
"Be it resolved by the Common Council of the City if
Rochester, Minnesota:
That the sureties on the City Depository Bond of the
Rochest r Ldan & Trust Company of Rochester, Minnesota, for double the
sum of ;50,000.00 dated April 14th919329 be and the said sureties on the
said bond are hereby accepted 4nd the said bond is hereby approved and
ordered placed on file in the office of the City Clerk of said City; said
bond being submitted, accepte6l a proved and ordered filed under and in
accordance with the proposal off' the said Rochester Loan & Trust Company,
dated March 29th919329 and the designation by this Common Council under
date of April 4th,19329 of the said Loan & Trust Company as a City

depository, with the whole thereof to be governed by Sections 47 to 549inclusive, of
the Charter of said City, and such other sections or parts thereof of the said
Charter as may be relative to City Depositories.
Be it fort her resolved by the said Common Council: That the City
Treasurer shall, subject to the above mentioned sections or parts thereof which are
for the government of the said Treasurer and of the said depositories, and the said
proposal and designation, place the sum of $50,000.00 in the said Loan & Trust
Company in savings account at an interest rate of two (2) per cent per annum, as
provided for in the above mentioned proposal. "
Upon motion by Hicks, second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
The electrician's license bond of the Rochester Electric Company
with the Commercial Casualty Insurance Company of Newark, New Jers;py,as surety
thereon in the amount of $1000*00, and the electrician's license bond,of O.S:
Cui=ens, with the General Indemnity Corporation of America; as surety thereon in
the amount of $19000.00 were each read, and upon motion by Moody, second by Dallman,
each of the said sureties, were accepted, each of the said bonds were approved, and
it was ordered that each of the said bonds be placed on file.
The following official bonds, with the Fidelity & Casualty Company
of New York, as surety t)iereon in the amount of $500400 in each case, were read, and
upon motion by Moody, second by Amundsen, the said sureties thereon were accepted,
the said bonds were approved, and it was ordered that the same be placed on file:
Louis J. Claude, Police Captain; Arnold M.Nelson, Chester R.Fellows, Harry Nesbit
Tompkins, Richard G. Nietz, Eldin L. Holtorf, and George -R. Rohde, Patrolmen;
and Ludwig J: Ranfranz, Jail Guard.
Continuation certificates on the official bonds of Wm. R. Jones, as
City Scavenger, and W. E. Mitchell, as Assistant Superintendent of the Dumping
Grounds, issued by the New Amsterdam Casualty Company, were each read, and upon
motion by Moody, second by Amundsen, the said continuation certificates were

accepted. in lieu of an official bond from each of these persons, and it was ordered
that.'the same be placed on file.

The following endorsement and request was read, and President
Liddle ordered that the same be placed on file; 4

Hon Mayor and Common Council.
Mr Pres. At Special meeting of Rochester Trades & Labor Assembly
of April 6-1932 This body unanimously indorsed Public Ownership, Construction,.
and Distribution of natural Gas. System for the city of Rochester, and urgently
request the Common Council for immediate action for the purpose, to make
preparations for the construction of sand in near future.

The following majority report from the Common Council
as a Committee of the whole, was read, and President Liddle ordered that
the same be placed on file:

The matter of the application of the Interstate
Power Company for a franchise as stetted in their last
communication to the Common Council having been referred to..
the Common Council as a committee of the whole the following
report and recommendation is submitted:

That the proposed franchise be not granted, and
that the Interstate Power Company be denied the right to
distribute natural gas during the balance of their present
franchise period. '

Matt Fitzpatrick read the following opinion and request
and President Liddle ordered that the same be placed on file:
" The Municipal Ownership League of the City of Rochester, Minnesota
is of the opinion that the Common Council of said city should take
immediate steps to construct a municipally owned natural gas distri-
Vati0n system. The membership is of the further opinion that nothing
more can be done or said to throw any additional light on this ques-
tion and we respectfully urge you to take immediate -action%

Mr. J. A. van den Berg of the Interstate Power Company
offered to put the so-called Burns & McDonnell rate into effect if his
company be allowed to distribute natural gas for the balance of their
franche term.
Upon motion by Miller', second by Moody, the Common
Council adjourned to 7:30 o'clock P.M., oA April 25th,1932.'
