HomeMy WebLinkAbout05-02-1932`4 Minutes of a regatar meeting of. the Comman Council of the City of Rechester, Minnesota, held in the Council Chambers in the second floor of the Chamber of Commerce Building , in said City, at 2:00 0' clo ck P.M.. on May 2nd,1932. Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Dallman, Hicks, Millers Moody, Norton. Absent: None:. upon motion by Amundsen, second by Miller, the minutes of the meeting held on April 25th91932, were approved. Upon motion by Hicks, second by Moody, the Street and Alley Committee and the City Engineer were instructed to confer wi#h H.E. Alexander relative to securing property for an approach to the east end of the bridge over bear Creek at Ninth Avenue Southeast and Sixth Street Southeast. The report of the -U3,erk of the Municipal Court, for the week ending May 2nd, 19329 showing criminal fines collected $383:00, civil fees received $4.70, and court costs charged to Olmsted County $.18.059 was read -and President Liddle referred the same to the City Attorney. The application9 of Harry Margellos and of Daisy Wells for soft drink licenses, were read and upon motion by Hicks, second by Dallman, licenses were granted. The following applications for public dance permits were read: C. B. County for the Woodman Hall May 4th,1932; A. 0. Berndt for the Woodman Hall May 7th,19329 and May 14th,1932; Otto Van Wey for the Woodman Hall May 5th91932. Communications between the Van Dorn Iron Works Company and the City Clerk relative to unpaid balances on contract for furnishing and installation of jail equipment in the new City Hall,were read, and President Liddle ordered that r F the same be placed on file. The applications of H. S. Blink, Wm. Mueske and John B. Campion, for appointment as custodian of the new City Hall, were each read, and President Liddle ordered'that the same be placed on file. �The official bonds of A. J. The appointment by the Mayor of Carlton E. Anderson, as Special Patrolman April 22nc11,1932, to May 3rd91932, inclusive, was. read, and President Liddle ordered that the same be placed on file. The City Clerk reported that Thomas E. Slatterly has lost irarrant No.6954 dated March 29th,1932, and drawn payable to him in the amount of1.35,-at which motion by Hicks, second by Amundsen; carried that • ♦ • • the Mayor and City Clerk -'be huthorized and directed to draw a duplicate thereof, and that payment- be stopped on the- original warrant No .6954. Upon motion by Hicksp second by Amundsen, the matter of authorization to the Mayor for the number. of Patrolmen that may be appointed during -this official year, was adjourned to the meeting of this Common Council which is to be held May 9t h,1932. , Upon motion by Hicks, 'second by Amundsen, the. Aetna Casualty & Surety Company was released from their coverage on the H. & F. Electric Company Electrician's license bond written by them January 19th, 1932, in that the H. & H. Electric Company have renewed their electrician's license43nd have qualified it by ar/%Yond covering that license period. The following certificates'and correspondence relative to tax abatements,etc., were each read, and upon motion by Amundsen, second by Morton, it was ordered that the City Clerk adjust his tax records accordingly, as of April 36th91932: Mr. A. A communication from R-A.Trovatten, Commissioner of Agriculture, and Dairy and Food, relative to disposition of cigarette license�fees,jpenalties, was j read, and President Liddle ordered that the same be placed on file; the Attorney i General's ruling quoted therein being that 90% of the license fee is paid to the i Municipality under the laws of 1929, 10% is retained in the teTreasury, as are the penalties collected for delayed payments of license fees. The following orders relative to est&blishing and designating "Thru Highways" were each read, and President Liddle ordered that the same be placed on file: " ORDER NO. 7636 It is hereby ordered, in accordance with Chapter 4129 Section 219 General Laws of 1927, that T.H. N0. 20 from the south limits of Pine Island to South State Line, be designated a "Thru Highway". On the streets or roads intersecting -the "Thru Highway" hereby designated there shall be placed and maintained "Step" signs and all vehicles approaching such "Thru Highway" over such intersecting streets or roads, shall come to a full stop before crossing or turning into said "Thru Highway". " The following Sewer Committee report was read, and President Liddle ordered that the same be placed on file: "Rochester, Minnesota. l May 2nd, 1932. ? i i Honorable Mayor and Common Council, Rochester, Minnesotai Gentlemen: i The Sewer Committee has investigated conditions at the ! ✓r Sewage Disposal Plant and believes that with the purchase -of a Chlorinator and the employment of Mr. Stromberg for a period of four months commencing on or about June lst, 1932 the situation can be improved to a great -extent. We recommend that the Common Council immddiately advertise for bids for the purchase of a Chlorinator and also agree with Mr. Stromberg as to the salary to be paid to him during this period. " Upon motion by Hicks, second by Dallman, the City Engineer was j instructed to draw plans, profiles, specifications and estimate of cost for the i installation of a chlorinator at the Sewage Disposal Plant. ' I `5U 1 0 Upon motion by Miller, second by Amundsen, the matter of engaging a chemist's services at the sewage disposal plant, was referred back to the Sewer Committee and the City Engineer for their report thereon at the meeting of this Co3-mon' Council, which is to `be held May 9th,1932. An ordinance regulating trafficy .the: -operation and parking of vehicles, the use of streets for driveway entrances, and designating arterial highways in the City of Rochester, Minnesota, was given its third and final reading. Upon motion by Moody, second by Norton, that the said ordinance be adopted as read, and all voting in favor thereof, President Liddle declared the said ordinance duly passed and adopted. An ordinance repealing in its entirety Ordinance No.415 of the City of Rochester, Minnesota, the same being an ordinance prescribing the wages which shall be paid for skilled, and unskilled, labor on public works by contractors where performing such work for the City of Rochester, and by the City, when performing such work not under contract, was given its second reading. Upon motion by Hicks, second by Amundsen, the special committee appointed for conference with the Minnesota Northern Natural Gas `relative Company representatives,/to the so-called Plummer plan for local distribution of natural gas, was granted an extension of time in which to meke their report and they were also authorized to incur the expenses of bringing a Burns & McDonnell Engineering Company representative here for decision on questions that may develop as to rate structure,etc. The following proposals for -the printing of the City Clerk's Annual Report, were read, and upon motion by Miller, second by Amundsen, that of the Quality Print Shop was accepted for the printing of 500 copies: SCHMIDT PRINTING COMPANY: , 300 copies 233,50 500 copies 283950 WILLIAMS & CARR: 300 copies 297925 500 copies 327425 QUALITY PRINT SHOP: 300 copies 211.00 500 copies 237:00 SACK & GOETTING: Did not make a proposal. Alderman Norton introduced the following resolution, which was read: �I "RESOLUTION PROVIDING FOR PUBLIC SUBSCRIPTIONS �i FOR $559000 IMPROVEMENT BONDS. ' !' RHEREAS bids for the purchase of 055,000 4 Improvement Bonds of the City of Rochester have been heretofore requested, and no bids were received, and WHE {,AS the Common Council has heretofore determined that said bonds , j shall be sold, by popular subscription to the citizens of the municipality at not less; ' than -par and accrued interest, ,f NOW, THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota, as follows: 1. That all bids heretofore received from citizens of the muni cipality ! for the purchase of said bonds are hereby ratified and confirmed. i ' I 2, The City Clerk is hereby authorized and directed to cause notice of bond subscription to be published once in the official newspaper of said City j as follows: I 4 !I NOTICE OF BOND SUBSCRIPTION. i Notice is hereby given by the Common Council of -the City of Rochester, Minnesota, that subscriptions will be taken from the citizens of'the municipality for the purchase of one or more of the Improvement Bonds of said City dated May 19 1931. Upon motion by Miller, second by Moody, the City Engineer was instructed to secure the necessary labor and materials and labor and repair the paving opened by the Minnesota Northern Natural Gas Company, for the installation of their natural gas mains, which repairs shall be at and expense the cost+/of the gas company. Upon motion by Hicks, second by Miller, the Board of Park Commissioners were 'requ.este_d, to sprinkle or treat' all the driveways in Soldier Field, President Liddle referred the matter of the repairing of the Chicago Great Western Railroad Company crossings over Broadway Street North, First Avenue Northwest and Second Avenue Northwest to the City Attorney for his I. attention. Upon motion by Norton, second by Hicks, the sum of 4p10.00 was appropriated from the General Fund and it was ordered that the said sum be paid to D. L. Williams, Postmaster, $5.00 for stamps- for use of the City Engineer, and 05400 for stamps for use of the City Attorney.
