Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Dallman, Nicks, Miller, Moody, No3:t=4 Absent: None. Upon motion by Moody, second by Amundsen, the minutes of the meeting held on May 17tb919329 were approved. President Liddle referred the matter of the drafting of an ordinance providing for the licensing of amusement features at the amusement park being constructed by the White City ComparGr,to the License Committee and the City Attorney. Upon motion by Hicks, second by Moody, the matter of numbering the office doors in the new City Hall was referred to Alderman Amundsen and the Architect Bross with power to act. The application of A. G. Berndt for public dance permit at the Woodman Hall June llth, 18th, and 25th,193?, and July 2nd, and 9th, 1932, was read, and he made oral request that his dance.permit fee be reduced from $5000 per date to about %12.50, at which President Liddle referred the matter to the License Committee and the City Attorney. A communication from Arthur E. Bitters, Agent for the Christy Obrecht Tent Show, asking if itis satisfactory that they bhow in this city during the week of September .12th to 18th,1930', was read, and President Liddle referred this matter to the License Committee. The report of the City Engineer for the month of May, 1932, showing expenditures for labor from the General Fund of $560.75, from the Street and Alley Fund $1377.74, from the Sewer Fund -9:355.25, and from the Bridge Fund $15,259 was read, and President Liddle ordered that the same be placed on filer The following c ommuni cat ion was read, and upon motion by Hicks, second by Moody, the City Clerk was instructed to serve a copy of it on the architect for the City Hall building and also on the jail equipment dome enyt "State of Minnesota DEPARTMENT OF PUBLIC INSTITUTIONS St. Paul June 4, 1932. Dear Sir: I recently inspected your new city jail at Rochester, and approved the general arrangements. 805 I I think the people who did the steel work did a very poor job, leaving so many cracks and holes that it makes a wonderf'al place for vermin of all kinds. McCoy, as City Weighmaster, with the Fidelity & Casualty Company of New YorH, as surety thereon in the amount of $500400, was read, and upon motion by Moody, second by Norton, the said surety was accepted, the said bond was approved, and it was ordered that the same be placed on file. The appointment by the Mayor of Carlton E. Anderson, as Special Patrolman during the period June 6th919329 to June 12th;1932, inclusive, was read, and Presi- dent Liddle ordered that the same be placed on file. j k i M Estimates by the City Engineer in favor of Botsford Lumber Company, show-+ ing the sum of $692.25 as being due for the furnishing of 25 tons calcium chloride, ! - j and $830,70 as being due for the furnishing of 30 tons of calcium chloride; and estimate by the City Engineer in favor of G* Schwartz & Company, showing the sum of i .$1162:83 as being; due for the construction of a new sidewalk around the new City Hall, for the removal of the scale pit and ramps, and for the doing of the necessary repaving and construction of curb, were each read, and President Liddle ordered that the same be placed on file. A communication from Henry C. Lindberg, Custodian of the City Hall, asking for authority to purchase certain items required in connection with his work, was read, and upon motion by ?dicks, second by Amundsen, the Purchasing Committee were authorized to purchase the supplies and equipment needed4 The following emergency authorizations were read,.and Pres- ident Liddle ordered that the same be placed on file: " Rochester Minnesota, June 6th, 1932. It having been called to my attention that the bridge floor on the Second Avenue Northwest bridge over Cascade Creek is in immediate need of repe,ir and that a strict compliance with the city charter will cause great damage to the public interest, I hereby authorize you, under the provisions of Section 264 of the said Charter, to immediately make such repairs to the said bridge as will make it safe for public traffic and to procure the necessary labor and materials therefor in the open. market without advertisement for bids. C?ent l em en: It has been called to my attention that the new City Mall building has not yet been equipped with the necessary blinds for the windows therein and also that the strict compliance with the charter provisions will greatly delay the work and damage the public interest. You are therefore authorized to go into the open market and purchase the necessary blinds for the said building, the cost of which, I am informed, will not exceed the sum of approximately $850.00. Gentlemen: i i The amount of license fee to be charged for public dances in the city and also the amount of fee for the showing of the Ob recht Shows having been referred to the -!undersigned committee, the following report and recommendation- is- submitted; i That the amount of license to be charged for public dances be fixed at the sum of 03:00 per dance. That the Obrecht Shows be licensed in accordance with Ordinance No. 349 which provides for a license fee of $15.00 for the first day and $7450 for each succeeding day or a total for six days of $$52,50 fZespectfully submitted, LICENSE COMMITTEE By Paul H. " The following recommendation of the Street and Alley Committee, and the City Engineer, was read, and President Liddle ordered that the same be placed on file: "Rochester, Minnesota, June 61 1932. Honorable Mayor and Common Council City of Rochester, Minnesota. Gentlemen: We, the Street -nd Alley Committee and the City Engineer, respectfully recommend thatthe Tri-State Telephone and Telegraph Company be allowed to make the new construction and removal of plant shown on their ,blue print for estimate No.34700 as to aerial cable construction in alley east of Broadway Street North, and as to removal of aerial plant on Broadway Street North and First Avenue Northeast. Arms gny gEngineer,," Upon motion by Norton, second by Hicks, the above quoted recommendations! of the Street and Alley Committee and the City Engineer, were adopted and the request of the Tri-State Telephone and Telegraph Company was granted. The following communication from the City Engineer was read, and upon motion by Hicks, second by Miller he was authorized and directed to secure the necessary labor and materials and to construct the sidewalk mentioned therein: d i 808 To the Honorable Common Council June 6=} 1932 �) Gentlemen: I beg to recommend that a Concrete -Sidewalk be constructed along the east Ride of the New City Hall; and along the south side of jthe Police Garage. I�This will amount to 90 square yards and will cost ab out 1i $117.00. Respectfully, C. H. Armstrong City Engineer." An ordinance repealing in its, entirety Ordinance No.415 of the City of Rochester, Minnesota, the same being an ordinance prescribing the wages which shell be paid for skilled and unskilled labor upon public works by contractors while performing such work for the City of Rochester, and by the City when performing; such work not under contract, was given its third and final reading. II A motion by Norton, that this ordinance be adopted as read, reveived no second, at which President Biddle declared the ordinance lost, and after that action Alderman Norton withdrew his motion that it be adopted. The application of Martin Paulson for license to connect I with sewers and drains was read, and upon motion by Miller, second by Moody, license was granted. 'I Alderman Hicks introduced the following resolution, which i IIwas read: I "Be it resolved by the Common Council of the City of (Rochester, Minnesota: That the salary of the Custodian of the City Fall of said j City, is hereby fixed at the sum of $102040 for the ensuing official year Ipayable from the General Fund of said City, effective as of June 1, 1932. The said salary and compensation shall be paid in ( semi- I�onthl installments based on the monthly salary rate; one-half of the said y !'monthly salary and compensation being payable on the 16th day ofeach month hand the balance on the last day of each month during the ensuing official ear." I II 809 Upon motion by Amundsen, second by Miller, that the said resolution be j adopted as read, and all voting in favor thereof. , President Liddle declared the said resolution duly passed and adopted. ' I Alderman Amundsen introduced the following resolution,which was read: ! "Be it resolved by the dommon Council of the -City of Rochester, Minne- sota: ' That the salary of the City Weighmaster of said City is hereby fixed at I the sum of $780.00 per year for the ensuing official year payable from the General j Fund of said City, effective as of June 19 1932. The said salary and compensation shall be paid.in semi-monthly install- ments based on the monthly salary rate; one-half of the said monthly salary and compensation being payable on the last day of each month and the balance on the lash day of each month during the ensuing official year. Upon motion by Moody, second by Amundsen, that'the slid resolution be i adopted as read, and all voting in favor thereof-9 President Liddle declared the said ' j resolution duly passed and adopted. Alderman Miller introduced the following resolution, which was read: �. i "WHEREAS, Section 7 of Ordinance No.415 provides that the Common Council of the City of Rochester, on the first Monday in April in each year, shall establish f a minimum wage scale for all public works for the ensuing official year; TF.EREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That for and during the official year following the passage and adoption of this resolution all contracts hereinafter entered into for the purpose of performing any work for the City of Rochester, involving either new construction work or repair work on any roads, bridges, sewers, streets, alleys, parks, parkways, buildings, or any other public work- involving the improvement of public property, shall be made upon the basis that the wages paid to skilled and unskilled labor shall not be less than the following: Bricklayer, Bricklayer foreman Bricklayer mixer Carpenter Carpenter Foreman Cement Finisher Cement Finisher Foreman Electrician Electrician's. helpers 1 yr. Alderman Miller introduced a resolution granting public dance permit to A. G. Berndt, for the Woodman Hall, Jund llth, 18t t_, and 25th,19329 and July 2nd, and 9th,19329 and fixing the fee at 015 009 which was read. Upon motion by Hicks, second by Mood,-, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropriating $713,095 from the Park Improvement Fend and 'ordering payment made to the ayo Trust Fund,for payroll for labor during the week ending June 3rd91932 , ch was read4 Upon motion by Dallman, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President iddle declared the said resolution duly passed and adopted. Alderman Norton introduced a resolution appropriating $13731.00 from the New City Hall Fund and ordering payment made to G. Schwartz & Company, as estimate No.9 on general contract for the construction of a new City Hall building, which was read: Upon motion by Hicks, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Aldermen Dal.lman introduced a resolution appropriating $4494.04 from the New City Hall Fund and ordering; payment made to the Metal Office Furniture Company of Grand Rapids, Michigan, as estimate No.1 on contract for the furnishing of6steel tables, steel counters, steel. desirs , etc., for the New City Hall offices, which was read. Upon motion by Moody, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Hir-ks introduced an ordinance regulating and licensing the use, handling, storage, and sale of flamable liquids, and the products thereof, in the City of Rochester, Minnesota, which was given 'its first reading. Upon motion by Hicks, second by Norton, the rules were suspended and the said ordinance was given its second reading: Upon motion by Hitksi,second by Miller, the City Engineer wav, authorized to make the necessary repairs for the sewage disposal plant aerators: Upon motion by Miller, second by Arrrandl.rcen, the City. nd Engineer was instructed to'draw,pl.ans2 specifications and prepare an ( estimate of cost for the furnishing and installation of a gravel screening plant at the so-called Grassle gravel pit.
