Meeting called to order tby President Liddle.

President Liddle referred the unpaid Steam Reating bill

President Liddle referred the matter of extras on the

J. W. Feller, Commander of the local American Legion Post,
sked that this Organization be given the supervision a,ndicLontrol of the so-

ighted and heated at the expense of the City Of Rochester, Minnesota, and
resident Liddle referred this request to a Dommittee composed of tile City

We have been advised that you plan to employ Consultink
gineers in connection with the cut over from Artificial GAas to Natural
Gas and we beg to submit a proposal on this work for consideration of your
onorable body.

Work in conjunction with the'engineers of the Minnesota
Northern Natural Gas Co. in the preparation of each. drawings and specificar
ions as will be necessary for the cut over from Artificial "::.as to Natural
Gas for the complete progrem�
All drawings and specifications whether made by us or the
Gas Company must meet with our approval and the approval of the City
Council before actual work is started.
For this, the total fee fo five hundred dollars ($500 900)
shall be paid as follows, Sixty per cent (60'l) on completion of drawings
and specifications and balance on completion of constructionq

,we shall. furnish a competent resident engineer for supervision of
all construction, to 4e; check all material and keep records of all work, and

For this service we -will charge two hundred fifty dollars 0250.00)
per month, payable monthly#. -

We believe your council should have advisory service working in
conjunction With your city engineer to check operation of the Gas Utility, such
as extensions of mains, nOw services, capital expenditures, operating problems,
records kept by Gas Utility, and give the City a complete report at the end of each
year on this project.
For this we will make a charge of twenty five dollars ($2504_
per month, payable quarterly. In addition to this when the council or city engineer
deems it advi5-able to have an Engineer to check over details in field away from
office. Wepropose to charge for such services twenty five dollars (41'25.00) per
day plus expenses to and from Minneapolis, Minn.
We are expecially equipped to handle work of this nature and
are located in close proximity to your city and would be subject to call on a
few hours notice.

showing payments for labor from the General Fund of $575.35, from the Street and
Alley Fund $10170109 from the Sewer Fund $309.50, and from the Bridge Fund $83.50,
was read, and President Liddle ordered that the same be placed on file.
The re-ort of t:_e City Treasurer for the month ending June 30th,
1932 showIng $39795990-12 being on hand at that date was read)and President Liddle
ordered that the same be placed on file.
The application of A. G. Berndt for a Public Dance permit at the
Woodman Hall.June 16th, 23rd, and 30th, 1932 was read.
The following applications for permits to place and maintain signs

were each read, and upon motion by Moody, second by Norton permits were granted
to each applicant:

The appointment by -the Mayor of Joseph J. O'Connell as a special
►Patrolman during the period July 1st to 7th, 1932, inclusive, and the appointment

to the Women's Rest Room equipment.

Having had numberous calls, and inquiries ► about
going into the country and nearby towns, I would like to know the
wishes of your body in re'ard to the same.
. Attached are two letters wanting information on the
subject, so would like this information before answering these
letters. .

Aquotation by the Schmidt Printing Co. relative to fur-
nishing 15 lockers for the use' of the Police Department -t '&'4e price of
$191064 less $2:50 each if the old lockers are turned in for credit, was read
and upon motion by Hicks, second by Norton this quotation was referred to the
Police Committee with authority to make purchase of these lockers after
they 11f deceived other quotations:

Upon motion by Norton, second by Hicks, the above mentioned
Ambulance was accepted for use of the Police Department, and the Mayor and the City
Clerk were authorized and directed to attend to the registraVion of it.
Upon motion by Norton, second by Hicks the City Clerk was instructed)
to thank the Mayo Clinic for the gift of this equipment.
The following assignment was read, and -upon motion by Miller, see —
and 'by Amundsen, it was accepted, and it was ordered that the pay4ents under the wnv►a.i

The City of Rochester,
Rochester, Minnesota.
We, the undersigned, 'do hereby order, empower and authorize
you to pay over to George H. Alderson the sum of Five hundred ($500400)
Dollars per year for five (5) years out of any sum or sums due us as pay—
ment for gravel taken from our lands by the city of Rochester under and
in accordance with the terms and conditions of one certain contrwet
governing -the removal 9f gragel^herefrom. The said payment which is to be
credited on interest & principal to be made in two equal installments
annually, one-half t.nereof on June lst, and the balance thereof -on
December lst of each year and to commence as soon as the said money sh&ll
become due and payable to us under the said contract and tie above order and
assignment to be honored as a prior charge against any and all sums
of money to become due us under the terms of the said c,,;ntract. We do
hereby reserve to ourselves any and all sums of money over and above the
said five hundred dollars each year and we make tais order and assignment

Final estimate prepared by the Architect in favor of the North
ide Electric Co. on their contract for furnishing of electric fixtures, showing

` Upon motion by Moody, second by Norton, the Chief of Police was

ity which is an Ordinance Regulating Traffic, the Operation and Parking of

An Ordinance regulating and licensing the use, handling, storage,

Alderman Dallman introduced a resolution appropriating

Upon motion by. Moody, second by.Hicks that the said
resolution be adopted as read, and all voting in favor thereof, President

Alderman Amundsen introduced a resolution appropriating
$374.01 from the New City Hall Fund, and ordering payment made to North

Side Electric Co. as V.-,a final payment oit contract for electric fixtures for
the New City Hall, w-.ich was read.
Upon motion by Moody, second by Dallman, th�.L;t the said
Ilresolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.

Alderman 1o_rton introduced the following resolution, which was react
"Be it resolved by Vri.e Common Council of the City of Rochester,
nnesota:
That the Public Utility Board of said City, he and the said
Board is hereby authorized to appropriate $ p4 . 4 from ti.i.e Public Utility Fund of
said City, to the New City Hall Fdnd of said City, for 4@t of t'ie contract costs for
furnishing and installation of furniture in the Public Utility Offices in the
New City HS11o'
Upon motion by. Amundsen, second, by Moody,, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared t'qe
said resolution duly passed and adopted.
Alderman Moody introduced the following resolution, which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the Mayor and City Clerk be and they hereby are empowered
and authorized to sign and execute in behalf of said City one certain contract
with Henry Grassle dated June 3rd, 1932 providing for the payment by said city
Iof gravel taken from the lands therein described."
Upon motion by Miller, second by Dallman, that the said
resolution be adopted as read, and all voting in favor thereof, except Aldermen
hicks and Norton, who voted "Nay", President Liddle declared the,said resolution
duly passed and edoptedi
President Liddle appointed the Fire Department Committee and
Chief of t.-.e Fire Department and the City Attorney as a committee for consideration
of recomendations recently made by the General Inspection Bureau and also requested
that tine Firemen's Civil Service Commission serve with this committee.
Upon motion by Dallman, second by Amundsen the City Engineer and
Street and Alley Oommittee were authorized and directed to repair the drainage
situation in the paving adjacent to the Marigold Dairies Office, at the Brumm
and White Store, and to/provide proper drainage facilities for the intersection of
Sixth Street Southwest and First Avenue Southwest.
A Motion by Hicks, second by Amundsen that the Mayor and City
Clerk be authorized to execute a contract with Burns & McDonnell Engineering Co,
relative to engineering services in connection with the construction of the
local Natural Gas distribution system as per their proprosal lost by the following
vote: Ayes: Amundsen, Hicks, Miller, Nays: Dallman, Moody, Norton, Liddle.
Upon motIdn by Dallman, second by Amundsen, the Chief of the
Fire Department was authorized to use up to one-h,61f of the team sheds for the
construction of a drill tower.
President Liddle left the Council Chambers, and at his request
Alderman Norton took the Chair as President pro tem.
Upon motion by Miller, second by Moody, the Mayor was requested
to issue7emergency authorization providing for) the purchase of a Waukesha 40
u
H. P. Gasoline engine for use in furnishing power at the Grassle Gravel
pit.
Upon motion by Miller, second by Amundeen, the City Engineer
was authorized to expend not to exceed $199:00 in stripping and opening .
the so-called Grassle Gravel Pit.
Upon motion by Hicks, second Moody the Common Council
adjourned to 7:30 o'clock P.M. July llth, 19320'
