HomeMy WebLinkAbout08-20-193293 Minutes of a special meeting of the Common Council of the City of Reeieeter, Minnesota, held in the Council Chambers, in the City Hall, in said City, at ,9:30 o'clock A. M. , on August 20th,1932. Meeting called to order by President Liddle. e Roll Call. Present: Liddle, Dallman, Hicks, Miller, Moody, Norton. Absent: Amundsen. The call for the special meeting was read; said meeting being called for the purpose ,of hearing the report of the City Engineer concerning the repair of the old bridge, or the construction of a new bridge r over Bear Creek, on Fourth Street Southeast, and any other business that the said CoiTmon Council might deem proper. The City Engineer presented an unsigned estimate of cost for the construction of vatious types of bridges at the location above mentioned. The Mayor recommended that this bridge be constructed at least y Height feet wide and expressed his preference for a concrete bridge if the difference in cost is not too much over that for a steel bridge, and further suggested that the cost of this construction be paid from Public Utility funds. Upon motion by Norton, second by Hicks, the width of the roadway or a new bridge over Bear Creek on Fourth Street Southeast, was fixed at twenty fight (28) feet. Upon motion by Norton, second by Moody, the City Engineer was instructed to prepare plans, profiles, specifications and estimate of cost for the construction of a steel reinforced concrete bridge, a steel I beam with concrete leek bridge, and a steel span bridge, in order that advertisement forbids may be ade for the construction of either type of bridge that the Common Council may elect. • Upon motion by Hicks, second by Dallman, the City Engineer was nstructed to provide that his specifications for the construction of the bridge bove mentioned, shall specify the terms of payment to be, one-half on or before my lst919339 and the balance on or before November lst919339and that they shall et forth that no note or other security or evidehce of indebtedness, except contract rovisions, will be given by the City of Rochester, Minnesota. Upon motion by Miller, second by Norton, the City Engineer was uthorized to employ outside assistance in the preparation of the above plans, profiler nd specifications, if necessary, which expenditure shall net exceed $500.00) all oting in favor thereof'except Alderman Hicks, who voted "Nay". A ruling from the Attorney General as to the•constitutionality of he proposed amendments for Sections 151 and 154 of the Charter of the City of • lochesters Minnesota, was read, and President Liddle ordered that the same be pl txed , n files 94 The following copy of resolution was read, and President Liddle ordered that the same be placed on file: "Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota that the Hon. Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with the L.A.Kepp Contracting Company of this City for the furnishing of all the labor, materials and equipment necessary for the installation of an ornamental street lighting system on North Broadway together with the necessary underground duct system for said lighting. system and additional underground duct to the alley, said ornamental system to consist of Union Metal Standards with General Electric Tops -all of the said material and general workmanship to be in accordance with specifications on file and with the bid of the said L.A.Kepp Contracting Company for a total lump sum price of TWELVE THOUSAND EIGHT HUNDRED AND NINE DOLLARS ($12,8090,00)-the said Company being the lowest responsible bidder*" Alderman Miller introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the Public Utility Board of said City be and the said Board is hereby authorized and directed to enter into contract with L.A. Kepp Contracting Company for the furnishing of all labor, materials, equipment, etc., necessary for the installation of ornamental lighting i system on Broadway Street North, together *ith the necessary underground duct system, for said lighting system, and additional underground to the alleg,which ornamental lighting system shal consist of Union Metal standards with General Electric tops, at a lump sum price of #12809.00 The amount of the bond to be given by- the said contractor is hereby fixed at the sum of $1280940." A motion by Dallman, second by Miller, that the said resolution be adopted as read, lost by the following vote: Ayes: Dallman, Hicks, Miller. Nays: Moody, Norton. Alderman Norton introduced a resolution appropriating $585035 from the Park Improvement Fund to the Mayo Trust Fund, for payroll for labor during the period of the week endibg August 12th 91932 9which was read. Upon motion by Hicks, second by Norton, that the said resolution be adopted as read, and all voting in favor thereof, except Alderman Miller, who voted "Nay", President Liddle declared tho said resolu- tion duly passed and adopted. , The following claims were read, and upon motion by Hicks, second by Miller, tho�s*A* wets approved and the Mayor and City Clerk were authorized and diredted to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Joseph J. Schuster $40.009 W. J. Nelson $3.00. Upon motion by Hicks, second by Dallman, the City Clerk was instructed to release the :ey for the sorcalled tramp room in the City Hall basement to the Chief of Police upon his giving the proper receipt -for it . 951. i i Upon motion by Norton, second by Moody, the following rates per front :root for sprinkling and treating during the 1932 season, were fixed for the avenues- mentioned: Sixth Avenue Southeast, Tenth Street to Eleventh Street, August 9th, 1932, to November 1st, 19329 at,$.01354125 per front foot; First Avenue Northeast, Seventh Street to Tenth St rest , July 26th, 1932, to November lst919329 at $.01559755 per front foot] Upon notion by Hicks, second by Norton, the City Clerk was instructed to continue the 1931 depreciation_ rate for sprinkling and treating equipment for use in his 1932 sprinkling and treating costs.
