Meeting called to order by President Lidcl.le Roll call: Present: Liddle, Amundsen, Hicks, Millerij�- Moodyl Norton. Absenti Dallman.4 The City Engineer Department's trial balance for September," 1932, was laid' before the Common Cpuricil, and President Liddle ordered that the same be placed on file. The Health Officer. '-s report for the City Farm, for Sep# - ember, 19329 showing receipts of $12144529 disbursements of 1994v769 and a balance on hand of $355045, was read; as was the statement of hogs on hand October let$ at which motion by Norton$ second by Moody; carried that the said report be placed on file, and that William H. Friedell be furnished with t`he dead hog mentioned in that statement, so that he may personally verify the loss by death The report of the City Weighmaster for the month of Sept - amber, 19329 showing $53i70 collected for weighing fees, was read, and President Liddle referred the acme to the Finance Committee. Balance Sheet, Income Statements, etc., of the Public Utility Departments, prepared by the Secretary of the Public Utility Board, as of September 30th, 19329 were read, and President Liddle ordered tbat the same be placed on file] the said Income Statements showing a ihet trofit in the Light Department for the month of September, 1932 $9647+16, and for the six months of this fiscal year a net profit of $57198.15, and a net profit , in the Water Department for the month of September, 19329 of $9291 50, and for the six months $21890485, with no report on the operating profits in the Steam Heating Department The report of the Clerk of Municipal Dourt, for the week ending October loth, 19329 showing criminal fines collected $16.00 , civil fees received �'3.35, and court costs charged to Olmsted County $13.90, was read, and President Twiddle referred the same to the City Attorney. The application of W. Waterman Hendricks, Chairman of of ft* T. McCoy Post No. 92, American Legion Entertainment Committee, Tor a public dance permit at the Armory, October llth, 193?., was read. The application of Roy Bassett for a solicitor's license, was read, and upon motion by Moody, second by Miller, license was grant ad. 165 The report of the, Building, Electrical, and Plumbing Inepecto r, for the month of September, 19329 showing building inspection fees collected 0�3040, electrical inspection .fees $ 233.50, and -plumbing insp ection,"Cees 113.759, was read, and President Liddle referred the same to the Finance Committee. , The following communication was read, and upon motion by Hicks, second by Amundeen, the use of the Community Room for the date mentioned was granted at a rental fee of 11000: - "October 139 193210 To the Honorable Mayor and Members of the Common Council GehtIemen: Request is made that the Jane Delano Post be granted the use of the Community Room without a rental fee for Our benefit bridge party to be given Friday evening October 14th, 19320 Respectfully submit ed, Margaret Nystuen Service Officer Mabel Fountain." The appointment by the Acting Mayor, of Carlton E. Anderson, as a Special Patrolman, October Bth, to 14th, 19329 inclusive, was read, and President Liddle ordered that the same be placed on file. The City Clerk reported payment made by the Franklin Heating Station of $98058 as one-half cent per thousand cubic feet for 191716,000 cubic feet of natural gas used at the Franklin Heating Station during September, 1932. A communication from the Thomas Voulding Floor Company, relative to installation of acoustical the on the ceiling of the City Clerks office, was read, and President Liddle ordered that the same be placed on file. The following communication was read, and President Liddle ordered that the same be placed on file: "October 11, 1932. dr. A. F. Upon motion by Moody, second by Hick-s, the City Clerk was author- ized' and directed to release the tramp room key, from under seat in his office, to the Custodian of the City Hall. The following estimates by the Architect, W. Peter P. Bross, were read, and President Liddle, ordered that the same be placed on file: The Fisher Company $81.40 for refinishing of old furniture r for use in City Hall Offices. The Vats Dorn Iron Works Company 1216*801 balance on contract for f furnishing and installation of Jail equipment. Herman Dornack 1145,0089 extras in connection with the installation of Jail equipment: The Fischer Company $102.71, for directory board, bulletin board, r extra directory board letters, and for changing chairs in City Engineer*is office r from Golden Oak to Solid Walnut. Standard. Decorating Company $50,259 for refinishing of old furniture for use in City Hall offices. Copy of Public Liability and Property Damage insurance policy covering the Rochester Bus Line, was presented,and President Liddle ordered that the same be placed'on file. f Upon motion by Moody, second by Norton$ the sum of ',,100.00 wag appropriated from the,General Fund, and it was ordered that the said sum be paid to Mrso Catherine Fritsch, as campen3attLan for the Heath of Christopher Fritsch, during the p9riod/ September 7th$ 19'2, to October llth, 19320 inclusive. The following request for authority to purchase materials, was read, and upon motion by Amundsen, second by Miller, the permission and authority Iwas granted: 0 jHon. Mayor & Common Council I Gentlemen: "October 12, 1932 It In the matter of repaving of 6th Street Southwest, 2nd Avenue to 7th Avenue, it becomes necessary to purchase twenty (20) ton of Paving Brick Filler. The minimum carload is 25 ton. I hereby ask your consent to the purchase of 1600 crallon of Cut -Back -Asphalt @ 41133 per gallon, to make up minimum car. This i s the lowest price we are able to obtsin, and the less carp -load rate is higher than the carload rate. I The 1600 gallon will cost $18128. And at this time, I have five (5) drums or 350 gallon in stock_. Further, in the matter of paving filler, I am using ten (10) ton of filler now in stock, for which we paid $18.40 per ton last year. ' 0 The following copy of resolution was read, and President Liddle ordered that the same be placed on file: "W'HFREM%* it is the opinion of the Public Utility Board �i that the City Light and Water Department should pay to tb.e general r`und of the City an established amount to be used for said General Fund pur- poses and to be called a Tax on Gross Income of the said Light and Water Departments, and- 4 WFiERFAS, it is also the opinion of the said Public Utility Board that the said Light and Water Departments should receive an est- ablished fair rete for Street Lightin% and Hydrant Rental, T11F.REFORE, Be it and it is hereby resolved that V1_e Public Utility Board does hereby request the ]ion. Alderman Amundsen introduced a resolution appropriating U16.80 from the New City Hall Fund, and:lordering Payment made to Van Dorn Iron Works Company, as final payment on contract .for farnishina ind in- stallation of Jail equipment in the Ne.v City Hall, which was read. Alderman Moody introduced a resolution appropriating $444.24 from the Genera,! Fund, and ordering payment ,made to the City of Rochester, d -Water Department, for water furnished for spr+inklir_g,/flushing of r r r + streets, which was .read. Upon motion by ?goods, second by Amundsen, that the said 1_69 n resolution be adopted as read, and all. voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Norton introduced,a resolution appropri {sting -1344.48 from the Park TmProvermtnt Fund, and ordering payment made to Mayo Trust Fund, for payroll for labor during the week tending October 7th, 19321 which was read. Upon motion by Norton, second by Amundsen, that the said resol- ution be adopted ds read, and all voting in favor thereof, President Tjiddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropriating L�40`5.70 from the Street and Alley Fund, and ordering payment made to C.` Co Pagenhart, foi• :repair of pavement, as to labor$ materials, dt•c., under Job number 16779 which was read. Upon motion by Moody, second by l L11er, that the said resolution be adopted as read, and'all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the sum of $218.72 be appropriated and paid to the City of Rochester, Light and Water Departments ,for -electricity and water furnished as per their billings of September 25th, L32: 0130.35 thereof to be from the Lighting Fund, N.73 from the Street and Alley Fund, $40.15 from the Fire Protection Fund and $34.99 from the Oeneral Fund. The Mayor and City Clerk are hereby authorized and directed to draw warrants upon the City treasurer in accordance herewith and cause said payments to be made." - Upon motion by Amundsen, second by Moody, that the said resol- ution be adopted as read, and all voting in favor thereof, President Liddle r f declared the said resolution duly pegsed.and adopted.
