Minutes of an adjourned regular meeting of the Common
Council of the City of Rochester, Minnesota, held in the Council Chambers,
in the City Hall, in said City at 7:30 o'clock P:M., November 21st,1932,4
Meeting called to order by President Liddle:
Roll Call: Pres'erit: Liddle, Amundsen, Hicks, Miller,
Moody, Norton:- Absent: Dallman.
The report of the City Wein13master for the month of
October, 1932, showing weighing fees collected in the amount of $64.20 9
was read, and President Liddle referred the same to the Finance Committee.
The report of the Health Officer for the City Farm for the
month of Oct ober,1932, showing receipts in the amount of $276,89, disburse-
ment's $706.76, and an overdraft of $74+42, was read, and President Liddle
ordered :that the{,same be placed on file.
• Alderman Dallman came in at this time and took his Chair.
The report of the ClbTk of the Municipal Court for the
week ending November 7th919321 showing criminal fines collected $41:009
civil fees received $44-609 and court costs charged to Olmsted County $23 25,
and for the week ending November 21st,19329 showing criminal fines collected
$38AO, civil fees received $8.25, court costs charged to Olmsted County
$15*20, and fines collected due to Olmsted County 410 000 , were °. each read, and
President Liddle . ordered that the same be placed on file.
` Upon motion by Moody, second by Hicks, the sum of $10000
was appropriated from the General Fund and it was ordered that the said
sum be paid to Olmsted County, Minnesota, for local Municipal Court fines
collected due to Olmsted County.
The City Engineer's trial balance of disbursements in his
department during the month of October;1932, was presented, and President
Liddle ordered that the same be placed on file6 '
Mr, W. W. Allen made complaint about the sprinkling of the
alley west of Fourth Avenue Southwest between fourth Street Southwest and
Fifth Street Southwest, stating that for the past two or three years the
alley has not been treated or sprinkled by the City Engineer's department,
but that the property continues to be assessed each year for sprinkling
this alley. President Liddle referred this complaint to the City Engineer
for his report at the next meeting of this Common Council.
Mr. Fred Tesch, 507 Twelfth Avenue Southeast, made complairt
a�,out the .very strict requirements for securing a house movers license,
referring to the large bond required, etc., and asked that these requirement
be I.owAred so that he would be able to secure a house movers license to
move a small house he has purchased; said house being the old Perry house
on Third Street Southwest*

After an explanation by the City Attorney of the present ordinance I
requirement# for house movers licenses, and after a discussion of the subject,
President Liddle appointed the Street & Alley Committee, the City Attorney, the
Superintendent of the Light Department,Mr. Cowles, as a Committee, and requested that
the Mayor work with this Committee, to propose an amendment to this ordinance,

which will amend it in such a way to provide that the house movers or the owner of
the house, employ their awn licensed electricians who would do their own electrical
work along the route and in this way keep the City of Rochester free from all

damages, and also to fix a nominal bond for damages which might arise in the moving I
of houses. Special reference was made to the number of houses on the property
purchased by the United States Government for the Post Office site, which houses
will be moved if the requireWemts are reduced, otherwise they will be wrecked and be
of less value to the owner, and of less taxable value to the City.,
The following request was read, and President Liddle ordered that
the same be placed on file: ,

The application of Wallace B. Colton, for appointment as Custodian
of the City Hall, was read, and President Liddle ordered that the same be placed
on file,
The application of Company C4 205th Inf. M.N.G. for a public dance
at the Armory November 24th, 19329 was read, and President Liddle ordered that the
same be placed on file.
The application of Rlohar# Holland for transfer of his taxicab
license N90,21, from a seven passenger Buick Sedan bearing State license Noo B 2079513
to cover a seven passenger Buick Sedan bearing State license No.B 75-9989 was read,
and upon motion by Hicks, second by Dallman, the transfer was grantedi !;
The change of automobile endorsement submitted by Richard Holland
with his application for the above transfer of taxicab license, was read; the said
endorsement being dated November 5th, 19329 and being for policy No.JA 3644840 written:
by the Aetna Casualty & Surety Company of Hartford, Connecticut' Upon motion by
Miller, second by Moody, this endorsement was accepted and approved, and it was
ordered that the same be attached to the said policy:
The following copies of resolutions passed and adopted by the I '
Commissioners of the Sinking Pund, were read, and upon motion by Moody, second by
Amundsen, the actions set forth therein were approved, and it was ordered that the
same be placed on file:
"Be it resolved by the Commissioners of the Sinking
Fund of the City of Rochester, Minnesota:
That the sum of $180837150, is hereby appropriated from
the Sinking Fund of said City and it is ordered that the said sum be paid
to the First National Bank of Rochester, Minnesota, for the December lst,
19329 maturity of interest and principal on City of Rochester,Minnesata,
ImprQvement bonds; $5900040 thereof to be for the payment of principal
on 4,4% (New Central Fire Station bonds numbers 6 to 10 inclusive; $9,000.00
thereof being for principal on 4*% (New City Hall) bonds numbers 1 to 9
inclusive; $1012150 thereof being for interest on 4�% (New Central Fire
Station) bonds numbers 6 to 50 inclusive; and $382500 thereof to be for
interest on 4�% (New City Hall) bonds numbers 1 to 180 inclusive."
"Be it resolved by the Commissioners of the Sinking Fund
of the City of Rochester, Minnesota:
That the sum of $21,538.75 be and the said sum is hereby
appropriated and it is ordered that the same be paid to the First National
li Bank of Rochester, Minnes ta, for interest and principal maturity on City
�! of Rohester, Minnesota, 4 Sewage Disposal Plant Bonds due December 1st,
1932; $169000400 thereof to be from the Sinking Fund of said City .for the

Upon motion by Amundsen, second by Norton, that the said
resolution be adopted and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Amundsen introduced a resolution appropriating
$59000.00 from the Permanent Improvement Revolving Fund and ordering pay-
ment made to the First National Bank of Rochester.,Minnesota, for the
maturity December 1st ,1932, of City of Rochester,Minnes ota, 4�% Permanent
Improvement, Revolving Fund bonds numbers 139 149 34, 359 36, and 68,
which was read.
Upon motion by Hicks, second by Dallman, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted: ,
Alderman Amundsen introduced a resolution granting public
dance -permit to Company C. 205th Inf4 Minnesota National Guard., for the
National Guard Armory, November 84th,1932, Iand fixing the fee at $3.009
which was read,
Upon motion by Moody, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted:
Alderman Miller introduced the following resolution, which
was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the Mayor and City Clerk are hereby authorized and
directed to execute two promissory notes in favor of L.M.Feller, or order,
which will be for the payment of the balance of estimate No:l issued by the

City Engineer on the contract for the construction of a bridge ver Bear Creek on
Fourth Street Southeast, which tw promissory notes will total qF4213.40 as the
balance after a deduction of the �4,000.00 payment made Nov. 7, 19320 from the
Bridge Fund o the $8,213.40 total of said estimate Noel. One of the said notes
shall be for 2811.66, dated November 9th919329 to mature July lst91933, and the
oche shall be dated November 9th,19329 to mature December lst,19331 and be drawn
for 1401.74; both of which not'es shall carry an interest 'rate of five percent
(5%) per annum payable semiannually on June lot and December 1st, and I

Alderman Moody introduced a resolution appropriating $749*70 from
the Sewer Fund and ordering payment made to the City of Rochester, Light Department,
for power furnished at the Sewage Disposal Plant ae per sworn billing of November
15th,1932, which was read*
Upon motion by Norton, second by Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Norton introduced a resolution appropriating $850.00 from
the Permanent Improvement Revolving Fund and ordering payment made to the First
National Bank oS Rochester, Minnesota, for interest due December 1st, 1932, on City
of Rochester, Minnesota, Permanent Impiroveinent Revolving Fund Bonds numbers 13 to 20
inclusive $9000-1, numbers 34 to 48 inclusive, $337.50, and numbers 68 to 88 inclusive
$422450, which was read. j

Alderman Norton introduced a resolution appropriating $479940 from y F
the - Park Improvement Fund and ordering payment made to the Mayo Trust Fund for
payrolls for labor during the period of the weeks ending November llth91932, and
November 18th,19329 in accordance with sworn billing made by Wm.•Enl-:e, Secretary of i
the Perk Board under date of November 21st919329 which was read.

From the Permanent Improvement Revolving Funds Im. CAL Fraser &

The Mayor brought up the matter of the sewer. projects as a means of
unemployment relief for the City of Rochester during this winter and the spring of
1933. During the discussion of the possibilities of getting these improvements
started, the City Engineer suggested that the Northwest_ storm:. sewer, to relieve the
situation at fifteenth Avenue Southwest and Second Street Southwest, be done at
once; the Oity Engineer recommending his plan No.l, for the route of this mt-arm.
sewer. After a discussion of this proposition, it was informally recommended that
the City Engineer meet with the Sewer Committee at the location of this improvement
and explain to them in a satisfactory manner why this surface drainage sewer must
be laid in an ally or along private property instead of being laid in a public
street i
Upon motion by Miller, second by Norton, the Purchasing Committee
was authorized and directed to ascertain the number of hall trees necessary for the
new City Hall offices, etc., and secure prices on the -same.-and report at the next
meeting of this Common Counoil+j

Alderman Hicks reported that since Miss Nystuen has
moved to the Witherstine Property, Jose Bosley, Visiting Nurse, would
like to have an extension to her telephone in the Health Office, in
order that they may, raceive her calls when she is out of her office, and
upon Mrabi:dent Liddle referred the matter to -the Public Grounds Committee

Alderman Hicks.brcught before the Co�mon Council the
complaint of Hail Krolowq 616 Sixth Street Southeast, : in regard to a row
o� trees in the center of the block, but since the -trees are on private
property.thq Common Council cquld do nothing about it.
Upon motion by Diller, second by Moody, the City Engineer
was authorized and directed to securq the ,nee@ssary labor and materials and
repair about 35 feet of the storm sewer in Third Street Southeast, using
corrugated iron pipe instead of tile pipe.
President Liddle referred the matter of a street crossing
on 9�- Place Southeast to the new Highway No.59, to the City Attorney.
Upon motion by Norton, second by Moody, the Purchasing Com-
mittee were authorized and directed to purchase a car load of coal for use .
at the Sewage Disposal Plant.
Upon motion by Norton, second by Moody, the Street and
Alley Committeq and the City Engineer were appointed as A Committee to
wait on the Board of County Commissioners relative to toe improvement of
Eleventh Avenue Northwest: ,
Upon motion by Hi dcs, second by Moody, the Common
